"Penelitian ini dilatarbelakangi dari hadirnya jabatan baru dalam unsur struktur organisasi kementerian negara, berdasarkan Peraturan Presiden Nomor 7 Tahun 2015 tentang Struktur Organisasi Kementerian Negara, yaitu jabatan staf khusus menteri. Staf khusus menteri mempunyai tugas memberikan saran dan pertimbangan kepada menteri sesuai penugasan menteri dan bukan merupakan bidang tugas unsur organisasi kementerian. Luasnya tugas staf khusus menteri tersebut bisa menimbulkan multitafsir, dan bahkan dalam praktiknya staf khusus menteri melakukan tindakan di luar kewenangannya, karena tidak jelasnya tugas staf khusus menteri. Selain itu proses perekrutan staf khusus menteri yang belum diatur juga menimbulkan masalah tersendiri. Selama ini yang direkrut menjadi staf khusus menteri adalah orang-orang terdekat menteri, padahal seharusnya direkrut menggunakan merit system, yaitu sistem mengangkat pegawai dengan kecakapannya, bukan berdasar kedekatan atau hubungan kekeluargaan.
Setelah dilakukan penelitian menggunakan metode yuridis normative dengan pendekatan perundang-undangan, ternyata keberadaan staf khusus menteri selama ini tidak memberikan manfaat yang signifikan bagi birokrasi dan kinerja menteri. Dari segi kepastian hukumnya lemah karena dasar hukumnya hanya ada di peraturan presiden, di sisi lain dari segi kemanfaatan dan keadilan nya juga dirasa kurang, karena nyatanya jabatan ini tidak masuk dalam struktur organisasi kementerian dan dengan proses perekrutan yang tidak jelas tapi memperoleh fasilitas setara pegawai Eselon 1b, tentu tidak adil dan menimbulkan pemborosan anggaran. Berdasarkan alasan tersebut urgensi keberadaan staf khusus menteri dirasa tidak begitu penting karena sudah ada staf ahli dalam struktur organisasi kementerian, kalaupun mau tetap diadakan maka status kepegawaian harus diperjelas menjadi PPPK agar jelas juga kedudukannya dan kewenangannya dibedakan dengan staf ahli.

Position and Authority of Ministerial Special Staff in the Organizational Structure of the State Ministry This research is motivated by the presence of new positions in the elements of the organizational structure of state ministries, based on Presidential Regulation No. 7 of 2015, namely the position of staff for ministers. The minister's special staff has the task of giving advice and consideration to the minister according to the assignment of ministers and is not an area of duty for the elements of the ministry organization. The extent of the minister's special staff duties can lead to multiple interpretations, and even in practice the minister's special staff takes action outside his authority, because of the unclear task of the minister's special staff. In addition, the unregulated process of recruiting special staff for ministers also creates its own problems. So far, those recruited to become special staff of ministers are the closest people to the minister, even though they should be recruited using a merit system, namely the system of raising employees with their skills, not based on proximity or family relations.
After conducting research using a normative juridical method with a statutory approach, it turns out that the existence of special ministerial staff so far has not provided significant benefits to the bureaucracy and ministerial performance. In terms of legal certainty it is weak because the legal basis is only in the presidential regulation, on the other hand in terms of benefits and fairness it is also felt lacking, because in fact this position is not included in the ministry's organizational structure and unclear recruitment process but obtains facilities equivalent to Echelon employees 1b, it is certainly not fair and causes budget waste. Based on these reasons, the urgency of the existence of special ministerial staff is not very important because there are already expert staff in the ministry's organizational structure, even if they want to be held, the employment status must be clarified as first aid so that their position is clear and their authority is distinguished from expert staff. "Penelitian ini bertujuan untuk mencoba menguji pengaruh budaya organisasi dan gaya kepemimpinan terhadap kinerja karyawan di SEAMEO SEAMOLEC (Southeast Asian Ministers of Education Organization Regional Open Learning Centre, Kementerian Pendidikan dan Kebudayan).
Penelitian ini menggunakan paradigma penelitian positivis (klasik), dengan menggunakan pendekatan kuantitatif dan bersifat eksplanatif. Metode pengumpulan data yang digunakan dalam penelitian ini adalah survey yaitu dengan menggunakan kuesioner online yang difasilitasi oleh Google Documents. Disebarkan kepada responden dalam jaringan melalui mailing list staff SEAMEO SEAMOLEC. Populasi penelitian berjumlah 70 orang yang kesemuanya merupakan karyawan dari SEAMEO SEAMOLEC, karena penelitian ini merupakan jenis penelitian sensus dimana setiap anggota dari populasi akan dijadikan sampel penelitian. Analisis Data yang digunakan adalah analisis data multivariat dengan menggunakan Path Analysis. Data yang didapatkan dari survei lapangan selanjutnya dianalisis dengan menggunakan metode statistik dengan bantuan perangkat lunak SPSS (Statistical Program for Social Science) versi 17.0.
Temuan empiris mengindikasikan bahwa untuk meningkatkan kinerja karyawan, maka SEAMEO SEAMOLEC perlu memperhatikan faktor-faktor yang mempengaruhi kinerja karyawan, seperti budaya organisasi dan gaya kepemimpinan, karena dengan mengetahui pengaruh hubungan tersebut dapat dijadikan acuan untuk merancang strategi guna meningkatkan kinerja karyawan.

