ABSTRAK
Global Maritime Axis is a political vision that Joko Widodo has trying to achieve in his presidency period. To achieve this vision, the Government should ensure that all sectors are in line with the expected output. One of those things is on the legal aspect. While there are many regulations providing the legal basis for the Government's activities, there is actually a problem on defining the most vital instrument of astate before this state become the Global Maritime Axis, which is sovereignty. Sea sovereignty that is regulated on Article 5 paragraph 3 of Act Number 32 of 2014 on Marine still depends on an uncertain instrument that has no further explanation. The phrase other related international law? on that article may provide several kinds of interpretation which might brings harm to the real meaning of sovereignty itself. This article will examine the existing laws and legal concept regarding the sovereignty of the sea of Indonesia. As the conclusion, this writing suggests that, as one of the most vital instrument, sovereignty shall not be dependent on an uncertain law but it shall be sure and precise to guarantee the protection of the need of the people of Indonesia

ABSTRACT
The position of the sun in the sky always changes periodically. A lot of research has been done to follow the sun's motion using a solar tracking system to increase the amount of solar energy that can be absorbed. The solar tracking system can be grouped into passive and active system. Active sun tracker system uses motor drive in following the motion of the sun. The current active tracking system is using one or two rotary axis. Active two-axis solar tracking system provides greater efficiency and effectiveness than one-axis solar tracking system. This study aims to increase the absorbable sun energy with a simple two-axis solar tracking system. This research has been done by experimental method by making a model of two-axis sun tracker and its field data retrieval. The main parts of the model in this study are (1) LDR sensor, (2) microcontroller and (3) motor drive. Initial data of field test results shows a maximum increase (269%) in absorbable solar energy on a model using a sun tracker than models that do not use a solar tracking system.

Skripsi ini membahas orientalisme dalam anime Hetalia: Axis Powers karya Hidekaz Himaruya yang dirilis pada tahun 2008. Penelitian ini bertujuan untuk menganalisis adanya tindak hegemoni dan pandangan orientalisme yang ditampilkan dalam anime tersebut. Analisis masalah penelitian menggunakan teori hegemoni Antonio Gramsci (1971) dan teori orientalisme Edward Said (1978). Penelitian skripsi ini bersifat kualitatif yang difokuskan pada anime Hetalia: Axis Powers. Hasil penelitian ini menunjukkan bahwa representasi orientalisme pihak Barat dalam anime Hetalia: Axis Powers terhadap pihak Timur dapat dibuktikan keberadaanya serta diwujudkan melalui beragam bentuk dominasi, namun teori Said tidak dapat diaplikasikan pada keseluruhan anime karena terdapat beberapa pengecualian. ...... This study is focused on orientalism in Hidekaz Himaruya?s anime, Hetalia: Axis Powers released in 2008. This study aimed to analyze hegemony action and orientalism as its part who were shown in the anime. The discussion in this study uses Antonio Gramsci?s Hegemony (1971) and Edward Said?s Orientalism (1978) as the theories. This study is a qualitative which focused on Hetalia: Axis Powers anime. The results of this study showed that the West?s orientalism over the East in the anime proved its existence and has been formed through domination diversity, even so, Said?s theory could not be applied throughout the anime due to some exception reason.

