"Dalam Usaha Mikro, Kecil Dan Menengah Jumlah UMKM dan pekerja UMKM di Indonesia terus mengalami peningkatan.Namun, perlindungan terhadap aspek K3 pada pekerja UMKM belum optimal.Dalam rangka menyusun model SMK3 yang efektif untuk UMKM, penelitian inimengekplorasi tentang faktor-faktor penting yang terkait dengan penerapanSMK3 di UMKM melalui review terhadap hasil penelitian yang ada. Daripencarian yang dilakukan terhadap database full open access dari library UI meliputi Google Scholar. Jstor, Science Direct, SpringerLink, Taylor and Francis,proQuest diperoleh 709.103 artikel. Melalui evaluasi uji inklusi dan ekplusi,dipilih 34 literatur. Dari 34 literatur tersebut diperoleh bahwa faktor-faktorpenting yang diperlukan dalam implementasi SMK3 di UMKM adalah faktorkomitmen, manajemen risiko, regulasi dan standar, keterlibatan pihak ketiga,faktor training dan sumber daya manusia, faktor ekonomi, informasi dankomunikasi, dukungan manajemen, faktor keterlibatan pengusaha dan karyawan,faktor lingkungan kerja dan karakter bisnis UMKM, dan faktor administrasi,konsultasi dan inspeksi dan intervensi.

The number of SMEs and SMEs workers in Indonesia continues to increase.However, the frequency of aspects of OHS on SMEs workers has not beenoptimal. In order to develop an effective OHSMS model for SMEs, this researchexplores important faktors related to OHSMS implementation in UMKM througha review of existing research results. From the searches conducted on the full openaccess database of UI libraries including Google Scholar Jstor, Science Direct,SpringerLink, Taylor and Francis, proQuest obtained 709,103 articles. Throughinclusion and exploration evaluation, 34 literatures were selected. From 34literatures it is found that the important faktors needed in the implementation ofSMK3 in SMEs are faktors of commitment, management, regulations andstandards, risk faktors, training and human resources faktors, economic faktors,information dan communication, management, communication faktors andresponsibilities, occupational faktors and business characteristics, and faktors ofadministration, consultation and inspection dan intervention."

"ABSTRAK
Kecelakaan kerja dan gangguan kesehatan terkait pekerjaan bisa terjadi di industri
manapun, termasuk pada Usaha Mikro, Kecil dan Menengah (UMKM). UMKM
menampung lebih dari 60% angkatan kerja sehingga upaya perlindungan terhadap
Keselamatan dan Kesehatan Kerja (K3) perlu dilaksanakan. Salah satu faktor
terkait orang yang dekat dengan terjadinya kecelakaan kerja dan cidera adalah
motivasi keselamatan. Tujuan dari penelitian ini adalah mengevaluasi penerapan
K3 dengan daftar periksa Working Improvement in Small-medium Enterprises
(WISE) di UMKM Kabupaten Cianjur yang telah mendapat pembinaan K3 tahun
2014-2015 dan menilai motivasi keselamatan pekerja UMKM. Metode penelitian
ini adalah metode kombinasi (mixed-methods). Besar sampel yang digunakan
adalah 50 UMKM dan 110 pekerja UMKM. Hasil penelitian menunjukan rata-rata
dari proporsi penerapan K3 pada UMKM terpilih adalah 0,4159 (41,59%),
pemenuhan dari 46 item pertanyaan WISE sebesar 36,6% (penyimpanan dan
penanganan material, lingkungan fisik, proteksi bahaya listrik, penanggulangan
bahaya kebakaran, dan fasilitas kesejahteraan), sangat setuju/tepat untuk alasan
motivasi instrinsik sebesar 86,8% serta setuju/cukup tepat untuk alasan motivasi
eksternal sebesar 50,6%. Berdasarkan hasil wawancara didapatkan hambatan
penereapan K3 terjadi pada level pemerintah, regulator/asosiasi, manajemen, staf,
organisasi, dan teknologi. Faktor situasional pembentuk motivasi keselamatan yang
paling utama adalah kepemimpinan.

