" ABSTRAK
Pada saat ini Usaha Mikro, Kecil, dan Menengah di Indonesia masih menghadapi berbagai macam tantangan dalam menjalankan keberlangsungan kegiatannya. Salah satu tantangan Usaha Mikro, Kecil, dan Menengah yang sedang dihadapi diantaranya adalah Usaha Mikro, Kecil, dan Menengah memiliki keterbatasan dalam menerapkan aspek keselamatan dan kesehatan kerja sesuai dengan standar yang diharapkan. Hal ini dikarenakan Usaha Mikro, Kecil, dan Menengah menganggap bahwa penerapaan aspek kesehatan dan keselamatan kerja membutuhkan biaya yang mahal. Salah satu upaya perbaikan secara berkala dan progresif yang dilakukan oleh pemerintah yaitu Kementerian Ketenagakerjaan adalah peningkatan kesadaran keselamatan dan kesehatan kerja dari pekerja dan pengusaha melalui program pelatihan perbaikan lingkungan kerja dengan menggunakan program Working Improvement in Small Medium Enterprise WISE untuk Usaha Mikro, Kecil, dan Menengah. Skripsi ini membahas bagaimana proses pelaksanaan program, kendala pelaksanaan program, dan pencapaian pelaksanaan program Working Improvement in Small Medium Enterprise WISE yang dilakukan oleh pemerintah yaitu Kementerian Ketenagakerjaan, sehingga dapat meningkatkan kesadaran keselamatan dan kesehatan kerja bagi para Usaha Mikro, Kecil, dan Menengah. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa program Working Improvement in Small Medium Enterprise WISE merupakan program pelatihan yang memberdayakan Usaha Mikro, Kecil, dan Menengah untuk melakukan suatu tindakan yang praktis dan hanya mengeluarkan biaya yang rendah namun dapat memperbaiki kondisi tempat kerja. Selain itu, hasil penelitian ini menunjukkan adanya hasil perbaikan kondisi tempat kerja Usaha Mikro, Kecil, dan Menengah yang sudah menerapkan sesuai dengan standar keselamatan dan kesehatan kerja setelah para pekerja dan pengusaha Usaha Mikro, kecil, dan Menengah mengikuti pelaksanaan program Working Improvement in Small Medium Enterprise WISE . Namun, masih terdapat kendala dalam pelaksanaan program Working Improvement in Small Medium Enterprise WISE yaitu keterlibatan unsur tripartit dalam melaksanakan program Working Improvement in Small Medium Enterprise WISE , masih rendahnya kesadaran keselamatan dan kesehatan kerja pada usaha mikro, kecil dan menengah, dan tindak lanjut action plan.

ABSTRACT
Until recently, Micro, Small and Medium Enterprises in Indonesia are facing various challenges in carrying out their sustainability. One of the current challenges faced by Micro, Small, and Medium Enterprises is the limitation in applying safety and health aspects according to the expected standards. This limitation is caused by Micro, Small, and Medium Enterprises 39 consideration that the application of health and safety aspects requires high cost. One of the government 39 s progressive improvement efforts are given by the Ministry of Manpower to raise awareness of workers and employers through a work improvement program using the Working Improvement in Small Medium Enterprise WISE program for Micro, Small, and Medium Enterprises. This thesis discusses the process, obstacles, and the achievements from implementation of Working Improvement in Small Medium Enterprise WISE program that are given by the Ministry of Manpower to increase the awareness of safety and health for Micro, Small and Medium Enterprises. This research is a qualitative research with descriptive design. The result shows that the Working Improvement in Small Medium Enterprise WISE program can actually improve workplace conditions as training program for Micro, Small and Medium Enterprises by performing a practical and low cost action. In addition, the results of this study indicate that there are improvements in the workplace conditions of Micro, Small, and Medium Enterprises that have been implemented in accordance with safety and health standards. However, there are still obstacles found in implementing the Working Improvement in Small Medium Enterprise WISE program, which includes the involvement of tripartite elements in implementing the Working Improvement in Small Medium Enterprise WISE program, the low level of safety and health awareness on Micro, Small and Medium Enterprises, and from action plan follow up. "

