"Permasalahan sosial di lingkungan masyarakat semakin bervasiasi, dan potensinya cederung meningkat dari tahuan ketahun. Salah satunya yang sering terjadi adalah permasalahan orang asing dan ketenagakerjaan. Kabupaten Tangerang merupakan salah satu kawasan dengan tingkat aktifitas industri dan pembangunan yang tinggi. Industri dan pembangunan di negara berkembang sudah tentu memerlukan sumber daya manusia sebagai tenaga kerja, baik tenaga kerja yang berasal dari masyarakat lokal maupun luar negeri sebagai tenaga ahli dan program alih kemampuan. Namun pada kenyataannya banyak ketidaksesuaian antara yang seharusnya dan yang terjadi di lapangan. Oleh karena itu ketenagakerjaan asing perlu diawasi pelaksanaannya oleh pihak-pihak terkait seperti Dinas Imigrasi, TNI-Polri, dan unsur-unsur lainnya, yang pada pelaksanaanya dibentuk Tim Pengawasan Orang Asing (Timpora). Di pihak Kepolisian, termasuk polisi di Polres Kota Tangerang dalam menghadapai permasalahan sosial tersebut merupakan salah satu tugas dari Unit Pengawasan Orang Asing (POA) dibawah Satuan Intelijen Keamanan (Satintelkam). Terkait dengan hal inilah maka tujuan utama penelitian ini adalah menganalisis mekanisme atau praktik pengawasan orang asing oleh Unit POA di wilayah hukum Polres Kota Tangerang, termasuk potensi ancaman serta hal-hal yang menghambat yang menyertainnya. Untuk menjawab masalah ini, penelitian ini akan dilakukan dengan menggunakan metode kualitatif, dengan menggunakan teori intelijen dan dasar intelijen, manajemen SDM, pengawasan serta konsep imigrasi untuk menginterpretasikan pelaksanaan pengawasan orang asing oleh Kepolisian. Data dikumpulkan dengan melakukan wawancara, observasi dan dokumentasi, sementara data di analisis secara kualitatif dengan menggunakan metode interaktif.

Social problems in the community are increasingly varied, and their potential tends to increase from year to year. One of the things that often happens is the problem of foreigners and employment. Tangerang Regency is an area with a high level of industrial activity and development. Industry and development in developing countries of course require human resources as workers, both workers from local communities and abroad as experts and skills transfer programs. But in reality there are many discrepancies between what should be and what is happening in the field. Therefore, the implementation of foreign manpower needs to be monitored by relevant parties such as the Immigration Service, TNI- Polri, and other elements, in which the Foreigner Supervision Team is formed. On the police side, including the police at the Tangerang City Police, dealing with these social problems is one of the tasks of the Foreigner Monitoring Unit. Related to this, the main objective of this research is to analyze the mechanism or practice of monitoring foreigners by the Foreigner Monitoring Unit in the jurisdiction of the Tangerang City Police, including the potential threats and the things that hinder them. To answer this problem, this research will be conducted using qualitative methods, using intelligence theory and basic intelligence, human resource management, supervision and immigration concepts to interpret the implementation of surveillance of foreigners by the Police. Data were collected by conducting interviews, observation and documentation, while data were analyzed qualitatively using interactive methods."

"ABSTRAK
Skripsi ini membahas mengenai Tenaga Kerja Asing di bidang hukum, khususnya
Advokat Asing di Indonesia. Membahas mengenai peraturan-peraturan
perundang-undangan yang berkaitan dengan pembatasan dan pengawasan
Advokat Asing untuk menghadapi MEA (Masyarakat Ekonomi ASEAN) terkait
masa kerja, keahlian (Skill), pendampingan, dan jabatan Advokat Asing yang
berada di Indonesia. Tujuan dari penelitian ini adalah untuk mengetahui
bagaimana pelaksaanan dan pengaturan peraturan perundanga-undangan
mengenai pembatasan dan pengawasan Tenaga Kerja Asing di bidang jasa hukum
(Advokat Asing) di Indonesia. Penelitian ini menggunakan metode penelitian
yuridis normatif yaitu menelaah terhadap hukum positif tertulis maupun tidak
tertulis dan efektifitas undang-undang. Serta teknik pengumpulan data dengan
pendekatan kualitatif, yaitu penelitian yang mengalanisa dan menggunakan bahanbahan
kepustakaan sebagai data sekunder ditambah dengan wawancara dengan
narasumber. Dari penelitian ditemukan bahwa, pembatasan dan pengawasan
terhadap Tenaga Kerja Asing di bidang jasa hukum (Advokat Asing) masih perlu
diperbaharui dan dikembangkan, terutama mengenai pembatasan masa kerja,
pembatasan bidang hukum yang dapat diisi oleh Advokat Asing, pengawasan
mengenai jabatan, dan pengawasan dalam pemberian saran hukum.

