"Penerapan konstruksi ramping telah menjadi pendekatan yang relevan untuk meningkatkan efisiensi dan produktivitas proyek konstruksi. Namun, di Indonesia, implementasi lean masih menghadapi berbagai tantangan, salah satunya adalah keterlibatan stakeholder yang belum optimal. Penelitian ini bertujuan untuk mengidentifikasi kondisi aktual implementasi Lean Construction di Indonesia, memvalidasi faktor-faktor keberhasilan yang memengaruhi peningkatan keterlibatan stakeholder dalam mengimplementasi prinsip Lean Construction, serta menganalisis hubungan antar faktor keberhasilan tersebut. Penelitian ini menggunakan pendekatan kuantitatif melalui survei kuesioner kepada 34 responden dari sektor konstruksi, yang kemudian dianalisis menggunakan metode Structural Equation Modeling–Partial Least Squares (SEM-PLS) untuk menguji hubungan antar konstruk dan signifikansi pengaruh antar variabel laten. Hasil penelitian menunjukkan bahwa implementasi lean di Indonesia masih bersifat terbatas dan belum terlembaga secara menyeluruh. Lima variabel yang terbukti signifikan sebagai faktor keberhasilan dalam meningkatkan keterlibatan stakeholder adalah: komunikasi yang efektif, komitmen manajemen, kepemimpinan kolaboratif, budaya kerja suportif, dan pengetahuan terhadap konstruksi ramping. Dari hasil pemodelan SEM-PLS, seluruh variabel tersebut memiliki pengaruh positif signifikan terhadap keterlibatan stakeholder, sementara keterlibatan stakeholder terbukti memiliki pengaruh langsung dan signifikan terhadap keberhasilan implementasi lean. Penelitian ini menyimpulkan bahwa keberhasilan Lean Construction sangat ditentukan oleh seberapa besar organisasi mampu membangun keterlibatan stakeholder melalui sistem komunikasi terbuka, kepemimpinan kolaboratif, dan lingkungan kerja yang mendukung transformasi lean.

The implementation of Lean Construction has become a relevant approach to improving efficiency and productivity in construction projects. However, in Indonesia, the application of lean still faces various challenges, one of which is the suboptimal involvement of stakeholders. This study aims to identify the current condition of Lean Construction implementation in Indonesia, validate the key success factors that influence the enhancement of stakeholder involvement in applying lean principles, and analyze the interrelationship among these success factors. A quantitative approach was employed through a questionnaire survey involving 34 respondents from the construction sector. The data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM PLS) to examine the relationships among constructs and the significance of influence among latent variables. The results indicate that lean implementation in Indonesia remains limited and has yet to be fully institutionalized. Five variables were found to be significant success factors in enhancing stakeholder involvement: effective communication, management commitment, collaborative leadership, supportive work culture, and knowledge of lean construction. The SEM-PLS model confirms that all of these variables have a significant positive influence on stakeholder involvement, which in turn has a direct and significant impact on the successful implementation of lean. This study concludes that the success of Lean Construction is strongly determined by the organization’s ability to foster stakeholder involvement through transparent communication systems, collaborative leadership, and a work environment that supports lean transformation."

"Manajemen stakeholder memiliki peranan penting dalam kesuksesan proyek karena strategi, rencana, metode, dan proses terhadap stakeholder akan sangat menentukan kesuksesan proyek. Sebagai salah satu industri yang menyumbangkan konsumsi material dan emisi tertinggi di dunia, project stakeholder memegang peranan penting dalam penerapan konstruksi berkelanjutan. Konstruksi ramping (lean construction) merupakan salah satu prinsip dalam penerapan konstruksi berkelanjutan yang dituangkan dalam Permen PUPR No. 9 Tahun 2021 tentang Pedoman Penyelenggaraan Konstruksi Berkelanjutan. Penelitian ini bertujuan untuk menganalisis bentuk stakeholder engagement assessment matrix dalam konstruksi ramping, menganalisis hambatan dan dorongan stakeholder dalam konstruksi ramping, dan mengembangkan strategi peningkatan bentuk stakeholder engagement assessment matrix untuk meningkatkan implementasi konstruksi ramping. Metode yang digunakan dalam penelitian ini adalah survei kuesioner kepada 61 responden. Metode analisis data menggunakan Certainty Index, Relative Importance Index, Fuzzy AHP, dan Fuzzy-TOPSIS. Penelitian ini berfungsi sebagai pendukung stakeholder dalam pengembangan konstruksi berkelanjutan dan konstruksi ramping di Indonesia. Hasil temuan menunjukkan terdapat engagement gap pada stakeholder owner, kontraktor, konsultan perencana, supplier, pemerintah pusat, pemerintah daerah, LSM, dan masyarakat. Tidak terdapat engagement gap pada supplier dan investor proyek. Faktor penghambat tertinggi penerapan sustainable lean construction adalah kurangnya pengetahuan dan kemampuan dalam konstruksi ramping, sementara faktor pendorong tertinggi penerapan sustainable lean constrution adalah peningkatan efisiensi waktu dan stardisasi proses. Strategi peningkatan keterlibatan stakeholder dengan peringkat tertinggi adalah pembuatan regulasi dan standardisasi material ramah lingkungan oleh pemerintah pusat dan owner proyek.

