"Badan Pusat Statistik (BPS) merupakan lembaga pemerintahan yang bertugas melakukan kegiatan statistik berupa sensus dan survei untuk menyediakan kebutuhan data bagi pemerintah, masyarakat dan pihak swasta. Untuk mengoptimalkan proses bisnis utama BPS dalam memproduksi data dan memberikan layanan data kepada pengguna dibutuhkan ketersediaan infrastruktur dan layanan teknologi informasi (TI) yang berkualitas.
Semua layanan TI di lingkungan BPS diharapkan dapat diberikan sesuai dengan target yang telah disepakati dalam Service Level Agreements (SLA). Namun kenyataannya, pada laporan yang didapatkan dari sistem informasi pusat layanan TI BPS, terdapat beberapa layanan TI yang waktu penyelesaiannya melebihi jatuh tempo atau target yang sudah ditetapkan. Permasalahan ini disebabkan karena kurangnya tingkat knowledge sharing pegawai dalam memberikan layanan TI.
Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi knowledge sharing pegawai, serta memberikan rekomendasi untuk meningkatkan knowledge sharing pegawai dalam layanan TI di Direktorat Sistem Informasi Statistik (SIS) BPS. Kerangka teoretis yang dirancang pada penelitian ini mengadopsi dari penelitian-penelitian sebelumnya dengan menggunakan dimensi individu, organisasi, dan teknologi.
Penelitian ini merupakan penelitian studi kasus, survey research dengan pendekatan metode kuantitatif dan metode kualitatif untuk menyusun rekomendasi peningkatan knowledge sharing pegawai. Pengumpulan data dilakukan melalui survei dan analisis data dalam penelitian ini menggunakan teknik Partial Least Squares Structured Equation Model (PLS-SEM).
Berdasarkan hasil analisis, faktor-faktor yang terbukti berpengaruh terhadap kemampuan pegawai dalam melakukan knowledge sharing di Direktorat SIS adalah self efficacy, personal expectation, social capital, IT utilization dan end user focus.

Badan Pusat Statistik (Central Bureau of Statistics) is non-departmental government institute of Indonesia that is responsible for conducting a statistical survey to provide data needs for governments, communities and private parties. Quality infrastructure and information technology (IT) services are needed to optimize BPS main business processes in producing data and providing data services to users.
All IT services in the BPS environment are expected to be provided by targets agreed upon in Service Level Agreements (SLAs). However, in reality, the reports obtained from IT service centre information system contained IT services whose completion time exceeded the predetermined time target. This problem is caused by the lack of level of employee knowledge sharing in providing IT services.
This study aims to analyze the factors that influence employee knowledge sharing and also provide recommendations for improving employee knowledge sharing capabilities in IT services at the Directorate of Statistical Information Systems (SIS) BPS. The theoretical framework designed in this study adopts from previous studies using individual, organizational, and technological dimensions.
This research is a case study research, survey research with quantitative method approach and qualitative method to develop recommendations for increasing employee knowledge sharing capabilities. Data collection was carried out through surveys and analyzed by Partial Least Squares Structured Equation Model (PLS-SEM) techniques.
Based on the results of the analysis, the factors that proved to influence the ability of employees to carry out knowledge sharing were self-efficacy, personal expectation, social capital, IT utilization and end-user focus.

"Tugas akhir ini membahas suatu pengembangan model untuk suatu knowledge management system dengan domain riset, yaitu pada Badan Pengkajian dan Penerapan Teknologi. Model berupa prototipe berbasis web. Pengembangan ini bertujuan dalam sharing data, informasi, dan pengetahuan serta komunikasi yang terjadi pada lembaga tersebut sehingga diharapkan dapat membantu pertukaran informasi yang terkadang terputus. Hal ini dikarenakan belum ada suatu repository khusus yang menampung dan mengelola human capital (sebagai dasar utama pengetahuan yang dimiliki lembaga riset) di BPPT.
Prototipe web ini menggunakan teknologi semantic web dengan penerapan ontologi. Pemilihan teknologi tersebut berdasarkan kajian terhadap pengembangan knowledge management system di beberapa lembaga riset dunia. Lalu, analisis project flow di BPPT serta analisis berdasarkan contingency factor. Kemudian, pengembangan model bernama BPPT Intranet ini dibuat dengan menggunakan open source, yaitu portalCore yang telah digunakan pula dalam salah satu proyek SWAD-E, yaitu SWED serta blog Wordpress sebagai media untuk membantu sharing komunikasi (bersifat independent).
Selain itu, tugas akhir ini menampilkan beberapa screenshot tampilan disain prototipe BPPT Intranet serta rincian uji fungsionalitas pada sistem tersebut. Model knowledge management system pada BPPT Intranet ini adalah knowledge sharing system. Hal ini dibuktikan melalui analisis contingency factor yang disesuaikan pula dengan project flow dan tujuan penelitian.

