Abstrak :
Penelitian ini bertujuan untuk memperoleh informasi mendalam tentang pengawasan dan pengendalian pimpinan terhadap pelaksanaan kalakarya perbaikan umum di Seksi Pemulihan Kesehatan Dinas Kesehatan Kota Pontianak. Penelilian ini dilakukan dengan menggunakau metode kualitatif pada unit analisis meliputi Seksi Pemulihan Kesehatan, infonnan dari pimpinan struktural di Dinas Kesehatan serta kelompok Kepala Puskesmas yang keselumhannya berjumlah 11 orang. Pengampuian data dilakukan dengan menggunakan wawancara mendaiam, kegiatan observasi dan melalui kajian dokumen. Dari hasil penelitian terlihat bahwa pengawasan dan pengendalian pembuatan reucana kerja yang disepakati pada pelatihan kalakaxya dan pelaksanaannya yang meliputi pengendalian awal dengan melakukan pengukuran standar kelja yang hanxsnya dilakukan bersarna staf, menilai atau mengendalikan proses pembuatan dan tindak Ianjut POA serta mengevaluasi hasil dengan tindakan korektif belum dilaksanakan. Selain itu yang penting lagi adalah belum dilakukarmya pengawasan melekat dari atasan ke bawahan yang mesiinya dikoordinir oleh Kepala Dinas. Dengan kondisi seperti ini menunjukkan bahwa peningkatan hasil pelaksanaan manajemen di Seksi Pemulihan Kesehatan setelah kalakarya dilakukan belum maksimal dalam kaitan kegiatan fungsi peugawasan dan pengendalian. Hal ini dapat disebabkan oleh : 1. Kurangnya pengetahuan dan pemahaman terhadap tugas pokok dan fungsi serta tanggung jawab masing-masing pemimpin dalam melakukan pengawasan secara hierarki. 2. Hasil dari pelatihan yang diikuti Lidak diapllkasikan pada pelaksanaan rencana kelja yang disusun karena adanya sikap penolakan serta kurangnya motivasi Kasi Pemulihan Kesehatan terhadap kegiatan kalakarya 3. Adanya masalah pada sistem dan rata cara berkomunikasi serta koordinasi yang dijalankan dimana kegiatan rapat dan pertemuan tidak terdokumentasi berupa laporan atau notulen dari hasil kegiatan. Sehingga, untuk memberi hasil yang maksimal terhadap perbaikan manajemen yang berorientasi ke manajemen mutu terpadu disarankan pada kalakarya berikutnya perlu mengendalikan perllaku manajerial/individu pada kesiapannya terlebih dahulu.
The aim this study was obtain an in-depth information on the implementation of supervision and control to the chief handling concerning to the accomplishment on job the training of quality revision in Health Recovery Section of Pontianak Health Service. The study was qualitative design with analysis unit consisted of health recovery section, informant fiom structural chief at health service and community healthcare chief group that totality ll persons. ln depth interview technique, observation activity and the document analysis have been used to collect data. The result of the study shows the process of management in the area of supervision and control of work plan production that have been agred to on the job training and the realization that covering beginning handling by standard determination, work output measurement and evaluation as well as corrective action, had not been supposed to be done with the start; the handling process of production and ?Plan Of Action? continuation and evaluating the result by corrective action not realized. Besides that the other important thing is haven?t doing to get the attached supervision from the superior to the inferior that suppose to coordinated by the chief of department. Furthermore, this condition shows that the result of the management accomplishment becomes higher at the health recovery secnon after conference done haven?t maximally interlaced to function of controlling and handling activity. These happened were caused by : 1. Lack knowledge and understanding to the duty and own principal to the leadership responsibility doing the supervision way 2. The trainee eifect is not apply to the realization of work plan that been sets because of refusal attitude and less motivation from the chief of health recovery section to the conference action. 3. Problem with the system and manners of communication and coordinati on that been doing where the meeting activity doesn?t preserved by report from the activity. In order to maximize result to the management revision in which toward Total Quality Management orientation suggested to the next on job the training activity needs to controlling the individual behavior prepared to accept modernization by doing dissemination information first.

Penerapan keselamatan pasien yang baik dan bertanggung jawab diharapkan dapat membawa perasaan yang aman dan nyaman terhadap pasien sebagai pengguna jasa layanan kesehatan. Tujuan penelitian ini adalah untuk mengetahui hubungan gaya kepemimpinan kepala ruangan menurut persepsi perawat dengan efikasi diri perawat pelaksana dalam pelaksanaan patient safety di ruang rawat inap. Metode penelitian menggunakan pendekatan analitik kuantitatif dengan desain cross-sectional. Sampel dalam penelitian ini berjumlah 96 perawat pelaksana di instalasi rawat inap. Instrumen yang digunakan berupa kuesioner Multifactor Leadership Questioner dan General Self Efficacy Scale. Proses pengumpulan data menggunakan paper-based dan google form digunakan untuk menjangkau tingkat partisipasi responden yang belum mengisi kuesioner paper-based. Hasil penelitian menunjukkan terdapat hubungan gaya kepemimpinan kepala ruangan menurut persepsi perawat dengan efikasi diri perawat pelaksana dalam pelaksanaan patient safety di ruang rawat inap dengan p value 0,007. Pada penelitian ini, gaya kepemimpinan yang dipersepsikan perawat pelaksana terhadap gaya kepemimpinan kepala ruangan, yaitu gaya kepemimpinan transformasional sebesar 88,5%. Kemudian, gambaran dari efikasi diri perawat pelaksana dalam penelitian ini secara statistik sudah cukup baik, yaitu sebesar 47,9%. Rekomendasi berdasarkan hasil penelitian ini, yaitu kepala ruangan diharapkan dapat meluangkan waktu dalam melatih dan mengedukasi perawat pelaksana, serta diharapkan kepala ruangan memiliki kemampuan yang baik dalam mitigasi masalah sebelum masalah tersebut membesar dan kepala ruangan dapat terlibat dalam pemecahan masalah, bukan malah menghindar. ......The application of good and responsible patient safety is expected to bring a feeling of security and comfort to patients as users of health services. The purpose of this study was to determine the relationship between the leadership style of the head of the room according to the perception of nurses and the self-efficacy of the implementing nurses in implementing patient safety in the inpatient room. The research method uses a quantitative analytic approach with a cross-sectional design. The sample in this study was 96 nurses in the inpatient installation. The instruments used were the Multifactor Leadership Questionnaire and the General Self Efficacy Scale. The data collection process uses paper-based and Google forms are used to reach the level of participation of respondents who have not filled out paper-based questionnaires. The results showed that there was a relationship between the leadership style of the head of the room according to the nurse's perception and the self-efficacy of the implementing nurse in implementing patient safety in the inpatient room with a p value of 0.007. In this study, the leadership style perceived by the implementing nurse towards the leadership style of the head of the room, namely the transformational leadership style, was 88.5%. Then, the description of the self-efficacy of the implementing nurses in this study was statistically good enough, namely 47.9%. Recommendations based on the results of this study, namely that the head of the room is expected to be able to spend time in training and educating the implementing nurse, and it is hoped that the head of the room has good ability in mitigating problems before the problem grows and the head of the room can be involved in problem solving, not even avoiding it.
