"Penelitian ini bertujuan untuk mengevaluasi Program Pelatihan dan Pengembangan Rumah Kepemimpinan Dengan Skema Daring Untuk Peserta Program Angkatan X. Latar belakang penelitian didasarkan pada potensi sumber daya manusia sebagai investasi penting, namun dihadapkan pada adanya bentuk-bentuk krisis kepemimpinan di Indonesia. Rumah Kepemimpinan hadir sebagai lembaga yang menyediakan program pelatihan dan pengembangan di bidang kepemimpinan. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan metode penarikan sampel total sampling melalui instrumen kuesioner daring yang diisi oleh 151 peserta Rumah Kepemimpinan. Data yang terkumpul dianalisis menggunakan teknik analisis deskriptif dengan bantuan Statistical Package for the Social Sciences (SPSS). Berdasarkan hasil penelitian, ditemukan bahwa rata-rata evaluasi program baik dari dimensi reaksi dan pembelajaran mencapai nilai mean sebesar 4.172 yang termasuk dalam kategori baik. Evaluasi tersebut didasarkan pada penggunaan dua tingkatan evaluasi program Kirkpatrick, yaitu reaksi dan pembelajaran. Hasil tersebut menandakan kepuasan peserta program dan keberhasilan program dalam memenuhi harapan dan kebutuhan peserta dalam pengembangan kepemimpinan.

This research aims to evaluate the Training and Development Program of Rumah Kepemimpinan with the Online Scheme for Participants of Batch X. The background of the study is based on the potential of human resources as a vital investment, but facing various leadership crises in Indonesia. Rumah Kepemimpinan serves as an institution providing leadership training and development programs. The research method used is a quantitative approach with total sampling through an online questionnaire instrument filled out by 151 participants of Rumah Kepemimpinan. The collected data were analyzed using descriptive analysis techniques with the assistance of the Statistical Package for the Social Sciences (SPSS). Based on the research findings, it was discovered that the average program evaluation, both in terms of reaction and learning dimensions, reached a mean value of 4.172, which falls into the "good" category. This evaluation is based on the use of two levels of the Kirkpatrick program evaluation, namely reaction and learning. The results indicate participant satisfaction with the program and its success in meeting the expectations and needs of participants in leadership development."

"Peneliti memiliki peranan penting dalam pembangunan bangsa, termasuk dibidang kesehatan. Penelitian ini fokus dengan pengembangan sumber daya manusia fungsional peneliti di Badan Litbang Kesehatan, hal ini dikarenakan adanya trend yang menurun di setiap jenjang jabatan peneliti serta kesenjangan antara jumlah peneliti dan hasil riset yang berkualitas. Penelitian ini menggunakan metode kualitatif dengan pendekatan case study. Hasil penelitian menunjukkan dalam pengembangan individu peneliti belum berjalan dengan efektif, hal ini dikarenakan belum adanya analisis beban kerja berdasarkan kepakaran dan jenjang jabatan yang merupakan dasar untuk perencanaan pengembangan fungsional peneliti. Analisis kebutuhan diklat belum dilakukan dan belum berjalannya pembinaan peneliti terstruktur. Pengembangan karir ditemukan bahwa masih rendahnya motivasi karir akibat hanya sebagian kecil peneliti yang memiliki perencanaan karir, dan adanya permasalahan pola karir. Aktivitas manajemen kinerja sudah berjalan, walaupun siklus monitoring kinerja secara periodik belum berjalan dan tidak adanya analisis data kinerja. Penelitian ini juga menemuka lima faktor yang mempengaruhi pengembangan sumber daya manusia peneliti di Bada Litbang Kesehatan, yaitu : sumber daya, kebijakan, desain organisasi, dukungan pimpinan, dan komunikasi.

Researchers play an important role in the development of a nation, particularly in the health sector. This study focuses on the development of researcher in National Institute Of Health Research And Development NIHRD , considering the downward trend of the number of researchers in each level of researchers hierarchy as well as the significant gap between the number of researchers and the quality of the research itself. This study uses a qualitative method with case study approach. The results shows that researchers rsquo individual development is not running effectively. Workload analysis based on researchers rsquo expertise and level of the position which are bases for the functional development planning of researchers has not been established. What is more, training needs analysis and structured coaching for researchers has not been done. In regards of career development, low career motivation issue due to lack of career planning was identified along with other issues related to career pattern. Researchers rsquo activity performance management are applied, eventhough periodic performance monitoring cycle have yet to run thoroughly and performance analysis have not been established. This study also found five factors that influence the human resource development of researchers at National Institute Of Health Research And Development, which are resource, policy, organizational design, leadership support, and communication."