"UMKM Kedelai (Tempe, Tahu, & Oncom) di Kecamatan Citereup Kabupaten Bogor memiliki potensi bahaya dan risiko pada setiap proses kerjanya, sehingga diperlukan manajemen risiko untuk mengidentifikasi bahaya dan menganalisis risiko K3. Jenis penelitian ini deskriptif dengan penentuan tingkat risiko secara semi kuantitatif menggunakan nilai consequences, exposure, dan likelihood mengacu pada metode yang ditemukan oleh W.T. Fine. Hasil penelitian ini menunjukkan bahwa terdapat tingkat risiko tertinggi dengan level Very high antara lain Risiko : Heat stress, Luka Bakar, Kebakaran, Ledakan, Gangguan Pernafasan. Tingkat risiko tertinggi disebabkan oleh Bahaya Panas dan Budaya kerja yaitu merokok pada saat bekerja. Tingkat risiko level Priority 1 antara lain Risiko : NIHL, Tersengat Listrik, Luka Bakar, Iritasi kulit, Keracunan, Tejatuh. Tingkat risiko Priority 1 disebabkan oleh Bahaya Fisik: Bising, Listrik, Bahaya Biologi, Bahaya Kimia. Tingkat risiko level Substantial antara lain Risiko : Low Back Pain, Cedera otot lengan / kaki . Tingkat risiko Substantial disebabkan oleh Bahaya Ergonomi: Posisi janggal, Mengangkat beban yang berat. Tingkat risiko level Priority 3 antara lain Risiko : Stress Kerja. Tingkat risiko Priority 3 disebabkan oleh Bahaya Psikososial: Beban Kerja, Kelelahan.

Soybean processing SMEs pose number of potential hazards exposing to the worker. This study aimed identify some potential hazards and evaluate their risk level by using WT Fine method, These results indicate that there is the highest risk level by level Very high risk include : Heat stress, Burn, Fire, Explosion, Respiratory Disorders. "ABSTRACT
Kecelakaan kerja pada kegiatan sektor konstruksi hingga saat ini masih menjadi penyumbang terbesar bagi keseluruhan angka kecelakaan kerja di Indonesia setiap tahunnya. Di dalam klasifikasi jenis kegiatan sektor konstruksi, sektor konstruksi kecil dan menengah dianggap memiliki kesadaran akan pelaksanaan kesehatan dan keselamatan kerja yang masih rendah. Menyikapi kontradiksi tersebut, pemerintah membuat suatu prorgam pembinaan K3 bernama Work Improvement in Small and Medium Construction Sites (WISCON). Penelitian akan berfokus pada pelaksanaan WISCON di DKI Jakarta mengingat bahwa diantara seluruh wilayah tempat WISCON dilaksanakan, DKI Jakarta merupakan wilayah yang memiliki jumlah pekerja harian dan perusahaan konstruksi kecil dan menengah yang paling banyak. Penelitian ini bertujuan untuk menganalisis proses pembinaan K3 pada sektor konstruksi kecil dan menengah melalui program WISCON DKI Jakarta. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif dan teknik pengumpulan data berupa studi kepustakaan dan studi lapangan yang dilakukan dengan wawancara mendalam. Teori yang digunakan yakni teori hubungan industrial, pembinaan, kesehatan dan keselamatan kerja, dan sistem manajemen kesehatan dan keselamatan kerja (SMK3). Hasil penelitian menunjukkan bahwa rangkaian program WISCON DKI Jakarta sebagai upaya pembinaan K3 oleh pemerintah dimulai dari tahapan formulasi materi K3 yang merupakan hasil dari kordinasi yang terjalin antara pihak International Labour Organization dan pihak Kementerian Ketenagakerjaan RI. Pelaksanaan program WISCON DKI Jakarta dilakukan selama empat hari dengan agenda inti yakni pembinaan dan pemaparan materi K3, observasi lapangan, diskusi, dan pembuatan action plan. Peserta program merasakan program WISCON DKI Jakarta dapat memberikan pengetahuan yang bermanfaat bagi peserta dan dapat langsung diterapkan sehinnga menghasilkan perbaikan yang nyata. Rekomendasi yang diberikan antara lain mendorong keterlibatan asosiasi bidang konstruksi pada program WISCON, menjadikan sertifikasi program WISCON sebagai salah satu syarat sebagai tenaga konstruksi ahli, dan meniingkatkan peran Dinas Ketenagakerjaan Provinsi sebagai pengawas kegiatan konstruksi di daerah.

