ABSTRACT
Fokus penelitian ini adalah untuk merancang kartu skor individu dan merancang sistem informasi kinerja dalam upaya mendukung terwujudnya akuntabilitas kinerja aparatur. Penelitian ini bertujuan untuk menguji apakah kartu skor individu dapat diterapkan di lingkungan instansi pemerintah; Penelitian ini merancang sistem informasi kinerja yang dapat mendukung akuntabilitas kinerja aparatur; dan penelitian ini memberikan usulan tentang bentuk akuntabilitas, mekanisme, dan prosedur yang dapat mewujudkan akuntabilitas pada sektor pemerintah. Penelitian ini menggunakan metode penelitian deskriptif studi kasus, untuk membentuk kartu skor individu aparatur menggunakan Balanced Scorecard dan untuk merancang sistem informasi kinerja menggunakan Framework of the Aplication System Thinking. Hasil penelitian menunjukan bahwa kartu skor individu dan sistem informasi kinerja aparatur dapat diterapkan untuk mendukung sistem akuntabilitas kinerja instansi pemerintah dalam rangka pencapaian tujuan tata kelola pemerintahan yang baik. Jika setiap aparatur tidak dapat melaksanakan akuntabilitas kinerjanya, maka tujuan transparansi dan akuntabilitas dalam rangka menciptakan tata kelola pemerintahan yang baik tidak akan dapat terpenuhi.

ABSTRACT
The focus of this research is to design the individual scorecard and design the performance information system as an effort to manifestate the apparatus performance accountability. This research aims to test whether the individual scorecard can be applied in government agencies environment; this research designs a performance information system that can support apparatus performance accountability; and this research gives suggestion about forms of accountability, mechanisms, and procedures to achieve accountability in the public sector. This research using a descriptive case study, to establish the individual scorecard by using the Balanced Scorecard and to design performance information system by using the Framework of the Aplication System Thinking. The result shows that the individual scorecard and apparatus performance information system can be applied to support performance accountability system in the government agencies in order to accomplish the purposes of good governance. If every apparatus is unable to carry out any performance accountability, so the purpose transparency and accountability in order to create good governance can not be fulfilled.

Tesis ini mencoba mengaplikasikan penelitian yang dilakukan oleh Dodd dan Favaro (2007) dalam bukunya yang beljudult ?The Three Tension? pada perusahaan telekomunikasi di Indonesia, namun penelitian hanya difokuskan kepada profitability vs growth tension dan today vs tomorrow tension. Berdasarkan penelitian yang dilakukan, Telkom dan XL Axiata relatif telah berhasil mengendalikan kedua tension tersebut namun Indosat, Bakrie Telecom dan Mobile-8 Telecom masih belum dapat mengendalikan tension ini dan terjehak dalarn corporate cycle. Tesis ini juga mendukung hasil penelitian dari Dodd dan Favaro (2007) bahwa batting average memiliki korelasi yang positif dengan Total Shareholder Returns (TSR). Namun demikian terdapat faktor lain yang perlu diperhatikan yakni fluktuasi pergerakan harga saham. ......This thesis attempts to apply the research conducted by Dodd and Favaro (2007) in his book: "The Three Tension? on telecommunication companies in Indonesia, but the study only focused on profitability vs growth tension and today vs tomorrow tension. Based on research conducted, Telkom and XL Axiata are relatively success in managing both the tension but Indosat, Bakrie Telecom and Mobile-8 Telecom is still struggling to control this tension and trapped in the corporate cycle. This thesis also supports the research results of Dodd and Favaro (2007) that the batting average has a positive correlation with the Total Shareholder Returns (TSR). However there are other factors to consider which is fluctuations in the stock price.

