Abstrak :
Penetapan tarif disesuaikan dengan ekspektasi penumpang terhadap pelayanan sangat penting dilakukan. Tujuan penelitian ini adalah sebagai berikut: Menginventarisasi faktor-faktor pelayanan yang disesuaikan dengan ekspektasi penumpang dan Menganalisis penetapan tarif yang disesuaikan dengan pelayanan yang menjadi ekspektasi penumpang kapal ro-ro. Harapan dan keinginan penumpang yang menjadi indikator pelayanan dalam penelitian ini dianalisis dengan menggunakan analisis faktor, dimana dalam analisis ini mengumpulkan faktor-faktor yang saling terkait menjadi 1 (satu) faktor, dan mereduksi faktor-faktor yang dianggap tidak mewakili. Dari hasil analisis ini terdapat 14 faktor yang diklasifikasikan menjadi 5 faktor yang terdiri dari waktu, biaya, keselamatan, keamanan dan kenyamanan. Faktor-faktor pelayanan tersebut digunakan untuk menyusun rancangan hipotetik untuk survey stated preference. Sampel penelitian kualitas pelayanan terdiri dari 100 responden untuk survey harapan dan keinginan penumpang, dan 89 responden untuk survey stated preference, dengan mengambil sampel dari 3 operator kapal roro lintas Merak Bakauheni. Olah data survey stated preference dengan menggunakan analisis logit biner. Model Logit Biner diperoleh persamaan sebagai berikut Z = 0,211+ 0,083xwaktu1- 0,131xwaktu2 + 0,247xwaktu3 ? 0,148xbiaya1- 0,340xbiaya2 - 1,136xbiaya3. Dengan memasukkan nilai parameter coding maka didapatlah nilai utilitas dan probabilitas. Dari hasil survey stated preference didapat nilai probabilitas responden dalam memilih kondisi hipotetik, probabilitas responden yang menyatakan bersedia naik kapal roro dengan waktu tempuh lebih cepat 60 menit, dan tarif sebesar Rp. 15.000 adalah sebesar 0,61. Dari perhitungan utilitas dan probabilitas didapati bahwa nilai probabilitas akan berubah seiring dengan kenaikan nilai utilitas penumpang dalam menggunakan kapal roro lintas Merak Bakauheni dengan berbagai kondisi hipotetik. ......Determination of tariffs tailored to the expectations of passengers on the service is very important. The purpose of this study are as follows: inventories of the factors of service tailored to the expectations of passengers and analyze the determination of tariffs tailored to the ministry's expected ro-ro passenger ships. Passenger expectations and desires as indicators of service in this study were analyzed using factor analysis, where the analysis is collecting the factors related to 1 (one) factor, and reduce the factors that are considered not representative. From the results of this analysis there are 14 factors that are classified into five factors of time, cost, safety, security and comfort. Binary logit model is obtained following equation Z = 0.211 + 0.083 xwaktu1-0.131 xwaktu2 + 0.247 xwaktu3 - 0.148 xbiaya1 -0.340 xbiaya2 - 1.136 xbiaya3. By entering the coding parameter value then didapatlah utility value and probability. Stated preference surveys of results obtained in the probability of respondents choosing the hypothetical conditions, the probability of respondents stating willing roro ship with faster travel time 60 minutes, and the tariff of Rp. 15000 is at 0.61. Of utility and probability calculations found that the probability value will change with the increase in passenger utility values using cross-Merak Bakauheni roro ship with a variety of hypothetical conditions.

