"ABSTRAK
United Nation Habitat (UN-Habitat) predicts that in 2050, 66% of the world community will live in the city. There is a group disadvantaged communities, who is called a community of urban poor, such as Wedi Kengser settlement in the community of Kapmung Ledhok, and the community of Kampung Gondolayu Lor, Yogyakarta. The government sees them as people who live illegaly, as result of illegal land placement. They can't get basic public services. The implication is that their rights aren't fulfilled, to obtaion social services and poverty aleviation from local governments. Thus, they collectively make a habitable shelter by creating a series of program such as society at large and by maintainingtheir value. This phenomenon of society to obtain their rights is identified as an 'Insurgent Citizenship' phenomenon. This study uses a qualitative method with a multi-paradigm approach. Data collection used in-depth interviews technique with government and relevant actors. This study uses a comparative research between two 'slum island' in providing adequate public service. Which in Kampung Gondolayu Lor, they use the community empowerment programs managed by NGO. The purpose of this study is to get an overview of how basic need management can be met effectively through civic engagement with NGO involvement or without NGO involvement (community indepently), which in turn will be useful to finding solutions for development that concern the humanist side."

"Permukiman kumuh muncul ketika masyarakat tidak dapat mengakses tempat tinggal yang layak huni dan tidak memiliki kemampuan untuk membeli rumah ataupun melakukan pemeliharaan terhadap bangunan yang mereka tempati. Dalam rangka mengatasi permasalahan terkait dengan permukiman kumuh, pemerintah melalui Dinas Perumahan Rakyat dan Kawasan Permukiman (DPRKP) melakukan penataan kawasan yang bertujuan meningkatkan kualitas permukiman kumuh menjadi lebih baik. Hal tersebut mendorong dilakukannya penelitian yang bertujuan untuk menganalisis kinerja DPRKP dalam melakukan penataan kawasan permukiman kumuh di DKI Jakarta. Penelitian ini menggunakan teori kinerja organisasi yang terdiri dari lima indikator yaitu macro efficiency, micro efficiency, equality, happiness, dan capabilities. Peneliti menggunakan teknik pengumpulan mixed methods melalui survei dan wawancara mendalam. Temuan penelitian menunjukkan bahwa kinerja DPRKP DKI Jakarta dalam melakukan penataan kawasan permukiman kumuh masuk ke dalam kinerja kategori baik. Namun, terkait anggaran, alternatif pembiayaan dan koordinasi dengan dinas lain terkait penataan kawasan permukiman kumuh masih harus diperbaiki dan evaluasi kembali.

Slum settlements arise when people cannot access a decent place to live in and do not have the ability to buy a house or carry out maintenance of the building they occupy. In order to overcome problems related to slum settlements, the government through the Office of Public Housing and Settlement Areas (DPRKP) carried out regional arrangements aimed at improving the quality of slum settlements for the better. This prompted the conduct of research aimed at analyzing the performance of the DPRKP in structuring slum areas in DKI Jakarta. This study uses the theory of organizational performance which consists of five indicators, namely macro efficiency, micro efficiency, equality, happiness, and capabilities. Researchers used mixed methods collection techniques through surveys and in-depth interviews. The research findings show that the performance of the DKI Jakarta DPRKP in structuring slum areas falls into the good category of performance. However, regarding the budget, alternative financing and coordination with other agencies related to structuring slum areas, they still need to be repaired and re-evaluated."

"Primary health care as Local Public Service Entity needs to make the right business strategic plan. Arranging business plan needs to pay attention to its competitors
operating around its working area. This study aimed to determine internal and external environmental factors in Ubud 1 and Tegallalang 1 Primary
Health Care and develop model of business strategic plan development in both primary health cares with Local Public Service Entity status. This study was
descriptive explorative conducted in 2014. Data were collected through questionnaires, and documentation study. Samples were determined purposively or
taken non-proportionally, consisting of Ubud 1 and Tegallalang 1 Primary Health Care heads and staff. Data were analyzed by descriptive quantitative analysis.
Results of internal and external factor analysis in both primary health cares showed similar findings. Most indicators of internal variable were strength, only
quantities of medical and non-medical workers were the weaknesses in program development. Meanwhile, external factor analysis showed that most indicators
of external variable were opportunities and it was only people’s lifestyle toward environment as the threat in program development. In conclusion, the
development strategic position in Ubud 1 Tegallalang 1 was growth strategy.