ABSTRACT
Work accidents in construction sector activities are still the biggest contributor to the overall number of workplace accidents in Indonesia each year. Within the classification of construction sector activities, small and medium constructions are notorious for lacking of occupational health and safety awareness. In response to the contradiction, the government developed a program called Working Improvement in Small and Medium Construction Sites (WISCON). The research will focus on the implementation of WISCON in DKI Jakarta. This research aims to analyze the process of developing OHS in the small and medium construction sector through the DKI Jakarta WISCON program. This research uses a qualitative approach with the type of descriptive research and several theories like the theory of industrial relations, theory of coaching, occupational health and safety (OHAS), and the occupational health and safety management system. The results of the research show that the DKI Jakarta WISCON program, as an effort to develop OHAS by the government, starts from the OHAS material formulation which is the result of the coordination between the International Labor Organization and the Indonesian Ministry of Manpower. The implementation of the DKI Jakarta WISCON program is carried out for four days with core agendas: OHAS material presentation, observations, group discussions and presentations, and action plans making. The program participants felt that the DKI Jakarta WISCON program could provide useful knowledges and could be directly implemented so that it produced real improvements. This research generates a number of recommendations like encouraging the involvement of the construction sector association in the WISCON program, making the WISCON program certification to be one of the requirements as an expert construction worker, and increasing the role of the Provincial Manpower Office as a supervisor of construction activities in the area."

"UMKM merupakan salah satu industri dengan risiko yang signifikan karena lemahnya implementasi penglolaan risiko. Penelitian ini menilai tingkat risiko yang ada di UMKM pembuatan busana muslim CV. A dan UMKM pembuatan boneka CV. AT tahun 2016. Penilaian risiko dilakukan dengan menganalisis nilai kemungkinan, pemajanan dan konsekuensi dari setiap bahaya yang teridentifikasi risiko menggunakan metode semi kuantiatif yang dikembangkan oleh W.T Fine. Diperoleh bahwa bahaya kelistrikan (instalasi) ; bahaya ergonomi (handling) ; bahaya kimia (pajanan fume) memiliki tingkat risiko very high. Bahaya mekanik (gerakan jarum) ; bahaya fisik (suhu ruangan) memiliki tingkat risiko priority 1. Bahaya kimia (pajanan debu ; pajanan solvent) ; bahaya gravitasi (tertimpa benda) ; bahaya fisik (pencahayaan) memiliki tingkat risiko substantial. Bahaya safety (penataan ruang) ; bahaya organisasi kerja (stress kerja) memiliki tingkat risiko priority 3. Bahaya mekanik (gerakan menggunting ; gerakan menyetrika) ; bahaya fisik (tabung gas) memiliki tingkat risiko acceptable.

SMEs workers are exposed to significant risk due to improper implementation at risk management. This study aimed to evaluate the risk level at two tekstile SMEs by using risk assessment method developed by W.T Fine. It was found that very high risk was associated with safety hazard (electricity) ; ergonomic hazard (handling) ; chemical hazard (fume exposure). Priority 1 risk was associated with mechanical hazard (seewing) ; physical hazard (temperature). Substantial risk was associated with chemical hazard (dust ; solvent) ; gravity hazard (struck down) physical hazard (lightning exposure). Priority 3 was associated with safety hazard (work area) ; work organization hazard (work stress). Acceptable risk was associated with mechanical hazard (scissoring ; ironing) ; physical hazard (gas tube)."

