"[ ABSTRAK
Adanya peraturan Menteri Kelautan dan Perikanan nomor 56 dan 57 tahun 2014 yang bertujuan untuk meminimalisir kegiatan illegal fishing berdampak pada banyaknya kapal perikanan yang berhenti beroperasi. Salah satunya adalah KM. Mitramas 6 yang merupakan jenis kapal angkut ikan. Agar KM. Mitramas 6 dapat dioperasikan kembali, maka perlu adanya suatu terobosan yang dilakukan. Untuk itu pada Tugas Akhir ini, penulis hendak melakukan modifikasi pada KM. Mitramas 6 dengan tujuannya agar kapal dapat dioperasikan kembali sebagai kapal jenis lain.
Modifikasi yang dilakukan adalah dengan melakukan utilisasi fungsi dari kapal angkut ikan menjadi kapal angkut barang dan penumpang. Modifikasi yang dilakukan mecakup modifikasi tata ruang, modifikasi sitem sanitari dan sewage, serta serta analisis konstruksi dari salah satu bagian pada kapal. Dari hasil yang didapat, diketahui bahwa kapal hasil modifikasi layak untuk dioperasikan menjadi jenis kapal angkut barang dan penumpang.

"Dewasa ini, banyak terjadinya kasus pencurian ikan di perairan Indonesia oleh nelayan negara tetangga Indonesia atau sering disebut Illegal, Unreported and unregulated (IUU) Fishing. Didasari dengan banyaknya kasus pencurian ikan ini maka Kementrian Kelautan dan Perikanan mengeluarkan peraturan sementara atau Moratorium nomor 56 dan 57 /Permen-KP/2014 yang melarang alih muatan (Transhipment) ditengah laut. Dengan berlakunya peraturan tersebut banyak kapal pengangkut ikan yang sudah tidak beroperasi.
Oleh karena itu, penulis membuat analisis utilisasi kapal pengangkut ikan dengan cara memodifikasi kapal pengangkut ikan menjadi kapal angkut barang dan penumpang, agar kapal dapat beroperasi kembali. Untuk mendukung proses modifikasi kapal diperlukannya suatu sistem manajemen proyek. Selain itu perlu dilakukan survei galangan, kapal angkut ikan dan pelabuhan. Atas dasar itulah dibuat perencanaan pekerjaan dalam bentuk Master Schedule, Network Planning dan S-Curve, dengan membutuhkan waktu pengerjaan 1600 jam pekerjan dimulai tanggal 2 Januari 2016 hingga 27 Juli 2016.

Nowadays, many of the cases of illegal fishing in Indonesian waters by fishermen from neighboring countries are often called Illegal, Unreported and Unregulated (IUU) Fishing. Based on the many number of cases of illegal fishing, the Ministry of Maritime Affairs and Fisheries issued a temporary regulation or moratorium number 56 and 57/Permen-KP/2014 which prohibits the Transhipment in the middle of the sea. With the enactment of this regulation, there are many fish carrier vessels that are no longer operate.
Therefore, the purpose of this study is to analyze the utilization of fish transport vessels by modifying fish carrier vessel into cargo passenger vessel, so that the vessel can operate again. To support the ship modification process, project management is needed. Other than, its need to survey the shipyard, the fish carrier vessel and the harbors. On this basis, the planning of work in the form of Master Schedule, Network Planning and S-Curve is made, it took time 1600 hours for working time, began on 2 January 2016 until 27 June 2016.

"Sehubungan dengan dikeluarkannya Peraturan Menteri Kelautan dan Perikanan Republik Indonesia nomor 56/PERMEN-KP/2014 tentang moratorium perizinan usaha tangkap di wilayah perairan Indonesia dan 57/PERMEN-KP/2014 tentang pelarangan alih angkut muatan di laut yang menyebabkan beberapa kapal angkut ikan berhenti beroperasi. Sebagai salah satu solusi agar kapal dapat beroperasi kembali adalah dengan utilisasi kapal angkut ikan dengan cara memodifikasi kapal menjadi kapal angkut penumpang dan barang. Sebelum pelaksanaan utilisasi, diperlukan studi untuk mengetahui kelayakan investasinya. Kelayakan investasi tersebut dapat dinilai dari manfaat ekonomi maupun non ekonomi dari hasil modifikasi kapal di masa yang akan datang. Dengan menggunakan analisis metode-metode umum kelayakan investasi, maka dapat diketahui modifikasi kapal angkut ikan ini layak untuk dilaksanakan.