perlu memerhatikan pesaing yang beroperasi di sekitar wilayah kerja. Penelitian ini bertujuan untuk mempelajari aspek lingkungan internal dan eksternal di
Puskesmas Ubud 1 dan Tegallalang 1 serta mengembangkan model pengembangan rencana strategi bisnis di kedua puskesmas yang berstatus BLUD tersebut.
Penelitian ini merupakan penelitian deskriptif eksploratif yang dilakukan pada tahun 2014. Data dikumpulkan melalui penyebaran kuesioner dan studi
dokumentasi. Sampel penelitian ditentukan secara purposif dan diambil secara non proporsional, terdiri dari kepala dan staf Puskesmas Ubud 1 dan
Tegallalalng 1. Data dianalisis secara deskriptif kuantitatif. Hasil analisis faktor internal dan eksternal kedua puskesmas menunjukkan hasil yang sama.
Sebagian besar indikator variabel internal merupakan kekuatan, hanya kuantitas tenaga kerja bidang medis dan nonmedis sebagai kelemahan dalam
pengembangan program. Sedangkan hasil analisis faktor eksternal menunjukkan sebagian besar indikator variabel eksternal merupakan peluang dan hanya
perilaku masyarakat terhadap lingkungan yang merupakan ancaman dalam pengembangan program. Sebagai kesimpulan, posisi strategis pengembangan
di Puskesmas Ubud 1 dan Tegallalang 1 adalah strategi pertumbuhan."

"Abstract. This research aims at studying and explaining forms of coping behaviors and public respond to coping behaviors as shown by health service officers at street-level bureaucrats in Puskesmas (Public Health Center). The research was conducted
in six Public Health Centers in Makassar, employing qualitative approach and naturalistic method. The data were gained from informants, i.e. Puskesmas officers and public patients visiting the Puskesmas as the primary data source, and the secondary data were gathered from documents available in the concerned institutions. Research data were collected through in-depth interviews, direct and participative observations. The research data were then analyzed qualitatively through data reduction, data presentation, deduction and data verification. The results of the research show variety of interactive models as a form of coping behaviors performed by bureaucrats in providing health service, namely the behavior of limiting services, rationing
services, giving special treatment, ignoring, and prioritizing. The performed coping behaviors benefit the officers since their
obligations were accomplished, though at minimum level. Public responds to coping behaviors quite vary but in general shows
positive responds.
Abstrak. Penelitian bertujuan mengetahui dan menjelaskan bentuk-bentuk coping behaviors dan respon warga terhadap coping behaviors yang ditampilkan petugas pelayanan kesehatan pada tataran street-level bureaucratsdi Puskesmas. Penelitian dilaksanakan pada enam Puskesmas di Kota Makassar menggunakan pendekatan kualitatif dengan metode naturalistik, sumber data diperoleh dari informan petugas layanan kesehatan dan warga masyarakat yang berkunjung ke Puskesmas sebagai sumber data primer, dan sumber data sekunder diperoleh dari dokumen yang tersedia pada instansi terkait. Data penelitian diperoleh melalui wawancara mendalam, observasi langsung dan partisipatif.Data penelitian dianalisis secara kualitatif melalui tahapan reduksi data, penyajian data, pengambilan kesimpulan dan verifikasi data.Hasil penelitian menunjukkan keragaman model interaksi yang merupakan bentuk coping behaviors yang ditampilkan oleh birokratdalam memberikan pelayanan kesehatan yaitu bentuk perilaku membatasi layanan, menjatah layanan, memberi perlakuan khusus, mengabaikan, dan perilaku memberi prioritas.Coping behaviors yang dilakukan memberi keuntungan bagi petugas karena tujuan pekerjaannya tercapai secara minimal, dan respon warga terhadap coping behaviors cukup beragam tetapi pada umumnya memberi respon positif."