This study aims to try to test the influence of organizational culture and leadership styles on employee performance in SEAMOLEC SEAMEO (Southeast Asian Ministers of Education Organization Regional Open Learning Centre, Ministry of Education and Culture).
This research uses a positivist research paradigm (classical), using a quantitative approach and are explanative. Data collection methods used in this study is a survey that is by using an online questionnaire which was facilitated by Google Docs. Distributed to respondents in the network via a mailing list SEAMOLEC SEAMEO staff. The study population was 70 peoples all of whom are employees of the SEAMEO SEAMOLEC, because this research is census type research where every member of the study population will be sampled. Data analysis used is a multivariate data analysis using Path Analysis. Data obtained from field surveys were then analyzed using statistical methods with the help of SPSS software (Statistical Program for Social Science) version 17.0.
Empirical findings indicate that in order to improve employee performance, the SEAMEO SEAMOLEC need to consider the factors that affect employee performance, such as organizational culture and leadership style, because by knowing the influence of these relationships can be used as a reference for designing strategies to improve employee performance.

"Tesis ini membahas tentang perilaku kewarganegaraan organisasi (OCB) dan hubungannya dengan faktor kepuasan kerja, komitmen organisasi dan keadilan organisasi pada anggota polri di Polres Subang. Personel terdiri dari berbagai posisi jabatan, pangkat, usia, dan pengalaman kerja. OCB sebagai perilaku individu yang bijak, tidak secara langsung diakui oleh sistem penghargaan formal, dan secara agregat mempromosikan fungsi efektif organisasi. Mengukur OCB menggunakan skala pengukuran Podsakoff dkk. (1990) dengan beberapa modifikasi. Dimensi OCB (ketidakegoisan, sifat hati-hati, sportivitas, sopan santun, dan kebajikan sipil).
Pengukuran kepuasaan kerja menggunakan Survei Diagnostik Kerja (JDS) oleh Hackman dan Oldham (1975). Komitmen Organisasi diukur oleh skala Allen dan Meyer (1996) mencakup tiga dimensi: afektif, berkelanjutan, dan normatif. Keadilan organisasi diukur dalam tiga cara yaitu distributif (Price & Mueller, 1986), prosedural (Sweeney & McFarlin, 1997), dan interaksional (Niehoff & Moorman, 1993). Pendekatan kuantitatif melalui kuesioner yang disebar kepada 150 responden. Teknik analisis data menggunakan metode Path Analysis.
Hasil penelitian menunjukkan bahwa fungsi kapolsek memiliki nilai tertinggi pada masing-masing dimensi di tiap variabel. Dimensi terkuat adalah ketidakegoisan (OCB), ekstrinsik (kepuasan kerja), berkelanjutan (komitmen organisasi), dan interaksional (keadilan organisasi). Adanya perbedaan karakteristik pada variabel komitmen organisasi dan kepuasan kerja. Terdapat pengaruh positif antara OCB, kepuasan kerja, komitmen organisasi, dan keadilan organisasi.

