"This research aims to identify tensions in infrastructure development using public-private partnership (PPP) mechanism. The tensions in infrastructure development are identified using a qualitative research methodology, in particular a questionnaire survey to fathom the perceived risks by associated actors and institutions, economic and financial condition, procurement processes, and the relationship between the public and private sectors. This study highlights the role of intermediate agency connecting the role of the government and the private sector. By identifying the potential and the capacity of intermediate agency to connect infrastructure development across different development agenda, the local government should be able to improve the mechanism for PPP infrastructure development scheme."

Skripsi ini membahas tentangBentuk Kerjasama Public Private Partnership Untuk Pengembangan Pasar Seni Gabusan. Pengembangan Pasar Seni Gabusan ini adalah dalam bentuk pembangunan fasilitas-fasilitas baru yaitu hotel, cottage, convention hall, showroom, pintu masuk dan koridor Pasar Seni Gabusan yang bertujuan untuk menarik dan meningkatkan jumlah kunjungan ke Pasar Seni Gabusan. Jumlah kunjungan yang minim merupakan permasalahan utama yang dihadapi oleh Pasar Seni Gabusan. Penelitian ini dilakukan dengan pendekatan kualitatif dengan desain deskriptif. Hasil penelitian menunjukan bahwa, Pemkab Bantul bekerjasama dengan
sektor swasta untuk melakukan pengembangan Pasar Seni Gabusan. Commercial force merupakan faktor pendorong utama Pemkab Bantul untuk melakukan kerjasama pemerintah swasta. Sementara opposition by legislative dan opposition by public merupakan faktor penghambat kerjasama pemerintah swasta untuk pengembangan Pasar Seni Gabusan. Strategi kerjasama yang cocok untuk pengembangan Pasar Seni
Gabusan berdasarkan kondisi existing yang ada adalah dengan Public Private Partnership dengan bentuk joint venture.

"Swiss merupakan salah satu negara anggota Development Assistance Committee yang kerap melakukan bantuan luar negeri. Terkait pembangunan internasional berkelanjutan bidang manajemen air, Pemerintah Swiss juga telah melaksanakan berbagai program secara mandiri melalui badan-badan pemerintah yang mereka miliki seperti the Swiss Agency for Development and Cooperation (SDC). Kehadiran aktor privat dalam hubungan internasional kemudian memicu dilaksanakannya public-private partnership (PPP) dalam program-program pembangunan internasional Pemerintah Swiss. Dalam bidang manajemen air itu sendiri, SDC melaksanakan PPP dengan Nestlé dalam program More Coffee Less Water di Vietnam dan program SuizAgua di Peru. Meskipun PPP dipercaya mampu meningkatkan efisiensi dan kualitas suatu program, keterlibatan Nestlé menimbulkan sebuah pertanyaan karena adanya orientasi kebijakan dalam hal manajemen air yang cenderung berbeda dengan Swiss. Oleh karena itu, penulis menggunakan teori Rational Choice untuk memahami alasan di balik dilibatkannya Nestlé dalam program More Coffee Less Water dan SuizAgua. Dengan menggunakan pendekatan kualitatif dan metode survei literatur terhadap sumber-sumber sekunder, penulis menemukan bahwa SDC dan Nestlé sama-sama memiliki kepentingan yang pada akhirnya menjadikan pelaksanaan PPP dalam kedua program tersebut pilihan yang paling rasional bagi mereka.

Switzerland is one of the Development Assistance Committee’s member countries which often provides international aid. In regards to sustainable international development within the water management field, the Swiss government has executed several independent programs through its federal bodies such as the Swiss Agency for Development and Cooperation (SDC). Furthermore, the presence of private actors in international relations has triggered the use of public-private partnerships (PPP) in said programs. Within the water management field itself, SDC has conducted two PPPs with Nestlé in the More Coffee Less Water program in Vietnam and the SuizAgua program in Peru. Although PPPs are thought to be able to increase the efficiency and quality of a program, Nestlé’s involvement raises a question because of its generally opposing water management policy orientation. Consequently, this paper utilizes the Rational Choice theory to understand the reason behind Nestlé’s involvement in More Coffee Less Water and SuizAgua. While applying a qualitative approach and utilizing a literature survey method towards secondary sources, this paper finds that both SDC and Nestlé have converging interests and therefore making PPP the most rational choice for both parties in said programs."

