"Penelitian ini bertujuan untuk menganalisis pengaruh dari praktik manajemen sumber daya manusia HRM practices terhadap organizational citizenship behavior OCB . Variabel HRM practices diukur melalui perangkat High-Involvement HRM Practices oleh Prieto dan P rez-Santana 2014, sedangkan variabel OCB diukur berdasarkan 5 lima dimensi utama oleh Organ 1988. Analisis dilakukan pada karyawan aktif di PT Sigma Cipta Caraka Telkomsigma yang telah bekerja minimal selama 1 tahun di perusahaan dengan jumlah responden sebanyak 243 orang. Penelitian ini menggunakan metode kuantitatif dengan kuesioner sebagai instrumen penelitian. Data penelitian ini akan dianalis menggunakan analisis statistik deskriptif, korelasi, dan regresi linear sederhana serta berganda untuk menguji variabel yang terkait. Hasil penelitian ini membuktikan bahwa HRM practices memiliki signifikansi yang positif namun memiliki tingkat kekuatan yang berbeda untuk menimbulkan kegiatan OCB pada karyawan di perusahaan berbasis industri ICT.

This study aims to analyze the influence of human resource management HRM practices on organizational citizenship behavior OCB. The HRM practices variable were measured through the High Involvement HRM Practices tool by Prieto and P rez Santana 2014, while the OCB variables were measured based on five major dimensions by Organ 1988. The analysis is on the active employees of PT Sigma Cipta Caraka Telkomsigma who had worked for at least a year in the company with the number of 243 employees. This study uses quantitative methods in collecting data with a questionnaire as a research instrument. The research data will be analyzed using descriptive statistic analysis, correlation, and regression analysis to test the relationship among variables. The results of this study provide an evidence that each HRM practices have a positive significance but different levels to encourage OCB activities showed by employees in the ICT company."

"Penelitian yang bertujuan mendapatkan strategi pemberdayaan aparatur pada Direktorat Jenderal Bea dan Cukai, dilakukan dengan metode kuantitatif terhadap data primeryang didapat dari sam pel penelitian sebanyak 103 responden yang terdiri atas pegawai fungsional dan struktural. Konsep yang digunakan dalam menganalisis strategi pemberdayaan aparatur menggunakan konsep organisasi pembelajar (learning organization) yang dikemukakan oleh Senge (1996) dalam buku "The Fifth Discipline" (Disiplin Kelima).
Berdasarkan konsep Disiplin Kelima tersebut maka didapat karakteristik organisasi pembelajar pada KPBC SH yang ditinjau melalui konsep Disiplin Kelima dari Senge,(1996) yang meliputi lima disiplin, yaitu (1) Keahlian Pribadi (personal mastery), kondisi pegawai untuk aspek ini mengindikasikan bahwa pegawai KPBC SH memiliki kecenderungan untuk bersikap dan memperluas kemampuannya secara terus menerus guna menciptakan hasil yang terbaik bagi organisasi; (2) Model Mental (metal models), kondisi pegawai untuk aspek ini menunjukan bahwa pandangan pegawai KPBC SH dalam memahami dunia pekerjaan dan mengambil keputusan dalam tugas mengindikasikan hasil yang baik, artinya pegawai memiliki kemampuan dalam memahami pekerjaannya dan dalam pengambilan keputusan; (3) Visi Bersama (shared vision), untuk aspek ini ditunjukan bahwa sebagian besar pegawai memiliki visi yang sama dalam pencapaian tujuan organisasi secara bersama; (4) Pembelajaran Tim team learning), untuk aspek ini terlihat bahwa sebagian besar pegawai memiliki kemampuan dalam bekerja sama sebagai satu kesatuan, saling mempercayai, saling menghargai dan menjunjung tinggi kelebihan yang ada pada tim kerja; dan (5) Berfikir Sistem (system thinking), untuk aspek ini mengindikasikan bahwa sebagian besar pegawai sudah memiliki pola berfikir yang sistematis dan dinamis dalam menyikapi permasalahan di tempat kerja.
Aspek-aspek yang lebih dominan dari Disiplin Keliina pada KPBC SH yang dilihat dari kelima aspek konsep Disiplin Kelima dari Senge (1996) terlihat bahwa tidak terdapatnya aspek yang lebih dominan, hal ini terlihat dari besarnya selisih yang sebagian besar memiliki selisih sangat kecil di antara pegawai struktural dan pegawai fungsional. Analisis statistik dengan menggunakan pengujian uji beda (mean different) dihasilkan bahwa tidak terdapat perbedaan yang signifikan antara pegawai struktural dengan pegawai fungsional dalam mempersepsikan organisasi pembelajar yang ditinjau dari konsep Disiplin Kelima dari Peter M. Senge.
Strategi pemberdayaan bagi sumber daya aparatur di KPBC SH melalui penerapan Disiplin Kelima dapat dilakukan meialui dukungan peran pimpinan atau atasan dalam mencapai keberhasilan pemberdayaan sumber daya aparatur. Adapun saran-saran yang dikemukakan adalah sebagai berikut : 1. Untuk aspek pembelajaran tim dan visi bersama, kedua aspek ini memiliki nilai yang terendah, sehingga perlu mendapakan peningkatan karena sesuai dengan lingkup kerja pada KPBC SH sebagai organisasi pemerintah yang banyak menangani permasalahan perdagangan intemasional atau transaksi impor dan ekspor. 2. Pada aspek pembelajaran tim yang perlu mendapatkan perhatian adalah pada kemampuan para pegawai dalam bekerja sama pada satu kesatuan organisai, menumbuhkan sikap saling mempercayai, sikap saling menghargai dan menjunjung tinggi kelebihan yang ada pada tim kerja. 3. Sedang aspek visi bersama adalah bagaimana agar seluruh pegawai memiliki satu kesatuan visi yang kompak dalam membawa KPBC SH sebagai organisasi yang matang dan handal dalam menangani atau melayani pengguna jasa dalam melakukan transaksi atau perdagangan impor dan ekspor. "
