"Suatu organisasi sangat bergantung pada teknologi informasi (TI) untuk membentuk strategi bisnis, menunjang kegiatan operasional, serta meningkatkan nilai bisnis dan mencapai tata kelola yang baik. Semakin pentingnya peranan teknologi informasi bagi organisasi, maka dibutuhkan  suatu tata kelola teknologi  informasi. Oleh karena itu, dibutuhkan suatu kerangka kerja (framework) untuk mengukur bahwa teknologi informasi telah dikelola secara tepat dan sumber daya teknologi informasi digunakan secara bertanggung jawab. Salah satu kerangka kerja yang dapat digunakan adalah Control Objective for Information and Related Technology 5 (COBIT 5). Penulis melakukan penelitian di PT. Pertamina Geothermal Energy menggunakan kerangka kerja COBIT 5 untuk menilai pencapaian kapabilitas proses tata kelola teknologi informasi di perusahaan. Data produksi yang tidak terintegrasi antar aplikasi menyebabkan permasalahan pada operasional bisnis perusahaan. Penelitian ini menggunakan analisis data kualitatif serta rujukan pada pemetaan pain point yang disediakan pada COBIT 5: Implementation untuk selanjutnya dilakukan pengukuran tingkat kapabilitasnya. Proses yang relevan dengan permasalahan yang diangkat adalah EDM02, APO05, BAI01, BAI02, BAI04, dan BAI07. Hasil pengukuran proses terpilih menghasilkan nilai rata-rata 0,3 dari skala 5. Hasil penelitian ini diharapkan mampu membantu manajemen PT. Pertamina Geothermal Energy untuk mengetahui dimana posisi tingkat kapabilitas tata kelola teknologi informasi serta mendapatkan masukan perbaikan prosedur dan kebijakan untuk meningkatkan tata kelola teknologi informasi.

An organization relies heavily on information technology (IT) to form business strategies, support operational activities, and increase business value and achieve good governance. The more important role of information technology for organizations, the information technology governance is needed. Therefore, a framework is needed to measure that information technology has been managed appropriately and that information technology resources are used responsibly. One framework that can be used is Control Objective for Information and Related Technology 5 (COBIT 5). The author conducted research at PT. Pertamina Geothermal Energy uses the COBIT 5 framework to assess the achievement of the capabilities of the information technology governance process in the company. Production data that is not integrated between applications causes problems in the company's business operations. This study uses qualitative data analysis and a reference to the pain point mapping provided in COBIT 5: Implementation to further measure the capability level. Processes that are relevant to the issues raised are EDM02, APO05, BAI01, BAI02, BAI04, and BAI07. The measurement results of the selected process produce an average value of 0.3 from a scale of 5. The results of this study are expected to help the management of PT. Pertamina Geothermal Energy to find out where the position of the capabilities of information technology governance and get input improvements procedures and policies to improve information technology governance.

"Skripsi ini bertujuan untuk menganalisis bagaimana penerapan serta pencapaian tingkat kapabilitas tata kelola TI pada PT XYZ. Analisa juga dilakukan untuk memberikan rekomendasi kepada PT XYZ terkait gap yang terdapat pada hasil penilaian tata kelola TI dengan target perusahaan. Metodologi yang digunakan untuk pengukuran tingkat kapabilitas adalah kerangka kerja COBIT 5.Hasil yang dicapai menunjukkan bahwa tingkat kapabilitas PT XYZ saat ini yaitu 2,00 yang berarti berada pada level 2 (managed process), yang mana telah sesuai dengan target jangka pendek perusahaan. Kesimpulan adalah tata kelola TI pada PT XYZ telah diimplementasikan dengan cukup baik oleh perusahaan namun belum dapat mencapai target jangka panjang perusahaan yaitu tingkat kapabilitas yang berada pada level 3.

This thesis aims to analysis how the implementation and achievement capability level of IT Governance at PT XYZ. Analysis was also conducted to give recommendations to the PT XYZ related gap that found in IT governance assessment results with the target company. The methodology used to measure the level of capability is COBIT 5 framework.

The results indicate that the level of capability XYZ is 2.00, which means at the level 2 (managed process), which has been in accordance with the company's short-term target. The conclusion is IT governance at PT XYZ has been implemented quite well by the company but has not been able to achieve the company's long-term target is the level of capability that is at level 3."