ABSTRACT
This thesis discusses about the Foreign Manpower in the field of law, particularly
the Foreign Counsel in Indonesia. It also discusses the rules and regulations
pertaining to restrictions and supervision of the Foreign Counsel in face of the
ASEAN Economic Community (AEC) concerning employment, skills (Skill),
mentoring, and Foreign Advocate position in Indonesia. The purpose of this study
was to determine how the implementation and regulation of legislation on the
restriction and supervision of foreign manpower in the field of legal services
(Foreign Advocate) in Indonesia. This research used normative juridical research
that examines the positive laws written or unwritten and effectiveness of
legislation. As well as data collection techniques with a qualitative approach,
namely that analyzes and research using library materials as secondary data
coupled with interviews with sources. Studies show that, restrictions and
supervision of foreign manpower in the field of legal services (Advocate Foreign)
still need to be updated and developed. Especially, regarding the restriction of
employment. Restrictions on the area of law can be filled by the Advocate
Foreign, monitoring of the position and oversight in the provision legal advice."

"Penelitian ini membahas tentang penyebab mengapa Polri di dalam sistem TIM PORA diharuskan melakukan optimalisasinya dalam menangani pelanggaran yang dilakukan oleh Warga Negara Asing (WNA), berdasarkan UU No. 2 Tahun 2002 tentang Kepolisian Negara Kesatuan Republik Indonesia. Penelitian ini juga menggunakan pendekatan intelijen, intelijen strategis, optimalisasi dan peraturan perundang-undangan sebagai kerangka analisis. Untuk menguatkan penelitian ini, digunakan pula teori law enforcement dari McDowell. Penelitian ini menggunakan metode kualitatif dengan penelitian studi kasus. Hasil penelitian ini menjelaskan bahwa dasar pengawasan orang asing di Indonesia diatur oleh Undang-Undang Nomor 6 Tahun 2011 tentang Keimigrasian beserta turunannya, yang mengganti undang-undang keimigrasian sebelumnya yaitu Undang-Undang Nomor 9 Tahun 1992. Upaya optimalisasi pengawasan orang asing yang dilakukan oleh Baintelkam Polri yaitu, pertama, menetapkan Peraturan Kapolri sebagai turunan Undang-undang Nomor 2 Tahun 2022 terkait kewenangan Polri dalam pengawasan orang asing di Indonesia. Kedua, komunikasi dan koordinasi dengan Kementerian/Lembaga terkait guna memaksimalkan pengawasan Orang Asing/ TKA. Ketiga, mensosialisasikan peranan Polri dalam pengawasan Orang Asing kepada para WNA. Keempat, meningkatkan intensitas pengawasan WNA di lapangan sesuai Tupoksi Polri di Indonesia. Kemudian 3. Dalam perspektif analisis intelijen stratejik, peran Baintelkam polri dalam melakukan pengawasan WNA (khususnya jurnalis asing) dapat dilakukan dimulai dari data dan informasi yang disediakan dari masing-masing supporting unit TIM PORA. Selanjutnya, pengawasan juga dilakukan pada UPT, kuasa perwakilan/atase imigrasi di luar negeri yang berkaitan dengan pemberian ijin masuk ke Indonesia berupa visa dimana kerawanan mulai terjadi pada area tersebut seperti penjamin/sponsor fiktif ketika memohon visa RI di KBRI.