Kondisi di negara kepulauan yang sangat bergantung pada transportasi laut dan tingkat kesehatan yang rendah di Indonesia saat ini serta peluang musibah yang sewaktu-waktu dapat terjadi menyebabkan sangat dibutuhkannya sebuah kapal rumah sakit (Hospital Ship). Perancangan ini dilakukan dengan melakukan pengumpulan data yang dibutuhkan dan melakukan perancangan berdasarkan peraturan Biro Klasifikasi dan SOLAS. Tujuan perancangan ini adalah untuk menampilkan general arrangement kapal rumah sakit (hospital ship) yang bergaya guna. Dan dari referensi dan data-data yang memadai maka dapat dibuat model general arrangement hospital ship. ......Present Situasion of Indonesia as an archipelago country depending on sea transportation and low degree of health services, and worsen by the high probability of disaster, which need hospital ship. The design is carried out based on the SOLAS and BKI's rules and regulations, and focused on the general arrangement of the hospital ship, supported by various data and references from several sources. This design intends to show general arrangement of hospital ship. From many reference dan enough data so we can make general arrangement of hospital ship model's.

Kapal penumpang merupakan kapal yang digunakan untuk mengangkut orang, tetapi ada juga kapal penumpang yang digunakan untuk mengangkut orang dan barang. Kapal penumpang pelat datar merupakan kapal penumpang dengan lambung yang terdiri dari pelat – pelat datar tanpa di bending terlebih dahulu. Kapal pelat datar (flat hull) merupakan salah satu bentuk kapal alternatif selain kapal berbentuk lengkung (streamline). Kapal pelat datar tersebut dapat memberi kemudahan dalam proses perakitan dan perbaikan, tetapi memiliki hambatan relatif lebih besar daripada kapal lambung streamline pada kecepatan tinggi. Hambatan kapal merupakan salah satu faktor penting dalam perancangan kapal karena memiliki pengaruh yang besar dalam perhitungan daya mesin induk kapal, biaya operasional kapal dan konsumsi bahan bakar. Desainer kapal melakukan berbagai penelitian dan perlakuan untuk menghasilkan kapal dengan nilai hambatan seminimal mungkin. Minyak kulit biji mete (Anacardium occidentale) adalah produk yang memiliki sifat licin sehingga memiliki potensi untuk mengurangi hambatan total dari kapal. Selain itu, minyak kulit kacang mete ini merupakan limbah dari industri kacang mete yang nilai pemanfaatannya dan nilai jualnya masih rendah sekali. Oleh karena itu, pada penelitian ini akan diaplikasikan cat biopolimer berbahan dasar minyak kulit kacang mete pada kapal penumpang pelat datar model. Penelitian ini bertujuan untuk mengetahui kemampuan drag reduction cat biopolimer dari minyak kulit kacang mete dipadukan dengan resin alkid pada lambung kapal dan komposisi cat biopolimer serta varian kecepatan yang menghasilkan optimum drag reduction. Metode penelitian yang digunakan yaitu dengan melakukan uji tarik kapal model di towing tank untuk melihat pengaruh sifat licin minyak kulit biji meter terhadap hambatan total dari kapal. Hasil dari pengujian kemampuan drag reduction cat biopolimer dari minyak kulit kacang efektif meningkatkan performa kapal pada kecepatan relatif tinggi dan komposisi cat biopolimer cnsl : resin alkid sebesar 2:1 pada nilai Fn 0.274327 memberikan optimum drag reduction sebesar 24,50%. ......Passenger Ship is ships transporting passengers or transporting passengers and cargo. Passenger ship flat plate is passenger ship which of hull consist of flat plates without bending. Ship flat plate is an alternatif ship design that gives simplicity in assembling and repairing process, but it has bigger ship’s total resistance than streamline ship in high velocity. Ship’s resistance is one of the most important factor in ship design because it has great influence in calculation main engine power of ship, ship’s operation cost and fuel consumption. Naval Architect undertake researches and treatments to create ship which of minimal resistance. Cashew Nut Shell Liqud or CNSL (Anacardium occidentale) is natural product which has slippery properties thus potentially to reduce the ship’s resistance especially the drag resistance. futhermore, Cashew Nut Shell Liqud is industrial waste of cashew nut industry which has not been widely used and has very low price. Therefore, in this Final Project will apply biopolymer coating from cashew nut shell liquid (CNSL) on passanger ship flate plate model. The purpose of the Final Project is to know the ability Biopolimer Coating from Cahsew Nut Shell Liquid with Alkyd Resin in reduction the ship’s resistance and which composition gives the optimum drag redution . Research method used is by doing towing test to the ship model in towing tank at Hydrodynamic Laboratorium to determine the effect of Cashew Nut Shell Liquid sliperry properties in ship model resistance. The result of towing test method is use of biopolymer coating from cashew nut shell liquid with alkyd resin gives significant effect inreasing ship’s performance on the high speed and the composition of biopolimer coating which of cnls : alkyd resin for 1 : 1 on Froude’s number 0.274327 gives optimum drag reduction for 24.05%.