Stakeholder management has an important role in the success of the project because the strategies, plans, methods, and processes for stakeholders will greatly determine the success of the project. As one of the industries that contributes the highest material consumption and emissions in the world, project stakeholders play an important role in implementing sustainable construction. Lean construction is one of the principles in implementing sustainable construction as outlined in the PUPR Ministerial Decree No. 9 of 2021 concerning Guidelines for the Implementation of Sustainable Construction. This study aims to analyze the stakeholder engagement assessment matrix in lean construction, analyze the obstacles and incentives of stakeholders in lean construction, and develop stakeholder engagement strategies to improve the implementation of lean construction. This research was conducted using a questionnaire survey to 61 respondents. The data analysis method uses Certainty Index, Relative Importance Index, Fuzzy AHP, and Fuzzy-TOPSIS. This research serves as a support stakeholder in the development of sustainable construction and lean construction in Indonesia. The findings of this research shows that there are engagement gaps in many project stakeholders as owners, contractors, consultants, suppliers, government, local governments, NGOs, and the community. There is no engagement gap in project suppliers and investors. The highest barrier to implement sustainable lean construction is the lack of knowledge and skills in using lean tools and principles, while the highest driver to implement sustainable lean construction is improved time efficiency and process standardization. The highest strategy for increasing the stakeholder engagement is by developing regulation and stadardizations of green and sustaianable material by governments and project owners."

"Proyek pembangunan gedung bertingkat khususnya di kota besar di Indonesia merupakan salah satu alternatif pembangunan yang dilakukan dalam rangka mengatasi keterbatasan lahan. Konstruksi proyek gedung bertingkat merupakan pekerjaan yang berbahaya karena terdapat keunikan dan kompleksitas dalam lingkungan kerja, sehingga berpotensi menimbulkan adanya kecelakaan konstruksi. Tingginya kasus kecelakaan konstruksi erat kaitannya dengan pihak-pihak yang berkaitan langsung dengan proyek konstruksi atau sering disebut dengan stakeholder. Di Indonesia, stakeholder konstruksi terdiri dari kontraktor, subkontraktor, konsultan struktur, konsultan arsitektur, owner, dan MK (Konsultan Pengawas). Penelitian ini bertujuan untuk menganalisis persepsi atau pemahaman stakeholder terhadap risiko keselamatan konstruksi pada bangunan gedung bertingkat dengan metode photographic Q-methodology, serta menggunakan analisis koefisien Kendall’s W, Friedman’s χ2, dan Kruskal-Wallis untuk mengukur pemahaman stakeholder. Secara keseluruhan, kontraktor, subkontraktor, konsultan struktur, owner, dan MK memiliki pemahaman yang sedang, sedangkan konsultan arsitektur memiliki pemahaman yang rendah. Dari hasil tersebut, penulis merumuskan rekomendasi untuk meningkatkan pemahaman seluruh stakeholder terhadap risiko keselamatan konstruksi di Indonesia.

The construction of high-rise buildings, particularly in major cities in Indonesia, is one of the alternative development approaches undertaken to address land limitations. The construction of high-rise buildings involves hazardous work due to the unique characteristics and complexities of the work environment, which can potentially lead to construction accidents. The high incidence of construction accidents is closely related to the parties directly involved in construction projects, commonly referred to as stakeholders. In Indonesia, construction stakeholders include contractors, subcontractors, structural consultants, architectural consultants, owners, and supervising consultants. This study aims to analyze the stakeholders' perceptions or understanding of construction safety risks in high-rise buildings using the photographic Q-methodology. Additionally, Kendall's W coefficient, Friedman's χ2, and Kruskal-Wallis analyses are used to measure stakeholders' understanding. Overall, contractors, subcontractors, structural consultants, owners, and supervising consultants have a moderate level of understanding, while architectural consultants have a low level of understanding. Based on these findings, the author formulates recommendations to enhance the understanding of all stakeholders regarding construction safety risks in Indonesia."