The focus on this thesis is developing a model for knowledge management system in research domain, Badan Pengkajian dan Penerapan Teknologi. This model is a web prototype. The purpose of developing this knowledge management system are sharing data, information, knowledge, communication that happen at this organization so that the system can improve information exchange in research area. In BPPT itself, they do not have yet some repository which can accomodate and manage human capital (as main fundamental of knowledge owned by research area).
This web prototype is using semantic web technology with ontology application. The chosen of the technology is based on study from previous works about development of knowledge management system in several research organizations in the world. Then, continue with some analysis for BPPT?s project flow and analysis based on contingency factors. After that, knowledge management system model (known as BPPT Intranet) is developed using an open source named portalCore that has been used in one of SWAD-E projects, called SWED and also Wordpress blog as a media for helping knowledge workers to communicate each other.
Moreover, this thesis displays some screenshot from BPPT Intranet?s prototype design and details about functional test that have been applied on the system. The appropriate knowledge management system model at BPPT Intranet is knowledge sharing system. That is proofed by analysis based on contingency factor and also according to BPPT?s project flow and purpose of the research itself.

"Inspektorat Jenderal Kementerian PUPR (Itjen PUPR) memiliki program penguatan peran pengawasan berdasarkan Road Map Reformasi Birokrasi Kementerian PUPR 2015-2019. Program ini dilakukan untuk meningkatkan kinerja Itjen PUPR sebagai Aparat Pengawas Intern Pemerintah di Kementerian PUPR. Sejalan dengan itu, Itjen PUPR menetapkan capaian level 3 Internal Audit Capacity Model (IACM), namun hasil penilaian BPKP menunjukkan bahwa Itjen PUPR masih berada di level 2 IACM. Salah satu penyebab ketimpangan ini adalah belum diterapkannya Manajemen Pengetahuan (MP) di Itjen PUPR. Itjen PUPR dapat mencapai level 3 IACM jika telah menerapkan MP. Agar penerapan MP berhasil, maka sebelum diterapkan, Itjen PUPR perlu mengukur tingkat kesiapannya terlebih dahulu.
Penelitian ini bertujuan untuk mengetahui berapa besar tingkat kesiapan Itjen PUPR dalam rangka menerapkan MP dan memberikan saran-saran perbaikan terhadap aspek-aspek yang dinilai belum siap menerapkan MP. Kesiapan MP diukur berdasarkan kerangka kerja yang divalidasi oleh Pakar secara kualitatif. Kerangka kerja dibagi atas 2 aspek utama: Individu dan Organisasi, dengan menggunakan faktor-faktor: Kepercayaan, Efikasi Diri, Kerterbukaan pada Perubahan, Resiprokal, Pemahaman atas MP, Regulasi, Budaya, Struktur, Kepemimpinan & Manajemen, Strategi, Teknologi Informasi & Komunikasi (TIK), dan Lingkungan Fisik. Pengukuran tingkat kesiapan mengacu pada skala Rao.
Penelitian ini juga dilakukan secara kuantitatif dengan mengedarkan survei kuesioner skala likert 1-5 kepada 150 pegawai sebagai metode pengambilan sampel. Data yang dikumpulkan dari hasil survei akan diolah dengan menggunakan metode analisis deskriptif. Hasil penelitian menunjukkan nilai Kesiapan MP Itjen PUPR adalah 66.68% yakni berada pada tingkat Reseptif (level 4), yang berarti Itjen PUPR dalam keadaan siap untuk menerapkan Manajemen Pengetahuan, namun dengan catatan perbaikan pada faktor Regulasi dan Struktur.