"Tata kelola teknologi informasi saat ini banyak diimplementasikan oleh beragam jenis dan skala organisasi. Salah satu organisasi yang memanfaatkan hal tersebut adalah institusi perguruan tinggi. TI telah ditetapkan sebagai Standar Penyelengaraan Perguruan Tinggi di Indonesia sebagai sarana dan prasarana yang wajib dihadirkan untuk menjadi bagian dari basis Pangkalan Data Perguruan Tinggi dan pendukung dalam pengelolaan dan pengembangan kegiatan akademik serta administratif. Tata kelola teknologi informasi ditujukan untuk mengelola layanan TI pada organisasi. Tata kelola TI pada organisasi akan membantu organisasi dalam menentukan proses pengambilan keputusan terkait dengan kebijakan, pengelolaan, dan pemantauan pada aset TI yang dimiliki. Pelaksanaan penelitian ini memiliki tujuan untuk menganalisis kondisi tata kelola teknologi informasi pada Universitas ABC. Data yang diolah dalam penelitian ini bersumber dari proses wawancara semi - terbuka dan pengisian kuesioner terstruktur. Hasil yang diperoleh dari proses pengukuran tingkat kapabilitas proses tata kelola TI pada Universitas ABC adalah berada pada level 1. Hal tersebut menunjukan bahwa proses tata kelola untuk TI telah dilakukan. Rekomendasi untuk perbaikan disusun sesuai dengan sasaran peraihan value dan tingkat kapabilitas dari proses tata kelola TI yang ingin dituju oleh Universitas ABC.

In recent year the implementation of information technology governance has been done by various organizations, one of them is higher education institution. Indonesia Higher Education And Research Ministry placed IT as a part of standar of national education performing system in order to provide data for Higher Education Database. Its also has a role for supporting the management and development of academic and administrative activities. With IT governance, it can support organization for decision making process around IT assets. The research conducted by applying study case method to observe and analyze universitiys IT governance capability level. Using COBIT 5, this IT governance framework created based on best practice, able to provides method and system to establish good enterprise IT governance. COBIT 5 likewise has a tool for assessing IT governance process capability level. Information and data occurred in this research gathered through interview and filled in structured questionnaire with the consent of case study subject. Through research activity, the IT governance process capability level shows at level 1, means the process of IT governance has occured. Another outcome from this research is the IT governance process improvement recommendation following the expect value and proper goals set by ABC University."

"Implementasi Teknologi Informasi (TI) memberikan peluang dan kemudahan untuk organisasi dalam melakukan inovasi dan mempercepat proses bisnis. Salah satu pemanfaatan teknologi informasi dalam pemerintahan guna inovasi pembangunan aparatur negara melalui penerapan Sistem Pemerintah Berbasis Elektronik (SPBE) atau E-government. SPBE atau E-government, yaitu penyelenggaraan pemerintahan yang memanfaatkan TIK untuk memberikan layanan kepada instansi pemerintah, aparatur sipil negara, pelaku bisnis, masyarakat dan pihak-pihak lainnya.Tata kelola teknologi informasi diperlukan untuk pemenuhan regulasi yang ditetapkan, serta menghindari kerugian yang mungkin dihadapi dikemudian hari dari solusi teknologi informasi yang diberikan. Tata kelola teknologi informasi juga diperlukan untuk menentukan arah strategi penerapan TI di masa mendatang. Permasalahan yang terjadi terkait perubahan nomenklatur Kemeristekdikti berakibat pada proses transisi sumber daya TI meliputi SPBE, infrastruktur, dan Sumber Daya Manusia pengelola TI. Penelitian ini bertujuan untuk mengukur tingkat kapabilitas tata kelola teknologi informasi terkait SPBE dalamtransisi organisasi di Kemenristekdikti menggunakan kerangka kerja COBIT 5. Pengumpulan data dilakukan dengan metode kualitatatif. Pengukuran tingkat kapabilitas tata kelola TI dari data yang diperoleh menggunakan metode kuantitatif dengan COBIT 5 Process Assessment Model (PAM). Hasil penelitian ini yaitu penilaian tingkat kapabilitas berdasarkan 19 proses COBIT 5 yang relevan dengan permasalahanorganisasi. Hasil rata-rata tingkat kapabilitas sebesar 0.65 dengan rincian 7 proses pada tingkat 0 (Incomplete Process), 11 proses pada tingkat 1 (Performed Process), dan 1 proses pada tingkat 2 (Managed Process). Analisis kesenjangan antara tingkat kapabilitas saat ini dan yang ditargetkan oleh organisasi dilakukan untuk merumuskan sejauh mana perbaikan pada proses tersebut. Rekomendasi perbaikan pada setiap proses dirumuskan berdasarkan kerangka kerja COBIT 5 dan disesuaikan dengan kebutuhan organisasi agar dapat memberikan manfaat untuk perbaikan layanan TI.