ABSTRACT
Accidents and occupational health problems can occur in any industry, including
Micro, Small and Medium Enterprises (MSMEs). MSMEs accommodate more than
60% of the workforce so that safeguards against Occupational Safety and Health
(OSH) needs to be implemented. One of the proximal person-related factors to the
occurrence of accidents and injuries is safety motivation. The research purpose is to
evaluate OSH implementation with checklist of Working Improvement in Smallmedium
Enterprises (WISE) at MSMEs of Cianjur which has got OSH training in
2014-2015 and assess the workers safety motivation. Methods of this research are
mixed-methods. The sample size is 50 MSMEs and 110 workers. The results
showed that the mean of the proportion of OSH applied to selected MSMEs was
0.4159 (41.59%), fulfillment of 46 items of WISE questions of 36.6% (storage and
material handling, physical environment, electrical hazard protection,
countermeasures fire hazard, and welfare facilities), strongly agree for reasons of
intrinsic motivation of 86.8% and agree for external motivation reasons of 50.6%.
Based on interviews, the obstacles of OSH implementation occurred at government
level, regulator / association, management, staff, organization, and technology. The
distal situational factor that most important form of safety motivation is leadership."

Pada saat ini Usaha Mikro, Kecil, dan Menengah di Indonesia masih menghadapi berbagai macam tantangan dalam menjalankan keberlangsungan kegiatannya. Salah satu tantangan Usaha Mikro, Kecil, dan Menengah yang sedang dihadapi diantaranya adalah Usaha Mikro, Kecil, dan Menengah memiliki keterbatasan dalam menerapkan aspek keselamatan dan kesehatan kerja sesuai dengan standar yang diharapkan. Hal ini dikarenakan Usaha Mikro, Kecil, dan Menengah menganggap bahwa penerapaan aspek kesehatan dan keselamatan kerja membutuhkan biaya yang mahal. Salah satu upaya perbaikan secara berkala dan progresif yang dilakukan oleh pemerintah yaitu Kementerian Ketenagakerjaan adalah peningkatan kesadaran keselamatan dan kesehatan kerja dari pekerja dan pengusaha melalui program pelatihan perbaikan lingkungan kerja dengan menggunakan program Working Improvement in Small Medium Enterprise WISE untuk Usaha Mikro, Kecil, dan Menengah. Skripsi ini membahas bagaimana proses pelaksanaan program, kendala pelaksanaan program, dan pencapaian pelaksanaan program Working Improvement in Small Medium Enterprise WISE yang dilakukan oleh pemerintah yaitu Kementerian Ketenagakerjaan, sehingga dapat meningkatkan kesadaran keselamatan dan kesehatan kerja bagi para Usaha Mikro, Kecil, dan Menengah. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa program Working Improvement in Small Medium Enterprise WISE merupakan program pelatihan yang memberdayakan Usaha Mikro, Kecil, dan Menengah untuk melakukan suatu tindakan yang praktis dan hanya mengeluarkan biaya yang rendah namun dapat memperbaiki kondisi tempat kerja. Selain itu, hasil penelitian ini menunjukkan adanya hasil perbaikan kondisi tempat kerja Usaha Mikro, Kecil, dan Menengah yang sudah menerapkan sesuai dengan standar keselamatan dan kesehatan kerja setelah para pekerja dan pengusaha Usaha Mikro, kecil, dan Menengah mengikuti pelaksanaan program Working Improvement in Small Medium Enterprise WISE . Namun, masih terdapat kendala dalam pelaksanaan program Working Improvement in Small Medium Enterprise WISE yaitu keterlibatan unsur tripartit dalam melaksanakan program Working Improvement in Small Medium Enterprise WISE , masih rendahnya kesadaran keselamatan dan kesehatan kerja pada usaha mikro, kecil dan menengah, dan tindak lanjut action plan.