"Penelitian ini akan membahas mengenai implementasi sistem manajemen kualitas ISO 9001:2008 Klausul 8 (pengukuran, analisis, dan perbaikan) pada proyek konstruksi yaitu proyek Tamansari Panoramic Apartment PT Wika Realty. Analisis dilakukan dengan melakukan perbandingan antara standar ISO 9001:2008 Klausul 8 dengan implementasinya pada proyek Tamansari Panoramic Apartment PT Wika Realty. Penelitian dilakukan dengan melakukan wawancara, observasi data, dan studi literatur. Penelitian difokuskan pada kesesuaian Klausul 8 (pengukuran, analisis, dan perbaikan) pada dokumen proses yang digunakan sebagai pedoman dalam mencapai keefektifan pelaksanaan proyek. Hasil dari analisis penelitian ini adalah telah diterapkannya sistem manajemen kualitas ISO 9001:2008 Klausul 8 (pengukuran, analisis, dan perbaikan), namun terdapat implementasi yang belum sepenuhnya dilakukan dan secara konsisten diterapkan. Hal tersebut karena adanya pemahaman prosedur yang rendah, terjadi ketidakseimbagan antara jumlah karyawan dengan kompleksitas pekerjaan, serta kurangnya komitmen karyawan dalam melaksanakan prosedur kerja. Sementara untuk faktor kunci keberhasilan, ditemukan bahwa faktor kunci keberhasilan biaya telah memberikan dampak positif pada efisiensi biaya, sedangkan untuk komitmen dan budaya belum dilakukan dengan baik.

This study was conducted to know about the implementation of quality management system ISO 9001: 2008 Clause 8 (measurement, analysis, and improvement) on the construction project, that is Tamansari Panoramic Apartment PT Wika Realty. The analysis of this study was performed by a comparison between the standard of ISO 9001: 2008 Clause 8 with the implementation of the Tamansari Panoramic Apartment PT Wika Realty's project. The process of data collection in this study is done through interviews, observation data, and literature study.The study focused on the suitability of Clause 8 (measurement, analysis and improvement) to the documents which was used as guidance in achieving the effectiveness of project implementation. The results from this study showed that the quality management system ISO 9001: 2008 Clause 8 (measurement, analysis and improvement) has been implemented on Tamansari Panoramic Apartment PT Wika Realty's construction project, however it has not been done completely or comprehensively. This is due to the low understanding of the procedure, imbalance between the number of employees with job complexity, and a lack of employee's commitment in carrying out procedures. As for the key of success factors, this study was found that the success of cost management had a positive impact on the efficiency. While on the other hand, the commitment and work culture has not been implemented properly."

"Penelitian ini bertujuan untuk mendapatkan lama waktu penalti yang akan diberikan kepada para pengusaha jasa konstruksi yang lalai dalam pelaksanaan SMK3 khususnya untuk kasus kecelakaan berupa kematian, serta untuk memberikan rekomendasi sistem kelembagaan pada kecelakaan kerja yang terkait dengan penalti waktu ditinjau dari beberapa negara untuk diterapkan di Indonesia.
Penelitian ini menggunakan 2 pendekatan metode analisa statistik yaitu analisa statistik interferensial untuk mencari hubungan antara penerapan penalti waktu dengan menurunnya angka kecelakaan kerja di bidang konstruksi dan analisa deskriptif untuk mencari lama waktu penalti yang dapat diterapkan di Indonesia.
Dari hasil penelitian yang akan menjadi usulan terhadap permasalahan angka kecelakaan kerja konstruksi di Indonesia yaitu ketegasan dalam regulasi dibutuhkan untuk menyadarkan orang atau perusahaan di bidang konstruksi, pendidikan bagi para pekerja di lokasi proyek (pemahaman, perubahan budaya, komunikasi 2 arah), dan sistem penalti waktu yang meliputi lembaga independen yang menginvestigasi kecelakaan kerja di lokasi proyek, reward, dan punishment.
Lama waktu penalti yang dapat diterapkan di Indonesia berdasarkan hasil wawancara yaitu kecelakaan kerja tanpa menimbulkan kematian akan diberikan suspend selama 5 - 10 hari dan kecelakaan kerja hingga menimbulkan kematian akan diberikan suspend selama 10 - 20 hari. Penelusuran benchmarking terhadap lembaga-lembaga di beberapa negara, seperti: Amerika, Inggris, Kanada, Australia, dan Singapura didapatkan rekomendasi bagi lembaga independen yang dibutuhkan di Indonesia. Lembaga independen yang diusulkan untuk dibentuk di Indonesia memiliki kriteria yaitu memiliki tujuan; pembentuk lembaga independen; divisi lembaga; otoritas lembaga; dan memiliki mekanisme yang jelas.

