Abstrak :
Pembangunan MRT/ Transportasi berbasis rel saat ini sedang banyak di Indonesia terutama di Jakarta. Bertujuan untuk mempelajari masalah penetapan biaya operasi dan pemeliharaan untuk menentukan komponen biaya hingga penetapan biaya operasi dan pemeliharaan per kilometer sebagai pedoman untuk pembangunan MRT selanjutnya, dengan berdasar pada Peraturan yang ada dan dikembangkan dari studi yang ada pada artikel mengenai MRT di luar negeri. Estimasi biaya operasional dan pemeliharaan tahunan untuk MRT per kilometer adalah Rp 40 milyar/ Km?Tahun. Operator MRT memerlukan subsidi sebesar 43 agar keberlanjutan perusahaan operator MRT dapat terjaga.

This Thesis is conducted to learn about operation and maintenance cost, which leads to cost components to conduct operation and maintenance cost per kilometer as a guide for further MRT development. Based on existing regulations and developed from studies in the article of MRT abroad. Estimated yearly cost of MRT rsquo s operation and maintenance for distance unit is Rp 40 billion Km Year. MRT operators require a subsidy of 43 so that the sustainability of MRT operator can be maintained.

Industri konstruksi memiliki peranan penting dalam perkembangan ekonomi negara, terutama negara berkembang. Namun, seiring dengan peningkatan sektor konstruksi, kecelakaan kerja pada bidang konstruksi juga meningkat. Kecelakaan ini memberikan dampak yang negatif terhadap proyek, seperti korban jiwa, material, waktu, dan lain-lain. Terjadinya kecelakaan kerja dapat dicegah melalui sistem manajemen keselamatan dan kesehatan kerja yang baik. Tetapi penerapan sistem manajemen keselamatan dan kesehatan kerja masih belum maksimal, hal ini dikarenakan tidak adanya anggaran terpisah pada sektor ini. Sehingga, pembiayaan pada sistem manajemen ini diambil dari anggaran proyek, yang menyebabkan berkurangnya keuntungan perusahaan konstruksi. Penelitian ini bertujuan untuk mengembangkan rencana biaya keselamatan dan kesehatan kerja konstruksi yang berbasis WBS pada pekerjaan struktur bawah bangunan gedung. Hasil dari penelitian ini adalah WBS standar pekerjaan struktur bawah bangunan gedung, sumber risiko yang berpotensi bahaya pada pekerjaan struktur bawah bangunan gedung, pembuatan safety plan, dan komponen biaya keselamatan dan kesehatan kerja konstruksi dengan menggunakan safety plan berbasis WBS yang sudah terstandarisasi, dengan tujuan dapat meningkatkan kinerja keselamatan dan kesehatan kerja dan mengurangi kecelakaan kerja pada pelaksanaan proyek konstruksi. ......The construction industry has an important role in the economic development of the country, especially developing countries. However, along with the increase in the construction sector, work accidents in the construction sector also increased. This accident has a negative impact on the project, such as loss of life, material, time, and others. Occurrence of work accidents can be prevented through a good work safety and health management system. But the implementation of the occupational safety and health management system is still not optimal, this is because there is no separate budget in this sector. Thus, the financing of this management system was taken from the project budget, which led to a reduction in the profits of construction companies. This study aims to develop a plan for the cost of WBS-based construction work safety and health management on the building lower structure work. The results of this study are the standard WBS of building lower structure work, potentially hazardous risk sources on the work of the building lower structure, the making of a safety plan, and the construction safety cost components using a standardized WBS-based safety plan with the aim can improve occupational safety and health performance and reduce work accidents in the construction projects.