ABSTRACT
Until recently, Micro, Small and Medium Enterprises in Indonesia are facing various challenges in carrying out their sustainability. One of the current challenges faced by Micro, Small, and Medium Enterprises is the limitation in applying safety and health aspects according to the expected standards. This limitation is caused by Micro, Small, and Medium Enterprises 39 consideration that the application of health and safety aspects requires high cost. One of the government 39 s progressive improvement efforts are given by the Ministry of Manpower to raise awareness of workers and employers through a work improvement program using the Working Improvement in Small Medium Enterprise WISE program for Micro, Small, and Medium Enterprises. This thesis discusses the process, obstacles, and the achievements from implementation of Working Improvement in Small Medium Enterprise WISE program that are given by the Ministry of Manpower to increase the awareness of safety and health for Micro, Small and Medium Enterprises. This research is a qualitative research with descriptive design. The result shows that the Working Improvement in Small Medium Enterprise WISE program can actually improve workplace conditions as training program for Micro, Small and Medium Enterprises by performing a practical and low cost action. In addition, the results of this study indicate that there are improvements in the workplace conditions of Micro, Small, and Medium Enterprises that have been implemented in accordance with safety and health standards. However, there are still obstacles found in implementing the Working Improvement in Small Medium Enterprise WISE program, which includes the involvement of tripartite elements in implementing the Working Improvement in Small Medium Enterprise WISE program, the low level of safety and health awareness on Micro, Small and Medium Enterprises, and from action plan follow up. "

"Mayoritas UMKM termasuk underground economy sehingga penerimaan pajak belum optimal. Formalisasi pajak menjadi solusi sehingga pemerintah menghadirkan OSS yang mewajibkan formalisasi pajak dan menyediakan layanan perizinan usaha serta formalisasi pajak sekaligus. Penelitian bertujuan untuk menganalisis pelaksanaan OSS ditinjau dari asas ease of administration, mengidentifikasi faktor pendukung dan faktor penghambat, dan menganalisis strategi optimasi pemanfaatan OSS dalam mendukung formalisasi pajak UMKM. Penelitian menggunakan pendekatan kualitatif dengan studi literatur dan studi lapangan. Hasil penelitian menunjukkan pelaksanaan formalisasi pajak melalui OSS ditinjau dari asas ease of administration telah memberikan kemudahan bagi UMKM meski terdapat beberapa kendala. Selanjutnya, faktor pendukung pelaksanaan OSS dalam mendorong kepatuhan formalisasi pajak UMKM meliputi ancaman sanksi dan deteksi, insentif pajak, kemudahan administrasi, dan NPWP sebagai persyaratan administratif. Hasil identifikasi faktor penghambat mencakup kurangnya informasi yang diterima oleh UMKM, ketidakpercayaan publik, permasalahan administrasi dalam OSS, serta pertimbangan ekonomi. Selain itu, pemerintah telah melakukan berbagai strategi optimasi pemanfaatan OSS dalam mendukung kepatuhan formalisasi pajak UMKM dengan cukup baik. Adapun, usulan strategi optimasi pemanfaatan OSS dalam mendukung kepatuhan formalisasi pajak UMKM berupa penyediaan fasilitas pelayanan pengembangan usaha yang eksklusif, pengenalan OSS melalui influencer, dan program relawan OSS.

The majority of MSMEs are part of the underground economy so that tax revenues are not optimal. Tax formalization is a solution so the government presents OSS which requires tax formalization and at the same time provides business licensing services and tax formalization. This study aims to analyze the application of OSS in terms of the principle of administrative convenience, identify supporting and inhibiting factors, and analyze strategies for optimizing the use of OSS in supporting the formalization of MSME taxation. This research uses a qualitative approach with literature studies and field studies. The results show that the implementation of tax formalization through OSS in terms of the principle of administrative convenience has provided convenience for MSMEs even though there are several obstacles. Furthermore, the supporting factors for the implementation of OSS in encouraging MSME tax formalization compliance include the threat of sanctions and detection, tax incentives, administrative convenience, and TIN as an administrative requirement. The results of the identification of inhibiting factors include the lack of information received by MSMEs, public distrust, administrative problems at OSS, and economic considerations. In addition, the government has carried out various strategies to optimize the use of OSS in supporting MSME tax formalization compliance quite well. Meanwhile, the proposed strategy for optimizing the use of OSS in supporting MSME tax formalization compliance is in the form of providing exclusive business development service facilities, introducing OSS through influencers, and the OSS volunteer program."