"PNS adalah pekerjaan yang diperlukan dalam jangka waktu yung lama dan menyangkut keperluan orang banyak (publik), sehingga dibutuhkan tingkat motivasi pelamar publik (PSM) yang tinggi. Tingkat PSM yang tinggi akan menunjukkan prestasi kerja yang berarti dalam berbagai pekerjaan yang berhubungan dengan keadilan sosial, kesetiaan kepada negara, dan program sosial kemasyarakatan (Organizational Citizenship Behavior OCB) adalah perilaku karyawan yang melebihi tugas yang telah ditetapkan. Perilaku OCB di sektor publik diharapkan dupat meningkatkan keaktivan organisasi dan kinerja organisasi sektor Instansi Pemerintah sebagai lembaga yang dituntut untuk bisa memberikan excellent services dituntut untuk bisa lebih meningkatkan kinerjanya. Selain public service motivation dan OCB pengaruh kepuasan kerja dan transfomational leadership terhadap organisasi sektor publik sangat diperlukan, dimana transformational mendorong keryawan untuk bekerja lebih keras, meningkatkan produktifitas, memiliki moril kerja serta kepuasan kerja yang lebih tinggi, meninggikan efektifitas organisasi, meminimalkan perputaran karyawan, menurunkan tingkat ketidakhadiran, dan memiliki kemampuan menyesuaikan diri secara organisasional yang lebih tinggi. Kepuasan kerja seharusnya menjadi faktor penentu utama dari perilaku kewargaan organisasi (Organizational Citizenship Bchavior OCB) seorang karyawan. Dalam penelitian ini penulis ingin melihat mengenai penyaruh Transformational Leadership, Public Service Motivation (PSM) terhadap Organizational Citizen Behaviour (OCB) yang dimediasi adalah kepuasan kerja. "

"ABSTRACT
The number of complaints, the slow performance, and the lack of productivity demands the need for a reformed public sector. Reform can be done with social innovation by involving and making citizens as participants and end users. Not only that, fundamentally, changing the role of various stakeholders in the provision of services. Where citizens act to decide themselves and play an active role in making decisions. Ruslani Innovation is one of the forms of social innovations based on the problem of limited access to the fulfillment of healthy habitable home ownership for the poor. How the implementation of Ruslani innovation based on the community empowerment done in Samarinda Seberang Sub District is analyzed in this research. By using a descriptive qualitative method, data collection is conducted through in depth interviews of key informants selected purposively and by analyzing secondary data documents. The results show that the implementation of Ruslani program has been aligned based on the principle of Law Number 23 of 2014 on Regional Government, according to principles; increased efficiency; improvement of effectiveness; improvement of service quality; no conflict of interest; oriented to the public interest; done openly; fulfill propriety values; can be accounted for the results that are not for self-interest. On the other hand, the Ruslani program has also followed the criteria relative advantage, compatibility, complexity, trialability, observability, and criteria of service innovation based on the Regulation of Menpan RB Number 19 of 2016, which in its implementation has introduced a new, productive, impactful and beneficial approach, and the most important thing is this program has running sustainably. Factors supporting and inhibiting innovation based on environmental categories, organizations, and individuals generally do not hinder the implementation of the program."

"Meningkatkan kinerja karyawan menjadi fokus salah satu otoritas layanan publik di Indonesia untuk meningkatkan kualitas layanan publik pada kinerja yang akan datang disebabkan oleh penurunan indeks kepuasan masyarakat di tahun 2021 bila dibandingkan dengan periode sebelumnya. Banyak penelitian menunjukkan bahwa OCB diperlukan untuk meningkatkan kualitas layanan dan kinerja secara keseluruhan dalam organisasi sektor publik. Penelitian ini menguji pengaruh servant leadership (SL) terhadap organizational citizenship behavior (OCB) melalui peran mediasi public service motivation (PSM) dan affective commitment (AC). Model ini diuji menggunakan CB-SEM untuk menganalisis data dan menguji hipotesis penelitian. Temuan menunjukkan hubungan positif antara servant leadership dengan OCB (OCBI & OCBO), PSM, dan AC. Penelitian juga menemukan bahwa PSM dan AC memiliki pengaruh positif terhadap OCBI & OCBO serta memediasi hubungan antara SL dan OCBI serta OCBO. Hasil penelitian memberikan wawasan penting tentang bagaimana sektor publik dapat mengidentifikasi, mengembangkan, dan mempertahankan servant leader untuk memotivasi OCB karyawan.