As one of a solution so that the ship can resume operations, was then conducted a utilization of fish carrier vessel by modifying the ship into a cargo passenger vessel. Prior to the implementation of the utilization, is needed a study to determine the feasibility of the investment. The feasibility of the investment can be assessed from the economic and non-economic benefits of the modified vessel for the future.Using feasibility of investment analysis, it is known that the modification of fish carrier vessel is feasible."

"Berdasarkan adanya Permen KP No. 57/2014 berdampak pada banyaknya kapal angkut ikan yang tidak dapat beroprasi sehingga diperlukan modifikasi guna utilitasi kapal angkut ikan menjadi kapal angkut barang dan penumpang. Modifikasi dilakukan dari segi fungsi, rute dan teknis. Salah satu aspek yang mengalami perubahan yaitu kecepatan. Kecepatan harus ditingkatkan tanpa adanya perubahan pada mesin utama dan shaft.
Untuk memenuhi perubahan tersebut maka salah satu langkah yang bisa diambil adalah pengurangan hambatan dengan cara penurunan draft pada kapal dan rancangan ulang pada propeller. Perhitungan hambatan dilakukan dengan 3 metode yaitu : metode Yamagata, permodengan menggunakan software maxsurf dengan metode Holtrop, dan uji tarik. Hambatan berkurang 15,6 kN menurut Metode Holtrop, berkurang 29,92 kN menurut metode yamagata dan berkurang 148,47 kN dari hasil uji tarik.

According to Permen KP No. 57/2014 that effects on the number of not operating fishing vessel, that leads to the urgency of modification to utilize such vessel into cargo and passenger vessel. This modification consist of function, route, and technical specification. One of modified aspec is speed. This aspec must be increase without any changes of main engine and shaft.
In order to fulfill such change, the redaction of ship resistance shold be done by decreasing draft of the ship and redesign of the existing propeller. Resistance will be calculate using 3 methods, such as: Yamagata Method, Modelling and Visualisation with Holtrop Method in Maxsurf, and Towing Test. Resistance decreased 15,6 kN based on Holtrop Method, decreased 29,92 kN based on Yamagata Method and decreased 148,47 kN based on Towing Test.

"Indonesia merupakan negara yang memiliki wilayah perairan sangat luas sehingga dapat dikatakan Indonesia merupakan Negara Maritim. Indonesia sebagai Negara Maritim diutamakan menggunakan transportasi laut untuk kebutuhan logistik. Sarana transportasi laut yang efektif dan efisien salah satunya adalah sistem tol laut yang akan dipenuhi dengan penambah penambah kapal dan pembangunan kapal termasuk kapal perikanan untuk melakukan distribusi. Terkait dengan transportasi laut sebagai sarana distribusi, Menteri Kelautan dan Perikanan Republik Indonesia mengatur perarturan mengenai kelautan dan perikanan yang diundangkan dalam Perarturan Menteri Kelautan dan Perikanan. Sesuai dengan isi dari Nomor 56/PERMEN-KP/2014 dan Nomor 57/PERMEN-KP/2014 maka diberlakukan penghentian sementara (moratorium) perizinan usaha perikanan tangkap yang ditujukan untuk kapal perikanan yang pembangunannya dilakukan di luar negeri dan penghentian sementara (moratorium) kegiatan alih muatan (transhipment) di laut sebagai upaya penanggulangan Illegal, Unrepoted and Unregulated (IUU) Fishing di Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPP-NRI). Agar terhindar dari kerugian, banyak pengusaha kapal perikanan yang berusaha memodifikasi kapal perikanan milik mereka. Pada proses modifikasi kapal perlu dilakukan perancangan atau desain ulang kapal yang mengutamakan aspek keselamatan. Dalam teori bangunan kapal, aspek keselamatan berkaitan dengan stabilitas kapal. Pada penerapannya, perhitungan kembali stabilitas kapal pada desain ulang kapal harus dilakukan untuk dapat mengetahui kapal modifikasi layak berlayar atau tidak. Sehingga kapal dapat dimodifikasi sesuai pemenuhan persyaratan kriteria IMO.