"Kesadaran mengenai manajemen risiko kesehatan dan keselamatan kerja yang kurang sering kali menjadi penyebab utama permasalahan K3 di Usaha Kecil Menengah sehingga dibutuhkan langkah identifikasi risiko untuk dapat menemukan manajemen risiko yang tepat dibutuhkan oleh Usaha Kecil Menengah. Penelitian ini merupakan penilaian risiko pada proses produksi kerupuk ikan yang bertempat di dua lokasi pabrik kerupuk yang ada di Jakarta Pusat dan Depok pada tahun 2017. Penilaian risiko berupa identifikasi dan analisis risiko yang bertujuan untuk mengetahui gambaran tingkat risiko kesehatan dan keselamatan kerja yang ada pada proses pembuatan kerupuk ikan. Metode penelitian mengacu pada metode semikuantitatif sesuai dengan kriteria W.T. Fine. Prosedur pelaksanaan analisis risiko menggunakan langkah panduan dari AS/NZS ISO 31000:2009 tentang Manajemen Risiko di Usaha Kecil Menengah. Hasil penelitian menunjukkan bahwa level risiko yang ada di tiap langkah kerja adalah tingkat Very high yaitu pada bahaya Kimia, Priority 1 pada bahaya listrik , tingkat Substantial pada bahaya ergonomi, tingkat Priority 3 pada bahaya fisik dan Acceptable pada bahaya mekanik.

The lack of awareness of Occupational Health and Safety in Small Medium size industries oftenly being the main cause of occupational problem in Small Medium Enterprises. This research is used to assess occupational health and safety risks in two crackers factories located in Depok and Central Jakarta. The occupational health and safet assessment has to be done in order to rise the awareness of risk management. Implementation of risk assessment was doneby using semi quantitative risk level analysis and scoring the levels of Consequence, Exposure, and Likelihood by W. T. Fine. Procedure was conducted by using AS NZS ISO 31000 2009 of risk management in Small Medium Enterprise. The results from residual risk table showed that the risk of chemical hazard Liquid Petroleum Gas is at the highest risk levels, followed by electrical risk which categorized at Priority 1 levels, ergonomic hazard at Substantial levels, physical hazard at Priority 3 level, and mechanical hazard at Acceptable level."

"ABSTRAK
Perilaku keselamatan kerja pada pekerja Usaha Mikro Kecil dan Menengah (UMKM)
khususnya pengolahan kayu di Indonesia masih kurang baik, ditandai dengan masih tingginya
angka disabilitas akibat kecelakaan kerja. Tujuan penelitian ini adalah diketahui dan
diperolehnya faktor-faktor yang mempengaruhi perilaku keselamatan kerja pada pekerja
UMKM pengolahan kayu.
Studi kualitatif menggunakan wawancara mendalam dan kelompok diskusi terfokus dengan
pedoman wawancara semi-struktur pendekatan teori Green di 2 perusahaan informal
pengolahan kayu. Wawancara mendalam dilakukan pada 2 orang bagian manajemen, 2 orang
mandor, 4 orang pekerja. Kelompok diskusi terfokus dilakukan pada 2 kelompok dengan 5
orang pekerja di setiap kelompok.
Pekerja pengolahan kayu memiliki persepsi yang cukup baik mengenai perilaku keselamatan
kerja hal ini dikarenakan memiliki pengalaman bekerja cukup lama meskipun berlatar
belakang pendidikan rendah. Sikap dan perilaku yang belum mencerminkan perilaku
keselamatan kerja dipengaruhi motivasi, minat, role model, kesiapan, kebijakan dan
pengawasan yang masih kurang. Mandor masih kurang ketat bertindak sebagai role model
dan melakukan pengawasan terhadap pekerja di lapangan. Manajemen perusahaan sudah
melakukan penyediaan sarana dan prasarana sesuai standar tetapi tidak diikuti oleh adanya
kebijakan, peraturan, pelatihan serta reward dan punishment.
Persepsi baik berperilaku keselamatan kerja pada pekerja pengolahan kayu dalam mencegah
kecelakaan kerja dipengaruhi oleh pengetahuan, pengalaman dan sarana prasarana standar
yang cukup baik. Tetapi kurangnya motivasi, minat, contoh teladan, kesiapan dan
pengawasan mempengaruhi sikap dan perilaku keselamatan kerja yang kurang baik.
Manajemen dan mandor yang kurang menerapkan kebijakan, peraturan, pelatihan, reward
dan punishment juga mempengaruhi perilaku keselamatan kerja bagi para pekerja pengolahan
kayu.ABSTRACT