This thesis discussess the organizational citizenship behavior and its relationship to factors of work satisfaction, organizational commitment and organizational justice to members of the Subang police officers. Personnel consists of various positions, ranks, ages, work experience. OCB is a wise individual behavior, not directly recognized by the formal reward system, and in aggregate promotes the effective functioning of the organization. To measure OCB uses the measurement scale Podsakoff et al. (1990) by modifications. Dimensions of OCB (altruism, cautioness, sportsmanship, courtesy, and civil virtue). Work satisfaction measurements uses the Job Diagnostic Survey (JDS) by Hackman and Oldham (1975).
Organizational commitment is measured by the scale Allen and Meyer (1996) which cover three main dimensions: affective, sustainable, and normative. Organizational justice measurements uses in three ways namely distributive (Price & Mueller, 1986), procedural (Sweeney & McFarlin, 1997), and interactional (Niehoff & Moorman, 1993). Quantitative approach through a questionnaire distributed to 150 respondents. The data analysis technique uses Path Analysis method.
The results showed that the Kapolsek had the highest score in each dimension on each variable. The strongest dimensions are altruism (OCB), extrinsic (work satisfaction), sustainability (organizational commitment), and interactional (organizational justice). There are differences characteristics of the variable organizational commitment and work satisfaction. There is a positive influence between OCB, work satisfaction, organizational commitment, and organizational justice.

"Seiring dengan terus berkembangnya lingkungan yang dinamis, organisasi seringkali dihadapkan dengan kepentingan untuk melakukan perubahan baik pada stategi, struktur, proses, dan budaya. Salah satu faktor kesiapan terhadap perubahan antara lain dapat dilihat dari karakteristik individu. Karakteristik individu salah satunya dapat dilihat dari makna kerja pada individu. Hal ini disebabkan karena kerja dapat memberikan makna penting bagi individu. Penelitian korelasional dan noneksperimental ini dilakukan untuk mengetahui hubungan antara makna kerja dengan kesiapan individu terhadap perubahan organisasi terhadap karyawan badan usaha milik negara (N=176) yang sudah bekerja minimal 2 tahun. Penelitian dilakukan dengan menggunakan skala sikap untuk mengukur makna kerja dan kesiapan individu terhadap perubahan organisasi. Hasil penelitian menunjukkan bahwa terdapat hubungan yang positif dan signifikan antara makna kerja dengan kesiapan individu terhadap perubahan organisasi dengan indeks korelasi (r) sebesar 0.549 serta skor signifikansi sebesar 0.000 (signifikan pada p<0.01). Dari hasil tersebut dapat disimpulkan bahwa seseorang yang memiliki nilai makna kerja yang tinggi maka ia akan lebih siap terhadap perubahan organisasi dibandingkan dengan seseorang yang memiliki nilai makna kerja rendah.

Along with the continued development of a dynamic environment, organizations are often faced with the interest to make good changes in strategy, structure, processes, and culture. A number of factors of readiness to change can be seen from the characteristics of the individual. Individual characteristics of one of them can be seen from the meaning of the work on the individual. This is because the work can provide an important meaning for the individual, so that organizational change can affect the meaning of the work on the individual. Correlational and nonexperimental research was conducted to determine the relationship between meaning of work with individual readiness to change the organization of public sector companies employees (N = 176) who have worked at least for a minimum of 2 years. The study was conducted by using an attitude scale to measure the meaning of work and readiness of individuals to organizational change. The results showed that there are positive and significant relationship between the meaning of work and individual readiness for organizational change with the index of correlation (r) is 0.549 as well as the significance score of 0.000 (significant at p<0.01). From these results, it can be concluded someone who has a high value of work meaning will be more ready to organizational change than someone who has a low value of work meaning."