Improving employee performance has become a focus for public service authorities in Indonesia to enhance the quality of public services, as evidenced by a decline in the satisfaction index in 2021 compared to previous periods. Numerous studies have highlighted the importance of organizational citizenship behavior (OCB) in enhancing service quality and overall performance within the public sector organizations. This study examines the influence of servant leadership (SL) on OCB through the mediating roles of public service motivation (PSM) and affective commitment (AC). The proposed model is tested using covariance-based structural equation modeling (CB-SEM) to analyze the data and test the research hypotheses. The findings demonstrate a positive relationship between servant leadership and OCB (OCBI & OCBO), PSM, and AC. The study also reveals that PSM and AC have a positive influence on OCBI & OCBO and mediate the relationship between SL and OCBI as well as OCBO. These research findings provide crucial insights into how the public sector can identify, develop, and retain servant leaders to promote employee OCB."

"Penelitian Tesis ini dilatarbelakangi oleh adanya fenomena sengketa perdata yang malah dilaporkan ke polisi, sehingga semula masalah perdata menjadi masuk ranah pidana. Prinsip keadilan restoratif sebagai terobosan dalam sistem hukum pidana berupaya memberikan keadilan kepada para pihak (khususnya korban) dengan mengedepankan pemulihan kembali pada keadaan semula dan mengembalikan hubungan baik dalam masyarakat, justru secara das sein keadilan restoratif dimanfaatkan untuk menyelesaikan masalah tagihan nyangkut atau utang piutang melalui pendekatan pidana, yang secara das sollen seharusnya masalah tagihan nyangkut atau utang piutang diselesaikan melalui mekanisme penyelesaian sengketa keperdataan. Penulis memilih metode penelitian kualitatif jenis studi dokumen (kajian literatur) dengan menggunakan data primer dan data sekunder sebagai sumber data dalam penelitian ini, termasuk menelaah peraturan kepolisian dan buku-buku keadilan restoratif yang ditulis oleh penulis polisi, praktisi reserse yang juga sebagai akademisi, guna memahami rumusan masalah dan menjawab pertanyaan penelitian, serta untuk mencapai tujuan penelitian. Dari penelitian ini penulis menemukan adanya keistimewaan dalam menggunakan pendekatan pidana yang tidak dimiliki dalam pilihan penyelesaian sengketa keperdataan, dan dengan menggunakan prinsip keadilan restoratif semakin memungkinkan bagi para pihak untuk berdamai dalam suatu perkara pidana. Implementasi e-manajemen penyidikan secara menyeluruh di kepolisian akan memudahkan akses pengawasan, pengendalian, dan monitoring kegiatan penyelidikan/penyidikan sehingga dapat digunakan untuk menjaga marwah penerapan prinsip keadilan restoratif dalam sistem hukum pidana di Indonesia.

The research is initiated by the phenomenon of civil disputes that are reported to the police. Ideally, such disputes should not be reported to the police and consequently they become the domain of criminal legal system. The principle of restorative justice as a breakthrough in criminal legal system seeks to provide justice to the parties (especially to the victims) by prioritizing recovery to the original condition (before a crime occurs) and to restore good relationships among the parties in the society. In fact (das sein), the restorative justice approach has often been used to resolve civil cases such as debit and credit claims or bad debt through criminal approach, which theoretically (das sollen) should be resolved through the mechanism of civil law proceedings. The author employs the qualitative approach using literature study method and uses primary and secondary data as data sources of the research, including examining police regulations and restorative justice books written by police writers and police practitioners who are also academicians in order to comprehend the problems and to answer the research questions as well as to achieve the research objectives. The results of the study reveal that there is something special in using criminal approach that can not be found in the civil law proceedings and by using the principle of restorative justice it is more possible for the parties to reconcile in a criminal case. The implementation of e-investigation management comprehensively by the National Police will facilitate access to supervision, control, and monitoring of initial investigation as well as investigation activities so that it can be used to keep up the true spirit of the application of restorative justice principles in criminal legal system in Indonesia."