Indonesia is a country that has extensive territorial waters so that Indonesia as a Maritime Country. Indonesia as the country's maritime preferred using sea transport to the needs of the logistics. Transportation of sea which effective and efficient one is the toll system which will be filled with new construction ships and the construction of ships including fishing vessel to do the distribution. Related to maritime transport as a main of distribution, Minister of Marine and Fisheries of the Republic of Indonesia sets up rules on marine and fisheries that are enacted in Perarturan Minister of Marine and fisheries. In accordance with the content of the Number 56/PERMEN-KP/2014 and the Number 57/PERMEN-KP/2014 then imposed temporary suspension (moratorium) licensing efforts capture fisheries aimed at the development of Fishing Vessel conducted overseas and temporary suspension (moratorium) activities over charge (transhipment) at sea in an effort to combat Illegal, Unregulated and Unrepoted (IUU) Fishing in the area of management of Fisheries of the Republic of Indonesia (WPP-NRI). To avoid losses, many entrepreneurs who are trying to modify their fish carrier vessel. On the process of modification of the vessel to do is design or redesign of the ship that prioritizes the safety aspect. In the theory of ship building, safety aspects related to the stability of the ship. In its application, calculation of the stability of the ship back on a redesign of the ship should be taken to be aware of modifications to the ship worth sailing or not. The ships can be modified according to the IMO?s Criteria."

"Seiring diberlakukannya Peraturan Menteri Kelautan dan Perikanan Republik Indonesia Nomor 56/PERMEN-KP/2014 dan Nomor 57/PERMEN-KP/2014 tentang moratorium perizinan usaha tangkap di wilayah pengelolaan perikanan dan pelarangan transhipment di laut menyebabkan salah satu kapal angkut ikan milik PT. Ocean Mitramas, KM.Mitramas 6 berhenti beroperasi. Oleh karena itu, dilakukan utilisasi kapal angkut ikan dengan memodifikasi menjadi kapal penumpang barang.
Terkait dengan hal tersebut dilakukan perancangan ulang sistem keselamatan sesuai dengan acuan peraturan Internasional SOLAS (Safety of Life at Sea), FSS Code (Fire Safety System), LSA Code (Life Saving Appliances), ISM Code (International Safety Management) dengan tujuan menjamin keselamatan penumpang, hasilnya berupa fire control dan safety plan.

"Kapal merupakan salah satu armada angkutan yang memiliki peranan vital. Perdagangan, ekspor-impor, dan industri tidak dapat terlepas dari sarana angkutan berupa kapal. Dalam pengoperasiannya, kapal membutuhkan daya mesin yang sesuai sehingga kecepatan kapal tercapai. Penggunaan bahan bakar yang sehemat mungkin menjadi hal yang sangat penting. Penghematan bahan bakar erat kaitannya dengan hambatan kapal yang terjadi.Penghematan pemakaian energi pada pengoperasian kapal menjadi topik yang menarik dan sangat penting untuk dikaji.
Tujuan penelitian ini untuk mencari konfigurasi S/L optimum untuk mendapatkan nilai hambatan terendah sehingga akan mengurangi konsumsi bahan bakar pada saat kapal beroperasi dan membandingkan nilai hambatan yang terjadi pada kapal katamaran dan monohull. Dua buah model kapal catamaran dengan lambung simetris dan variasi rasio jarak lambung S/L 0,2 , 0,3 dan 0,4 digunakan dalam penelitian ini. Metode eksperimen (towing tank) dan numerik (HullSpeed- MaxsurfPro 11.12) dilakukan dalam penelitian denganvariasi kecepatan pada angka Froude 0.2 -1.0.
Hasil menunjukkan bahwa hambatan total kapal katamaran terbesar dengan rasio jarak lambung S/L 0,4 terjadi pada Fr < 0,3 dan Fr 0,4 - 1,0. Sedangkan untuk Fn 0,3 - 0,4 nilai koefisien hambatan terbesar dimiliki oleh rasio S/L 0,2 yang ditunjukkan dengan puncak hambatan gelombang paling tinggi (hump resistance). Dari hasil kedua metode menunjukkan bahwa monohull menghasilkan nilai hambatan yang lebih besar daripada katamaran khususnya pada 0.4 ≤ Fn ≤ 0.8.

