Abstrak :
Berbagai program pengembangan kapasitas guru telah dilakukan sebelumnya demi pencapaian pemerataan kualitas guru yang ada di Indonesia.  Oleh karena itu, studi ini berfokus pada program Guru Merdeka Belajar oleh Komunitas Guru Belajar Nasional untuk meninjau lebih lanjut keadaan pelatihan berbasis pengembangan kapasitas guru terkini, yang juga ditinjau dari social network dan Pengembangan kapasitas. Penelitian ini menggunakan metode evaluasi oleh Reidar Dale yaitu Main Analytical Analysis dengan dengan pengambilan data berupa wawancara mendalam, analisis video serta data sekunder berupa dokumen terkait. Temuan dari penelitian ini adalah tingkat efektivitas, relevansi dan keberlanjutan yang rendah dan dampak yang cukup. Hal ini dikarenakan kurangnya perencanaan yang matang pada program sehingga keberhasilan program pun sulit terukur, sehingga dampak program pun bergantung pada seberapa kreatifnya peserta program dalam mereplikasi materi program ke sekolah masing-masing dan juga konsistensi individu dalam menghadiri program. Saran yang diperlukan adalah pengadaan tujuan. ......Various teacher capacity building programs have been carried out previously in order to achieve even distribution of teacher quality in Indonesia. A study conducted by Pitoyo (2011) found that the unpreparedness of existing human resources had an effect on the success of the program and also the lack of independence of program participants because they depended on training, indicating a program that was not sustainable as found in Situmorang (2018). Therefore, this study focuses on the Guru Merdeka Belajar program by the Komunitas Guru Belajar Nusantara to further review the state of the latest teacher capacity building-based training, which is also reviewed from social networks and Pengembangan kapasitas. This study uses the evaluation method by Reidar Dale, namely Main Analytical Analysis, by collecting data in the form of in-depth interviews, video analysis and secondary data in the form of related documents. The findings from this study are low levels of effectiveness, relevance and sustainability and moderate impact. This is due to the lack of careful planning in the program, so that the success of the program is difficult to measure, so that the impact of the program depends on how creative the program participants are in replicating program materials to their respective schools and also individual consistency in attending the program. The advice needed is to provide concrete program objectives so that program achievements can be more easily measured.

Lahirnya undang-undang Nomor 11 tahun 2020 tentang Cipta Kerja menuntut ketersediaan informasi geospasial sebagai basis data pemberian perizinan investasi di daerah. Ketersediaan informasi geospasial dasar di tahun 2020 masih tersedia 1.9% dari kebutuhan nasional. Tuntutan percepatan penyelenggaraan informasi geospasial tertuang dalam program prioritas kerja nasional pada rencana pembangunan jangka menengah nasional (RPJMN) tahun 2020-2024. Adanya keterbatasan kapasitas organisasi Badan Informasi Geospasial menuntut pengembangan kapasitas dilakukan sebagai upaya memenuhi kebutuhan Informasi Geospasial Nasional. Penelitian ini menggunakan pendekatan postpositivist dengan teknik pengumpulan data wawancara mendalam dan studi dokumentasi, analisis data kualitatif. Hasil dari penelitian ini adalah adanya kesenjangan kapasitas dan kebutuhan organisasi dalam upaya percepatan penyelenggaraan Informasi Geospasial, meliputi anggaran yang tidak memadai, infrastruktur yang belum optimal, kebutuhan teknologi yang lebih tinggi, kapasitas SDM belum memadai, dan budaya organisasi yang lemah. Strategi pengembangan kapasitas sebagai upaya pemenuhan kebutuhan Informasi Geospasial nasional adalah reorientasi penataan organisasi, penguatan kebijakan dan infrastruktur, program pengembangan kapasitas SDM berbasis kompetensi, penguatan kerjasama dengan stakeholder, dan penguatan budaya organisasi melalui peran kepemimpinan yang optimal. ......The enactment of Law Number 11 of 2020 concerning Job Creation requires the availability of geospatial information as a database for granting investment permits in the regions. The availability of basic geospatial information in 2020 is still available at 1.9% of national needs. The demand for acceleration of the implementation of geospatial information is contained in the national work priority program in the national medium-term development plan (RPJMN) for 2020-2024. The limited organizational capacity of the Geospatial Information Agency requires capacity development to be carried out in an effort to meet the needs of the National Geospatial Information. This study uses a post-positivist approach with in-depth interview data collection techniques and documentation studies, qualitative data analysis. The result of this research is that there is a gap in the capacity and needs of organizations in an effort to accelerate the implementation of Geospatial Information, including inadequate budgets, infrastructure that is not optimal, higher technology needs, inadequate human resource capacity, and weak organizational culture. The capacity development strategy as an effort to meet the needs of national Geospatial Information is reorienting organizational arrangements, strengthening policies and infrastructure, competency-based HR capacity development programs, strengthening collaboration with stakeholders, and strengthening organizational culture through optimal leadership roles.

Even though the concept of human rights mainstreaming is not new to public international law, it has recently gained increased recognition as a practical approach for recognizing the linkages between human rights and other social justice issues such as environmental protection. A plenitude of literature have been generated on the need to recognize and enforce human rights standards and norms in a wide range of issues including environment, health, gender, poverty, food, water and refugee protection to mention but a few. Despite the rapid ascendancy of the human rights mainstreaming concept, much attention have not been given to the scope of human rights mainstreaming and the practical aspects of human rights mainstreaming, particularly whether institutions consisting of ?outsiders? to the human rights epistemic community can interpret and enforce human rights obligation. Put simply, do environmentalists, scientists and outsiders to human rights have the capacity to mainstream human rights? This paper examines the scope and tenets of human rights mainstreaming, it then discusses the practical aspects of mainstreaming human rights into policy making, particularly how epistemic concerns on human rights mainstreaming can be addressed in national and international policy design and implementation. There is virtually no aspect of our work that does not have a human rights dimension. Whether we are talking about peace and security, development, humanitarian action, the struggle against terrorism, climate change, none of these challenges can be addressed in isolation from human rights.
