"ABSTRAK
This study aims to describe narrative texts held by Islamic boarding schools to fight terrorism or violence narratives and to describe activities carried out to support existing narrative texts. This study uses the Discourse Analysis method and divides the two stages of analysis. At the text analysis stage, the Islamic boarding schools narratives were analyzed using the Presidential Identity Prisma, while in the context analysis phase, the results of interviews and research observations were analyzed with Communication Performance to determine organizational cultureand routine activities in Islamic Boarding Schools. The main theory used in this study is Fishers Narrative Theory, which describes human decisions in believing in a narrative or story and acting on the belief in the story. According to Fisher, humans believe a narrative is influenced by the rationality of narratives, where the narrative has consistency and truth. The results of this study indicate that narrative texts have dominant Islamic boarding schools having coherence in the aspect of objectives that focus on the production of a message of peace so that Indonesia remains a country with a tolerant society and can manage existing differences. The figure of the Prophet Muhammad in the narrative is described as a person who prioritizes deliberation in solving problems. The Nahdlatul Ulama organization is also an organization that has the task of maintaining the unity of the people and nation of Indonesia in the midst of differences. Whereas, the efforts made to support narration are to routinely teach Islamic values as a religion of love in each forum, Reforming the education system, checking curriculumsourced from the government or from outside, Caregivers of Islamic boarding schools routinely form narratives to prevent terrorism, which are printed into books, sent to the media and so on so that the audience can easily access."

"Tesis ini membahas ancaman dan kerawanan Indonesia terhadap terorisme, terutama penyebaran narasi radikal dan atau terorisme, serta mengajukan model kontra narasi sebagai strategi dalam bidang pencegahan ancaman terorisme di Indonesia. Penelitian ini menggunakan pendekatan kualitatif, untuk menganalisis ancaman, dan kerentanan, dan skenario untuk penguatan dan usulan pembentukan model sebagai sistem deteksi dini. Hasil penelitian ini menunjukkan bahwa ancaman narasi radikal atau terorisme di Indonesia berada pada posisi yang tinggi, diikuti dengan tingkat kerentanan Indonesia yang tinggi. Sehingga perlu dilakukan kontra narasi dan dilakukan penguatan terhadap strategi tersebut, serta diperlukan suatu model yang berlaku nasional sebagai dasar acuan

This thesis discusses the level of threats and vulnerabilities of Indonesia against terrorism, especially the spread of radical and or terrorism narratives, as well as propose a model of counter narrative as the strategy in the field of prevention in order to tackle the threat of terrorism in Indonesia. This study used a qualitative approach, to analyze the threats and vulnerabilities, as well as a scenarios for strengthening and proposed the establishment of a model as an early warning system. The results of this study indicate that the threat of radical or terrorism narratives in Indonesia is at a high level, followed by a high degree of vulnerability in Indonesia. Hence, it is necessary to apply the counter-narratives, and to strengthen the counter narative strategy, as well as we need a model that applicable nationwide as a platform."

"Kurangnya perhatian dan stigma terhadap anak-anak korban terorisme membuat rantai yang tidak putus terhadap aksi terorisme. Lembaga pendidikan dan rehabilitasi yang ditujukan kepada anak korban terorisme juga tidak sepenuhnya berhasil dan terkadang menjadi faktor pendukung dari keberlanjutan terorisme. Anak dari Khairul Ghazali mengalaminya langsung yang membuat dirinya membangun Pesantren Al-Hidayah. Pesantren ini digunakannya untuk melakukan deradikalisasi dan mengembalikan kehidupan sosial anak-anak korban terorisme. Tugas karya akhir ini membahas bagaimana proses dan strategi deradikalisasi yang dilakukan di Pesantren Al-Hidayah dengan menggunakan analisis dari social bond theory milik Hirschi. Metode utamanya menggunakan analisis data sekunder terhadap hasil penelitian dan jurnal terdahulu. Dilakukan juga wawancara bersama Khairul Ghazali, namun hanya sebatas penguat argumentasi dari data sekunder yang digunakan. Hasilnya ditemukan bahwa keempat elemen ikatan sosial yaitu attachment, commitment, involvement, dan belief mampu memberikan pemahaman baru dan mencegah anak-anak korban terorisme disana memiliki ideologi radikalisme dan ekstremis. Strategi yang diterapkan di Pesantren Al-Hidayah yaitu green school, lifeskill, kelas tahfiz, dan trauma healing, secara holistik juga masuk kedalam ikatan sosial oleh Hirschi yang membantu anak-anak untuk kembali ke kehidupan normal di masyarakat.

