"The discussion on the importance of energy security policy for Indonesia merits special attention for a number of reasons. First, there has been an opinion that the recent decision by government to increase the price of fuel energy can be attributed to its short sighted view on energy security policy. Secondly, the idea of energy security has evolved from its original concept to the effect that the main concern is currently not merely over the question of h^w to secure sufficient supply of energy at affordable price but also over its future sustainability.Thirdly, there have been contending paradigms in designing policy to achieve energy security namely between those who consider energy as a market commodity and those who regard it as a strategic commodity. The paper primarily attempts to answer following questions: what is energy security policy and why should energy security policy be comprehensive? For the purpose of analysis, the paper is divided into three parts. The first part attempts to define what we mean by energy with special reference to heat energy including its various dimensions and categories. The second part aims at tracing the rationale behind the emergence of energy security including its envolvement as a concept. The third part intends to show policy options available for policy makers in designing energy security policy by locating and seeing them through the lenses of contending paradigms. Since the recent hike of fuel energy has strong tendency to take side with and seems to have been inspired by market paradigm, an attempt is also made in the last part of the paper to analyze deficiencies of Indonesian current energy security policy."

"Seiring dengan percepatan globalisasi dan berakhirnya masa Perang Dingin, negara-negara semakin saling tergantung pada sektor energi. Kerjasama dan konflik merupakan pola hubungan yang muncul antar negara terkait keamanan energi. Situasi interdependensi dan common interst dalam hal keamanan energi menjadi dasar terbentuknya kerjasama energi. Bagi negara, kerjasama merupakan pilihan yang rasional dalam memenuhi keamanan energinya. Berbagai tipe kerjasama energi ditempuh oleh negara konsumen maupun produsen energi. Tulisan ini akan membahas situasi keamanan supply dan demand energi dalam hubungan antar negara. Keamanan energi berupa minyak bumi dan gas menjadi fokus utama tulisan ini dikarenakan dampak yang ditimbulkan keduanya dalam pasar energi global, ekonomi, hingga kebijakan luar negeri suatu negara. Hasil dari tulisan ini akan menunjukkan bagaimana interdependensi energi dan common interest negara akan minyak bumi dan gas , menjadi faktor yang memicu terciptanya kerjasama energi dalam berbagai tipe.

Along with the globalization and the end of Cold War, states are going to be more dependent upon the energy sector. Cooperation and conflict are kind of relations occur related to energy security. The existence of interdependence and common interest become the foundation of the energy cooperation establishment. Cooperation is the rational choice for the states to fulfil their energy security. Various energy cooperation have been implemented by both consumer states and producer states. This literature review explain about the situation of energy security of supply and energy security of demand through the relations among states. Energy security which consists of oil and gas are the main focus of this paper as they have significant impact in the global energy market, economy, and states foreign policy. The result shows that energy interdependence and common interest toward oil and gas, turn out to be the factors causing the formation of energy cooperation in various type in the international relations."

"ABSTRAKTesis ini bertujuan untuk menunjukkan Permasalahan keamanan maritimterbesar di Asia Tenggara antara negara-negara internal dan eksternal kawasanmenyebabkan terjadinya interaksi keamanan maritim sebagai satu komplekskeamanan maritim yang terpusat pada institusi (centered regional institutionalmaritime security complex). Untuk mencapai tujuan tersebut, penelitian ini akanmenjelaskan beberapa pokok bahasan yang terkait dengan kompleks keamanankawasan yang dimaksud. Pendekatan yang digunakan untuk membahas interaksikeamanan kawasan adalah teori kompleks keamanan regional (regional securitycomplex theory, RSCT) yang dikembangkan oleh Buzan dan Wæver (2003).RSCT membahas mengenai interaksi institusi keamanan maritim negara-negara diAsia Tenggara dan pengaruhnya berdasarkan komponen struktur esensial(essential structure) RSCT, yakni: batas-batas kawasan (boundary), strukturanarkis (anarchic structure), polaritas (polarity), dan konstruksi sosial (socialconstruction).

ABSTRACTThis thesis aims to identify the greatest maritime security issue inSoutheast Asia among the states in the region, as well as those, which are locatedoutside the region. This causes the maritime security interaction as a centeredregional institutional maritime security complex. For that purpose, this studyexplains the subjects related to regional security complex. Insulator adalah sebuahkawasan yang berada di antara dua atau lebih RSC yang memiliki karakter pasifdan tidak dapat menyatukan dua RSC dalam satu arena strategis keamanan.Dinamika Turki masa AKP (2002-2011) ternyata tidak lagi relevan dengan statusinsulator. Perubahan orientasi dari Barat ke Timur merupakan salah satu indikasibagaimana Turki mencoba ?keluar? dari status tersebut. AbstractIn Regions and Powers: The Structure of International Security, Buzan andWaever explain that Turkey is an insulator between Europe, Middle Eastern, andCaucasus regional security complexes. Insulator is a term that used to describe aregional between two or more RSCs which has been occupied by one state. Thestate must be weak, passive and cannot bring those RSCs together in one strategicsecurity arena. According to Turkey?s internal and external dynamic by 2002-2001 or AKP?s period, insulator concept does not relevant anymore to figure outTurkey?s position and status.