Kapal motor penyeberangan (KMP) atau biasa disebut dengan Ro-Ro (Roll on-Roll off) pengangkut penumpang sebagai moda transportasi andalan bagi Indonesia untuk menghubungkan selat dan danau masih mengalami kendala karena pelaksanaan peraturan-peraturan keselamatan pada kapal motor penyeberangan di Indonesia masih memprihatinkan. Sebagian besar dari berbagai standar dan peraturan internasional serta peraturan perundangan Indonesia mengalami penyimpangan dalam pelaksanaannya. Munculnya kumulatif potensi penyebab kecelakaan kapal motor penyeberangan dalam jumlah besar dan signifikan belakangan ini mengakibatkan maraknya kecelakaan kapal motor penyeberangan. Potensi tersebut bisa ditimbulkan dari banyak pihak dan dengan banyak latar belakang yang mendasarinya. Analisa terhadap potensi penyebab kecelakaan kapal motor penyeberangan merupakan langkah awal untuk membenahi dan meningkatkan keselamatan transportasi laut, khususnya pada kapal motor penyeberangan di Indonesia. Beberapa langkah mendesak yang harus dilakukan untuk meningkatkan keselamatan transportasi laut, khususnya pada kapal motor penyeberangan, adalah peningkatan sumber daya manusia pada semua pihak yang terlibat pada penyeberangan dan perubahan regulasi-regulasi yang terkait dengan penetapan tarif dan penggunaan standar pemeriksaan yang disyaratkan SOLAS. Analisa yang digunakan pada skripsi ini dengan model statistik deskriptif yang sebagian besar didapatkan dari data primer. Metode yang digunakan pada skripsi ini adalah studi lapangan dan literatur. Diharapkan dengan hasil analisa terhadap potensi penyebab kecelakaan kapal motor penyeberangan di Indonesia mampu memberikan rekomendasi penanganan tindak lanjut pada semua pihak untuk meningkatkan keselamatan transportasi kapal motor penyeberangan di Indonesia. ......Ro-Ro (Roll on-Roll off) passenger ship (abbreviated as Ropax) as relied transportation by Indonesian people to connect straits and lakes still facing problems because of the implementation of the ropax safety rules is still in the concerned condition. Almost all of the standards and international rules and also Indonesian government rules facing distortion towards the implementation. The cumulative of potentials of accident motive appears in Ropax in great number and significant nowadays has caused glowing of Ropax accidents. The potentials can be consequences of mistakes of many parties and with many motives behind them. Analyze on potential of accident motive in Ropax is the first step to tidy up and increase the safety of marine transportation, especially in Ropax in Indonesia. Some urgently steps which must to do in attempts of increasing the safety of marine transportation, especially in Ropax, are up grading the human resources to all parties who involved with operational of Ropax and changing regulations (about tariff and using of inspection standards which mandatory from SOLAS). Analyze used in this paper is descriptive statistic model which majorities of data gained from primary data. Methods used in this paper are field study and literature study. Hope the results of analyze on potential of accident motive in Ropax can gives recommendations to all parties about follow up in increasing the safety of marine transportation of Ropax in Indonesia.