"Penelitian ini bertujuan untuk mendeskripsikan pengembangan human capital dan dampaknya sebagai salah satu bentuk manajemen sumber daya manusia di PT M. Penelitian ini merupakan penelitian kualitatif deskriptif yang diawali dengan studi literatur. Pengumpulan data dilakukan pada tahun 2021 melalui wawancara mendalam dengan 6 informan. Hasil penelitian menunjukkan bahwa pengembangan human capital yang dilakukan oleh PT M berfokus kepada kompetensi yang merujuk pada kemampuan, pengetahuan, dan keterampilan saja. Sehingga pengembangan human capital yang dilakukan disebut sebagai pengembangan kompetensi karyawan. Pengembangan human capital yang dilakukan dimulai dengan pengisian personal development plan yang sesuai dengan kebutuhan pengembangan setiap karyawan sehingga dalam pelaksanaannya, pengembangan memiliki sasaran prinsip, karakteristik, dan isu utama yang berbeda-beda. Adapun dampak pengembangan human capital di PT M yakni peningkatan keterampilan dan pengetahuan, peningkatan kepercayaan diri, merasa diperhatikan oleh perusahaan, dan berdampak pada peningkatan kinerja di lapangan.

This study aims to describe the development of human capital and its impact as a form of human resource management at PT M. This is a qualitative descriptive study preceded with literature studies. Data collection conducted in 2021 trough in-depth interviews with 6 informants The results of the study revealed that the development of human capital carried out by PT M only focuses on competencies that refer to abilities, knowledge, and skills. So, it is referred to as employee competency development. Human capital development begins with filling out a personal development plan that is in accordance with the development needs of each employee so that in its implementation, development has different principles, characteristics, and main issues. The impact of developing human capital at PT M is increasing skills and knowledge, increasing self-confidence, feeling cared for by the company, and having an impact on improving performance in the field."

"ABSTRAK
Pertahanan merupakan salah satu gatra dinamis dari konsep Ketahanan Nasional yang sangat strategis karena menyangkut keutuhan dan kelangsungan hidup bangsa. Sistem pertahanan negara terdiri dari komponen utama, cadangan, dan pendukung. Komponen pendukung terdiri atas sumber daya manusia, sumber daya alam/buatan, dan sarana prasarana nasional. SDM Aparatur Kemhan sebagai sumber daya manusia pertahanan memiliki peran yang penting karena menjadi pengawak institusi pemerintah yang mengurusi masalah pertahanan negara sehingga diperlukan pembinaan SDM yang baik. Pengawak Kemhan terdiri dari PNS dan prajurit TNI. Namun Kemhan yang notabene merupakan institusi sipil, pengembangan karier militernya lebih cemerlang dibandingkan personel sipil. Hal ini berdampak pada pola hubungan sipil militer di Kemhan. Penelitian ini berupaya menganalisis pembinaan karier sipil dan militer Kemhan dengan menggunakan metode deskriptif kualitatif seperti studi literatur dan wawancara mendalam dengan sejumlah narasumber di Kemhan maupun narasumber ahli. Hasil penelitian menemukan bahwa dominasi militer terhadap sipil pada karier jabatan di Kemhan tidak mengganggu supremasi sipil karena kompetensi dan keahlian pertahanan lebih banyak dikuasai oleh militer. Selain itu, pembinaan kariernya masih bersifat status quo karena Kemhan pernah didominasi militer pada era Orde Baru dan pengaruhnya masih cukup kuat walaupun tidak sesignifikan dulu. Kemudian masih terdapatnya faktor kepentingan sehingga perlu peningkatan pembinaan karier aparatur Kemhan yang dilaksanakan berdasarkan sistem merit dengan barometer kualifikasi, kompetensi, dan kinerja yang adil dan wajar. Dengan demikian maka akan tercapai pola hubungan sipil militer yang wajar dan prinsip good governance yang akan menguatkan kualitas pemerintahan sebagai salah satu faktor kekuatan negara untuk memperkuat ketahanan nasional bangsa.

