"Directorate general of human rights and protection part of department of justice and human rights and is of new institution. The employees were recruited from some departments that have gotten liquidation. In fact the merger made difference of organizational culture, unreliability between one employee and others, the organization is really needed to have the same vision, learning to know the employee's characters between one and others which is exactly needed the leader's role to guide the organization. According to Senge (1990:338) in learner's organization, the leaders is a planner, an advisor, and a teacher that is responsible to build the organization and it improves its skill continuously to recognize the complexity, to get obvious vision and increase the mentality together with the concept of the new paradigm theory of leadership is the new super leadership said a successful leader is a leader who is able to help employee becomes a leader for himself. This research done at directorate general of human rights ad protection from the number of 150 people at once. By having the number of 150 population, based on Krejle used 110 samples. This research is oriented to know how far the leader's role in implementing the Learning Organization concept, by using second data involves employee's document which is gained from the respondent's statement. Questionnaire's score used ordinal Likert scale. Before doing analysis, the instrument is tested its validity and reliability, firstly. The validity test uses the content of validity technique. Reliability test uses internal consistency with split-half technique. This research is a nominal data, so test its statistic uses non parametric spearman'rho, helped by SPSS program version 11.0 for windows. When the instrument said valid and reliable then is continued by counting the frequency distribution for each leader's variable and learning organization with the result of research that mast of employees don't know to understand the vision of organization and the process of learning gets small number of employees understand and doing it, so it's needed the leader's role to communicate 1 socialize it to the employee what the vision of organization is and the leader needs to learn what learning organization is and implementing it. The implementing of the concept learning organization at the environment of Directorate General Refuge of Human Rights."

"Penelitian ini bertujuan mengetahui pengaruh kepemimpinan kepala sekolah dan iklim sekolah terhadap kinerja Rintisan SMA Bertaraf Internasional di Kabupaten Cirebon. Subyek penelitian adalah guru pengajar. Sampel yang diambil sebanyak 68 orang dengan teknik sampel jenuh. Metode analisis yang digunakan kuantitatif dengan tehnik analisis korelasi. Instrumen disusun dalam bentuk angket dengan menggunakan skala Likers.
Penelitian ini membuktikan bahwa: Pertama, terdapat hubungan yang positif dan signifikan antara kepemimpinan kepala sekolah terhadap kinerja Rintisan Sekolah Bertaraf Internasional sebesar 0.731. Kedua, terdapat hubungan yang positif dan signifikan antara iklim sekolah dengan kinerja Rintisan Sekolah Bertaraf Internasional sebesar 0.731.

The objective of this research were to examine the contribution of the influence leadership and climate school to the performance of Pioneering International Standard Senior High School (RSBI) in Cirebon Distric. The subject consist of class teachers. The total sampel was taken 68 by using saturation sampling technique. Research method which is used is quantitative by using correlation analisys. The instrument was arranged in the form of Likert Scale.
The research implied the influence that: first, there was a positive and significant correlation between leadersheep and performance Pioneering International Standard Senior High School of 0.583. Second, there was a positive and significant correlation between school climate and performance Pioneering International Standard Senior High School of 0.534.

"Kajian ini merupakan kajian praktik terbaik kepemimpinan sekolah di Sekolah Indonesia Kuala Lumpur (SIKL) periode 2009-2012 yang terindikasi mampu menghasilkan transformasi. Soft systems methodology (SSM) digunakan sebagai metoda dalam kajian ini karena SIKL dipandang sebagai human activity systems. Di sisi lain, kepemimpinan Kepala SIKL periode 2009-2012 diapresiasi dan diakui Kedutaan Besar Republik Indonesia (KBRI) Kuala Lumpur memiliki peran yang besar terhadap transformasi yang terjadi di SIKL, dan kepemimpinan Kepala SIKL periode 2009-2012 tersebut mendapatkan perhatian dari University of Malaya dan Chulalongkorn University. Sehingga kajian ini akan menggunakan cognitive mapping (CM) untuk memperkaya SSM.
Hasil kajian menyimpulkan empat (4) praktik terbaik kepemimpinan sekolah di SIKL periode 2009-2012 yang menjadi pelajaran, yaitu: 1) SIKL menggunakan konsep ?baik dulu pintar kemudian? untuk menentukan arah pengelolaan sekolah; 2) Konsep ?baik dulu pintar kemudian? diupayakan terwujud melalui strategi penyediaan contoh yang patut dan nyata bagi peserta didik oleh Kepala SIKL periode 2009-2012; 3) Komite SIKL periode 2010-2012 terlibat secara maksimal dalam menunjang pengelolaan SIKL; 4) Kepala SIKL periode 2009-2012 menggunakan cara informal dalam melakukan supervisi kegiatan pembelajaran yang dilakukan oleh guru dengan memanfaatkan peserta didik SIKL sebagai user.