This study discusses the reasons why the National Police in the TIM PORA system are required to optimize their handling of violations committed by Foreign Citizens (WNA), based on Law no. 2 of 2002 concerning the Unitary State of the Republic of Indonesia Police. This research also uses an intelligence approach, strategic intelligence, optimization and legislation as an analytical framework. To strengthen this research, law enforcement theory from McDowell is also used. This research uses qualitative method with case study research. The results of this study explain that the basis for monitoring foreigners in Indonesia is regulated by Law Number 6 of 2011 concerning Immigration and its derivatives, which replaces the previous immigration law, namely Law Number 9 of 1992. Efforts to optimize the supervision of foreigners carried out by Baintelkam Polri are, first, establishing the National Police Chief Regulation as a derivative of Law Number 2 of 2022 regarding the authority of the National Police in supervising foreigners in Indonesia. Second, communication and coordination with related Ministries/Institutions in order to maximize the supervision of Foreigners/TKA. Third, to socialize the role of the National Police in supervising foreigners to foreigners. Fourth, increase the intensity of supervision of foreigners in the field according to the main tasks and functions of the Indonesian National Police. Then 3. communication and coordination with related Ministries/Agencies in order to maximize the supervision of Foreigners/TKA. "The international recruitment and the employment of expatriates in host country and inpatriates in home country or outside the host country is one of the consequences of the open market policy of many countries. Buhler indicates that the international recruitment is perceived more because of the risk of an organization to compete globally that requires managers and leaders who have international experiences (Buhler 2002:100).
With more countries opening themselves for foreign direct investment (FDI) there are more potential of employment of expatriates and inpatriates to provide among others the transfer of skills and technology (http:/lwww.unctad_org/templateslstartpage.asQ?intltem 17.00 hours, 26 June 2005). The transfer of skills and technology is very much a true important for an overseas oil and gas operation especially if the host country has no research and development facilities and thus is very much depending on the home country capabilities.
Although Indonesia opens its door for foreign investors however the government has put some limitation to the employment of expatriates as part of their policies in safe guarding the employment of the local people. Foreign investors on the other hands, have three 3 major motives of employment of expatriates i.e. Staffing, due to skill and knowledge deficiencies, Management Development and Organizational Development (Harzing and Ruysseveldt 1995: 181-182).
The purpose of this study is to analyze what factors, actors, objectives and alternative strategies of employment of expatriates and inpatriates at CNOOC (China National Offshore Oil Corporation) SES Ltd. CNOOC SES Ltd is one of the CNOOC Ltd subsidiaries operating an oil and gas concession in Indonesia. The employment of expatriates and inpatriates consist of employment of personnel from Parent/Home Country (PCN), Third Country National (TCN) and Host Country National (HCN). For the purpose of the study, Analytical Hierarchy Process (AHP) is used as the tool to analyze experts? judgments. The experts were chose from the Head Quarter in Beijing (2 experts), 3 experts from CNOOC SES Ltd, indonesia and 3 experts from the Government of Indonesia, in this case from BPMIGAS.
One of the results from the study shows that staffing is the major objective in having expatriates working at the host country, with cost eftlciency as the prime factor for the employment of those expatriates while the Government of Indonesia, in this case BPMIGAS is the major actor in the decision making. lt is also noted that the Host Country National (HCN) would be the prime alternative of the employment of expatriates, if their competency matches with the competency possesses by the expatriate. The study also shows that the selection of inpatriates (personnel from host country working at head quarter or other countries than his/her own country) would be from personnel who are being employed by the company at the time of selection and is based on his/her competency while CNOOC SES Ltd as the primary decision maker with the objective to enhance the host country national competency (management development)."