"ABSTRAK
Penelitian ini menganalisis bagaimana pengaruh dari persepsi politik organisasi, knowledge sharing dan resilience terhadap organizational citizenship behavior pegawai di Unit Strategis Presiden. Pengumpulan data dilakukan dengan menyebarkan kuesioner kepada seluruh 129 pegawai Unit Strategis Presiden, dengan jumlah responden yang memberikan jawaban sebesar 56 responden. Variabel persepsi politik organisasi diukur menggunakan Perception of Organizational Politics Scale (POPS) yang dikembangkan oleh Kacmar dan Carlson, variabel organizational citizenship behavior diukur dengan skala yang dikembangkan Podsakoff, variabel knowledge sharing diukur dengan menggunakan skala yang digunakan pada penelitian Evans, sedangkan variabel resilience diukur menggunakan skala yang dikembangkan oleh Näswall, Kuntz, & Malinen. Hasil penelitian ini menunjukan terdapat hubungan positif yang signifikan antara knowledge sharing dengan organizational citizenship behavior. Hubungan positif dan signifikan juga ditemukan antara resilience dengan organizational citizenship behavior. Namun tidak ditemukan hubungan yang signifikan antara persepsi politik organisasi dengan organizational citizenship behavior di Unit Strategis Presiden.

ABSTRACT
This study analyzes the effects of perceived organizational politics, knowledge sharing and resilience to the organizational citizenship behavior in President's Strategic Unit. Data was collected by distributing questionnaires to all 129 Presidential Strategic Unit employees, with respondents giving answers was 56 respondents. The Perceived Organizational Politics variable was measured using Perception of Organizational Politics Scale (POPS) developed by Kacmar and Carlson, organizational citizenship behavior variable was measured using scale developed by Podsakoff, the knowledge sharing variable was measured using the scale used in Evans research, while the resilience variable was measured using the scale developed by Näswall, Kuntz, and Malinen. The results of this study show there is a significant positive relationship between knowledge sharing and organizational citizenship behavior. A positive and significant relationship was also found between resilience and organizational citizenship behavior. However, there is no significant relationship between organizational political perception and organizational citizenship behavior in The President's Strategic Unit."

"Kualitas pendidikan Indonesia akan bergantung dengan kualitas dari para guru. Meski demikian, nyatanya banyak guru yang belum menjalankan tugasnya secara maksimal. Banyak tantangan yang dihadapi para guru seperti karakteristik peserta didik, serta tantangan baru saat pandemi COVID-19. Komitmen organisasi adalah hal yang penting dimiliki oleh guru dalam kondisi ini. Dukungan sosial yang diperoleh dari keluarga, teman, dan significant other dapat membantu guru dalam meningkatkan komitmen organisasi. Penelitian ini bertujuan untuk melihat hubungan antara persepsi dukungan sosial dengan komitmen organisasi pada guru Sekolah Dasar DKI Jakarta. Partisipan penelitian ini adalah guru Sekolah Dasar DKI Jakarta (N=66) dengan rata-rata usia 31 tahun. Persepsi dukungan sosial dan komitmen organisasi pada diukur menggunakan Multidimensional Scale of Social Support dan Organizational Commitment Scale. Hasil analisis Pearson Correlation menunjukkan bahwa persepsi dukungan sosial memiliki hubungan yang positif dan signifikan dengan komitmen organisasi dan ketiga komponennya.

The quality of Indonesian education will depend on the quality of the teachers. Even so, in fact many teachers have not carried out their duties to the fullest. There are many challenges faced by teachers such as the characteristics of students, as well as new challenges during the COVID-19 pandemic. Organizational commitment is an important thing for teachers to have in this condition. Social support obtained from family, friends, and significant other could assist teachers in increasing organizational commitment. This study aims to see the relationship between perceived social support and organizational commitment in elementary school teachers in DKI Jakarta. Participants in this study were elementary school teachers from DKI Jakarta (N=66) with an average age of 31 years old. Perceived social support and organizational commitment were measured using the Multidimensional Scale of Social Support and Organizational Commitment Scale. The results of Pearson correlations show that perceived social support has a positive and significant relationship with organizational commitment and all of its components."

