ABSTRAK
Belum diketahuinya determinan penerapan prinsip etik keperawatan merupakan masalah yang berdampak pada perilaku etik perawat dalam melaksanakan asuhan keperawatan dan mempengaruhi kepuasan serta kesejahteraan pasien. Penelitian ini bertujuan untuk mengidentifikasi determinan penerapan prinsip etik keperawatan. Desain penelitian menggunakan deskriptif korelasi dengan rancangan cross sectional pada 120 perawat melalui simple random sampling. Pengumpulan data menggunakan kuesioner dengan analisis univariat, bivariat, dan multivariat. Determinan penerapan prinsip etik keperawatan adalah karakteristik pekerjaan, pengetahuan perawat tentang etik keperawatan, supervisi atasan, hubungan dengan rekan kerja, penghargaan, peran kepala ruang, dan masa kerja (p= <0,001-0,049). Variabel yang paling dominan berhubungan adalah karakteristik pekerjaan (p< 0,001). Faktor-faktor tersebut perlu mendapat perhatian manajer di rumah sakit dengan tetap melakukan evaluasi terhadap faktor lain agar dapat meningkatkan penerapan prinsip etik keperawatan
ABSTRACT
The determinant of nursing ethics practice is not identified yet. This problem affects the ethical behavior of nurses in performing nursing care. According to that, it was influencing satisfaction and patient well-being. This study aims to identify the determinants of the ethical principles application in nursing. Descriptive, correlation, cross-sectional design was applied, through simple random sampling to 120 nurses. Data collecting used questionnaires, with univariate, bivariate, and multivariate analyzes. Determinants of nursing ethic application principle were job characteristics, nurses knowledge related to nursing ethics, supervision by supervisor, relationship with colleagues, awards, the role of head nurse, and tenure (p= <0,001-0,049). The most dominant variable was job characteristics (p< 0,001). These factors need an attention by hospital manager to keep evaluating the other factors in order to improve the application of ethical principles in nursing;

DBD masih menjadi masalah di Indonesia, salah satu kebijakan dan langkah dalam upaya pencegahan dan penanggulangan kasus DBD adalah dengan memberdayakan masyarakat dalam bentuk program Juru Pemantau jentik (Jumantik). Namun, pada kenyataannya Jumantik masih menemui berbagai masalah, diantaranya jumlah imbalan yang tidak sesuai dan penolakan-penolakan dari masyarakat setempat. Hal tersebut tentunya akan mempengaruhi kinerja Jumantik yang nantinya juga akan mempengaruhi sukses pencapaian program pecegahan dan penanggulangan DBD. Selain itu, salah satu daerah yang masih memiliki ABJ rendah adalah Kelurahan Cilandak Timur yang berada di wilayah Kecamatan Pasar Minggu, yang selama tahun 2008 memiliki angka kasus DBD terbanyak se-DKI Jakarta. Penelitian ini bertujuan untuk mengetahui gambaran kinerja Jumantik di Kelurahan Cilandak Timur Tahun 2008 dan hubungannya dengan faktor individu, psikologi, dan organisasi. Penelitian ini dilakukan oleh peneliti selama kurang lebih dua minggu yaitu minggu ke-2 dan ke-3 bulan Mei tahun 2009 dengan cara menyebarkan kuesioner kepada seluruh Jumantik di Kelurahan Cilandak Timur dan telaah dokumen Kecamatan Pasar Minggu sebagai data sekunder. Hasil penelitian menunjukkan bahwa sebagian besar Jumantik memiliki kinerja tinggi, yaitu sebanyak 97 % Jumantik memiliki kinerja tinggi dan 3 % Jumantik memiliki kinerja yang rendah. Selain itu, ditemukan lebih banyak Jumantik yang tidak memenuhi standar persyaratan usia, yaitu sebanyak 82,1 % Jumantik berusia > 35 tahun. Begitu pula yang ditemukan pada faktor pendidikan, masih ada 25,4 % Jumantik yang tidak memenuhi syarat pendidikan. Sebagian besar Jumantik memiliki masa kerja ≤ 3 tahun (64,2 %), pengetahuan yang tinggi (83,6 %), pernah mengikuti pelatihan Jumantik (61,2 %), motivasi tinggi (95,5 %), sarana yang dibutuhkan telah dipenuhi (82,1 %), pernah mendapat supervisi (88,1 %), dan menerima imbalan (97 %). Dari hasil analisis bivariat diperoleh bahwa usia dan supervisi berhubungan dengan kinerja Jumantik. Sedangkan variabel selain usia dan supervisi tidak berhubungan dengan kinerja Jumantik. Oleh karena itu, perlu dilakukan kegiatan penyegaran agar Jumantik tidak merasa jenuh. Selain itu perlu adanya sistem imbalan yang sesuai dengan Kinerja yang dapat menambah motivasi Jumantik dalam melaksanakan tugas dan dipenuhinya sarana yang dibutuhkan Jumantik untuk meringankan beban Jumantik dalam melaksanakan tugas.
DBD is still a problem in Indonesia, one of the policies and steps in the efforts to prevent and handle DBD cases by empowering community in the form of Jumantik program. However, in reality Jumantik is still has many problems, including the amount of compensation which is not appropriate and rejections from the local community. This will impact to the performance of Jumantik in the future and then it will impact to the successful achievement of prevent and handle DBD program. In addition, one of the areas which still have low ABJ is East Cilandak that is located in the area of Pasar Minggu, where during the period of 2008 have the most number of DBD cases in province of DKI Jakarta. This study purpose to find describing the performance of Jumantik at East Cilandak in 2008 and related to the factors of individual, psychology, and organization. This study was conducted by researchers for two weeks where it was done at the second and the third week on Mei 2009 by way of distributing the questionnaire to all Jumantik at East Cilandak and document study at Pasar Minggu as secondary data. Study result indicated that most of Jumantik had a high performance where 97% of Jumantik had a high performance and 3% of them have low performance. In addition, it was found more Jumantik which did not have the standard requirements of age, 82,1% of Jumantik were more than 35 years old. The same factors which were found in education, there was still 25,4% of Jumantik did not have the requirements of education. Most of Jumantik had work period less than 3 years (64.2%), high knowledge (83.6%), receiving Jumantik training (61.2%), high motivation (95.5%), facilities which were required have been fulfilled (82.1%), getting supervision (88.1%), and receiving the rewards (97%). From the result of bivariate analysis indicated that age and supervision related to Jumantik performance. While other variables without age and supervision did not relate to Jumantik performance. Therefore, it was suggested to do new activities so Jumantik did not feel bored. Besides it was important the existance of compensation system which was available with performance so it can increase Jumantik motivation to implement the tasks and the necessary facilities which were needed by Jumantik to alleviate Jumantik burden on implementing the tasks.