high incidence of disability caused by occupational accidents. The aim of this study is to
identify influencing factors to workers?s safety behavior of carpenter in the micro, small and
medium enterprises (MSME).
A Qualitative study was conducted using in-depth interviews and focus group discussion with
semi-structured guidelines from Green theory, conducted in 2 MSME carpenter industry. Indepth
interviews involving 2 management staffs, 2 supervisors and 4 carpenters. Focus
group discussion was conducted with 2 groups, each consisting of 5 carpenters in .
Adequacy of good safety behavior perceptions was found, due to carpenter?s long experience,
although they have low educational level. Carpenter?s attitude and behavior did not comply
with safe behavior, influenced by lack of motivation, interest, role model, readiness, policy
and supervision. Supervisors were not regarded as role models and are weak in supervision.
Management already provides standar infrastructure and facilities, but lack of policy,
regulation, training also reward and punishment system.
The micro, small and medium enterprises (MSME) carpenter?s good perceptions to
occupational accident prevention influenced by knowledge, experience and standard
infrastructure and facilities, but Carpenters?s lack of motivation, interest, role model,
readiness and supervision influenced low attitude and lack of safety behavior.Management

"ABSTRAK
Hubungan antara pembeli dengan pemasok pada korporasi besar dapat terjalin dengan mudah dan lebih sistematis. Perdebatan muncul ketika pembeli bukanlah korporasi besar melainkan usaha mikro kecil menengah. Penelitian ini membahas hubungan antara pembeli dengan pemasok serta pengaruhmya terhadap performa organisisasi tersebut. Peneliti ingin mengetahui bagaimana pengaruh peningkatan hubungan antara pembeli dengan pemasok terhadap performa usaha mikro kecil dan menengah. Dengan mengetahui hal ini diharapkan usaha mikro kecil menengah dapat mengetahui hal-hal yang perlu diperhatikan dan dilakukan oleh UMKM selaku pembeli terhadap supplier serta manfaatnya terhadap kebaikan organisasi UMKM tersebut. Teknik analisis data pada penelitian ini menggunakan analisis PLS (Partial Least Square). Hasil dari penelitian ini menunjukkan bahwa peningkatan buyer specificity, peningkatan supplier specificity berpengaruh positif terhadap hubungan jangka panjang antara pembeli dan pemasok serta hubungan jangka panjang antara pembeli dan pemasok berpengaruh positif dan signifikan terhadap kinerja usaha mikro kecil dan menengah.

ABSTRACT
The relationship between the buyers and suppliers in a large corporation can be established easily and more systematically. The debate arises when the buyer is not the big corporations but small and medium micro enterprises. This study examines the relationship between buyer and supplier and their impact towards organizational performance. Researchers want to know how to influence the improvement of relations between the buyers and suppliers to the performance of micro, small and medium enterprises. Knowing these SMEs are expected to know the things that need to be considered and carried out by SMEs as buyers and the benefit against SME organizations. The data analysis techniques used PLS (Partial Least Square). The results of this study indicate that increased buyer specificity, increased supplier specificity have a positive effect on long-term relationships between buyers and suppliers as well as long-term relationships between buyers and suppliers have a positive and significant impact on the performance of micro, small and medium enterprises."

"Masalah keselamatan dan kesehatan kerja pada UMKM diakibatkan lemahnya manajemen risiko. Penelitian ini bertujuan untuk menilai tingkat risiko keselamatan dan kesehatan kerja pada lima (5) workshop berbahan dasar logam di Desa Gunung Sari, Bogor, 2016. Metode W.T Fine yang digunakan adalah untuk menganalisis tingkat risiko dengan melihat nilai konsekuensi, pajanan, dan kemungkinan dari setiap risiko. Hasil penelitian ini menunjukkan bahwa tingkat risiko tertinggi adalah bahaya ergonomi dan kimia.