"Penelitian ini memiliki tujuan untuk meneliti pengaruh persepsi keadilan organisasi dan keterikatan kerja (work engagement) terhadap komitmen afektif untuk perubahan pada Puskesmas Kecamatan X Propinsi DKI Jakarta. Partisipan penelitian ini adalah 145 orang pegawai PNS maupun Non PNS yang mengikuti penelitian secara sukarela. Data penelitian diambil melalui kuesioner, wawancara dan data organisasi. Partisipan mengisi kuesioner dalam bentuk booklet yang terdiri dari tiga bagian yaitu; kuesioner komitmen afektif untuk perubahan, kuesioner persepsi keadilan organisasi dan, kuesioner work engagement.
Hasil analisis regressi menunjukkan persepsi keadilan organisasi memiliki pengaruh signifikan terhadap komitmen afektif untuk perubahan. Sedangkan tidak seperti diduga sebelumnya, work engagement ternyata tidak memiliki peran signifikan terhadap komitmen afektif untuk perubahan. Intervensi pelatihan terhadap manajemen diberikan dengan tujuan agar terjadi peningkatan persepsi keadilan organisasi yang selanjutnya berdampak pada peningkatan komitmen afektif terhadap perubahan pada pegawai Puskesmas Kecamatan X Propinsi DKI Jakarta.

This study aims to examine the influence of perceive organizational justice and work engagement on affective commitment to change at the District X Public Health Center of DKI Jakarta Province. The participants of this study were 145 civil servant and non civil servant employees who participated in the study voluntarily. The research data was taken by questionnaires, interviews and organizational data. Participants filled out the questionnaire in the form of a booklet consisting of three parts, namely; questionnaire on affective commitment to change, questionnaire on perceive organizational justice and work engagement questionnaire.
The results of the regression analysis show that perceive organizational justice have a significant effect on affective commitment to change. Whereas unlike previously expected, work engagement did not have a significant role on affective commitment to change. Training interventions for management were provided with the aim that there was an increase in perceive organizational justice which subsequently had an impact on increasing affective commitment to change in the District X Community Health Center employees of DKI Jakarta Province.

"Penelitian ini bertujuan untuk menguji hubungan antara ethical workplace climate, organizational identification, leader-member-exchange (LMX), team-member exchange, dan organizational citizenship behavior (OCB), di Kepolisian Republik Indonesia (POLRI). Data dikumpulkan melalui survey terhadap 687 responden yang merupakan anggota polisi lalu lintas di Jakarta. Analisis data dan pengujian model penelitian dilakukan dengan menggunakan Smart PLS. Temuan penelitian ini menunjukkan bahwa organizational identification memediasi hubungan positif antara ethical workplaceclimate dan OCB secara penuh. Hasil analisis data juga menunjukkan bahwa LMX memoderasi pengaruh langsung ethical workplace climate terhadap organizational identification, dan LMX juga memoderasi pengaruh langsung ethical workplace climate terhadap organizational identification, serta pengaruh tidak langsung ethical workplace climate terhadap OCB melalui organizational identification. Namun, efek langsung dari ethical workplace climate pada OCB, dan efek moderasi TMX pada efek langsung dari organizational identification pada OCB, ditemukan tidak signifikan. Penulis berharap penelitian ini dapat memberikan beberapa implikasi praktis dan teoritis yang bermanfaat bagi kepolisian untuk mengembangkan strategi yang efektif untuk mempertahankan atau bahkan meningkatkan ethical workplace climate, OCB, LMX, dan organizational identification mereka.

This research paper examines the relationships among ethical workplace climate, organizational identification, leader-member exchange (LMX), team-member exchange, and organizational citizenship behavior (OCB) in Indonesian National Police. Data was collected through a survey of 687 respondents who are members of the traffic police in Jakarta The researcher used SmartPLS to test this research model. These findings showed that organizational identification fully mediates the positive relationship between an ethical workplace climate and OCB. Data analysis also showed that LMX moderates the direct effect of the ethical workplace climate on organizational identification. LMX also moderates the direct effect of ethical workplace climate on organizational identification and the indirect effect on OCB via organizational identification. However, the direct effect of the ethical work climate on OCB, and the moderating effect of TMX on the direct effect of organizational identification on OCB, was found not significant. The researcher hopes that these studies could provide practical and theoretical implications for police to develop effective strategies to maintain or even improve their ethical climate, OCB, LMX, and organizational identification. "
