"Pada bulan september 2015, pemerintah mengeluarkan Paket Kebijakan Ekonomi Jilid XII yang mana salah satu poin kebijakannya mengatur terkait dengan deregulasi 28 peraturan yang disesuaikan dalam rangka meningkatkan kualitas koperasi dan UMKM. Dari 28 peraturan menteri dirampingkan menjadi 16 permen yang salah satunya ialah Peraturan Menteri No. 10 Tahun 2015 tentang Kelembagaan Koperasi. Peraturan ini terbit demi terciptanya kepastian hukum, tertib administrasi, penguatan peran notaris, penggunaan media elektronik, serta penarikan wewenang pengesahan, perubahan, serta pembubaran koperasi oleh kementerian. Disatu sisi terbitnya peraturan ini memberikan kemudahan terhadap koperasi dengan sistem Online serta memberikan kepastian hukum bagi pelaku usaha koperasi seperti diperjelasnya terkait dengan ketentuan jangka waktu dalam beberapa rumusan pasal yang ada. Namun disisi lain, Terdapat pasal yang bertentangan dengan ketentuan diatasnya, pengaturan yang tidak jelas, serta beban pelaku usaha bertambah dengan diharuskannya mempersiapkan SDM yang memahami ITE. Penelitian ini bersifat yuridis normatif, melalui wawancara kepada informan dan studi dokumen untuk dapat memberikan gambaran terhadap permasalahan yang diteliti.

In september 2015, the government enacted the Economic Policy Package Volume XII in which one of the policy points regulate related to the deregulation of the 28 rules which are adjusted in order to improve the quality of cooperatives and small medium entreprises. From 28 ministerial regulations were trimmed to 16 ministerial regulations. Which one of the deregulated regulation is regarding the cooperative institutions. This regulation is published in order to create legal certainty, good administration, strengthening the role of the notary, the use of electronic media, as well as the withdrawal of approval authority, changes, and dissolution of the cooperative by the ministry. The publication of this regulation provide convenience to the cooperative with Online systems and providing legal certainty for cooperative businesses such as clarity regarding provisions period in some of the formulation of the articles. On the other hand, there are several articles that are contrary to the provisions above, the regulation is not clear, and the burden of cooperative businesses is increased by the must to understand regarding information and electronic transaction. This research is normative juridical research, through interviews with informants and document to provide a picture of the problems researched."

"This study aims to describe the society perception towards the existence of Mandatory Reporting Recipient Institution. This research uses a qualitative approach with descriptive analysis technique. Data collection was conducted by spreading out questionnaires to the community, social institution and the organizer of the institution. The location and respondents of the research were determinated purposively, that is in Medan City, Sumatera Utara Province.Respondents were consisted of 60 people who lived around the 6 IPWL regions and one was from Social Department officer and also one chairman or management of IPWL each from six IPWLs. The data and information collected were analyzed descriptively qualitatively. The result of the research showed that 80 percent of respondents had not understood the IPWL existence yet. This was because of the lack of program socialization on IPWL to the community. It isrecommended to the Indonesian Republic Ministry of Social to socialize the tasks, roles and functions of IPWL as a rehabilitation managing institution for drugs users to the community widely through social service bodies, social media both press and electronic ones."