ABSTRAK
Perusahaan telekomunikasi mencapai titik kritis. Tingginya tingkat investasi, kompetisi dari perusahaan teknologi dan keinginan pelanggan yang dinamis membuat perusahaan harus  melakukan strategi agar perusahaan dapat tetap tumbuh dan dapat menjalankan bisnisnya. Peningkatan pendapatan diiringi dengan efisiensi pada beban operasional yang mendasari PT XL Axiata Tbk (XL) untuk melakukan merger dan akuisisi terhadap PT Axis Telekom Indonesia (AXIS) di tahun 2014. Penelitian ini menganalisis dampak dari bergabungnya dua perusahaan melalui analisis sinergi serta melihat apakah ada peluang tumbuh bagi XL setelah terjadinya akuisisi. Evaluasi yang dilakukan dalam penelitian ini mengacu pada kinerja keuangan XL periode sebelum akuisisi 2011-2013 hingga lima tahun setelah akuisisi 2014-2018. Berdasarkan hasil evaluasi sinergi dengan menggunakan metode DCF menunjukan bahwa nilai transaksi akuisisi lebih tinggi dari harga pasar wajar. Sinergi pendapatan dan sinergi beban untuk beberapa aspek menunjukan nilai yang positif. Sedangkan sinergi finansial dengan pengukuran nilai tambah pada perusahaan setelah akuisisi ditemukan rata-rata negatif. Growth opportunity XL memiliki nilai positif pada saat masa integrasi akuisisi namun menunjukan nilai negatif pasca akuisisi.
ABSTRACT
Telecommunication companies reach a critical point. The high level of investment, competition from technology companies, and dynamic customer behavior make the company have to make a strategy so that the company can continue to grow and be able to run its business. PT XL Axiata Tbk (XL) to conduct merger and aqcuisition towards PT Axis Telekom Indonesia (AXIS) in 2014. This research links it with connecting it with two companies engaged in the analysis field post-aqcuisition. Evaluations carried out in this study were published in the XL period before aqcuisition (2011-2013) up to five years after aqcuisition (2014-2018). Based on the results of the synergy effects using the DCF method, the value of the acquisition transaction is higher than the fair market price, the results of revenue synergies and the synergy of cost for several aspects (semi-variable cost & fixed cost) showed positive values, while financial synergy found a negative value (on average).  The opportunity for XL's growth was positive during integration but shows negative post-aqcuisition.

[Salah satu strategi untuk meningkatkan daya saing perusahaan adalah melalui penggabungan usaha. Konsolidasi industri melalui penggabungan usaha merupakan hal yang wajar terjadi. Hal itu juga yang melatarbelakangi inisiasi penggabungan XL dan Axis. Namun hal tersebut juga memunculkan berbagai kekhawatiran munculnya potensi praktik monopoli dan atau persaingan usaha tidak sehat sebagai dampak dari perubahan struktur pasar. Penggabungan usaha dikhawatirkan dapat meningkatkan monopoly power XL sehingga berpotensi mengakibatkan munculnya unilateral effect melalui penyalahgunaan posisi dominan yang dapat mengakibatkan munculnya praktik monopoli dan persaingan usaha tidak sehat di industri telekomunikasi seluler di Indonesia. Selain itu, semakin terkonsentrasinya struktur industri telekomunikasi seluler sebagai akibat berkurangnya pemain di pasar juga dapat mempermudah dilakukannya koordinasi antar pemain untuk mengurangi intensitas persaingan (coordinated effect) untuk mencapai kinerja yang optimal.Terlebih lagi, kondisi persaingan di industri telekomunikasi yang berada dalam kerangka multimarket competition sehingga memungkinkan para pemain melakukan kontak di berbagai pasar (multimarket contact) sehingga memfasilitasi terjadinya tacit collusion. Oleh karena itu perlu dilakukan kajian secara komprehensif untuk menganalisis sejauh mana penggabungan XL Axis akan mempengaruhi kondisi persaingan usaha di Industri Telekomunikasi Seluler di Indonesia, Merger is one of company’s strategies to improve competitiveness. It was also become a reason for the initiation of merger XL and Axis. In the other hand, it also raised a variety of concerns about potential monopolistic practices and unfair business competition as a result of market structure changes. The merger may increase the monopoly power of XL and potentially result the emergence of unilateral effects through abuse of a dominant position that could lead into monopolistic practices and unfair business competition in the Mobile Telecommunication Industry in Indonesia. In addition, the concentrated market structure of the Mobile Telecommunication Industry can also facilitate coordination among the players and reduce the intensity of competition (coordinated effects) to achieve high operational performance. Even more, the framework of multimarket competition in Mobile Telecommunication Industry allowed the firms to make contact in various markets may facilitate the occurrence of tacit collusion. Therefore it is necessary to do a comprehensive study to analyze whether the merger of XL Axis will influence the condition of competition in the Mobile Telecommunication Industry in Indonesia.]

