"Penelitian ini membahas tentang formulasi kebijakan kenaikan tarif retribusi
parkir di tepi jalan umum di Kota Madiun. Formulasi kebijakan tersebut terjadi
disebabkan oleh perkembangan ekonomi Kota Madiun dan dinamika yang terjadi
di masyarakat Kota Madiun. Pendekatan yang digunakan dalam penelitian ini
adalah pendekatan kualitatif dengan metode pengumpulan data secara studi
kepustakaan (library research) dan wawancara tidak terstruktur dengan teknik
analisis data secara kualitatif. Hasil penelitian ini menyatakan bahwa kebijakan
kenaikan tarif retribusi parkir di tepi jalan umum dilatarbelakangi oleh dorongan
untuk meningkatkan Pendapatan Asli Daerah (PAD), meningkatkan fasilitas dan
pelayanan parkir di tepi jalan umum kepada masyarakat, dan mengurangi
kepadatan lalu lintas Kota Madiun. Permasalahan yang timbul dari kebijakan
kenaikan tarif retribusi parkir di tepi jalan umum di Kota Madiun antara lain
adalah adanya protes dari masyarakat tentang kenaikan tarif dikarenakan sebagian
besar Juru Parkir tidak memberikan karcis resmi, masih terdapat lokasi parkir di
tepi jalan umum yang ilegal, dan kurangnya pelayanan serta sarana dan prasarana
parkir di tepi jalan umum yang diberikan oleh Pemerintah Kota Madiun

This study discusses the formulation of policy on the rate increase off-street
parking charges in Madiun City. That’s policy formulation occur caused by
development of the economic and a dinamycs that happen by people in Madiun
City. The approach used in this study is a qualitative approach to data collection
methods in the literature study and interviews are not structured in a qualitative
data analysis techniques. The results of this study stated that the policy rate
increase off-street parking charges motivated by the urge to raise revenue (PAD)
in Madiun City, to improve the facilities and off-street parking public service for
society, and to reduce the traffic line density in Madiun City. Problems arising
from the policy rate increace parking charge in Madiun include protests from the
public about the rate increase was due to a most of Parker not give the official
parking tiket, there are persistence of the illegal off-street parking zone, and a
lack of services and facilities provided by the Madiun City Government.

"Penelitian ini membahas tentang formulasi kebijakan atas kenaikan tarif retribusi parkir serta kebijakan parkir berlangganan di Kota Batam. Tujuan penelitian ini adalah menganilisis latar belakang kebijakan kenaikan tarif retribusi parkir dan menganalisis kebijakan parkir berlangganan di Kota Batam serta memaparkan proses dari formulasi kebijakan kenaikan tarif retribusi parkir dan kebijakan parkir berlangganan di Kota Batam. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode pengumpulan data secara studi pustaka dan wawancara tidak terstruktur dengan teknik analisis data secara kualitatif.
Hasil penelitian ini menyatakan bahwa kebijakan kenaikan tarif retribusi parkir dilatarbelakangi oleh dorongan untuk menaikkan Pendapatan Asli Daerah (PAD) Kota Batam, meminimalisir jumlah kendaraan yang parkir di tepi jalan umum serta meningkatkan pelayanan kepada masyarakat. Sedangkan kebijakan parkir berlangganan dilatarbelakangi oleh dorongan untuk memberikan alternatif bagi masyarakat untuk dapat memudahkan dalam hal pembayaran retribusi parkir serta tarif yang murah serta untuk meminimalisir kebocoran penerimaan dari pendapatan retribusi parkir. Permasalahan yang timbul dari kebijakan atas kenaikan tarif retribusi parkir di Kota Batam antara lain adalah adanya protes dari masyarakat tentang kenaikan tarif dikarenakan masih kurangnya pelayanan serta sarana dan prasarana yang diberikan oleh Pemerintah Kota Batam, masih adanya juru parkir ilegal, serta konsep parkir berlangganan.

This study discusses the formulation of policy on the rate increase parking fees and parking policies subscribed in Batam. The purpose of this study is menganilisis policy background rate increase parking fees and parking subscribe to analyze policy in Batam and describe the process of policy formulation rate increase parking fees and parking policies subscribed in Batam. The approach used in this study is a qualitative approach to data collection methods in the literature study and interviews are not structured in a qualitative data analysis techniques.
The results of this study stated that the policy rate increase parking charges motivated by the urge to raise revenue (PAD) Batam, minimizing the number of vehicles parked on the public roads and improve the public service. While the parking policy motivated by the urge to subscribe to provide an alternative for people to be able to facilitate the payment of levies in terms of parking and a cheap rate and to minimize the leakage of revenue from parking fee revenues. Problems arising from the policy rate increase parking fees in Batam include protests from the public about the rate increase was due to a lack of services and facilities provided by the Batam City Government, the persistence of illegal parking clerk, as well as subscribe to the concept of parking.