"Corporate Social Responsibility (CSR) upaya mendorong percepatan kemandirian ekonomi bagi usaha mikro, kecil dan menengah (UMKM) sebagai sumber ketahanan ekonomi masyarakat dengan penghasilan menengah ke bawah. Penelitian ini dilakukan untuk menganalisis penerapan CSR yang dikenal Program Kemitraan dan Bina Lingkungan (PKBL) PT X yang dibantu oleh UKM Center Fakultas Ekonomi dan Bisnis Universitas Indonesia (UKM Center FEB UI) yang memediasi perusahaan dengan UMKM penerima dana PKBL. Pada penelitian ini digunakan metode kualitatif dengan pendekatan studi kasus (a case study- descriptive qualitative design) melalui observasi, wawancara, dan penggunaan data sekunder. Hasil penelitian menunjukan bahwa PKBL PT X diimplementasikan sesuai dengan Peraturan Menteri BUMN PER-02/MBU/7/2017 dengan nilai kinerja yang tinggi berdasarkan tingkat efektivitas dan kolektibilitas penyaluran dana.

Corporate Social Responsibility (CSR) in an effort to accelerate economic independence for micro, small and medium enterprises (MSMEs) as a source of economic resilience for middle to lower income communities implemented as stipulated in SOE Minister Regulation PER-02/MBU/ 7/2017. This research was conducted to analyze the application of known CSR in State-Owned Enterprises as a Partnership and Community Development Program (PKBL) of PT X assisted by the UKM Center of the Faculty of Economics and Business, University of Indonesia (UKM Center FEB UI) which mediated companies with MSMEs recipients of PKBL funds in Depok city. In this study qualitative methods were used with a case study approach (a descriptive qualitative design) through observation, interviews, and secondary data use. The results showed that PKBL PT X was implemented in accordance with SOE Minister Regulation PER-02/MBU/7/2017 with high performance values based on the level of effectiveness and collectibility of funds distribution."

"Penelitian ini mencoba menilai pengaruh penerapan tarif tunggal (penurunan tarif pajak) terhadap peningkatan kepatuhan Wajib Pajak Usaha Mikro, Kecil dan Menengah (UMKM) melalui penerapan Peraturan Pemerintah Nomor 46 Tahun 2013. Menggunakan metode probit unbalanced panel data, penelitian ini menganalisis pengaruh penerapan peraturan tersebut terhadap tingkat kepatuhan wajib pajak di Indonesia. Hasilnya menunjukkan bahwa penerapan Peraturan Pemerintah Nomor 46 Tahun 2013 mampu meningkatkan kepatuhan wajib pajak usaha mikro, kecil dan menengah di Indonesia.

This study attempts to estimate the effect of applying a single rate (reducing tax rate) on increasing tax compliance of Micro, Small and Medium Enterprise (MSME) through the implementation of Government Regulation No. 46 of 2013. Using probit unbalanced panel data, this study analyzes the effect of reducing tax rate in Indonesia. The results indicate that adoption of Government Regulation No. 46 0f 2013 (reducing tax tariff) is able to improve taxpayer compliance of MSME in Indonesia.