Seiring meningkatnya persaingan bisnis di dalam industri rumah sakit, organisasi rumah sakit dituntut untuk terus meningkatkan keunggulan kompetitif di masa depan yang ditentukan oleh sumber-sumber pengetahuan organisasi.Di mengelola pengetahuan yang dimiliki individu di dalam organisasi, dapat dipengaruhi oleh tiga hal, yaitu individual factor, social exchange dan organizational factor. Tujuan penelitian ini adalah untuk menganalisis pengaruh individual factor, social exchange, organizational factor, knowledge sharing, innovation capability dan performance. Unit analisis penelitian ini adalah, manajer tingkat menengah organisasi Rumah Sakit Kelas C di Depok. Penelitian ini menggunakan data primer, melalui pembagian kuesioner dan teknik statistik yangdigunakan adalah SEM dengan metode PLS. Hasil penelitian ini menunjukkan bahwa organizational factor lebih berpengaruh terhadap knowledge sharing dibanding individual factor dan social exchange pada organisasi Rumah Sakit Kelas C di Depok. Hal ini menunjukkan bahwa organisasi rumah sakit telah dapat melakukan pengelolaan pengetahuan di dalam organisasi dengan baik sehingga dapat meningkatkan kemampuan inovasi organisasi dan meningkatkan kinerja.;

The increasing competition in the hospital industry, hospital organizations are required to continuously improve competitive advantage in the future is determined by the knowledge resources of the organization. In managing the knowledge of the individual in the organization, can be affected by three things, namely individual factors, social exchange and organizational factors. The purpose of this study was to analyze the influence of individual factors, social exchange, organizational factors, knowledge sharing, innovation capability and performance. The unit of analysis of this research is, middle level managers organizations Hospital Grade C in Depok. The results of this study indicate that organizational factors affect the knowledge sharing is more than the individual and social factors on organizational exchange Hospital Grade C in Depok. Penelitian ini menggunakan pendekatan Dynamic Capabilities dan Entrepreneurship dalam menganalisis pengaruh Lingkungan dan Faktor Organisasi terhadap pembentukan Kinerja pada organisasi Pemerintah Penggunaan secara bersama konsep Dynamic Capabilities dan Entrepreneurship sehingga saling melengkapi merupakan operasionalisasi dari konsep Strategic Entrepreneurship dan belum dilakukan pada organisasi publik Karena organisasi Pemerintah memiliki tugas yang spesifik pada bidangnya atau adanya spesialisasi akan terjadi eksternalitas dan adanya tujuan bersama antar organisasi maka diperlukan adanya Koordinasi untuk pencapaian Kinerja yang optimal