This study aims to obtain period of time penalty that will be given to the construction service employers who are negligent in the execution of SMK3, especially for the case of a fatal accident that leads to death. It also aims to provide institutional system recommendations on time penalty for workplace accidents to be applied in Indonesia based on the observation in some countries.
This study used two statistical analysis methods; interferential statistical analysis to find the relationship between the implementation of time penalty and the decreasing number of accidents in the construction field, and descriptive analysis to look for the period of time penalty that can be applied in Indonesia.
From the results of the research that will be proposed as a solution to the problem of construction accidents in Indonesia, it is known that assertiveness in the regulation is needed to make the employers or companies in the field of construction aware, education for workers at the project site (understanding, cultural change, 2-waycommunication), and time penalty system which includes an independent institution that investigates accidents at the project site, reward, and punishment are also considered necessary.
The period of time penalty that can be applied in Indonesia based on interviews is 5-10 days of suspension for accidents that do not lead to death and 10-20 days of suspension for accidents that lead to death. Benchmarking towards institutions in some countries, such as USA, UK, Canada, Australia, and Singapore obtained a recommendation that an independent institution is needed in Indonesia. The independent institution proposed to be set up in Indonesia should have a clear purpose and mechanism, as well as founders, divisions, and authority.

"State Owned Companies in Indonesia basically aim to improve the welfare and prosperity of the people. The background of the establishment of the State Owned Company can be carried out with good performance from within the State Owned Company body itself. So that State Owned Company can realize their goals and can become the driving force of the national economy in Indonesia. To be able to improve the welfare and prosperity of the people in accordance with the initial objectives of the establishment of State Owned Company, a State-Owned Companies is declared successful if it can increase people's prosperity which begins by improving the performance of the company. From the explanation above, a state-owned enterprise is able to increase people's prosperity by increasing the performance of its company by identifying the goals of each success factor or the High Level Structure clause in the Integration of the Management System Process, then evaluating the company's performance through the outputs that are the objectives. This research method was carried out by means of interview surveys to experts and respondents and also literature study. The integration of management systems is ultimately seen as a very effective tool in optimizing the functions of the quality, safety, health, and environmental management system procedures in carrying out construction projects by a construction service organization. Based on the results of this study, it was found that the most influential objective for the efficiency of organizational performance came from the leadership clause.

BUMN di Indonesia pada dasarnya bertujuan untuk meningkatkan kesejahteraan dan kemakmuran rakyat. Latar belakang berdirinya BUMN tersebut dapat terlaksana dengan adanya kinerja yang baik dari dalam tubuh BUMN itu sendiri. Sehingga BUMN dapat mewujudkan tujuannya dan dapat menjadi motor penggerak perekonomian nasional di Indonesia. Untuk dapat meningkatkan kesejahteraan dan kemakmuran rakyat sesuai dengan tujuan awal didirikannya BUMN, maka suatu BUMN dinyatakan berhasil jika sudah dapat meningkatkan kemakmuran rakyat yang diawali dengan cara meningkatkan kinerja perusahaannya. Dari penjelasan diatas, suatu perusahaan BUMN mampu meningkatkan kemakmuran rakyat dengan cara meningkatkan kinerja perusahaannya dengan melakukan identifikasi sasaran-sasaran dari setiap faktor sukses atau klausul High Level Structure pada Integrasi Proses Sistem Manajemen, kemudian mengevaluasi kinerja perusahaan melalui output yang merupakan sasaran-sasaran tersebut. Metode penelitian ini dilakukan dengan cara survey wawancara kepada pakar dan responden serta studi literatur. Integrasi sistem manajemen pada akhirnya dilihat sebagai alat yang sangat efektif dalam mengoptimalkan fungsi dari prosedur sistem manajemen mutu, K3 dan lingkungan dalam melaksanakan proyek konstruksi oleh sebuah organisasi jasa konstruksi. Tujuan dari penelitian ini adalah mengetahui sasaran yang berpengaruh dari setiap klausul integrasi proses sistem manajemen dalam peningkatan efisiensi kinerja organisasi jasa konstruksi BUMN di Indonesia. Hasil penelitian ini menunjukkan bahwa sasaran yang paling berpengaruh terhadap efisiensi kinerja organisasi berasal dari klausul kepemimpinan Integrasi Proses, High Level Structure , Sistem manajemen, evaluasi kinerja, BUMN di Indonesia, manajemen mutu, manajemen k3, manajemen lingkungan, manajemen sistem standard."