"Efforts to integrated food security and farmer empowerment have become an
important issue today. Accordingly, the objectives of this study were to analyze the level of participation of farmers in their group and the empowerment of farmers in the management of rice farming and the factors associated with it, and to analyze the impact of farmer empowerment on sustainability efforts. Fieldwork was conducted in May to June 2012 in two districts in West Java, by taking 239 farmers who had attended the farmer field school. Quantitative data were analyzed statistically based on the descriptive technique and Structural Equations Modeling (SEM). Qualitative data were collected through in-depth interview and observation to support the quantitative data. The results showed that: (1) The levels offarmer participation in the farmer group and the farmer empowerment were classified as low. The Variables that significantly affected the levels of farmer participation in the farmer group were: intensity of empowerment and personality traits. The variables that significantly affected the levels of farmer empowerment were: farmer participation in the farmer group, intensity of empowerment, physical and socio-economic environment, personality traits, and availability of agricultural information. (2) The prospects for sustainability efforts were classified as low. The level of farmer empowerment significantly affected the sustainability of farming; and (3) The increasing level of farmer empowerment can be achieved by better management of empowerment process, with increasing farmer participation in the farmer group, strengthening the availability of agricultural information, and the physical and socio economic environment."

"Tenaga kerja asing (TKA) adalah orang asing yang bukan berasal dari Indonesia, tetapi melakukan kegiatan bekerja di wilayah Indonesia. Filosofi dasar penggunaan TKA adalah sebagai serangkaian upaya untuk meningkatkan investasi, alih teknologi dan alih keahlian kepada tenaga kerja lokal, serta perluasan kesempatan kerja, oleh karena itu investasi asing di Indonesia sepenuhnya ditujukan untuk kesejahteraan masyarakat Indonesia. Di satu sisi keberadaan para TKA dibutuhkan untuk transfer skill and technology, tetapi disisi lain keberadaan para TKA membuat kemungkinan pelanggaran yang dilakukan semakin besar terlebih saat adanya kebijakan pembebasan visa. Alih-alih untuk meningkatkan devisa dari turis asing, TKA ternyata melakukan kegiatan bekerja. Hal tersebut dibuktikan dari banyaknya kasus pelanggaran TKA yang ditemui tidak memiliki izin bekerja. Sejak dikeluarkannya Peraturan Presiden Nomor 20 Tahun 2018 tentang Penggunaan Tenaga Kerja Asing, proses perizinan penggunaan TKA menjadi lebih disederhanakan. Tetapi, dalam pasal 33 pada peraturan tersebut disebutkan adanya koordinasi dalam pengawasan. Pengawasan bertujuan untuk tetap menjaga kedaulatan bangsa dan negara. Melalui koordinasi diharapkan pengawasan para TKA menjadi lebih optimal dan menekan kasus pelanggaran TKA yang terjadi. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan paradigma post-positivist, dan pengumpulan data yang dilakukan melalui wawancara mendalam dan studi pustaka. Penelitian ini mengaitkan pelaksanaan koordinasi yang terjadi di Kementerian Ketenagakerjaan dan Kementerian Hukum dan HAM dengan teori Skala Kebijakan Koordinasi oleh Les Metcalfe (1994). Hasil penelitian menunjukkan, koordinasi yang telah dibangun cukup kuat antar kementerian didukung dengan instrumen komunikasi yang digunakan dan keberadaan TIMPORA, tetapi program-program sinergitas yang dicanangkan oleh Menteri Kementerian Ketenagakerjaan Republik Indonesia dan Menteri Kementerian Hukum dan HAM Republik Indonesia belum selesai dikembangkan sehingga menghambat dalam optimalisasi pengawasan dan masih besarnya ego sektoral yang ada di lingkungan kementerian.