Biomachining merupakan salah satu proses alternatif dalam fabrikasi mikro. Beberapa keunggulan yang dimiliki dalam proses biomachining adalah ramah lingkungan, tidak terjadi thermal damage pada permukaan benda kerja, dan efisien energi. Dalam penelitian biomachining multi-axis sebelumnya inklinator sudah dikembangkan dengan menggunakan konsep sendi peluru pada fixture sehingga memiliki dua sumbu rotasi dan sudut inklinasi dapat dilakukan ke segala arah. Telah dilakukan percobaan biomachining pada permukaan benda kerja tembaga dimana tiap - tiap posisi diberi sudut inklinasi 20° dan 40°. Percobaan dilakukan dalam waktu 6 jam untuk tiap - tiap posisi inklinasi. Pada penelitian kali ini proses yang sama dilakukan pada benda kerja nikel. Percobaan dilakukan dengan temperatur ruangan 23 - 25°C. Tujuan dilakukan penelitian ini adalah untuk melihat karakterisasi dan bentuk profil permukaan dari benda kerja nikel dengan perlakuan inklinasi sudut yang berbeda. Selain itu penelitian ini juga bertujuan untuk melihat perbandingan surface roughness dan bentuk profil permukaan dari benda kerja nikel dan tembaga yang telah melalui proses biomachining dengan sudut inklinasi yang sama. Berdasarkan hasil pengukuran didapatkan nilai material removal rate (MRR) dari benda kerja nikel dengan perlakuan inklinasi 20° dan 40° sebesar 0,102 mm3/jam dan 0,129 mm3/jam. Tingkat kekasaran yang paling rendah adalah nikel 40o dengan nilai rata-rata Ra 1,76 ± 0.31 µm dan diikuti oleh nikel 20o dengan nilai rata-rata Ra 2,41± 0.39 µm. Nilai rata-rata tingkat kekasaran benda kerja tembaga yang didapat dari penelitian sebelumnya lebih besar dibandingkan dengan benda kerja nikel. Dari hasil perbandingan dengan penelitian sebelumnya menunjukkan bahwa benda kerja tembaga memiliki kedalaman permukaan lebih besar dibanding dengan benda kerja nikel. ...... Biomachining is one of the alternatives in the micro fabrication process. The advantages of biomachining is environmentally friendly, no effect of thermal damage on the workpiece surface, and energy efficient. Previously, the study of multi-axis biomachining inklinator have been developed using the concept of joint bullets on his desk so that it has two axes of rotation and the angle of inclination which can be done in any direction. Biomachining experiments have been conducted on the surface of the copper workpiece where each position given the angles of inclination of 20° and 40°. Experiments performed within 6 hours for each position of inclination. In the present study, the same process carried out on nickel workpiece. The experiments were performed with room temperature 23-25°C. The purpose of this study is to look at characterization and profile shape of nickel with different inclination angles . In addition , this study aimed to compare the surface roughness and the shape of the workpiece surface profile nickel and copper that has been through the process biomachining with the same angle of inclination . Based on the results, the value of material removal rate ( MRR ) from nickel workpiece with inclination angle 20° and 40° are 0.102 mm3/hour and 0.129 mm3/hour . The lowest level of roughness (Ra) is nickel 40o with an average value 1.76 ± 0.31 µm and followed by nickel 20o with an average value 2.41 ± 0.39 µm. Average roughness of the copper samples were obtained from previous studies is greater than the nickel workpiece. From the comparison with previous research showing that copper workpiece surface has a depth greater than the nickel workpiece.