Implementation of Information Technology (IT) provides opportunities and convenience for organizations to innovate and accelerate business process. One of the pertinence of information technology in government is to innovate development of state apparatus through the application of E-government (SPBE). E-government (SPBE) is implementation of government that utilizes Information and Communication Technology to provide services for government institution, state civil apparatuses, business parties, public society, and others.IT Governance is needed to fulfill the stipulated regulations and

to avoid deprivation that may be faced in the future from the information technology solutions provided. Information technology governance is also needed to determine the direction of IT implementation strategy in the future. Problems that occur are related to changes in the nomenclature of Ministry of Research, Technology, and Higher Education (Kemenristekdikti) resulting in the process of IT resources transition including Egovernment, infrastructure, and Human Resources of IT managers. This reasearch aims to measure the capability level of information technology governance related to Egovernment in the organizational transition in Ministry of Research, Technology, and Higher Education using COBIT 5 framework. Data collection is conducted by using qualitative methods. Measurement of IT governance capability level is derived from data using quantitative methods with COBIT 5 Process Assessment Model (PAM). The results

of this study are the assessment of capability level based on 19 COBIT 5 processes that are relevant to organizational issues.The average result of the capability level is 0.65 with details of 7 processes at level 0 (Incomplete Process), 11 processes at level 1 (Performed Process), and 1 process at level 2 (Managed Process). Gap analysis between current

capability level and target of organization is conducted to formulate the extented improvement in the process. Recommendation for improvement in each process is formulated based on COBIT 5 framework and adjusted to the needs of organization in order to provide benefits for the improvement of IT services."

"Teknologi informasi TI memiliki peran penting dalam mendukung operasional tugas dan fungsi Kementerian Hukum dan HAM Republik Indonesia Kemenkumham RI untuk mewujudkan pemerintahan berbasis elektronik. Grand design TI Kemenkumham RI mengidentifikasi manajemen pengelolaan TI sebagai salah satu kendala implementasi pemerintahan berbasis elektronik. Karya akhir ini menggunakan kerangka kerja COBIT 5 untuk mengukur tingkat kapabilitas tata kelola TI Kemenkumham RI saat ini dan menyusun rekomendasi untuk memperbaiki tingkat kapabilitas. Pengukuran dilakukan dengan menggunakan Process Assesment Model PAM dimana hasil pengukuran tingkat kapabilitas Kemenkumham RI saat ini adalah tingkat 1 Performed Process, yang berarti telah ada proses-proses COBIT 5 yang diterapkan untuk mencapai tujuan proses tersebut. Terdapat tujuh proses COBIT 5 yang menjadi prioritas perbaikan yang ditentukan dengan memetakan permasalahan pain point dan proses COBIT 5 dengan rencana pengembangan TI Kemenkumham RI tahun 2018.

Information technology IT has an important role in supporting the operational tasks and functions of The Indonesian Ministry of Law and Human Rights Kemenkumham RI to implement e-government. IT grand design of Kemenkumham RI identified IT governance as one of the obstacles to implement e-government. This research uses COBIT 5 framework to measure the current capability level of IT Governance in Kemenkumham RI and develop recommendations to improve the capability level. Measurement is done by using Process Assessment Model PAM where the result of Kemenkumham RI capability level assessment is level 1 Performed Process , which means there have been COBIT 5 processes implemented to achieve the objectives of the process. There are seven COBIT 5 processes which are the priority of improvement determined by mapping points pain points and COBIT 5 process with IT development plan of Kemenkumham RI in 2018."

The rapid development of technology today causes internet users to increase. The increase in internet users is directly proportional to the increase in users of e-commerce services where there are more than two billion e-commerce users in the world. There are many aspects of technology used when building an e-commerce service such as Electronic Data Exchange and Payment Gateway.