ABSTRACT
Defence is one of dinamic components of National Resilience concept and very strategic as related with existence and continuity of the nation. State defence consists of main, backup, and supporting components. Supporting one consist of human resource, natural resource, and national infrastructures. Defence Ministry Kemhan rsquo s human resource as defence human resource have crucial role as apparatus of government that handles state defence matters and therefore a good human resource management is needed. Kemhan rsquo s apparatus consist of civil servant PNS and military TNI . However, Kemhan as civil institution have brighter career development for personnel of TNI rather than PNS. This makes impact for the pattern of civil military relations at Kemhan. This research attempt to analysis carreer management of civil and military by descriptive qualitative method such as literature review and deep interview with numbers of Kemhan rsquo s managers and other related informen. The research rsquo s results show that military domination to civil on carreer position at Kemhan do not interrupt civil supremacy because competency and defence skill are still on military occupation. Besides that, carreer management is still on quo status because Kemhan was ever been dominated by military at New Era and the influence was still quite strong although not quitely significant. In addition, it is still factor of interest, hence the improvement of aparatus carreer development is needed to be increased which implemented based on merit system with barometers of qualification, competency, and performance that fair and normal. Therefore, the good civil military relations and the princip of good governance will be achieved and strengthen the government quality as one factor of state power that strengthening national resilience. "

"Pengembangan sumber daya manusia merupakan salah satu bagian dari manajemen sumber daya manusia yang harus dilaksanakan oleh organisasi. dalam organisasi publik, Pengembangan SDM dilakukan untuk meningkatkan knowledge, skill dan abilities PNS di maksud. Di dalam Peraturan Pemerintah Nomor 11 Tahun 2017 tentang Manajemen PNS yang menyatakan bahwa setiap PNS memiliki hak untuk memperoleh pengembangan kompetensi selama dua puluh jam pelajaran dalam satu tahun. Pengembangan kompetensi dilakukan untuk meningkatkan kompetensi setiap PNS melalui berbagai kegiatan, salah satunya dengan melaksanakan pendidikan dan pelatihan (Diklat). Diklat dapat dilaksanakan dengan berbagai metode baik secara klasikal maupun non-klasikal. Penelitian ini dilakukan dengan pendekatan kualitatif yang bersifat deskriptif dengan jenis penelitian terapan yang bertujuan untuk memberikan solusi terhadap strategi pengembangan SDM yang di lakukan oleh Kementerian Hukum dan Hak Asasi Manusia melalui Badan Pengembangan Sumber Daya Manusia Hukum dan HAM dan Balai Pendidikan dan Pelatihan Hukum dan HAM. Teknik pengumpulan data dalam penelitian ini dilakukan melalui wawancara terhadap informan internal dan eksternal yang berjumlah sebanyak sepuluh informan. Informan internal di antaranya Sekretaris Badan, Kepala Bidang Program di Pusat Pengembangan Diklat Teknis dan Kepemimpinan dan Pusat Pengembangan Diklat Fungsional dan HAM serta Kepala Pusat Penilaian Kompetensi. Sedangkan, informan eksternal BPSDM Hukum dan HAM di antaranya, Kepala Kantor Wilayah, Kepala Divisi Administrasi dan Kepala Bagian Pengembangan Karir di Biro Kepegawaian. BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM memiliki tugas dan fungsi untuk melaksanakan pengembangan SDM terhadap seluruh PNS di lingkungan Kementerian Hukum dan Hak Asasi Manusia. BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM saat ini menyelenggarakan pengembangan SDM dengan melaksanakan pendidikan dan pelatihan (Diklat) melalui daring dengan metode Pembelajaran Jarak Jauh (PJJ) dan e-learning. Diklat dilaksanakan sesuai dengan sasaran strategis BPSDM Hukum dan HAM yang berpedoman pada rencana strategis Kementerian Hukum dan HAM. Dalam pengembangan SDM yang dilakukan oleh BPSDM dan Balai Diklat Hukum dan HAM terdapat faktor penghambat, sehingga perlu adanya strategi pengembangan SDM yang sesuai dan dapat dilaksanakan oleh BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM. Internal informants include the Secretary of the Agency, The Head of Program Affairs at the Center for Technical and Leadership Training Development and the Center for The Development of Functional and Human Rights Training and the Head of the Competency Assessment Center. Meanwhile, external informants include, Head of Regional Office, Head of Administration Division and Head of Career Development Department at Staffing Bureau. The Human Resources Development Agency of Law and Human Rights and The Education and Training Center of Law and Human Rights are currently organizing human resources development by carrying out education and training through online by distance learning and e-learning methods. Training is carried out in accordance with the strategic objectives of the Human Resources Development Agency of Law and Human Rights which is guided by the strategic plan of the Ministry of Law and Human Rights. In the development of human resources conducted by the Human Resources Development Agency of Law and Human Rights and the Education and Training Center of Law and Human Rights there are inhibitory factors, so there needs to be an appropriate human resources development strategy that can be implemented by Human Resources Development Agency of Law and Human Rights and Education and Training Center of Law and Human Rights. The Human Resources Development Agency of Law and Human Rights has launched the Ministry of Law and Human Rights Corporate University, which is expected to be able to answer problems related to human resources development."