Foreignworkers are foreignerswho are not from Indonesia, but carry out work activities in Indonesian territory. The basic philosophyofusing foreign workers is as a series of efforts to increase investment, transfer of technology and transfer of expertise to local workers, and expand employment opportunities, therefore foreign investment in Indonesia is entirely aimed at the welfare of the Indonesian people. On the one hand, the presence of foreign workers is needed to transfer skills and technology, but on the other hand the presence of foreign workers makes the possibility of violations committed even greater when there is a visa exemption policy. Instead of increasing foreign exchange from foreign tourists, the TKA turned out to do work activities. This is evidenced from the many cases of violations of foreign workers found not to have a work permit. Since the issuance of Presidential Regulation No. 20 of 2018 concerning the Use of Foreign Workers, the licensing process for the use of TKA has become simplified. However, Article 33 of the regulation mentions coordination controlling. Controlling aims to maintain the sovereignty of the nation and state. Through coordination it is hoped that the supervision of TKA will become more optimal and reduce the cases of TKA violations that occur. The research approach used is a qualitative approach with a post-positivist paradigm, and data collection is done through in-depth interviews and literature studies. This research links the implementation of coordination that occurs in the Ministry of Manpower and the Ministry of Law and Human Rights with the theory of the Coordinating Policy Scale by Les Metcalfe (1994). The results showed that the coordination that had been built was quite strong between ministries supported by the communication instruments used and an exist of TIMPORA, but the synergy programs launched by the Minister of Manpower of the Republic of Indonesia and the Ministry of Law and Human Rights of the Republic of Indonesia had not yet been developed so as to hamper the optimization of controlling and there is still a large of sectoral ego within the ministry."

"ABSTRAK
Istilah pekerja/buruh migran sudah dikenal di dunia, namun di Republik Indonesia istilah pekerja/buruh migran disebut sebagai Tenaga Kerja Asing atau TKA. Dalam menggunakan TKA perlu diketahui bagaimana pengaturan mengenai tata cara, instansi yang berwenang, pengawasan, dan sanksi pelanggaran terhadap penggunaan TKA yang bekerja di wilayah Republik Indonesia berdasarkan perundang-undangan yang berlaku di Indonesia. Di lain sisi perlu juga diketahui bagaimana pelaksanaan pengaturan tersebut di lapangan dikaitkan dengan masalah TKA Ilegal. Penelitian ini menggunakan metode penelitian yuridis normatif yang bersifat deskriptif analitis dan dengan pendekatan kualitatif. Hasil penelitian ini menunjukkan pengaturan mengenai penggunaan TKA yang meliputi aspek persyaratan administratif, tata cara, dan sanksi atas pelanggaran penggunaan TKA sudah memadai, namun diperlukan pengaturan TKA Ilegal terkait pengawasan TKA. Dalam pelaksanaan pengaturan mengenai penggunaan TKA di lapangan, terdapat permasalahan meliputi pengawasan secara administratif dan pengawasan di lapangan. Dalam praktiknya para pengawas masih menggunakan mekanisme surat-surat rekomendasi untuk melakukan pengawasan di lapangan karena pembentukan Tim Pora membutuhkan koordinasi antar-instansi, tidak hanya imigrasi tetapi juga instansi lainnya, yang pengawas anggap tahap administrasi koordinasi cukup menghabiskan waktu. Adapun terkait TKA Ilegal di lapangan, Pengawas Ketenagakerjaan memilih tidak menggunakan istilah TKA Ilegal dan menggunakan istilah TKA yang bermasalah.

ABSTRAK
The term migrant workers is well known in the world, but in the Republic of Indonesia the term migrant workers is referred to as Tenaga Kerja Asing or TKA. In the usage of foreign workers, it is necessary to know how the arrangement of procedures, authorized institutions, supervision and sanction of violations against the usage of foreign workers who working in the territory of the Republic of Indonesia based on applicable legislation in Indonesia. On the other hand, it is also necessary to know how the implementation in practice is associated with the problem of illegal foreign workers TKA Ilegal . This research uses Normative Juridical Research method which is conducted analytical descriptive with qualitative approach. The results of this study indicate that the regulation on the usage of foreign workers covering administrative requirements, procedures and sanctions for violation of using foreign workers is sufficient, but it is necessary to regulate the illegal foreign workers regarding supervision of the foreign workers. In the practice, there are problems in administrative supervision and supervision in the field. In practice the supervisors still use the recommendation letters mechanism to carry out the investigation because Tim Pora requires inter institution coordination, not only immigration but also other institutions which the supervisor considers the phase of coordination administration to be time consuming. As for illegal foreign workers, the Employment Supervisor chose not to use the term ldquo TKA Ilegal rdquo and use problematic foreign workers instead."