"In Order to increase the quality of project implementation much research will need to be carried out in Indonesia and abroad. In 1982 The Business Roundtable's team in the US found that opportunities to reduce project costs and schedules by using existing and new construction technology are lost because construction too often is relegated to operate as a produstion function separated from financial planning, scheduling, and engineering or architectural design. The Construction Industry Institute's (CIT) Task Force defines this term as Constructability, which is the optimum integration of construction knowledge and experience in planning, engineering, proqurement, and field operations to achieve overall project objectives.
As the customer, the owner gets what he insist on. As the leader of the project team, the owners plays a vital role in using constructability to meet project objectives. Specific project documenting the constructability effort have shown that owners accrued an average reduction in total project cost of 4.3% and in project schedule of 7.5%. These savings represented a 10- to-1 return on the owner's investment in constructability. Altough significant saving can result, the opportunities available are often overlooked by owners.
This research was conducted to study the role of project owners for implementing constructability improvement during conceptual planning phase which leads to an improven project time performance of construction project in Jabotabek Area. A questionnare survey was used as the method for collecting data. Statistical analysis was performed to analyse the data and to develop a regression model between the role of project owners for constructability improvement during conceptual planning pQase and the performance of construction project's schedule.
The result of this study shows a positive tinier correlation between the project owner's role for constructability improvement during conceptual planning phase and the project time performance. The main variables are assuring that key individual assigned to the project team each have appropriate experience with the project and clearly state the priority of the project objectives."

"ABSTRAK
Tesis ini adalah hasil analisa resiko konstruksi dan model pengaruh kinerja pelaksanaan proyek konstruksi nasional akibat diberlakukannya Keputusan Presiden Republik Indonesia Nomor 80 Tahun 2003 (Keppres 80/2003) Tentang Pedoman Pelaksana Pengadaan Barang dan Jasa Pemerintah Indonesia. Studi diawali dengan melakukan identifikasi resiko melalui proses studi literatur penyusunan perkiraan daftar resiko. Karena referensi kebanyakan hanya menyajikan talcs peraturan dan beberapa pembahasan mengenai Keppres no. 80 Tabun 2003 secara umum maka selanjutnya dilakukan survei ahli untuk menetapkan daftar resiko. Daftar resiko tersebut akan dijadikan dasar masukan penentuan pertanyaan wawancara selanjutnya dan penyusunan kuesioner yang akan disebarkan pada praktisi jasa konstruksi.
Hasil penelitian menunjukkan bahwa faktor-faktor resiko yang paling dominan bagi kontraktor akibat penerapan Keppres 80 Tahun 2003 terhadap kinerja total proyek konstruksi adalah faktor resiko finansial, seperti: kecenderungan terjadinya iklim yang tidak sehat dengan memaksakan harga penawaran dibanting serendah mungkin sehingga cenderung mengganggu cash flow pelaksanaan biaya proyek. Hal tersebut terjadi karena umumnya kontraktor mendapat tekanan besar sebagai akibat penerapan Keppres 80 Tahun 2003 yang cenderung menyebabkan adanya perilaku penawaran harga terlalu rendah, adanya tekanan akibat semakin sedikitnya jumlah proyek semenjak terjadinya krisis moneter/multi dimensi 1998/1999, adanya tekanan akibat kebutuhan menjaga kontinuitas pengalaman perusahaan sesuai tuntutan pada penerapan Keppres 80 Tabun 2003, adanya tekanan perilaku dimungkinkannya kecenderungan banting harga merugikan komunitas industri konstruksi yang didukung oleh penerapan Keppres 80 Tabun 2003, adanya tekanan kebutuhan mendapatkan proyek agar karyawan perusahaan tidak menganggur (idle) (efek multiflikasi dari resiko kejadian krisis moneter/multi dimensi 1998/1999).
Studi dilaksanakan dengan menggunakan pengolahan data metode statistik terhadap kinerja total konstruksi, yang dilakukan berdasarkan hasil studi resiko pemberlakuan Keppres 80/2003. Hasilnya menunjukan bahwa kontraktor di Indonesia kebanyakan mengalami lost financial, berupa kerugian material (peluang nilai keuangan) akibat berbagai tekanan-tekanan yang dialaminya, yang pada gilirannya dapat menimbulkan efek multiflikasi yang dapat menghancurkan industri konstruksi nasional masa ke depan ini.