"ABSTRAK
Pada beberapa tahun terakhir, telah terjadi peningkatan penggunaan transportasi udara di Indonesia. Pada umumnya kondisi ini tidak segera direspon oleh pengelola bandar udara dengan melakukan pembangunan serta pengembangan infrastruktur, sehingga mengakibatkan terjadinya lack of capacity. Pada tahun 2011, jumlah penumpang pada bandar udara Juanda Surabaya telah mencapai 13 juta orang per tahun, sedangkan terminal bandar udara Juanda Surabaya hanya memiliki kapasitas 8 juta penumpang per tahun, hal ini mengakibatkan tidak terpenuhinya standar pelayanan penumpang di terminal. Kondisi ini harus segera direspon oleh pengelola bandar udara, sehingga bandar udara Juanda Surabaya rencananya akan dikembangkan melalui beberapa tahapan yaitu mengoptimalkan terminal lama sebagai terminal 2, memperpanjang runway dan penambahan rapid exit taxiway, membangun terminal baru sebagai terminal 3 serta membangun runway ke dua guna merespons tingginya pertumbuhan trafik pesawat dan penumpang yang terjadi pada bandar udara Juanda Surabaya. Total biaya yang dibutuhkan untuk pembangunan serta pengembangan bandar udara Juanda Surabaya diperkirakan sekitar 13 triliun rupiah. Seluruh biaya tersebut tidak dapat dipenuhi oleh PT. Angkasa Pura I (Persero) secara korporat maupun bandar udara Juanda secara individu. Oleh sebab itu, penelitian ini dilakukan untuk mengetahui kemungkinan pelaksanaan strategi pengembangan bandar udara melalui Public Private Partnership (PPP) pada bandar udara Juanda Surabaya. Penelitian ini bertujuan untuk mengetahui pihak-pihak yang terlibat dalam PPP serta peran masing-masing pihak dalam kerjasama tersebut. Penelitian ini menghasilkan konsep PPP multi partnership yang melibatkan Pemerintah, Badan Usaha Milik Negara dan pihak swasta dimana konsep ini merupakan penggabungan dari dua tipe PPP yaitu technical assistance contract dan management contract. Hasil penelitian ini memberikan pandangan yang berbeda tentang pelaksanaan PPP khususnya pada pembangunan serta pengembangan infrastruktur bandar udara secara brownfield yang dikelola oleh Badan Usaha Milik Negara.

ABSTRACT
In recent years, there has been increased use of air transportation in Indonesia. In general, this condition is not immediately responded by the airport managers to undertake the construction and development of infrastructure, which causes lack of capacity. In 2011, the number of passengers at Juanda airport Surabaya has reached 13 million people per year, while passenger terminal of the airport only has a capacity of 8 million passengers per year, which resulted in failure to meet the standard of service to passengers in the airport. This condition should be immediately responded by the the airport manager, so Juanda airport in Surabaya is planned to be developed through several stages that consist of optimizing the old terminal as terminal 2, extending the runway and the addition of rapid exit taxiways, building a new terminal as terminal 3 and to build a second runway to respond high growth of passenger traffic and aircraft that occurs in Juanda airport Surabaya. The total cost required for the construction and development of Juanda airport Surabaya estimated about 13 trillion rupiah. The entire cost can not be fulfilled by PT. Angkasa Pura I (Persero) as a corporate or Juanda airport as an individual. Therefore, this study was conducted to determine the possible implementation of airport development strategies through Public Private Partnership (PPP) at Juanda airport in Surabaya. This study deliver a concept of PPP multi partnership that involve Government, State Owned Enterprises and the private sector which is a combination of two types of PPP that is technical assistance contracts and management contract.This study aims to determine the parties involved in the PPP and the role of each party in the implementation of PPP. The results of this study have provided different views about the implementation of PPP in particular on the brownfield development of airport infrastructure that has been managed by the State-Owned Enterprises."

"ABSTRAK
Air merupakan kebutuhan dasar manusia yang keberadaannya telah dijamin oleh kontitusi, yakni pada pasal 33 UUD 1945 ayat 3 yang berbunyi : ?Bumi dan Air dan kekayaan Alam yang terkandung di dalamnya dikuasai oleh negara dan dipergunakan untuk sebesar-besar kemakmuran rakyat.? Sejak awal pendiri negara ini telah menyadari perlunya penyediaan air dijamin dalam kontitusi yang merupakan kontrak sosial antara Pemerintah dan warga negara. Sistem dan fasilitas penyediaan air bersih merupakan salah satu bentuk/kategori infrastruktur publik/umum yang diperlukan untuk pemenuhan kebutuhan dasar sosial dan ekonomi manusia. Oleh karena itu salah satu kebijakan Pemprov DKI Jakarta dalam upaya meningkatkan mutu pelayanan air bersih adalah dengan rencana menambah pembangunan infrastruktur penyediaan air bersih baru, yaitu dengan melibatkan peran pihak swasta, melalui pola kerjasama. Selain itu fakta di lapangan juga menunjukkan sudah terjadi penurunan kualitas air baku yang berasal dari Saluran Tarum Barat karena adanya pencemaran limbah (domestik dan industri) di beberapa titik di daerah Cibeet dan Bekasi serta adanya fluktuasi pasokan air baku terutama menurunnya debit air baku pada saat musim kemarau disebabkan karena adanya pendangkalan di beberapa titik sepanjang Saluran Tarum Barat. Tetapi secara rata-rata, debit pasokan minimum air baku dapat terpenuhi oleh Perum Jatiluhur (PJT) II sebagai pemasok air baku ke Instalasi Pengelolaan Air (IPA) Pejompongan, Instalasi Pengelolaan Air (IPA) Buaran dan Instalasi Pengelolaan Air (IPA) Pulo Gadung. Langkah konkrit yang dilakukan oleh Perum Jatiluhur (PJT) II dan Pemerintah dalam hal ini adalah Ditjen Sumber Daya Air (SDA) Departemen Pekerjaan Umum adalah melakukan upaya peningkatan kehandalan pasokan air baku melalui pembuatan shypon di beberapa titik untuk mereduksi pencemaran dan normalisasi aliran Saluran Tarum Barat bekerjasama dengan Pemerintah Daerah yang dilalui oleh Saluran Tarum Barat. Penelitian ini ditujukan untuk mencari bentuk kerjasama Pemerintah dan Swasta yang paling tepat untuk pembangunan dan pengoperasian Sistem Pelayanan Air Bersih. Dalam penelitian hanya membandingkan bentuk kerjasama Pemerintah dan Swasta antara Build Operate Transfer (BOT) dengan Design Build Leased (DBL).