Ship is one of the transportion that has a vital role. Trade, exports - imports and industry can't be separated from means of transportation of ship. In operation, the vessel requires engine power accordingly so that the ship's speed is reached. The use of fuel efficient as possible becomes very important. Fuel savings is closely related to resistance vessels occurs. Saving energy consumption on the operation of the ship became an interesting topic and very important to assess.
The purpose of this study to look for the configuration S / L optimum to obtain the lowest resistance values so that will reduce fuel consumption when the vessel to operate and compare the value of resistance that occurs in catamaran and monohull.Two models of catamaran with symmetrical and variation of unstagerred demi hulls configuration(S/L) 0.2, 0.3 and 0.4 used in this study. Experimental method (towing tank) and numerical (HullSpeed-MaxsurfPro 11:12) conducted the study with the velocity variations in the Froude number 0.1 -1.0.
The results showed that the total resistance of the largest catamaran with unstagerred demihulls configurationS/L 0.4 occurred at Fr <0.3 and Fr 0.4 to 1.0. As for the Fn from 0.3 up to 0.4 the value of the total resistance coefficient of the biggest obstacles is owned by the ratio S/L 0.2 as indicated by the highest peak of the wave resistance (Hump resistance). From the results of both methods showed that the monohull produces greater resistance value than catamaran partially 0.4 ≤ Fn ≤ 0.8.

"Sistem propulsi merupakan salah satu komponen utama dalam perancangan sebuah kapal. Kapal. Kapal ikan merupakan kapal atau alat apung lainnya yang dipergunakan untuk melakukan penangkapan ikan, pengangkutan ikan, pengolahan ikan, pelatihan perikanan, dan penelitian/eksplorasi perikanan. Saat ini sistem propulsi yang mayoritas digunakan pada kapal ikan yaitu, sistem propulsi bahan bakar.
Penelitian ini dilakukan untuk merancang kapal ikan dengan sistem propulsi elektrik dan menganalisis perbandingan penggunaan antara sistem propulsi bahan bakar dengan sistem propulsi elektrik.
Setelah dari perancangan dan analisis di dapatkan bahwa sistem propulsi elektrik secara efisiensi dan energy ramah lingkungan lebih baik dari sistem propulsi bahan bakar. Namun dari segi berat dan biaya awal instalasi maka sistem propulsi bahan bakar lebih baik disbanding sistem propulsi elektrik.

The purpose of this research are to design a fishing ship with an electric propulsion system and to analyze the comparison of the use between fuel propulsion system and electric propulsion system.
After the design and analysis, the electric propulsion system in an efficient and environmentally friendly energy is better than the fuel propulsion system. But from the weight and installation cost Diesel Propulsion better than electric propulsion.

"Konversi kapal khusunya tanker, akhri-akhir ini marak dilakukan, karena mempunyai waktu pembuatannya yang bisa lebih cepat dari membuat sebuah kapal baru. Banyak kapal tanker yang dikonversi karena kapal-kapal tersebut sudah berumur cukup tua dan tidak bisa beroperasi lagi karena adanya peraturan MARPOL 73/78 mengenai double hull dan double bottom.
Pada tugas akhir ini membahas mengenai kelayakan dari konversi kapal pengangkut minyak (Tanker) menjadi kapal pengangkut muatan curah batu bara (Bulk Carrier) dari aspek-aspek ekonominya terlebih mengenai keuntungan atau kerugian yang akan didapatkan jika kapal tersebut telah selesai dikerjakan dan beroperasi. Dan akan dilakukan beberapa analisa ekonomis yang dapat dihitung dan dibutuhkan untuk melakukan sebuah konversi kapal dari tanker menjadi bulk carrier.

Conversion of ships especially tankers, commonplace today, because it has time of manufacture which can be faster than creating a new ship. Many tankers are converted because the ships are old and not old enough to operate again because of the rules MARPOL 73/78 of the double hull and double bottom.
At the end of this task to discuss the feasibility of the conversion of tanker (Tanker) a bulk cargo ship carrying coal (Bulk Carrier) from its economic aspects especially regarding the gains or losses that would be obtained if the vessel is completed and operational. And will do some economic analysis that can be calculated and required to perform a conversion of tankers to ship bulk carrier.