Kebutuhan masyarakat akan informasi dan hiburan, akan semakin meningkat setiap tahunnya. Layanan multimedia yang berbasiskan triple play (audio, video, data) dapat memenuhi kebutuhan masyarakat akan informasi dan hiburan. Ditemukannya jaringan HFC, membuat pentransmisian layanan multimedia ini menjadi lebih mudah. Sistem jaringan HFC (Hybrid Fibre Koaksial) merupakan hasil konvergensi antara jaringan serat optik (FTTH) dengan jaringan kabel koaksial. Jaringan serat optik berperan sebagai media transmisi utama sedangkan jaringan kabel koaksial berperan sebagai media transmisi kesisi pengguna. Pada evaluasi ini, dilakukan analisis mengenai suatu jaringan HFC yang sudah ada untuk mengetahui unjuk kerja serta cara kerja dari jaringan HFC itu sendiri. Bahan evaluasi, diambil dari jaringan HFC pada area Cikini yang dimiliki oleh Biznet.

The needs of information and entertainment, will increase every year. A services based on triple play services (audio, video, data) will meet the needs of information and entertainment for public. The discovery of HFC network, will make the transmission process for this multimedia services becomes more easy. HFC (hybrid fibre koaksial) is a convergence between fibre optic network (FTTH) with koaksial cable network. The fibre optic network, take part as a main transmission media meanwhile the koaksial cable network take part as a media transmission to the user. In this evaluation, takes an analysis about an existing HFC network to know the performance and the process that flow in the network. As the sample, it takes a network in Cikini area that implemented by Biznet.

Sebuah bagian penting dari tata kelola TI melibatkan perancangan dan penerapan struktur dan kontrol untuk mengukur kehandalan kinerja TI dan memberikan value kepada para pemangku kepentingan bisnis baik internal maupun eksternal. Nilai bisnis strategis, seperti yang diharapkan oleh eksekutif, seringkali mencakup pengukuran keuangan dan tindakan lainnya berdasarkan value yang diinginkan stakeholder. Banyak inisiatif tata kelola memanfaatkan teknik balance scorecard, mengukur seluruh kinerja TI pada satu set dimensi yang berbeda seperti pencapaian tujuan bisnis, kepuasan pengguna, keunggulan operasional, dan dukungan untuk pembelajaran dan pertumbuhan. Often, qualitative measurements are easily available, but governance efforts are likely to gain more buy-in f governance costs and benefits can be quantified. Strategic business value, as viewed by executives, often includes financial measurements and other measures of stakeholder value. Many governance initiatives make use of balance scorecard technique, measuring over all IT performance on a set of different dimensions such as achievement of business goals, user satisfactions, operational excellence, and support for learning and growth. COBIT 5 provides a comprehensive framework that assists enterprises in achieving their objectives for the governance and management of enterprise IT. Simply stated, it helps enterprises create optimal value from IT by maintaining a balance between realising benefits and optimising risk levels and resource use. COBIT 5 enables IT to be governed and managed in a holistic manner for the entire enterprise, taking in the full end-to-end business and IT functional areas of responsibility, considering the IT-related interests of internal and external stakeholders. COBIT 5 is generic and useful for enterprises of all sizes, whether commercial, not-for-profit or in the public sector.

Abstrak :
Skripsi ini menganalisa mengenai korelasi dan pengaruh profitabilitas serta ukuran perusahaan terhadap perubahan cash conversion cycle. Ukuran profitabilitas dinyatakan oleh return on aset (ROA) dan return on equity (ROE), sedangkan ukuran perusahaan dinyatakan dalam net sales dan total aset. Penulis mengumpulkan data laporan dari perusahaan dalam industri manufaktur di BEI periode 2007-2011. Uji data dalam penelitian ini dilakukan menggunakan Eviews6. Uji Anova menyatakan bahwa terdapat perbedaan panjang CCC, ROE, ROA, net sales dan total asset di tiap sektor dalam variabel penelitian. Uji korelasi Pearson menyatakan terdapat korelasi negatif antara variabel ROE, ROA dan net sales terhadap CCC, namun terdapat korelasi positif antara total aset dan panjang CCC. Untuk melihat adanya pengaruh, peneliti menggunakan metode data panel dengan estimasi fixed effect. Hasil uji t statistik yang dilakukan secara parsial, memiliki hasil yang sama dengan uji F yang dilakukan secara simultan. Hal itu berarti variabel independen yaitu ROE, ROA, net sales dan total aset memliki pengaruh terhadap variabel dependen yaitu cash conversion cycle.