This is a best practice leadership study of Sekolah Indonesia Kuala Lumpur (SIKL) period of 2009-2012, which indicated able to do successful transformation. Soft systems methodology (SSM) is used as a method of this study, because SIKL is considered as human activity systems. On the other hand, principal leadership of SIKL period of 2009-2012 was appreciated and recognized by the Embassy of the Republic Indonesia in Malaysia because of taken a significant role to the transformation process of SIKL, and also recognized by University of Malaya Malaysia dan Chulalongkorn University Thailand. Thus, this study will use cognitive mapping (CM) for enhancing SSM.
This study concludes four (4) best practices leadership of Sekolah Indonesia Kuala Lumpur (SIKL), they are: 1) SIKL period of 2009-2012 applied concept of ?good before smart? for directing school activities; 2) The concept of ?good before smart? was realized by strategy to providing appropriate and real model for students by SIKL?s principal period of 2009-2012; 3) SIKL?s committee period of 2010-2012 got involved in significant means for supporting successful of SIKL; 4) Informal way was used by SIKL?s principle period of 2009-2012 for supervising teaching process which utilizing students as user.

"ABSTRAK
Tulisan ini membahas mengenai fenomena sistem birokrasi universalis yang berjalan pada sebuah perusahaan. PT Indosat Tbk merupakan perusahaan yang bergerak di bidang telekomunikasi. Hal yang menjadi fokus bahasan pada tulisan ini mengenai sistem birokrasi universalis yang berjalan di dalam PT Indosat Tbk. Konsep untuk melakukan analisa data temuan penulis ialah dengan konsep karakteristik birokrasi menurut Perrow serta konsep kepemimpinan menurut Etzioni. Temuan tulisan ini ialah sistem birokrasi universalis yang berjalan pada suatu perusahaan yang penulis kategorikan sebagai tipe ideal dari birokrasi menurut Perrow. Hal ini disebabkan oleh kemunculan aktor pemimpin sebagai pemegang wewenang yang mampu menerapkan sistem nilai dan kebijakan yang lebih universalis dalam konteks organisasi sebagai birokrasi pada anggota-anggota di dalamnya. Pada tulisan-tulisan sebelumnya, lebih memposisikan sebuah birokrasi di dalam perusahaan sebagai faktor penting dalam melihat dan menentukan berjalan dan produktivitas perusahaan, tetapi tidak melihat adanya peran pemimpin di dalamnya. Poin penting tulisan ini adalah peran aktor pemimpin yang dapat menciptakan sistem birokrasi universalis di dalam perusahaan.

ABSTRACT
This paper discuss phenomenon about bureaucratic system in organization that apply universalism characteristics, in this case of PT Indosat Tbk. PT Indosat Tbk is a company that provides telecommunication. This paper focus on universal bureaucratic system and leadership in PT Indosat Tbk. Concepts that used in this paper are bureaucratic system characteristics by Perrow and leadership by Etzioni. This paper findings are universalism bureaucracy that applied in the organization wherein author argue that is the ideal type of bureaucracy according to Perrow. This happens due to appearance leadership actor as the authority holder that can implement value system and policy that has universality in the context of organization as bureaucracy for organization?s members. In past studies, bureaucracy and leadership are not considered as one entity that link to each other. This paper core point is about role of leadership which can create bureaucratic system with universalism characteristics in the organization."