Perkembangan teknologi manufaktur modern untuk mampu merespon pasar yang sangat dinamis dengan memamerkan produk yang short life-cycle diperlukan peralatan dan proses manufaktur yang flexible serta agile cukup tinggi. Kebutuhan produksi pengelasan yang memerlukan flexible serta agile agar dapat memproses benda kerja yang kompleks dibutuhkan integrasi teknologi permesinan yang sudah ada seperti permesinan multi-axis. Penelitian ini bertujuan untuk merancang sebuah robot gantry dengan 5 derajat kebebasan berserta sistem kontrol yang mampu menggerakan kelima lengan robot hanya menggunakan satu buah mikrokontroller. Dalam penelitian ini digunakan sebuah komputer yang bertindak sebagai pengolah data. Komputer digunakan untuk mengolah data dan mikrokontroller untuk memberikan perintah pergerakan kelima lengan robot tersebut. Data yang diolah pada komputer berupa nilai dalam x,y,z dan i,j,k yaitu posisi dan orientasi. Dari data ini akan dibuat interpolasi kurva bezier dan hasil interpolasi ini digunakan agar mendapatkan kinematika inverse yang ditujukan untuk menggerakan stepper motor pada lengan robot tersebut supaya end effector pada lengan robot mampu berada di posisi dan orientasi yang diinginkan. Dari hasil penelitian ini didapatkan eror posisi pergerakan pada lengan sumbu-x, sumbu-y, dan sumbu-z akibat dari input yang telah diberikan. ......The development of modern manufacturing technology to respond to a very dynamic market with products exhibiting very short life-cycles needful tools and manufacturing process is flexible and quite agile high. Welding production needs that require flexible and agile in order to process the complex workpiece machining needed integration of existing technologies such as multi-axis machining. This study aims to design a gantry robot with 5 degrees of freedom along with a control system capable of moving 5 joint of robot arm using only one microcontroller. This study used a computer that acts as a data processor. Computers are used to process data and commands microcontroller to provide 5 joint movement of the robot arm. Data are processed on a computer in the form of a value in the x, y, z and i, j, k is the position and orientation. From this data will be made bezier curve interpolation and interpolation results are used to obtain inverse kinematics are intended to drive the stepper motors on the robot arm end effector to the robot arm can be in the desired position and orientation. From the results of this study found an error in the position of the movement arm x-axis, yaxis and z-axis as a result of the input that has been given.

The National Nuclear Energy Agency of Indonesia (BATAN) has one dedicated spectrometer for inelastic neutron scattering experiments. The instrument is a thermal neutron triple-axis spectrometer known as SN1. SN1 was installed in 1992 in the experimental hall of G. A. Siwabessy Research Reactor, Serpong, Banten. Malfunctions of the hardware and software have prevented the instrument from performing inelastic scattering measurements since 1996. The 2011-2015 five years project has been initiated to revitalize and optimize the SN1. The project serves as a preparation for the utilization of SN1 for the investigation of lattice dynamics, spin wave and magnetic excitations in condensed matters that will be started in 2016. In 2013, SN1 has successfully been repaired and was able to measure phonon dispersion relation of available single crystals, i.e., Cu, pyrolytic graphite (PG), Ge, and Al. In 2015, the first experiment on magnetic excitation to investigate magnon dispersion relation of a known Fe single crystal has been carried out. Standard methods of inelastic scattering measurements, i.e., a constant-energy transfer hω with either fixed final neutron energy Ef = 14.7 meV or fixed incoming neutron energy Ei = 30.59 meV, and a constant momentum transfer Q with fixed incoming neutron energy Ei = 30.59 meV, were applied to measure the low-energy magnetic excitations. For fixed Ef measurement, a 5-cm thick PG filter was set between the sample and the analyzer to eliminate λ/n harmonics. To limit the energy and momentum spreads of the beam, collimations of 40 minutes were applied before and after the sample. The spin waves were measured along the three principal symmetry directions of [00ζ], [ζζ0], and [ζζζ]. The measured magnons were compared to values in reference and were found to be in a good agreement with them. With such accomplishments, we are convinced that SN1 is now ready for its inelastic scattering application and will become one of BATAN’s neutron instrument which is routinely utilized for materials characterization on lattice dynamics and magnetic excitations by local and foreign scientists. Besides reporting the SN1 first measured magnon, the current status of SN1 instrument development will also be presented briefly.

Perekayasaan perangkat RIA IP10.1 adalah inovasi yang dilakukan PRPN-BATAN pada tahun 2010. Inovasi yang dilakukan pada perangkat RIA IP10.1 adalah pada sistem sample changer yang diterapkan adlah 2 sistem linear axis (x, z) dengan motor penggerak servo AC. Pada perangkat RIA IP10.1 juga menggunakan 5 buah detector sehingga proses pencacahan 50 sampel diharapkan lebih cepat. Seperti pendahulunya, seluruh pencacahan, prosedur pengambilan data dan mekanisme operasi dalam sistem ini seluruhnya dikendalikan oleh PC melalui modul elektronik. Modul elektronik tersebut terdiri dari modul tegangan tinggi modul pengendali motor dan interface USB. Adapun akuisisi data dan sistem komunikasinya menggunakan port USB dengan computer.