Sebagaimana disebutkan dalam Pasal 31 ayat (1) UUD 1945, pendidikan ialah hak setiap warga. Kendati demikian, rendahnya indeks aksesibilitas transportasi di Kabupaten Administrasi Kepulauan Seribu masih terjadi dan berakibat pada disparitas hak-hak masyarakat, salah satunya hak atas pendidikan yang layak. Lebih lanjut, dilansir dari Badan Pusat Statistik (BPS), angka partisipasi sekolah yang diukur dengan Angka Partisipasi Murni (APM) di Kepulauan Seribu hanya 35 persen atau setara dengan kabupaten-kabupaten di Indonesia yang secara konstitusional ditetapkan sebagai daerah tertinggal. Untuk itu, perlu dilakukan studi ini guna menganalisis pola perjalanan sekolah, faktor atau variabel yang memengaruhi perjalanan sekolah, serta model persamaan bangkitan perjalanan sebagai untuk memprediksi permintaan perjalanan. Adapun penelitian dilakukan secara kuantitatif dengan metode cross-sectional dalam pengumpulan data. Terdapat data primer yang dikumpulkan dengan menggunakan instrumen penelitian form kuesioner dan data sekunder yang dikumpukan dengan melakukan observasi dan permintaan data langsung kepada pihak sekolah terkait. Analisis dalam penelitian ini dilakukan dengan metode regresi linear dengan jumlah trip production berbasis rumah tangga dan trip attraction berbasis sekolah sebagai variable dependen. Dalam pemodelan regresi, didapatkan bahwa variabel pendapatan dan jumlah anggota keluarga berusia sekolah memiliki pengaruh paling signifikan terhadap jumlah trip production, sementara variabel luas bangunan sekolah memiliki pengaruh paling signifikan terhadap jumlah trip attraction. Penelitian ini dapat digunakan oleh regulator, dalam hal ini Dinas Perhubungan DI Jakarta untuk bahan evaluasi dalam perencanaan dan pengembangan transportasi penumpang kepulauan. ......As stated in Pasal 31 ayat (1) UUD 1945, education is the right of every citizen. However, the low transportation accessibility index in the Kabupaten Administrasi Kepulauan Seribu still happens and results in disparities in community rights, one of which is the right to proper education. Furthermore, as reported by Badan Pusat Statistik (BPS), the school participation rate measured by the Angka Partisipasi Murni (APM) in Kepulauan Seribu is only 35 percent or equivalent to districts in Indonesia that are constitutionally designated as disadvantaged areas. For this reason, it is necessary to conduct this study to analyze school travel patterns, factors or variables that influence school travel, and travel generation equation models to predict travel demand. The research was conducted quantitatively with a cross- sectional method in data collection. There are primary data collected using questionnaire form research instruments and secondary data collected by conducting observations and direct data requests to the relevant schools. The analysis in this study was conducted using linear regression method with the number of trip production and trip attraction as the dependent variable. In the regression modelling, it was found that the variables of income and number of school-age family members have the most significant influence on the number of trip production, while the variable of school building area has the most significant influence on the number of trip attraction. This research can be used by regulators, in this case the Dinas Perhubungan DI Jakarta, for evaluation in planning and developing island passenger transportation.