Dalam penelitian diuji sepuluh hipotesis atas hubungan enam variabel penelitian yaitu Faktor Organisasi Lingkungan Dynamic Capabilities Entrepreneurial Orientation Koordinasi dan Kinerja Penelitian dilakukan terhadap unit organisasi Pemerintah tingkat eselon dua atau level manajer menengah pada sembilan Kementerian yang bertugas di bidang infrastruktur melalui survei pada bulan Juni – Juli 2014 Analisis terhadap 138 unit organisasi yang menjadi sample penelitian dilakukan dengan menggunakan Structural Equation Model (SEM)

Berdasarkan hasil analisis penggunaan konsep Dynamic Capabilities dan Entrepreneurship secara bersamaan dan saling melengkapi dapat dijalankan dan model dapat diterapkan pada organisasi Pemerintah Pola pembentukan Kinerja yang signifikan adalah Faktor Organisasi mempengaruhi Dynamic Capabilities dan Entrepreneurial Orientation dimana Dynamic Capabilities secara simultan juga mempengaruhi Entrepreneurial Orientation kemudian Entrepreneurial Orientation mempengaruhi Kinerja Hal ini mengindikasikan bahwa pada unit organisasi Pemerintah level menengah karena lebih fokus pada rencana governance dan akuntabilitas bahwa: (1) Faktor Organisasi yang dimiliki berkontribusi pada kemampuan Dynamic Capabilities dan Entrepreneurship yang meningkatkan Kinerja unit organisasi (2) perubahan Lingkungan tidak segera membuat unit organisasi dapat merubah strateginya atau merealokasi resources dan capabilities yang dimilikinya dan (3) belum signifikan membangun Koordinasi aktif dengan unit organisasi lain untuk meningkatkan Kinerja Agar Kinerja organisasi Pemerintah dapat lebih ditingkatkan diperlukan perhatian pada (1) masalah kewenangan dan prosedur pengambilan keputusan untuk melakukan perubahan strategi pelaksanaan kegiatan (2) mekanisme Koordinasi dan perubahan strategi pelaksanaan sebagai bagian dari perencanaan kegiatan dan (3) masalah pengukuran Kinerja organisasi

 


This dissertation studied about Environment and Organizational Factor that explained performance of government institutions by utilizing the two streams of Strategic Management Theory – Dynamic Capability and Entrepreneurship Combining those two theories provided a solid concept of strategic entrepreneurship for government organization that has never been studied before Government organization had specific function in its field therefore that specialization created externality and common goals among organizations In that circumstances Coordination exists to reach the optimum performance

This study developed ten hypotheses to analyze six variables The six variables were Organizational Factor Environment Dynamic Capabilities Entrepreneurial Orientation Coordination and Performance Units to analyze are the population of middle management in nine ministries that responsible for infrastructure development (138 units in total) Questionnaire distribution and collection were conducted during June – July 2014 Structural Equation Model (SEM) was used to analyze the hypotheses

By combining the concept of Dynamic Capabilities and Entrepreneurship the writer discovered a new model that explained strategic entrepreneurship theory applied in Government organizations The model justified a pattern to reach performance of organization as follows Organizational Factor affects Dynamic Capability and Entrepreneurial Orientation Simultaneously Dynamic Capability also affected Entrepreneurial Orientation Then Entrepreneurial Orientation which was amplified by Organizational Factor and Dynamic Capability created Performance

Study results indicate that since middle management in government organization more focus on planning governance and accountability there are there consequences Those are (1) Organizational Factor contributes to improve Dynamic Capabilities dan Entrepreneurship that lead to Performance of the unit of organization; (2) Environment change is not directly reflected in the unit of organization’s strategy or reallocation of resources and capabilities; and (3) Coordination among unit organizations is not significantly effective to reach performance

At the end of the study the writer provides suggestions to improve performance of government organizations Suggestions are as follows: (1) define a clear authority and procedure on decision making mainly in strategical change of activities; (2) put attention on coordination mechanism and strategic change as part of planning activities; and (3) clarify performance measurement in organization level
