"Industri transportasi online sedang berkembang pesat di Indonesia. Proporsi pekerja di bidang jasa transportasi tumbuh pesat dalam lima tahun terakhir. Namun, sejak 2018 driver ojek online mulai melakukan aksi demo, dan menuntut kenaikan tarif. Permintaan kenaikan tarif dikarenakan adanya informasi mengenai biaya dan tarif yang tidak lengkap dari platform maupun driver. Oleh karena itu, Pemerintah perlu memberikan regulasi terkait tarif. Namun demikian, belum ada dokumen ilmiah dari pemerintah yang dapat diakses oleh publik yang menjelaskan regulasi terkait tarif tersebut. Maka dari itu, penelitian ini ingin berkontribusi dalam menganalisis dasar penetapan tarif oleh Pemerintah. Dengan keterbatasan dari penelitian ini didapatkan hasil bahwa biaya akan menurun seiring dengan jumlah jarak yang ditempuh per tahun oleh pengemudi. Secara rata-rata, tarif untuk satu kilometer perjalanan adalah Rp3.400 per km. Pendapatan pengemudi juga lebih signifikan dibandingkan upah minimum di DKI Jakarta. Selain itu, sebagian besar pengemudi mendapatkan penghasilan lebih dari sebelumnya. Namun, tidak ada pendapatan bersih pengumudi yang melebihi upah minimum provinsi Jakarta. Oleh karena itu, pemerintah perlu mengevaluasi kebijakan tarif di industri ojek online. Jika memungkinkan, Pemerintah juga dapat menggunakan kebijakan non-harga.
The online transportation industry has been increasing rapidly in Indonesia. It makes the proportion of workers in transportation services grow quickly in the last five years. However, since 2018 online motorcycle taxi drivers have started holding demonstrations frequently, and they are demanding an increase in tariffs. This demand is due to asymmetric information from the platform and drivers. Therefore, the Government needs to intervene. The government has issued regulations regarding tariffs, but unfortunately, there is no scientific public document on which these regulations are issued. This research wants to contribute to analyzing the basis for determining tariffs that were not previously carried out by the Government. With the limitations of this study, the results obtained are the appropriate tariff if the driver travels at least 22,464 km per year. Driver income is also more significant than the minimum wage of DKI Jakarta. Besides, most drivers get more revenue than before. However, there is no income after driver fees that exceed the Jakarta provincial minimum wage. Therefore, the government needs to evaluate tariff policies in the online motorcycle taxi industry. If possible, the Government can also use a non-price policy."

"The presence of application-based taxis such as Grabcar and Gocar is a challenge for conventional taxis. Its existence can be reduced to conventional taxi company turnover. On March 22, 2016 thousands of conventional taxi drivers held a demonstration against the existence of online taxis, because online taxis were declared in violation of the Traffic Law and consequently the streets in Jakarta were chaotic. The existence of online taxis cannot be avoided any more, due to technological developments. Online taxis provide benefits and convenience for passengers in ordering and the rates are cheaper than conventional taxi rates. Anyone who has a cellphone and downloads the application, can order the online taxi and pick him up at the place where the passenger booked it. Therefore, the Government through the Ministry of Transportation issued Ministerial Regulation No. 32/2016 which recognizes the existence of online taxis in Indonesia and this Ministerial Regulation is revised through Ministerial Regulation No. 26/2017 and revised again to become Ministerial Regulation No. 108/2017."