" ABSTRAK
Skripsi ini bertujuan menganalisis proses dan faktor penghambat implementasi pengampunan pajak pada sektor UMKM di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan studi lapangan dan dokumen. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengampunan pajak bertujuan mengintegrasi sektor informal masuk ke sistem administrasi pajak tanpa dikenakan sanksi. Tidak semua asosiasi dilibatkan secara aktif dalam melaksanakan sosialisasi. Partisipasi periode I rendah dipengaruhi oleh kekeliruan persepsi, desain kebijakan memicu partisipasi di penghujung batas waktu, kesenjangan pemahaman petugas pajak, ketidakpahaman pelaku UMKM mengenai teknis pelaksanaan, dan kekeliruan strategi sosialisasi. DJP telah menerapkan strategi komunikasi, proyeksi target uang tebusan, dan inklusi sehingga partisipasi periode II meningkat. DJP sebaiknya berkoordinasi dengan pihak asosiasi sebelum melaksanakan sosialisasi, dan memverifikasi kebenaran, memetakan data, memperbaiki sistem perpajakan UMKM, salah satunya dengan merevisi PP Nomor 46 Tahun 2013.
ABSTRACT This thesis aims to analyze the processes and factors inhibiting the implementation of tax amnesty in the MSME sector in Indonesia. This study used a qualitative approach with field studies and documents. The results showed that the implementation of tax amnesty aimed to provide benefits, integrating the informal sector into the tax administration system entered no penalty. Not all associations are actively involved in the socialization. Low participation first period affected by errors of perception, participation in policy design triggers the end of the time limit, the tax officials 39 understanding gap, ignorance of MSMEs regarding the technical implementation, and oversight strategy socialization. DGT has implemented a communication strategy, the projected target of redemption, and inclusion so that the participation of the second period increases. DGT should coordinate with the association before the socialization, and verified the truth, map data, improve the taxation system of MSMEs, one of them by revising Regulation No. 46 Year 2013."

"UMKM Kedelai (Tempe, Tahu, & Oncom) di Kecamatan Citereup Kabupaten Bogor memiliki potensi bahaya dan risiko pada setiap proses kerjanya, sehingga diperlukan manajemen risiko untuk mengidentifikasi bahaya dan menganalisis risiko K3. Jenis penelitian ini deskriptif dengan penentuan tingkat risiko secara semi kuantitatif menggunakan nilai consequences, exposure, dan likelihood mengacu pada metode yang ditemukan oleh W.T. Fine. Hasil penelitian ini menunjukkan bahwa terdapat tingkat risiko tertinggi dengan level Very high antara lain Risiko : Heat stress, Luka Bakar, Kebakaran, Ledakan, Gangguan Pernafasan. Tingkat risiko tertinggi disebabkan oleh Bahaya Panas dan Budaya kerja yaitu merokok pada saat bekerja. Tingkat risiko level Priority 1 antara lain Risiko : NIHL, Tersengat Listrik, Luka Bakar, Iritasi kulit, Keracunan, Tejatuh. Tingkat risiko Priority 1 disebabkan oleh Bahaya Fisik: Bising, Listrik, Bahaya Biologi, Bahaya Kimia. Tingkat risiko level Substantial antara lain Risiko : Low Back Pain, Cedera otot lengan / kaki . Tingkat risiko Substantial disebabkan oleh Bahaya Ergonomi: Posisi janggal, Mengangkat beban yang berat. Tingkat risiko level Priority 3 antara lain Risiko : Stress Kerja. Tingkat risiko Priority 3 disebabkan oleh Bahaya Psikososial: Beban Kerja, Kelelahan.

Soybean processing SMEs pose number of potential hazards exposing to the worker. "Rendahnya tingkat kelentingan dalam proses produksi dari usaha mikro, kecil dan menengah yang disebabkan oleh sulitnnya mendapatkan kredit produktif, menjadikan proses alih daya sebagai salah satu solusi. Namun proses alih daya yang umum dilakukan oleh usaha mikro, kecil dan menengah dirasa panjang dan menyulitkan. Untuk menjawab hal tersebut maka dirancanglah sistem manajemen pengetahuan dengan sistem perekomendasi untuk proses alih daya pada usaha mikro, kecil dan menengah. Sistem ini merekomendasikan usaha mikro, kecil dan menengah sebagai mitra pengalihan daya berdasarkan profil usaha dan kriteria lain seperti lokasi dan kemampuan produksi. Sistem perekomendasi yang dirancang dalam penelitian ini menggunakan algoritma top-n. Sistem manajemen pengetahuan berupa aplikasi sistem perekomendasi berbasis web dihasilkan dari penelitian ini.