ABSTRAK
This thesis is a research on risk analysis of the outcome of Presidential Decree number 80 year 2003 [Keppres 80/2003] towards Performance of National construction project between year 2004 to 2006 concerning Guidance on Execution of Procurement in Indonesia for all Government Services and Goods. The research began by identifying risk through literature study compilation process of risk factors. Because reference most only presenting regulation text and some solutions concerning Keppres 8012003 in general, hence hereinafter done by expert survey for specifying risk list. Enlist the risk will be made by input base determination of question of interview hereinafter and compilation of questionnaire which will be propagated at practitioner of role of construction.
Research result indicate that very risk factors dominant for contractor as result of applying of Keppres 80/2003 to total performance of project of construction is risk factor financial, like: trend the happening of indisposed climate by forcing bid price is lambasted as low as possible causing tending to bother cash flow execution of expense of project. The mentioned happened because generally contractor get big pressure as effect of applying of Keppres 80/2003 tending to cause existence of behavior of offer of too low price, existence of pressure as result of progressively at least amount of project of since the happening of monetary crisis and or multi dimension crisis of 193811999, existence of pressure as result of requirement take care of continuity of experience of company of according to demand at applying of Keppres 80/2003, existence of behavior pressure possible by him(it tendency of trading down harm industrial community of construction supported by applying of Keppres 80/2003, existence of requirement pressure get project so that employees of company is not be out of job ( idle) ( effect multiplication from risk of occurrences of crisis monetary/multi dimension of 1998/1999). Study executed by using statistical methods data processing to construction total performance, what is done based on risk study result application of Keppres 80/2003. The result shown that contractor in Indonesia mostly experiences lost financial, in the form of loss of material ( monetary value opportunity) after table various the natural dividing valves, what in turn can generate effect multiplications available for breaking is industrial of national construction a period of to the fore this.

"ABSTRAK
Penerapan sistem pengadaan yang baru dapat menimbulkan kekhawatiran atas
munculnya kendala-kendala, sehingga penerapannya tidak berhasil. Penelitian ini
bertujuan untuk mengidentifikasi hambatan-hambatan serta faktor-faktor
penunjang penerapan sistem pengadaan rancang bangun pada proyek konstruksi
Pemerintah Provinsi DKI Jakarta dengan metode Delphi, yang akan digunakan
untuk pengembangan model kerangka kerja dengan pendekatan Interpretive
Structural Modeling agar didapat hubungan antara faktor-faktor tersebut serta
hirarkinya. Dua puluh dua faktor penunjang yang juga dapat mengatasi hambatan
penerapan telah diidentifikasi dan dikembangkan dalam pemodelan dengan delapan
tingkatan hirarki. Model tersebut dapat dijadikan kerangka kerja untuk menerapkan
rancang bangun pada proyek konstruksi Pemerintah Provisi DKI Jakarta lainnya

ABSTRACT
The implementation of a new procurement system can raise concern about the
appearance of some obstacles, which will cause failure in the implementation. This
study aims to identify obstacles and supporting factors of design and built delivery
system implementation in Provincial Governments of DKI Jakarta construction
project with Delphi method, which will be used to develop a framework model with
Interpretive Structural Modelling approach in order to obtain the relationship
between the factors as well as their hierarchies. Twenty two supporting factors
which can overcome the implementation obstacles had been identified and had been
developed in eight level hirarchy modelling. The model can be used as a framework
to implement the other design and build in Provincial Governments of DKI Jakarta
construction project"