ABSTRACT
Water is a basic human need whose existence has been guaranteed by the Constitution under the basic laws year 1945 Act 33, paragraph 3 which reads ""The earth and water and natural resources contained therein controlled by the state and used as much as possible for the benefit of the people?. Since the early founders of this country has realized the need for water supply is guaranteed in the constitution which is the social contract between government and citizens. The system of water supply installations is one of the forms or categories of public infrastructure and necessary general to the satisfaction of basic needs of human social and economic development. One of the provincial DKI Jakarta Government policy in an effort to improve the quality of water services is improve the development of the infrastructure of fresh water, with the participation of the private sector through a model of cooperation plans. The facts in the field have also shown a loss of quality raw water from the West Tarum Channels because of pollution of waste (domestic and industrial) at some point in Cibeet and Bekasi and fluctuations in raw water supply, especially the raw water flow decreases during the dry season due reducing deepness of water at some point along the West Tarum Channel. But on average, a minimum flow of raw water supply loaded by public companies Jatiluhur (PJT) II as a supplier of raw water to the Installation of Water Management (IPA) Pejompongan, Installation Management Water (IPA) Buaran and Installation Management Water (IPA) Pulo gadung. Concrete steps undertaken by a public company Jatiluhur (PJT) II and the Government in this regard is the Directorate General of Water resources (SDA) Department of Public Works to improve the reliability of the raw water supply by making shypon at some point to reduce pollution and channel normalization West Tarum Channel flow in cooperation with local government channels through which the West Tarum Channel. The research is intended to seek the form of Public-Private Partnership more appropriate for the construction and operation of water service systems. The only study comparing Public-Private Partnership between the Build Operate Transfer (BOT) and Design Build Leased (DBL) forms."

"Skripsi ini membahas mengenai analisis Bargaining Power pada Kesepakatan Pembangunan Pembangkit Listrik Tenaga Uap atau PLTU Batang melalui skema Public-Private Partnership atau PPP. Kajian yang dilakukan dalam tesis ini meneliti relasi antara negara Indonesia sebagai Negara Tuan Rumah dengan Perusahaan Swasta yang terlibat dalam proyek PLTU Batang: PT J- POWER, Itochu Corporation, dan PT Adaro Power. Dari Agenda PPP di Indonesia, yang baru terlaksana pembangunannya hingga tahun 2016 hanyalah proyek PLTU Batang. Konsep Bargaining Power dipakai dalam tesis ini untuk mencari faktor-faktor variabel Potential Power dan Actual Power dari masing-masing aktor yang mendukung kesepakatan pembangunan PLTU Batang dapat terjadi. Dalam tesis ini, penulis menemukan bahwa faktor utama yang mendorong Prusahaan Swasta untuk dapat berinvestasi di PLTU Batang yaitu nilai investasi, Sumber Daya Alam, maupun Manusia yang dimiliki oleh Indonesia, serta Kebijakan Publik yang menarik para investor untuk membiayai proyek agenda PPP di Indonesia.

This thesis discusses the analysis of Bargaining Power in the Central Java Power Plant Agreement or PLTU Batang through the Public-Private Partnership or PPP scheme. This study case in this thesis examines the relationship between Indonesia as the Host Country and Private Sector that involved in the development project of Central Java Power Plant: PT J-POWER, Itochu Corporation, and PT Adaro Power. In the PPP’s Agenda in Indonesia, Central Java Power Plant is the only construction that has only been carried out until 2016. The concept of Bargaining Power is used in this thesis to find the variable factors of Potential Power and Actual Power of each actor that supports Central Java Power Plant Development Agreement. In this thesis, the writer finds that the main factors for private companies to encourage in PLTU Batang are the investment value, natural resources, and people owned by Indonesia, as well as public policies that attract investors to finance the PPP project agenda in Indonesia."