General Inspectorate (GI) of Ministry of Public Works & Housing (PWH) has strengthening program of surveillance role which is based on Beuroucracy Reformation Road Map Ministry of PWH 2015-2019. This program is conduced to improve GI-PWHs performance as government internal control apparatus in Ministry of PHW. Aligned to it, GI-PWH has set third level of Internal Audit Capacity Model (IACM), but BPKPs assessment showed that GI-PWH is still on second level of IACM. One of the reasons of this deviation is unimplemented Knowledge Management (KM). GI-PWH may achieve third level IACM if it has implemented KM. In order to succeed in KM implementation, readiness level of KM must be measured first.
This research aims to know how much KM readiness level of GI-PWH in order to implement it. Knowing the level, this research may be able to give some reccomendations toward GI-PWH related to aspects in KM that may not be ready. KM readiness is assessed based on Theoretical Framework which was validated by experts qualitatively. The framework is divided into 2 main aspects: Individual and Organization. Factors accomodated to conduct the assessment are: Trust, Knowledge Self-Efficacy, Openness for Change, Reciprocicy, Understanding of Definition & Benefit of KM, Regulatin, Culture, Structure, Leadership & Management, Strategy, Information & Communcation Technology (ICT), and Physical Environment. The measurement of readiness level refered to Rao scale.
This research was conducted quantitatively by using 5-scale-likert questionnaire. Respondents were carried out from 150 samples. Data was collected and processed by using descriptive-analysis method. The result showed readiness level to implement KM in GI-PWH is 66.68% at Receptive level. This means GI-PWH is ready to implement KM, but

"Kementerian BUMN memberikan arahan untuk setiap BUMN agar meningkatkan kematangan teknologi informasi (TI) di perusahaan BUMN, termasuk di lingkungan PT Perkebunan Nusantara III (Persero) (PTPN III). Konsistensi dan kesenjangan nilai IT Maturity Level antar entitas di PTPN Group menjadi fokus utama dengan tujuan mendukung implementasi Good Corporate Governance (GCG) dan memastikan pencapaian tujuan organisasi. Penelitian ini menggunakan kerangka kerja COBIT 2019 sebagai landasan untuk mengevaluasi tingkat kematangan TI di PTPN Group. COBIT 2019 memberikan pedoman yang komprehensif dalam mengelola dan meningkatkan kematangan TI berdasarkan prinsip-prinsip GCG. Evaluasi dilakukan dengan pemetaan domain proses COBIT 2019 dan fokus pada entitas dengan nilai IT Maturity terendah, yaitu PT Riset Perkebunan Nusantara (PT RPN). Proses evaluasi dilakukan melalui analisis dokumen, wawancara, dan penggunaan aktivitas COBIT 2019 untuk menentukan tingkat kematangan TI. Hasil evaluasi diperoleh tujuh proses area di PT RPN berada di Level 0 (incomplete) dan satu proses area (DSS05) berada di Level 1 (initial). Rekomendasi peningkatan tata kelola TI disusun sesuai panduan COBIT 2019, dengan pembagian peningkatan ke Level 2 dan Level 3 untuk masing-masing proses area. Kesimpulan dari penelitian ini menunjukkan adanya kesenjangan nilai IT Maturity di PTPN Group, khususnya di PT RPN. Rekomendasi peningkatan tata kelola TI dapat diadopsi tidak hanya oleh PT RPN tetapi juga entitas lain di PTPN Group. Saran untuk penelitian mendatang terkait pertimbangan implementasi framework ITIL atau ISO/IEC 20000, perluasan cakupan penelitian, dan penyusunan roadmap implementasi untuk mencapai peningkatan kematangan TI yang terencana dan terukur.

The Ministry of SOEs provides direction for each SOE to improve Information Technology (IT) maturity, including at PT Perkebunan Nusantara III (Persero) (PTPN III). The main focus is the consistency and gap in IT Maturity Level values between entities in PTPN Group to support the implementation of Good Corporate Governance (GCG) and achieve organizational goals. This research uses the COBIT 2019 framework to evaluate IT maturity at PTPN Group with the aim of managing IT based on GCG principles. The evaluation was conducted by mapping the COBIT 2019 process domains, especially at PT Riset Perkebunan Nusantara (PT RPN) which has the lowest IT Maturity score. The evaluation process involves document analysis, interviews, and COBIT 2019 activities to determine the level of IT maturity. The evaluation results showed that seven process areas at PT RPN were at Level 0 (incomplete), and one process area (DSS05) was at Level 1 (initial). IT governance improvement recommendations are prepared according to COBIT 2019 guidelines, with the division of improvements to Level 2 and Level 3 for each process area. The conclusion of this research shows that there is a gap in the IT Maturity value at PTPN Group, especially at PT RPN. IT governance improvement recommendations can be adopted not only by PT RPN but also other entities in PTPN Group. Suggestions for future research include consideration of ITIL or ISO/IEC 20000 framework implementation, expansion of research scope, and preparation of an implementation roadmap to achieve planned and measurable IT maturity improvement."