"[Penelitian ini membahas tentang implementasi kebijakan atas kenaikan tarif retribusi parkir di Kota Batam. Tujuan penelitian ini adalah untuk menganalisis implemetasi kebijakan atas kenaikan tarif retribusi parkir di Kota
Batam, menganalisis kendala yang timbul dari kebijakan atas kenaikan tarif retribusi parkir di Kota Batam dan untuk menganalisis upaya apa saja yang dapat dilakukan oleh Pemerintah Kota Batam dalam mengatasi kendala- kendala yang timbul atas kebijakan kenaikan tarif retribusi di Kota Batam. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode
pengumpulan data secara pustaka dan wawancara. Hasil penelitian ini menyatakan bahwa kebijakan kenaikan tarif retribusi parkir dilatarbelakangi oleh dorongan untuk menaikkan Pendapatan Asli Daerah (PAD) Kota Batam dan meminimalisir kebocoran pererimaan dari pendapatan retribusi parkir. Permasalahan yang timbul dari kebijakan atas kenaikan tarif retribusi di Kota Batam ini adalah adanya adanya tanggapan negatif dari masyarakat tentang kenaikan tarif karena kurangnya sosialisasi, adanya parkir ilegal, juru parkir yang tidak jujur, adanya hambatan dari preman dan penguasa lahan parkir dan parkir berlangganan yang tidak berjalan optimal. Hasil dari penelitian ini implementasi kebijakan belum berjalan dengan optimal sesuai yang diharapkan dikarenakan banyak kendala yang
timbul di lapangan. Upaya untuk mengatasi kendala adalah dengan melakukan sosialisasi, peningkatan pengawasan, penertiban parkir liar, penataan sistem parkir dan mengoptimalkan parkir berlangganan.

"Skripsi ini membahas mengenai pengelolaan retribusi Pelayanan Parkir di Tepi Jalan Umum yang merupakan penelitian positivis dengan menggunakan jenis penelitian deskriptif. Teori yang digunakan adalah teori administrasi Pendapatan Daerah oleh M. Ikhsan dan Roy V. Salomo dan Nick Devas. Indikator dalam penelitian ini adalah Identifikasi, Penilaian, Penagihan/Pemungutan, Pembukuan, dan Penegakkan Hukum. Identifikasi subjek dan objek retribusi Pelayanan Parkir di Tepi Jalan umum dilakukan dengan terjun lapangan. Penetapan Retribusi berdasarkan Peraturan Daerah Nomor 6 Tahun 2012.
Observasi dilakukan ke lokasi parkir di Samsat Serpong dan Rumah Makan H. Mamat untuk mengetahui bagaimana pelaksanan pemungutan retribusi Pelayanan Parkir di Tepi Jalan Umum. Pembukuan dilakukan oleh Bendahara Penerimaan Dinas Perhubungan Komunikasi dan Informatika Kota Tangerang Selatan. Penegakan Hukum dilakukan oleh Petugas Lapangan Dinas Perhubungan Komunikasi dan Informatika bersama dengan satuan Polisi Pamong Praja.
Hasil penelitian yang didapatkan yaitu masih Retribusi Pelayanan Parkir di Tepi Jalan Umum belum dikelola dengan baik karena masih ditemukan beberapa permasalahan. Setelah penelitian ini dilakukan, menghasilkan rekomendasi agar lebih giat dalam mensosialisasikan produk hukum tentang perparkiran, lebih tegas dalam menindak pelanggaran, dan membuat marka parkir di lokasi parkir on street.

