"ABSTRAKManajemen olahraga merupakan suatu proses yang menekankan pada pencapaian tujuan prestasi olahraga pada suatu organisasi di bidang olahraga dimana proses tersebut dilakukan dengan menjalankan fungsi-fungsi yang yang terkandung dalam manajemen olahraga tersebut seperti fungsi perencanaan, fungsi pengorganisasian, fungsi pemimpinan, dan fungsi pengawasan.Tujuan penelitian ini adalah untuk menganalisis manajemen olahraga yang diterapkan oleh Satlak PRIMA dalam mengelola olahraga yang berorientasi pada pencapaian prestasi.Pendekatan penelitian ini adalah post-positivis, karena berawal dengan menguji teori manajemen olahraga, dan dengan menggunakan metode pengumpulan data kualitatif yaitu wawancara mendalam data primer , dan studi dokumen data sekunder , serta strategi triangulasi digunakan untuk validitas dan keabsahan data.Hasil analisis yaitu sistem manajemen di Satlak PRIMA belum menunjukan hasil yang baik dalam membina prestasi olahraga di Indonesia. Kendala yang dihadapi adalah kurang maksimalnya dukungan dari pemerintah dalam hal anggaran maupun pengadaan barang untuk mendukung program pelatnas. Satlak PRIMA sebagai program pemerintah hanya menjalankan apa yang sudah ditetapkan, dan bergantung sepenuhnya kepada dukungan dari pemerintah.

ABSTRACT Sports management is a process that emphasizes the objectives of the sport rsquo s achievement in the field of sports organization where the process is done by running the functions which contained in the sports management itself such as planning, organizing, leading, and controlling.The purpose of this study is to analyze the sports management applied by Satlak PRIMA which manage the oriented of sport rsquo s achievement.This research approach is post positivist because it starts with sport management theory testing, and using the method of data collection in depth qualitative interviews and literature as well as the strategy of triangulation is used for validity and validity of the data.With as the result, the management system in Satlak PRIMA has not shown good results in fostering sports achievements in Indonesia. The challenge remains less maximum support from the government in terms of budget and procurement to support national training program. Satlak PRIMA as a government program only work what has been defined, and depend entirely on the support of the government."

"Tesis ini dilatarbelakangi oleh pemisahan tugas dan wewenang antara KONI dan KOI dalam UU SKN 2005. Adanya perbedaan pendapat, perdebatan, persaingan, bahkan pertentangan dan perebutan dalam pendistribusian dan pengalokasian sumber-sumber yang langka dan terbatas dalam UU SKN 2005 menimbulkan konflik antara KONI dan KOI. Unit analisa dari penelitian ini adalah manifestasi konflik yang terjadi antara KONI dan KOI yang terdiri dari beberapa bentuk tindakan (behaviour) konkret, yakni penetapan chief de mission(CDM) atau Ketua Kontingen, upaya KONI merevisi AD-ART, KOI mengukuhkan PB-Wushu, masalah logo olympics five rings, dan judicial review UU SKN 2005. Metode penelitian yang digunakan ialah metode penelitian kualitatif. Data diperoleh melalui studi literatur dan wawancara. Teori yang digunakan dalam penelitian ini yaitu teori konflik. Hasil penelitian menunjukkan bahwa terjadinya konflik KONI-KOI dalam pengelolaan keolahragaan nasional disebabkan oleh pertama, lahirnya UU SKN 2005. Dampak dari UU ini memisahkan KONI dan KOI. Kedua, kewenangan KONI yang berkurang. Misalnya KONI tidak lagi berwenang untuk mengirim atlet ke ajang internasional. Dan terakhir, keterbatasan akses terhadap sumber daya, khususnya keuangan.

The background of this thesis has separated by the duties and authorities between KONI and KOI in the 2005 SKN Law. There are differences of opinion, debate, competition, even though the conflict, and competition in the distribution and the allocation of sources are scarce and limited in the 2005 SKN Law in which the conflict has emerged between KOI and KONI. The analysis of this study is the manifestation of the conflict that occurred between KONI and KOI which consists of several forms of behaviour concrete, namely the determination of the chief de mission (CDM) or the Chair of Contingent, the KONIs efforts to revise AD-ART, KOI confirmed PB-Wushu, the problem of the logo Olympic five rings, and the judicial review of the 2005 SKN Law. The research method used is qualitative research methods. The source of the data in this research are the literature studies and interviews. The theory used in this study is conflict theory. The result of this research conveyed that the first, the conflict between KONI-KOI in the management of national sport was caused in the beginning of 2005 SKN Law. The impact of this law separated KONI and KOI. Second, KONIs authority has diminished. For example KONI is no longer authorized to send the athletes to international event. And finally, the access of resources is limited, especially finance."

"ABSTRAKSkripsi ini adalah sebuah etnografi tentang organisasi olahraga beladiri karate yang para pengurus organisasinya melakukan pemanfaatan kekuasaan untuk memperoleh sumber daya materi melalui kegiatan kegiatan latihan rutin, ghasuku, dan ujian kenaikan sabuk. Pemanfaatan peluang sumber daya materi untuk memenuhi kebutuhan hidup menjadi sebuah sorotan dalam tulisan skripsi ini. Fenomena perkotaan memanfaatkan posisi serta kekuasaan untuk memperoleh sumber daya materi dalam kasus IKMP Jakarta selatan dapat menghambat kinerja dan tujuan utama organisasi, selain itu mungkin saja fenomena ini dapat terjadi pada organisasi lain di Indonesia.

ABSTRACT

This thesis is an ethnography of sport karate organization which the board of the organization do use powers to obtain material resources through regular exercise activities , ghasuku and belt promotion test . Exploiting the opportunities of material resources to meet the needs of life become a spotlight in writing this essay. Urban phenomenon utilize the position and powers to obtain material resources in southern Jakarta IKMP cases can hinder performance and the main purpose of the organization , but it may be a phenomenon which occurs in other organizations in Indonesia ."