[ABSTRAK
Pengembangan sebuah wilayah perkotaan sudah seharusnya mempertimbangkan berbagai zona yang padat dan sibuk dengan aktivitas ekonomi termasuk stasiun kereta. Moda transportasi ini mempunyai kapasitas dapat mengangkut penumpang dalam jumlah yang besar, beroperasi secara cepat, nyaman, aman dan terjadwal dengan frekwensi operasi yang tinggi. Keselamatan jiwa penumpang dan orang yang bekerja di area tersebut harus menjadi prioritas utama dalam tahap desain, konstruksi, operasi dan pemeliharaan sistem. Kebakaran yang terjadi pada area padat dan sibuk seperti stasiun masih menjadi permasalahan besar, termasuk di Jakarta, Indonesia. Kebakaran di sistem transportasi massal memberikan dampak yang serius karena dapat membawa korban jiwa dan kerugian ekonomi yang besar. Kondisi keramaian dan padat yang berakibat orang terluka atau tewas tidak terbatas hanya pada keadaan darurat kebakaran. Bahkan kondisi ini dapat terjadi dalam keadaan yang nampak seperti normal. Dalam tahap desain stasiun komuterline dan mass rapid transit yang baru, karakteristik pergerakan penumpang lokal harus menjadi pertimbangan utama. Tulisan ini menampilkan hasil analisis pergerakan penumpang berdasarkan survey dari tiga stasiun komuterline tersibuk di Jakarta. Survey dilaksanakan selama jam-jam sibuk pada pagi hari dan sore hari. Hasil survey menunjukkan bahwa pergerakan penumpang dipengaruhi oleh kepadatan di berbagai lokasi di stasiun, di peron, di concourse dan tiket gate. Nilai aliran spesifik yang optimum juga diperoleh untuk dijadikan kerangka acuan yang dapat dipertimbangkan selama tahap desain. Secara umum, hasil penelitian memperlihatkan bahwa rata-rata kecepatan berjalan dan aliran spesifik penumpang lokal dalam tingkat kepadatan tertentu sedikit lebih rendah dibanding standard dinegara yang telah berpengalaman dengan sistem tranportasi sejenis (Singapura, USA dan Jepang). Analisis teknik keselamatan kebakaran digunakan untuk mendapatkan tingkat keselamatan optimum di stasiun, jumlah, luasan, panjang/lebar lintasan evakuasi dan sistem pendukung lainnya. Hasil analisis diaplikasikan sebagai masukan dalam menyusun tingkatan optimum dalam peningkatan layanan normal dan darurat kebakaran di stasiun.
ABSTRACT
The development of an urban area have to include the consideration of various zone which crowded by economic activity. Railway have become the most popular transportation mode due to by its capacity in carrying large number of passengers, rapid operation, comfort, safety and high frequency of operation. Life safety of the passenger is the main consideration during the design stage, construction, operation and maintenance of the whole systems. In this issue, a fire disaster that occurs in crowded and busy areas is still major problem, including in the city of Jakarta, Indonesia. A fire disaster in a mass public transportation system could cause serious impact due to thousand of pupils may be affected. During design stage of a new mass rapid transit lines, the walking characteristics of the local passengers should be greatly considered. This paper presented the result of passenger movement based on survey of three busiest commuterline stations in Jakarta. The survey was carried out during the peak hours both in the morning and in the evening. It is observed that the walking of the passenger was affected by density at various locations measured on the platform and concourse levels as well as at the ticket gates. The corresponding value of the specific flow was also derived to frame the average value that could be considered during the design stage of a new line. In general, the study show that both the average walking speed and the specific flow of the local passengers at certain density are slightly lower than the average value given in the international standards such as Standard for Fire Safety in Rapid Transit System (Singapore), NFPA 130 (USA) and MLIT (Technical Standard Requirement for Japan Railway). The study show that fire engineering analysis is necessary to determine system means of escape, number means of escape, area means of escape, width/distance means of escape and others ancylary system. Kereta api merupakan alat transportasi masal yang digunakan di Indonesia oleh seluruh lapisan masyarakat. Dengan tingkat kenyamanan dan keamanan yang lebih baik, penumpang kereta api nyaman dan aman berpergian dalam jarak jauh. Tingkat kenyamanan dan keamanan penumpang bersadarkan getaran yang dialami penumpang selama di dalam kerata. Sperling ride index digunakan menghitung tingkat kenyamanan dan kemanan penumpang kereta api sehingga getaran yang dirasakan makin berkurang dan tingkat kenyamanan dan keamanannya makin rendah. Pengukuran getaran kereta K3 dilaksanakan pada jalur kereta Madiun ndash; Solo pp untuk kecepatan tertentu menghasilkan tingkat yang yang baik untuk keamanan dan tingkat yang cukup untuk kenyamanan. Tambahan peredam getaran pada per dan poros tengah di boogie serta perbaikan suspensi kereta dapat mengurangi getaran pada penumpang. ......Rail mass transit is a tool used in Indonesia by the whole society. With a level of better comfort and better safety, passenger travel in comfortable and safe in long distance. Level of passenger comfort and safety of passengers based on vibration experienced during in train. Sperling's ride index used to calculate the level of comfort and security of railway passengers so that the perceived diminishing vibrations and the level of comfort and safety are lower. K3 train vibration measurements carried out on the railway Madison Solo pp for a given speed produces a good level of security and a level sufficient to comfort. Additional damping vibrations in per and the central axis in the boogie train and suspension repairs can reduce vibration on passengers.