This thesis discusses about Organizer of On Street Parkir Charges. This Study is a positivist research by using descriptive research type. The Theory used is Theory of Local Revenue Administration by M. Ikhsan and Roy V. Salomo and a theory by Nick Devas. Indicator in this research is Identification, Assesment, Collection, Accountancy, and Maintenance of Law. Identification of On Street Parking Charges subject and object througt field research. The assesment of charges is based on Local Regulation Number 6, 2012.
Observations carried out to parking site at Samsat Serpong and H. Mamat Restaurant to know how the collection of on street parking charges. Accoutancy by Revenue Chamberlain. Maintenance of Law by Departement of Communication and Information’s field officer and Police of Pamong Praja. In term of organizer On Street Parking Charges founded few problems. The Problem is found from inteman of Departemen of Communication and Information and the external about the people’s paragidm that on street parking spot is belongs to public.
Result of this research is found a violation in organizer of On Street Parking. After research is completed, resulting in a recommendation to Departemen of Communication and Information is more often in term of socialiszation the Law about parking, more distinct in take action against violation, and draw the on street parking line.

"Penelitian ini akan mengungkapkan keterkaitan kebijakan perparkiran yang bisa melengkapi penyediaan angkutan massal Transjakarta Busway serta penerapan electronic road pricing (ERP) dalam mereduksi tingkat kemacetan di Jakarta. Kebijakan pentarifan dan penyediaan lahan parkir merupakan bagian dari strategi Transportation Demand Management (Prayudiyanto dan Tamin, 2007), yang bisa mempengaruhi warga kota dalam menentukan jenis moda transportasinya.
Penelitian ini menggunakan wawancara dengan teknik stated preference survey dengan responden pengemudi mobil pribadi yang menggunakan fasilitas parkir dalam gedung (off-street parking) di Jalan Thamrin Jakarta untuk mengetahui tingkat Willingness to Pay (WTP) mereka. Analisis logit biner digunakan untuk menentukan utilitas dan probabilitas keputusan perpindahan moda dari kendaraan pribadi ke angkutan umum.
Dari 95 responden yang berhasil menjawab kuesioner dengan benar, 51 diantaranya memperoleh kemudahan pembayaran tarif parkir, baik berupa parkir gratis maupun reimbursable payment dari kantornya. Sedangkan 44 responden menanggung sendiri biaya parkirnya. Nilai WTP untuk Kondisi A (existing condition) mencapai Rp 2.440, untuk Kondisi B (ada perbaikan fasilitas parkir) Rp 2.880, dan Kondisi C (terdapat perbaikan fasiltias parkir dan earmarking untuk angkutan massal) Rp 3.240.
Agar peningkatan tarif parkir berdampak efektif terhadap pembatasan minat masyarakat menggunakan kendaraan pribadi, diperlukan pengetatan peraturan penyediaan lahan parkir maupun perubahan sistem perpajakan parkir sehingga menjadi berorientasi nilai rupiah per lahan parkir yang disediakan.

As a part of the Transport Demand Management strategy for pushing the commuters to leave their private vehicles at home, the existence of reliable mass rapid transit networks should be supported by adequate parking policy for private motorists as well as the implementation of an Electronic Road Pricing system.
This research examines the elasticity of parking fee in Thamrin Road (the heart of Jakarta) through a stated preference survey for 95 private motorists who park their cars at parking slots in 6 different buildings located alongside Thamrin Road during working hours. The data shows that 44 respondents pay their parking fee, while the rest of them get either free pass of carpark facility or reimbursable parking fee from their working company. Binary logistic is used to analyze the value of willingness to pay of the priced parking slots below: IDR 2,440 if the existing condition will go ahead, IDR 2,880 if some improvements will come to carpark facilities, and IDR 3,240 if there are both of carpark facility improvements and an earmarking system enforced from parking revenue to Transjakarta Busway.
This constellation results at inelastic condition of parking price in Thamrin area, unless there will be significant improvements of both parking retribution system and the limitation of parking slot provision in the office buildings. Those policies are critically required prior to the better implementation of the Transit Oriented Development system in Jakarta.

"Skripsi ini bertujuan untuk menganalisis latar belakang kebijakan kenaikan tarif retribusi parkir di tepi jalan umum rawan macet serta memaparkan proses formulasi kebijakan kenaikan tarif retribusi parkir di tepi jalan umum rawan macet di dalam peraturan daerah nomor 4 tahun 2012 tentang retribusi jasa umum. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode pengumpulan data secara studi lapangan dan studi literatur dengan teknik analisis data secara kualitatif.
Hasil penelitian ini menyatakan bahwa kebijakan kenaikan tarif retribusi parkir di tepi jalan umum rawan macet di latar belakangi agar meminimalisir jumlah kendaraan yang parkir di tepi jalan umum rawan macet, untuk merubah penggunaan transportasi dari menggunakan kendaraan pribadi menjadi menggunakan transportasi umum, dan memindahkan kendaraan yang parkir ke tepi jalan umum tidak rawan macet. Proses formulasi Peraturan Daerah nomor 4 tahun 2012 melalui 6 tahap yaitu : Tahap Perencanaan, Tahap Penyusunan, Tahap Pembahasan, Tahap Evaluasi, Tahap Penetapan/Pengesahan, dan Tahap Pengundangan dan Penyebarluasan.