The lack of attention and stigma towards child victims of terrorism creates an unbroken chain of acts of terrorism. Educational and rehabilitation institutions aimed at child victims of terrorism are also not entirely successful and sometimes become a supporting factor for the continuation of terrorism. The son of Khairul Ghazali experienced it firsthand, which made him build the Al-Hidayah Islamic Boarding School. He uses this pesantren to deradicalize and restore children's social life from terrorists. This final project discusses the processes and strategies for deradicalization carried out at the Al-Hidayah Islamic Boarding School using an analysis of Hirschi's social bond theory. The main method uses secondary data analysis on the results of previous research and journals. Interviews were also conducted with Khairul Ghazali, but only limited to strengthening arguments from the secondary data. The results found that the four elements of social bonding, namely attachment, commitment, involvement, and belief, could provide new understanding and prevent children who were victims of terrorism from having radicalism and extremist ideologies. The strategies implemented at the Al-Hidayah Islamic Boarding School, namely green school, life skills, tahfiz classes, and trauma healing, are also holistically included in social bonds by Hirschi, which help children to return to normal life in society."

Keberhasilan ini didukung pula dengan kemampuan intelejen nasional dalam mengumpulkan informasi. Walaupun begitu pemerintah harus melakukan strategi yang lebih komprehensif, tidak hanya menggunakan pendekatan secara 'hard' namun juga 'soft'. Strategi ini harus dibuat secara terpadu dan menyeluruh, mulai dari upaya preventif, penangkapan, rehabilitasi sampai pada program pengawasan."

"Tesis ini membahas upaya kontra narasi yang dilakukan oleh pelaku tindak pidana terorisme (PTPT) sebagai upaya deradikalisasi di Indonesia. Penulis menilai bahwa PTPT mampu menjadi salah satu pegiat deradikalisasi yang kredibel mengingat mereka pernah menjadi salah satu bagian dari jejaring terorisme dan mengetahui kelemahan dari narasi yang dibangun.
Penulis akan membagi tesis ini ke dalam 3 (tiga) bagian, yaitu: 1) Penyampai kontra narasi yang dispesifikan kepada pelaku tindak pidana terorisme (PTPT) sebagai pegiat deradikalisasi; 2) Dekonstruksi narasi relijius yang disalahpersepsikan untuk melegitimasi kekerasan, yaitu: thâghût, takfÄ«r, hijrah, i’dad, syahîd dan jihâd; 3) Media yang digunakan oleh PTPT dalam menyampaikan konten kontra narasi.
Penulis menilai walaupun masih terdapat keterbatasan dari PTPT untuk membantu merubah pemahaman penerima manfaat deradikalisasi (PMD) hingga ke tahap pemahaman yang moderat namun PTPT masih dapat mengambil peran aktif untuk melakukan deradikalisasi. Mereka mengetahui narasi yang dipahami PMD dan konten kontra narasi yang masih berada dalam rentang penerimaan PMD. Penulis turut menganalisis bahwa media yang paling efektif untuk menyampaikan kontra narasi dilakukan melalui pertemuan secara personal di dalam lembaga pemasyarakatan/ rumah tahanan secara konsisten dibandingkan deradikalisasi melalui media online.
Penelitian dalam tesis ini bersifat kualitatif. Penulis melakukan wawancara semi-terstruktur dengan pertanyaan yang bersifat terbuka. Untuk mendukung data yang didapat dari hasil wawancara, peneliti turut merujuk berbagai sumber sekunder. Peneliti menggunakan sejumlah teori dalam penelitian ini, yaitu teori narasi, kontra narasi, deradikalisasi dan dekonstruksi.

This thesis tries to discuss the efforts of counter-narrative carried out by perpetrators of criminal acts of terrorism (PTPT) as an effort of de-radicalization in Indonesia. The author assessed that PTPT was able to become one of the credible deradicalization agents in Indonesia, considering that they had been part of a terrorist network and knew the weaknesses of the narrative that had been built even though there are limitations to achieve the ideal goal of deradicalisation to change the ideology of beneficiaries of de-radicalization to moderate level.
The author will divide this thesis into 3 (three) sections, namely: 1) Counter-narrative messenger specified to the perpetrators of criminal acts of terrorism (PTPT) as actor of deradicalization; 2) Deconstruction of religious narratives that are mispercepted to legitimize violence, namely: thâghût, takfÄ«r, hijrah, i’dad, martyrdom and jihâd; 3) Media used by PTPT in delivering counter-narrative content.
The researcher assessed that although there were still limitations of PTPT to help change the understanding of beneficiaries of deradicalisation (PMD) to the moderate level of understanding, PTPT could still take an active role in carrying out deradicalization. They know the narrative understood by PMD and counter narrative content which is still within the range of PMD acceptance. Researchers also analyzed that the most effective media for delivering counter narratives was carried out through personal meetings in prisons/ detention centers compared to online deradicalization.
The research in this thesis is qualitative research. The author conducted semi-structured interviews with open-ended questions. To support data obtained from interviews, researchers also quote from various secondary sources. The author used several theories in this study, namely the theory of narrative, counter-narrative, deradicalization, and deconstruction.