The purpose of this study was to asses level of OHS risk at five (5) of metalbased workshop at Gunung Sari village, Bogor, 2016. W.T. fine method was used for analyzing the risk level by scoring the level of consequence, exposure, and lilelihood of each risk. "ABSTRAK
Kecelakaan kerja dan gangguan kesehatan terkait pekerjaan bisa terjadi di industri
manapun, termasuk pada Usaha Mikro, Kecil dan Menengah (UMKM). UMKM
menampung lebih dari 60% angkatan kerja sehingga upaya perlindungan terhadap
Keselamatan dan Kesehatan Kerja (K3) perlu dilaksanakan. Salah satu faktor
terkait orang yang dekat dengan terjadinya kecelakaan kerja dan cidera adalah
motivasi keselamatan. Tujuan dari penelitian ini adalah mengevaluasi penerapan
K3 dengan daftar periksa Working Improvement in Small-medium Enterprises
(WISE) di UMKM Kabupaten Cianjur yang telah mendapat pembinaan K3 tahun
2014-2015 dan menilai motivasi keselamatan pekerja UMKM. Metode penelitian
ini adalah metode kombinasi (mixed-methods). Besar sampel yang digunakan
adalah 50 UMKM dan 110 pekerja UMKM. Hasil penelitian menunjukan rata-rata
dari proporsi penerapan K3 pada UMKM terpilih adalah 0,4159 (41,59%),
pemenuhan dari 46 item pertanyaan WISE sebesar 36,6% (penyimpanan dan
penanganan material, lingkungan fisik, proteksi bahaya listrik, penanggulangan
bahaya kebakaran, dan fasilitas kesejahteraan), sangat setuju/tepat untuk alasan
motivasi instrinsik sebesar 86,8% serta setuju/cukup tepat untuk alasan motivasi
eksternal sebesar 50,6%. Berdasarkan hasil wawancara didapatkan hambatan
penereapan K3 terjadi pada level pemerintah, regulator/asosiasi, manajemen, staf,
organisasi, dan teknologi. Faktor situasional pembentuk motivasi keselamatan yang
paling utama adalah kepemimpinan.

ABSTRACT
Accidents and occupational health problems can occur in any industry, including
Micro, Small and Medium Enterprises (MSMEs). MSMEs accommodate more than
60% of the workforce so that safeguards against Occupational Safety and Health
(OSH) needs to be implemented. One of the proximal person-related factors to the
occurrence of accidents and injuries is safety motivation. The research purpose is to
evaluate OSH implementation with checklist of Working Improvement in Smallmedium
Enterprises (WISE) at MSMEs of Cianjur which has got OSH training in
2014-2015 and assess the workers safety motivation. Methods of this research are
mixed-methods. The sample size is 50 MSMEs and 110 workers. The results
showed that the mean of the proportion of OSH applied to selected MSMEs was
0.4159 (41.59%), fulfillment of 46 items of WISE questions of 36.6% (storage and
material handling, physical environment, electrical hazard protection,
countermeasures fire hazard, and welfare facilities), strongly agree for reasons of
intrinsic motivation of 86.8% and agree for external motivation reasons of 50.6%.
Based on interviews, the obstacles of OSH implementation occurred at government
level, regulator / association, management, staff, organization, and technology. The
distal situational factor that most important form of safety motivation is leadership."

"Tesis ini membahas mengenai Strategi Pemberdayaan UMKM yang dilakukan oleh lembaga pendidikan yakni UKM Center FEUI. Dengan pendekatan kualitatif, pengumpulan data melalui studi literatur, wawancara dan observasi serta penarikan informan dengan purposif sampling.
Hasil penelitian ini menggambarkan Strategi pemberdayaan UMKM yang dilakukan UKM Center FEUI, seperti langkah-langkah yang ada di dalamnya: need assessment, implementasi, monitoring dan evaluasi serta permasalahan yang ada seperti keterbatasan dana, keterbatasan jumlah SDM, serta kurangnya komitmen anggota binaan dalam melaksanakan strategi pemberdayaan tersebut. Namun, dari permasalahan tersebut, UKM Center FEUI bersama binaannya berupaya untuk mengatasinya dengan melakukan beberapa solusi.

The focus of this study is the Strategy of Micro, Small and Medium Enterprises which was been done by UKM Center FEUI. This research used a qualitative approach with descriptive research. While collecting data using study literature, observation, in-depth interview with purposive sampling technical, there are 9 informants from UKM Center FEUI Staffs and Members.
The results of this study show the strategy micro, small and medium enterprises, that are: need assessment, implementation, monitoring and evaluation. In the implementation, there are problems such as limited finance, limited human resource, and the low commitments members. Therefore UKM Center made problem solving to solve the problems.