The purpose of this study is to analyze the background of policy rate increase parking fees on street parking with high visit ratio in Bogor and describe the process of policy formulation parking levy rate increase fees on-street parking with high visit ratio that stated in regulation No. 4 of 2012 on public service retribution. This study uses a qualitative approach with field studies, literature and observational studies as data collection method and qualitative data analysis technique.
The result of this study showed that the background of increasing parking fees on street parking with high visit ratio is to minimize the number of vehicles parked in that street and also expected to change the use of private vehicles to public transport dan stimulate the vehicle to parked in regular street. The process of formulation of the Regional Regulation No. 4 of 2012 through 6 stages: Stage Planning, Preparation Phase, Phase Discussion, Evaluation Phase, Phase Determination / Validation, and Stage promulgation and dissemination.

Penelitian ini memiliki tujuan untuk menganalisis dampak dari kebijakan tarif parkir dan layanan angkutan umum kampus terhadap preferensi mahasiswa/i pengguna kendaraan pribadi roda 2 dan roda 4 di wilayah kampus Universitas Indonesia Depok. Metode analisis pada penelitian ini berbasis pada model pemilihan diskrit logit binomial dengan membangun fungsi utilitas  yang menggunakan pendekatan regresi logistik. Model regresi dan fungsi utilitas dibangun dari data hasil survei stated preference dan revealed preference. Proses pembangunan model diawali dengan uji korelasi spearman, lalu uji kelayakan model yang meliputi 5 parameter kelayakan yaitu hosmer-lemeshow, omnibus test, nagelkerke R square, -2 log likelihood, dan overall percentage, dan uji validasi menggunakan root mean square error. Setelah itu, dilakukan analisis pemilihan model yang berbasis uji kelayakan dan validasi serta uji komparasi mann whitney untuk mengetahui perbedaan dari model-model yang dipilih. Setelah model terpilih, dilakukan analisis potensi perpindahan moda dari kendaraan pribadi ke angkutan umum kampus. Hasil analisis dari penelitian ini adalah terbentuk 2 model dengan fungsi utilitas yang berbeda untuk roda 4 dan roda 2 dan variabel tarif parkir berpengaruh terhadap preferensi responden untuk pindah moda, sedangkan headway angkutan umum kampus tidak. Penelitian ini menghasilkan kesimpulan berupa tarif parkir per jam yang merupakan preferensi dari responden untuk jenis kendaraan pribadi roda 2 dan roda 4 adalah Rp2.000 dan Rp3.000, dan jika pihak Universitas Indonesia menerapkan tarif tersebut maka persentase perpindahan ke angkutan umum kampus sebesar 53.3% dan 70.8%.


This research has an objective to analyze the impact of parking fee enhancement and public transportation service enhancement policy in Universitas Indonesia Depok on private transportation users preference. The analytical method in this study is based on a discrete binomial logit selection model by building a utility function that uses a logistic regression approach. Regression models and utility functions are built from the stated preference and revealed preference survey results. The process of building the model begins with the Spearman correlation test, then the feasibility test of the model which includes 5 feasibility parameters namely hosmer-lemeshow, omnibus test, Nagelkerke R square, -2 log likelihood, and overall percentage, and validation test using root mean square error. After that, an analysis of model selection based on the feasibility and validation tests and a mann whitney comparison test to determine the differences of the selected models. After the model is selected, an analysis of potential modal shifts from private vehicles to campus public transportation is carried out. The results of the analysis of this study are formed 2 models with different utility functions for 4 wheels and 2 wheels and parking fee variables affect the preferences of respondents to switch modes, while the campus public transportation headway does not. This study produces a conclusion in the form of hourly parking fee which are the preferences of respondents for the type of personal vehicle 2-wheeled and 4-wheeled is Rp2,000 and Rp3,000, and if the University of Indonesia applies the fee, the percentage of shiftings to campus public transportation is 53.3% and 70.8%.