"Di tengah intoleransi yang sedang berkembang di Tasikmalaya, Jawa-Barat, yang sedang berkembang, mulai muncul penanaman nilai-nilai toleransi. Beberapa studi sebelumnya menjelaskan bahwa hal tersebut disebabkan oleh adanya peran institusi negara, kurikulum formal dalam institusi pendidikan, dan peran dari guru dalam menanamkan nilai-nilai toleransi kepada peserta didik. Namun, kami melihat bahwa toleransi itu juga ditanamkan oleh lembaga pendidikan berbasis Islam (pesantren) kepada peserta didik (santri) melalui kurikulum terselubung. Kurikulum terselubung yang diterapkan yaitu ajaran tanbih yang merupakan pedoman pesantren yang mengajarkan nilai-nilai luhur hidup rukun antar sesama umat manusia. Tanbih disebarkan melalui saluran pendidikan kepada para santri dan sekolah rintisan pesantren. Penelitian ini bertujuan untuk menjelaskan bahwa dalam berbagai kasus tertentu, dalam institusi pendidikan berbasis agama seperti pesantren, nilai-nilai toleransi diajarkan melalui kurikulum terselubung. Data dalam penelitian ini diperoleh melalui observasi, studi pustaka, dan wawancara mendalam dengan pimpinan pesantren, guru, peserta didik, dan santri dari salah satu pesantren yang memiliki pengaruh cukup penting di Tasikmalaya, pada Pondok Pesantren Suryalaya. Berdasarkan temuan data di lapangan bahwa penanaman tanbih kepada peserta didik masih menemukan keragaman dampak terhadap sikap toleransi. Secara analisis teoritik melalui kurikulum terselubung, penanaman nilai-nilai tanbih di lingkungan Yayasan Pendidikan Pondok Pesantren Suryalaya perlu dioptimalkan kembali karena pada dasarnya terdapat kondisi nilai-nilai tradisional yang melekat kuat pada komunitas agama di Tasikmalaya dan secara umum di Indonesia.

In the midst of the growing intolerance in Tasikmalaya, West Java, the values of tolerance are beginning to emerge. Several previous studies explained that this was due to the role of state institutions, the formal curriculum in educational institutions, and the role of teachers in instilling values of tolerance in students. However, we see that tolerance is also instilled by Islamic-based educational institutions (pesantren) in students (santri) through a hidden curriculum. The hidden curriculum that is implemented is the tanbih teaching which is the guideline for Islamic boarding schools that teach the noble values of living in harmony among human beings. Tanbih is disseminated through educational channels to students and pesantren pilot schools. This study aims to explain that in certain cases, in religion-based educational institutions such as Pesantren, the values of tolerance are taught through a hidden curriculum. The data in this study were obtained through observation, literature study, and in-depth interviews with pesantren leaders, teachers, students, and students from one of the Islamic boarding schools that have a significant influence in Tasikmalaya, at Pondok Pesantren Suryalaya. Based on the findings of data in the field, planting tanbih for students still found a variety of impacts on tolerance. In theoretical analysis through a hidden curriculum, the cultivation of tanbih values within the Suryalaya Islamic Boarding School Education Foundation needs to be re-optimized because basically there are conditions for traditional values that are strongly attached to the religious community in Tasikmalaya and general in Indonesia."