To address the low resilience of production process in small and medium enterprises caused by the difficulties in getting loans, outsourcing are proven as a working solution. Even so, the process of outsourcing in the small and medium enterprises are perceived as lengthy and difficult. To address aforementioned problem, a knowledge management system with recommender system for small and medium enterprises outsourcing are designed. This system recommend another small and medium enterprises that suitable to be an outsourcing partner based on enterprise’s profile and another criteria such as location and production capability. This recommender system make use of the top-n algorithm. The result of this research is a knowledge management system in form of recommender system web-based app.

"ABSTRAK
Perilaku keselamatan kerja pada pekerja Usaha Mikro Kecil dan Menengah (UMKM)
khususnya pengolahan kayu di Indonesia masih kurang baik, ditandai dengan masih tingginya
angka disabilitas akibat kecelakaan kerja. Tujuan penelitian ini adalah diketahui dan
diperolehnya faktor-faktor yang mempengaruhi perilaku keselamatan kerja pada pekerja
UMKM pengolahan kayu.
Studi kualitatif menggunakan wawancara mendalam dan kelompok diskusi terfokus dengan
pedoman wawancara semi-struktur pendekatan teori Green di 2 perusahaan informal
pengolahan kayu. Wawancara mendalam dilakukan pada 2 orang bagian manajemen, 2 orang
mandor, 4 orang pekerja. Kelompok diskusi terfokus dilakukan pada 2 kelompok dengan 5
orang pekerja di setiap kelompok.
Pekerja pengolahan kayu memiliki persepsi yang cukup baik mengenai perilaku keselamatan
kerja hal ini dikarenakan memiliki pengalaman bekerja cukup lama meskipun berlatar
belakang pendidikan rendah. Sikap dan perilaku yang belum mencerminkan perilaku
keselamatan kerja dipengaruhi motivasi, minat, role model, kesiapan, kebijakan dan
pengawasan yang masih kurang. Mandor masih kurang ketat bertindak sebagai role model
dan melakukan pengawasan terhadap pekerja di lapangan. Manajemen perusahaan sudah
melakukan penyediaan sarana dan prasarana sesuai standar tetapi tidak diikuti oleh adanya
kebijakan, peraturan, pelatihan serta reward dan punishment.
Persepsi baik berperilaku keselamatan kerja pada pekerja pengolahan kayu dalam mencegah
kecelakaan kerja dipengaruhi oleh pengetahuan, pengalaman dan sarana prasarana standar
yang cukup baik. Tetapi kurangnya motivasi, minat, contoh teladan, kesiapan dan

Workers in MSME lack good safety behavior specially carpenters in Indonesia, marked by a
high incidence of disability caused by occupational accidents. The aim of this study is to
identify influencing factors to workers?s safety behavior of carpenter in the micro, small and
medium enterprises (MSME).
A Qualitative study was conducted using in-depth interviews and focus group discussion with
semi-structured guidelines from Green theory, conducted in 2 MSME carpenter industry. Indepth
interviews involving 2 management staffs, 2 supervisors and 4 carpenters. Focus
group discussion was conducted with 2 groups, each consisting of 5 carpenters in .
Adequacy of good safety behavior perceptions was found, due to carpenter?s long experience,
although they have low educational level. Carpenter?s attitude and behavior did not comply
with safe behavior, influenced by lack of motivation, interest, role model, readiness, policy
and supervision. Supervisors were not regarded as role models and are weak in supervision.
Management already provides standar infrastructure and facilities, but lack of policy,
regulation, training also reward and punishment system.
The micro, small and medium enterprises (MSME) carpenter?s good perceptions to
occupational accident prevention influenced by knowledge, experience and standard
infrastructure and facilities, but Carpenters?s lack of motivation, interest, role model,
readiness and supervision influenced low attitude and lack of safety behavior.Management