Kepuasan pelayanan Terminal berhubungan langsung dengan kemauan masyarakat dalam memilih perjalanannya. Dengan kata lain, kepuasan dan ketidakpuasan pengguna terhadap suatu produk atau layanan akan mempengaruhi perilaku penumpang selanjutnya. Di masa pandemi ini, inovasi perlu dilakukan guna meningkatkan keselamatan penumpang, terutama di Terminal yang meliputi naik turun penumpang, arus kendaraan, serta pengecekan dan sterilisasi angkutan umum dan pegawai. Studi yang sudah ada menunjukkan bahwa banyak faktor yang mempengaruhi kepuasan penumpang dan dampaknya terhadap niat pengguna angkutan umum. Penelitian ini menggunakan uji instrumen penelitian untuk menjawab permasalahan tersebut untuk lebih memahami hubungan antara variabel yang berhubungan dengan suara dan perilaku konsumen melalui penerapan Partial Least Square Structure Equation Model (PLS-SEM) dan Importance Performances Matrix Analysis (IPMA). PLS-SEM memperkirakan hubungan antara variabel laten (yaitu, kepuasan mereka) dan menentukan seberapa baik model menjelaskan konstruksi target yang diminati. IPMA mengidentifikasi indikator-indikator penting terkait suara konsumen yang perlu dikembangkan dan merancang strategi yang dilakukan oleh penyedia layanan, dalam hal ini operator dan regulator. Berdasarkan hasil analisis, dimensi responsiveness memiliki nilai kinerja terendah dengan tingkat kepentingan tertinggi. Selain itu juga terdapat 1 indikator dimensi Realibility, 1 indikator dimensi empati dan 4 indikator dimensi Responsiveness yang berada pada kuadran 2 yang perlu dilakukan perbaikan. Antara lain terkait petugas pelayanan yang kurang sigap dan ramah, media sosial yang kurang informatif dan fasilitas yang tersedia tidak jelas dan memadai. Hasil yang diperoleh dari analisis untuk memberikan rekomendasi kepada Pemerintah selaku Regulator serta Operator untuk meningkatkan pelayanan Terminal dari segi kenyamanan, keamanan, keselamatan, dan kesehatan. ......The satisfaction of Bus Station services is directly related to the willingness on how people choose their trips. In another way, user satisfaction and dissatisfaction with a product or service will affect subsequent passenger behavior. During this pandemic, innovations need to be ensured for passenger's safety, especially at Bus Station. Included embark and disembarking passengers, the vehicles' flow, and checking and sterilization of the public transportation and the employees. Existing studies showed many factors could influence passenger satisfaction and its impact on the intentions of public transport users. This study uses a research instrument test to answer these problems to understand better the relationship between variables related to the consumer voice and behavior through the implementation of Partial Least Square Structure Equation Model (PLS-SEM) and Importance Performances Matrix Analysis (IPMA). PLS-SEM estimates the relationships between the latent variables (i.e., their satisfaction) and determines how well the model explains the target constructs of interest. IPMA to identify important indicators related to consumer voice that needs to be developed and design strategies carried out by service providers, in this case, operators and regulators. Based on the results of the analysis, the responsiveness dimension has the lowest performance value with the highest level of importance. In addition, there are also 1 indicator of the Realibility dimension, 1 indicator of the empathy dimension and 4 indicators of the Responsiveness dimension that are in quadrant 2 where improvements need to be made. Among other things related to service officers who are less alert and friendly, social media that is less informative and the available facilities are not clear and adequate. The results obtained from the analysis to provide recommendations to the Government as Regulators or Operators to improve Bus Station services in terms of comfort, security, safety, and health.