Pemerintah menargetkan kekurangan pasokan atau backlog perumahan di 2019 menjadi 5,4 juta. Dengan kekurangan kebutuhan rumah susun sewa yang masih sangat besar, maka kebutuhan pembangunan rumah susun sewa di masa yang akan datang masih sangat tinggi. Namun di lain pihak, pada pelaksanaan proyek konstruksi di Indonesia secara umum jumlah kecelakaan kerja juga meningkat. Merujuk data Badan Penyelenggara Jasa Sosial (BPJS) Ketenagakerjaan, secara nasional angka kecelakaan kerja sektor konstruksi tercatat sebagai sektor terbanyak nasional angka kecelakaan kerja. Manajerial keuangan penting untuk membantu proses pembuatan keputusan terkait keselamatan kerja. Sedangkan penerapan pembiayaan SMK3 di Indonesia pada sektor konstruksi terutama pada bangunan gedung belum diatur secara jelas dan terukur. Pada pelaksanaannya, peraturan yang adapun belum sepenuhnya diikuti oleh para pelaku konstruksi bahkan di lingkungan Kementerian Pekerjaan Umum dan Perumahan Rakyat sendiri. Activity-Based Costing (ABC) atau perhitungan biaya berbasis aktivitas telah muncul sebagai pendekatan baru yang menghubungkan biaya yang terkait langsung dengan kegiatan bisnis dengan produk manufaktur. Untuk membuat perhitungan biaya berbasis aktivitas, membuat WBS dan menentukan item pekerjaan secara tepat merupakan upaya yang bermanfaat dan diperlukan untuk penilaian risiko berbasis aktivitas yang efektif. Pekerjaan arsitektur pada pembangunan gedung dalam hal ini pembangunan rumah susun sewa, adalah pekerjaan yang memiliki jumlah item pekerjaan paling banyak dibandingkan dengan item jenis pekerjaan yang lain. Maka berdasarkan temuan di atas, mengingat masih tingginya rencana pembangunan rumah susun sewa, masih tingginya angka kecelakaan kerja dan masih belum diterapkannya pembiayaan K3 secara menyeluruh di lingkungan Kementerian PUPR maka penelitian ini fokus terhadap pengembangan biaya K3 untuk pekerjaan komponen arsitektur pada bangunan gedung rumah susun sewa di Kementerian Pekerjaan Umum dan Perumahan Rakyat berbasis WBS.

The government is targeting a supply shortage or housing backlog in 2019 to be 5.4 million. With the shortage of rental housing needs that are still very large, the development needs of rental flats in the future are still very high. But on the other hand, the implementation of construction projects in Indonesia in general the number of work accidents also increased. Referring to Labor Social Service Agency (BPJS) data, nationally the number of occupational accidents in the construction sector is recorded as the most national sector of the number of occupational accidents. Managerial finance is important to assist the process of making decisions related to work safety. While the regulations and provisions concerning OHS financing in Indonesia in the construction sector, especially in buildings, have not been clearly and measurably regulated. In its implementation, the existing regulations have not been fully followed by construction actors even within the Ministry of Public Works and Public Housing itself. Activity-Based Costing (ABC) has emerged as a new approach that connects costs directly related to business activities with manufactured products. To make activity-based cost calculations, creating a WBS and determining work items appropriately is a useful and necessary effort for effective activity-based risk assessment. Architectural work on building construction in this case the construction of rental apartments, is a job that has the highest number of work items compared to other types of work items. Based on the findings above, given the highly demands for the construction of rental apartments, the high number of occupational accidents and the lack of overall implementation of safety cost financing within the Ministry of Public Works and Housing, this study focuses on safety cost components development for architectural component work in rental apartments building project at the Ministry of Public Works and Public Housing base on Work Breakdown Structure.

Pelayaran rakyat merupakan industri pelayaran kecil yang memiliki fungsi dalam pelayanan distribusi komoditas menuju kawasan terpencil di Indonesia. Dikarenakan berbagai faktor, saat ini industri pelayaran rakyat memiliki performa yang rendah. Penelitian ini bertujuan untuk mengidentifikasi apakah performa pelayaran rakyat tersebut dapat ditingkatkan dari segi komponen biaya yang dikeluarkan. Penelitian dilakukan terhadap perusahaan-perusahaan pelayaran rakyat yang berada di pelabuhan Sunda Kelapa dengan metode kuesioner dan wawancara terstruktur. Dari hasil penelitian, disimpulkan bahwa biaya yang dikeluarkan oleh perusahaan pelayaran rakyat sudah cukup baik. Peningkatan performa dapat dilakukan dengan melakukan optimalisasi pada komponen biaya yang berlebihan