This thesis analyzes the correlation and impact the profitability and company size to the changes of the cash conversion cycle. Measure of profitability expressed by return on assets (ROA) and return on equity (ROE), while the size of the company stated in net sales and total assets. The authors collected data reports from companies in the manufacturing industry in the Indonesia Stock Exchange for the period of 2007-2011. Test data in this study conducted using Eviews 6. Anova test states that there are differences in the length of CCC, ROE, ROA, net sales and total assets in each sector of the study variables. Pearson correlation test stated that there is a negative correlation between the variables ROE, ROA and net sales to the CCC, but there is a positive correlation between total assets and long-CCC. To see the effect, researchers using panel data with fixed effect estimation. The results of the statistical t-test done partially, have the same results with the F test performed simultaneously. That means that the independent variable is ROE, ROA, net sales and total assets possess an influence on the dependent variable is the cash conversion cycle.

Pandemi global COVID-19 mendorong digitalisasi di seluruh dunia. Digitalisasi di berbagai aktivitas memicu pertambahan pengguna internet dengan pesat. Penambahan pengguna meningkatkan kebutuhan akan aplikasi pengecekan performa layanan internet. Pada saat ini, terdapat beberapa aplikasi untuk melakukan pengukuran performa internet, misalnya aplikasi Speedtest. Aplikasi tersebut menguji parameter konektivitas internet, seperti ping, jitter, serta kecepatan download dan upload. Namun, aplikasi itu tidak menyediakan penjelasan terkait istilah teknis yang dapat dipahami pengguna awam. Aplikasi Network Checker berbasis Java yang penulis kembangkan menggunakan fitur pengukuran performa internet dari LibreSpeed. Penulis juga menyediakan penjelasan mengenai istilah-istilah teknis tersebut dalam halaman bantuan. Selain itu, aplikasi ini memiliki fitur untuk mendeteksi persentase throughput. Fitur tambahan tersebut diterapkan dengan basis packet sniffer TCPDUMP. Besar data hasil tangkapan TCPDUMP per detiknya diubah menjadi persentase terhadap kecepatan download maksimal. Hasil pengujian Network Checker dengan aplikasi resmi LibreSpeed memiliki perbedaan di bawah 15% untuk ping dan download speed; perbedaan 21,9% dan 39,5% untuk jitter dan upload speed. Pengujian persentase throughput menunjukkan perbedaan hanya sebesar 0,29%. Pembandingan Network Checker dengan Speedtest memperlihatkan perbedaan ping dan download speed tidak lebih dari 8%; jitter dan upload speed sebesar 25,68% dan 58,16%. Aplikasi Network Checker unggul dalam segi fitur dibandingkan dengan Speedtest, namun dengan server yang terbatas. ......The global COVID-19 pandemic was driving digitalization around the world. Digitization in various activities triggered the rapid increase in internet users. In addition to users increases, the need for internet service performance checking applications also grew. Currently, there are several applications to measure internet performance, such as the Speedtest application. This application tests internet connectivity parameters, such as ping, jitter, and download and upload speeds. However, the application does not provide explanations related to technical terms that can be understood by ordinary users. The Java-based Network Checker application that the author developed uses the internet performance measurement feature of LibreSpeed. The author also provides explanations of these technical terms in the help page. Furthermore, this application has a feature to detect the throughput percentage. These additional features are implemented on the basis of the TCPDUMP packet sniffer. The size of the TCPDUMP captured data per second is converted into a percentage of the maximum download speed. The test results of Network Checker with the official LibreSpeed application have a difference of under 15% for ping and download speeds; difference of 21.9% and 39.5% for jitter and upload speed. Throughput percentage testing shows a difference of only 0.29%. Comparison of Network Checker with Speedtest shows the difference in ping and download speed is not more than 8%; jitter and upload speed of 25.68% and 58.16%. The Network Checker application excels in features compared to Speedtest, but with limited servers.