"Tesis ini membahas mengenai agenda setting isu pekerja migran di ASEAN dalam politik luar negeri Indonesia periode kedua pemerintahan Presiden Susilo Bambang Yudhoyono. Serta strategi politik luar negeri Indonesia pada KTT ke-19 ASEAN tahun 2011 terutama dalam isu pekerja migrant. Selain itu peneliti akan menganalisa mengenai faktor-faktor internal dan ekstenal yang mempengaruhi perumusan strategi politik luar negeri Indonesia, pada khususnya strategi Indonesia dalam isu pekerja migrant pada KTT ke-19 ASEAN tahun 2011. Pada bagian ini akan dianalisa mengenai faktor-faktor internal yang mempengaruhi Indonesia dalam penyusunan dan perumusan politik luar negerinya. Serta faktor eksternal yang mempengaruhi Indonesia dalam perumusan politik luar negerinya terdin atas posisi Indonesia dalam ASEAN tentang isu pekerja migrant dan tuntutan tanggung jawab dari negara besar kepada ASEAN untuk memperhatikan Hak Asasi Manusia (HAM) khususnya HAM para pekerja migrant.

This thesis discusses the issue of setting the agenda in the ASEAN migrant workers in Indonesia?s foreign policy the second term of President Susilo Bambang Yudhoyono. Also Indonesia?s foreign policy strategy in the 19th ASEAN Summit in 2011, especially the issue of migrant workers. In addition the researchers will analyze the factors that affect the intemal and extemal formulation of Indonesia's foreign policy strategy, in particular Indonesia strategy on the issue of migrant Workers in the 19th ASEAN Summit in 2011. In this section we will analyze the intemal factors that affect Indonesia in the preparation and formulation of foreign policy. And extemal factors that affect Indonesia in the formulation of foreign policy consists of Indonesia in the ASEAN position on the issue of migrant Workers and demands great responsibility of the ASEAN countries to pay attention to Human Rights (HAM), particularly the human rights of migrant Workers.

"Tesis ini membahas tentang Analisis Framing pemberitaan Al-Jazeera mengenai kebijakan luar negeri Qatar terhadap Mesir di masa Arab spring 2011. Penelitian ini ingin menjawab dua permasalahan. Pertama, perihal bagaimana Al-Jazeera memberitakan Arab spring 2011 di Mesir. Kedua, Perihal keterkaitan pemberitaan Al-Jazeera dengan kebijakan luar negeri Qatar terhadap Mesir di masa Arab spring 2011. Ada dua teori yang digunakan untuk mengkaji, yaitu teori framing milik Pan dan Kosicki, serta teori peran media dalam kebijakan luar negeri milik Naveh. Adapun metode yang digunakan adalah analisis deskriptif dengan studi pustaka library research dan wawancara. Tesis ini menemukan bahwa Al-Jazeera memberitakan Arab spring 2011 di Mesir lebih cenderung pro revolusi dan mencitrakan buruk kepada rezim Husni Mubarak dari hasil pemberitaan selama masa revolusi, baik dari segi bahasa, retorika, dan gambar yang dicantumkan. Hasil dari pemberitaan itu turut mempengaruhi kebijakan luar negeri Qatar atas Mesir pasca revolusi dengan mengirimkan bantuan baik dalam bentuk langsung maupun tidak langsung.

This thesis discusses about Framing Analysis of Al Jazeera Coverage About Qatar Foreign Policy Toward Egypt in Arab Spring 2011. The research intends to answer two research questions. First, how did Al Jazeera report about Arab Spring 2011 in Egypt Second, how was role of Al ndash Jazeera in Qatar foreign policy decision making process to Egypt in Arab Spring 2011 There are two theories which are used in analysis, which are framing theory of Pan and Kosicki, then the theory of role of media in foreign policy of Naveh. Researcher uses descriptive analysis approach of qualitative method of analysis, collection of data is by using library research and interview. This thesis found that Al Jazeera rsquo s report of Egypt Arab Spring 2011 preffered on revolution and created bad image of Hosni Mubarak regime. It is concluded from all of Al Jazeera news during Arab Spring, from its language, rhetoric and also from the picture attached. Al Jazeera news also influenced Qatar foreign policy to Egypt after the revolution both direct or indirectly.