XYZ.com is one of the products of PT XYZ that provides e-commerce services in Indonesia that has the passion to make customers a top priority. To realize excellent service in the e-commerce industry, it is necessary to use the right information technology, so that the existence of information technology is a determining factor for the success of PT XYZ in carrying out the company's strategy.

This study aims to measure the level of information technology governance capability of PT XYZ by referring to the COBIT 5 Process Assessment Model (PAM), and to develop recommendations for process improvement.

After measuring ten COBIT 5 processes, it was found that there is one process that has a capability level value of 0, four processes have a capability level value of 1, four processes have a capability level value of 2, and one process has a capability level value of 3.

The development of information technology (IT) has now become a determinant of the level of performance of an organization. With the help of IT, work processes or business processes that occur in both private and government organizations can be done quickly and efficiently. By planning a mature IT governance, a good IT services implementation is expected. To determine whether IT in organizations has been well managed, it is necessary to measure the IT process.

This study aims to measure the capability level of IT governance in the Data and Information Center of Social Welfare Indonesian Ministry of Social Affairs. The framework that use to measure the IT process is COBIT 5.

The results of the measurement are the capabilities level of current IT and targets to be achieved. Then determined the recommendations for improvements and determined the success matrics of each process. Capabilities level for current conditions is level 1 (performed) with the average value of all process capability is 1.7 and the expected capability is level 3 (established) with the average value of the process capability level is 3.6"

Masalah yang dihadapi perusahaan adalah rendahnya capaian indikator kinerja perusahaan. Penelitian ini bertujuan untuk memberikan rekomendasi kepada organisasi mengenai pengelolaan tata kelola teknologi informasi yang tepat. Penelitian ini mengumpulkan data secara kualitatif. Kemudian melakukan analisis data menggunakan analysis tools COBIT 2019 yaitu yaitu design factor dan cascading. Kedua toolos ini digunakan untuk memetakan objective area yang akan dilakukan pengukuran seusai dengan karakter perusahaan. Kemudian dilakukan asesmen yang dibuat berdasarkan aktivitas pada proses panduan kerangka kerja COBIT 2019 dan dilakukan validasi terhadap hasil tingkat kapabilitas. Penelitian ini menghasilkan berupa tingkat kapabilitas tata kelola TI pada perusahaan dan rekomendasi perbaikan tata kelola TI untuk mendukung kebijakan pengambilan keputusan dalam perusahaan.

PT Pakar Digital Global is a company that provides services for digital invoicing, financing, and payment. As a company using information technology (IT) as the main tool that supports business, then the goals, the planning and the management of the organization need to be in line with the goals, the planning and the management of information technology. IT Governance is the planning, the implementation and the use of IT by the organization so that IT is aligned with the vision, mission and goals of the organization. The problem faced by the company is the low achievement of company performance indicators. This study aims to provide recommendations to organizations regarding the proper management of IT governance. This study collects qualitative data by conducting interviews with five research objects as resource persons. Then perform an analysis using the COBIT 2019 analysis tools, are the design factor and cascading. Then assessments made based on activities in the 2019 COBIT framework guide process and validation of the results of the capability level. This study resulted in the level of information technology governance capability in the company and recommendations for improving IT governance to support decision-making policies within the company."

Berdasarkan pengukuran tingkat kapabilitas tata kelola TI tahun 2019 PT XYZ hanya mencapai tingkat 2.1 sedangkan ekspektasi mencapai tingkat 3 menggunakan COBIT 5. Pengkuran tingkat kapabilitas menggunakan Process Assessment Model (PAM). Berdasarkan hasil pengukuran tersebut akan dianalisis rekomendasi perbaikan yang harus dilakukan PT XYZ berdasarkan pemetaan proses pada COBIT 5.

Digital transformation is one of PT XYZ's visions as non-bank finance sector company to be able to support its business processes. In achieving the digital transformation vision, information technology infrastructure is one of the components that must be carefully and properly owned. Besides the latest technology that applied in information technology infrastructure, infrastructure governance is also needed to ensure digital transformation in infrastructure implementation. Based on the measurement of the level of IT governance capability in 2019, PT XYZ only at level 2.1 while expectation is level 3 using COBIT 5. So that in this final work will measure the level of IT infrastructure governance capability that has been implemented at PT XYZ and provide recommendations for improvement to increase the level of capability.