ABSTRACT
Pelayaran rakyat is a small and middle tier shipping industry that has an important function in commodities? distribution service at isolated areas in Indonesia. Because of many factors, currently this Pelayaran Rakyat industries have a very poor performances. The purpose of this research is to identificate whether or not Pelayaran Rakyat?s performances can be increase in the aspect of cost components. The research took place in Sunda Kelapa harbour with Pelayaran Rakyat companies at Sunda Kelapa as the subject and the research went with questionnaire and structural interviews as the methods. From the result, it can conclude that the cost components of Pelayaran Rakyat is already in a good state. However, in order to increase the performance of Pelayaran Rakyat, companies have to optimize their financial outcome, especially the exaggerated cost components.

Angka kecelakaan konstruksi di Indonesia tergolong tinggi, termasuk pada konstruksi Jalan Tol. Kecelakaan pada proyek konstruksi di Indonesia menunjukkan bahwa selain penerapan Sistem Manajemen Keselamatan Konstruksi di Indonesia masih terabaikan, kecelakaan konstruksi juga disebabkan oleh kurangnya biaya dalam Sistem Manajemen Keselamatan Konstruksi. Proyek konstruksi jalan tol telah menetapkan anggaran biaya SMKK sebesar 0,5-1,5 % dan dinilai cukup rendah karena berada dibawah 3 % dari biaya proyek. Metode statistik dengan SPSS versi 26 digunakan untuk meneliti hubungan dari komponen Biaya SMKK, komponen AHSP, dan Kinerja Keselamatan Konstruksi pada Proyek Jalan Tol. Hasil dari penelitian akan menunjukkan komponen yang paling berpengaruh pada kesadaran keselamatan adalah papan jalur evakuasi, Alat Pemadam Api Ringan (APAR), program inspeksi dan audit internal. Komponen yang paling berpengaruh pada manajemen disiplin diri adalah induksi keselamatan konstruksi, tali keselamatan (lifeline), dan biaya alat. Komponen yang paling berpengaruh pada pengendalian kecelakaan adalah Alat Pemadam Api Ringan (APAR), program inspeksi dan audit internal, serta biaya material. ......The number of construction accidents in Indonesia is quite high, including the construction of toll roads. Accidents on construction projects in Indonesia show that in addition to the neglect of the implementation of the Construction Safety Management System in Indonesia, construction accidents are also caused by a lack of cost in the Construction Safety Management System. The toll road construction project has set an SMKK cost budget of 0.5-1.5% and is considered quite low because it is below 3% of the project cost. Statistical methods were used to examine the relationship of Cost Components of SMKK, Components of AHSP, and Construction Safety Performance on Toll Road Projects. The results of the study show that the components that have the most influence on safety awareness are evacuation route boards, fire extinguishers, inspection programs and internal audits. The components that have the most influence on self-discipline management are construction safety induction, lifeline, and tool costs. The components that have the most influence on accident control are fire extinguishers, inspection and internal audit programs, and material costs.

Komponen biaya pembangunan bangunan gedung negara digolongkan kedalam komponen biaya pekerjaan standar dan non-standar. Dalam pelaksanaan suatu proyek konstruksi gedung diperlukan suatu cara agar dalam pelaksanaanya menjadi efisien, sehingga diperlukan penetapan persentase bersifat analitis yaitu dengan pendekatan probabilistic cost estimating untuk mendapatkan range estimate dengan tingkat akurasi estimasi yang tepat. Simulasi permodelan efisiensi dan estimasi masing-masing komponen biaya dilakukan dengan bantuan software Crystall ball, dan diharapkan hasil penelitian ini dapat digunakan sebagai pedoman dalam menentukan dan mengendalikan biaya konstruksi proyek bangunan gedung pada pembangunan selanjutnya.

ABSTARCT
Component of the state building construction costs classified in cost of components and non-standard employment standards. In the implementation of a building construction project needed a way for the implementation to be efficient, so it requires the determination of the percentage that the analytical probabilistic approach for estimating cost estimate range to estimate the exact degree of accuracy. Simulation modeling and estimation of the efficiency of each component is done with the help of software costs Crystall ball, and the expected results of this study can be used as a guide in determining and controlling the cost of construction of building projects on the next construction.