"Penyebaran paham radikal terorisme tidak akan berhenti pada kebijakan pemerintah dan berbagai instansi terkait dalam melakukan tindakan tegas seperti dengan memblokir situs, blog, akun atau bahkan dengan menangkap pemilik situs atau akun tersebut. Pendekatan secara tegas melalui jalur hukum sangat penting, namun disamping itu sangat diperlukannya upaya integratif dengan megkolaborasi pendekatan lunak yaitu upaya kontra narasi yang dilakukan oleh BNPT sehingga dapat menyentuh pada hulu persoalan. Penelitian ini berupaya menganalisis kontra narasi oleh BNPT dengan menggunakan teori kontra narasi oleh Sarah Zeiger 2016 dalam mencegah penyebaran paham terorisme melalui media online dengan metode deskriptif kualitatif seperti studi literatur dan wawancara mendalam dengan sejumlah narasumber di BNPT maupun narasumber ahli.
Hasil penelitian menemukan bahwa monitoring melalui media online perlu dilakukan setiap saat sebagai upaya proses deteksi dini bertujuan untuk mendapatkan informasi yang akurat terhadap potensi penyebaran paham terorisme yang sebagian besar mengatas namakan ideologi dan agama. Strategi kontra narasi dilakukan melalui dua pendekatan baik secara online melalui situs BNPT dan secara offline dilakukan pertemuan langsung dengan audiens melalui kegiatan sosialisasi, workshop dan pelatihan. Selanjutnya perlunya keterlibatan seluruh komponen masyarakat khususnya audiens sebagai komunitas media. Strategi kontra narasi terhadap audiens dalam merespon potensi ancaman radikal terorisme melalui situs BNPT, memiliki jumlah yang relatif masih kecil bila dihadapkan dengan jumlah pengguna internet saat ini. Namun dengan adanya penguatan wawasan kebangsaan, kebhinekaan dan kecintaaan terhadap NKRI melalui kontra narasi dapat memberikan kontribusi yang besar terhadap Ketahanan Nasional.

The spread of radicalism of terrorism will not stop at government policies and various agencies involved in taking decisive action such as by blocking sites, blogs, accounts or even by capturing the site owner or the account. The unequivocal approach through legal channels is very important, but besides that it is very necessary integrative efforts with megkolaborasi soft approach that is counter narrative efforts conducted by BNPT so that it can touch on the upstream of the problem. This research attempts to analyze counter narrative by BNPT by using counter narrative theory by Sarah Zeiger 2016 in preventing the spread of terrorism through online media with qualitative descriptive method such as literature study and in depth interview with a number of resource persons in BNPT and expert source.
The results of the study found that monitoring through online media needs to be done at any time as an early detection process aims to obtain accurate information on the potential spread of terrorism that mostly in the name of ideology and religion. The counter narrative strategy is carried out through two approaches both online through the BNPT website and offline to a live meeting with the audience through socialization, workshop and training. Furthermore, the need for the involvement of all components of society, especially the audience as a media community. The counter narrative strategy of the audience in responding to the potential threat of radical terrorism through the BNPT site, has a relatively small amount when faced with the current number of internet users. However, with the strengthening of national insight, diversity and love of the Republic of Indonesia through counter narrative can contribute greatly to the National Resilience.

"Melawan penyebaran narasi hoaks, intoleran, ekstremisme, dan radikalisme, peran pemerintah dan masyarakat di media sosial sangat dibutuhkan sebagai kontra dari narasi dan propaganda kelompok teroris. Akan tetapi, masih terdapat bias dalam membangun narasi guna melawan kelompok teroris. Untuk itu perlu dilakukan upaya dekonstruksi kontra narasi terorisme melalui media sosial. Penelitian ini menggunakan pendekatan etnografi virtual ini adalah untuk melihat sejauh mana konstruksi kontra narasi, kontra propaganda yang dibuat oleh pemerintah, sehingga dapat melihat hal-hal yang perlu dilakukan dekonstruksi. Hasil penelitian menunjukkan bahwa dalam beberapa media sosial BNPT yang berisikan konten kontra narasi kepada kelompok radikal lebih dominan, sehingga memunculkan stigma, secondary deviance terhadap kelompok agama tertentu, penggunaan diksi yang yang sulit diterima oleh masyarakat serta pengemasan konten yang kurang menarik. Oleh karena itu, diperlukan peningkatan dalam penyusunan kontra narasi agar lebih optimal.

In terms of against the spreading of hoaxes, intolerance, extremism and radicalism narratives, the role of government and society in social media is urgently needed to counter the propaganda narrative of terrorist groups. However, there are still deficiencies in narrative development that need to be improved through deconstruction efforts. This research uses a virtual ethnographic approach to discover how far the government has constructed counter-narratives and counter-propaganda so that it can see things that need to be deconstructed. The results show that BNPT has paid more attention to religious terrorist groups, potentially leading to the rise of stigma and secondary deviance towards certain religious groups. Also, the diction used by BNPT is difficult to understand for several people. Last, the packaging content is less attractive. Therefore, improving a counter-narrative strategy is needed to be more optimal."
