"Evaluation on Management of Nutrition Program Implementation on Health Center in Bogor, 1999Health Center gives health service to whole people in Indonesia. Its aim to prevent nutrition problems and to improve nutrition status. In Health Center, there are several employee like nutritionist, nurse, midwife, and others. Bogor was located on West Java and near Capital of Indonesia. Total population on 1999 approximately 680.541 people. Bogor has 23 Health Centers, 31 sub districts, and 37 villages. All of Health Centers implement nutrition program, but it was low targets for DIS, NIS, and PEM, except in 1999/2000.
At the present time, management is one of important instrument on health development So, it has to efficient and effective. The study was aimed to get information about evaluation on input (human resource, cost, and facility), process (planning, leadership, and controlling), and output (D/S, NIS, PEM) in implementation of nutrition program. The study was conducted at 6 Health Centers. Data collecting was got from in depth interview and focus group discussion by questionnaire to input and process variable, where as output use secondary data from annual report at Dinkes, 1999. Data analysis use triangulation and was compared between interview result and theory.
The result of this study show that input (human resource, cost, and facility) was less and process (planning, organization, leadership, controlling) always exist. The target (NIS, KIS) was increased. Organization gives support to achieve the program. Leader is determinant to moving his staff on implement the program. On the other hand, report monthly was needed to do controlling. Result of under five years (balita) weighing in Bogor show that poor nutrition (medium PEM) are 3,3% (2047 children) and children that weighing are 100%. To intervention poor nutrition, there are fund from APBD II and other from Social Safety Network for Health. Where, it implementation by giving adding food to recovery. On this study, community involvement is necessary and we need one policy about Pozi (Pojok Gizi) Program."

"Posyandu merupakan suatu program Pemerintah Povinsi DKI Jakarta yang bertujuan untuk menunjang penurunan angka kematian ibu dan bayi melalui upaya pemberdayaan masyarakat. Salah satu daerah yang melaksanakan Program Posyandu adalah RW 07 Kelurahan Jagakarsa. Namun, meskipun selama ini pelaksanaan Program Posyandu telah berjalan dengan baik, jumlah anak balita di bawah garis merah meningkat sebanyak 23 balita di tahun 2012. Oleh karenanya skripsi ini akan membahas mengenai bagaimana pelaksanaan program posyandu di RW 07 Kelurahan Jagakarsa. Penelitian ini menggunakan metode kualitatif dalam pengumpulan data dan pendekatan kualitatif untuk menganalisis data. Berdasarkan hasil temuan di lapangan, pelaksanaan posyandu berjalan dengan baik dan secara rutin dilaksanakan oleh masyarakat.

Posyandu is a program that held by Jakarta Provincial Government which aims to lower maternal and infant mortality through community empowerment. RW 07 Kelurahan Jagakarsa is one of the region that implement the program posyandu. However, although during the implementation of the Posyandu Program runs well, the number of children under five below the red line increased by 23 toddlers in 2012. However, this paper will discuss abaout how the implementation of Posyandu Program for society in RW 07 Kelurahan Jagakarsa. This study uses a qualitative methods in collecting data and a qualitative approach to analyze data. Based on findings in the field, posyandu runs well and is routinely carried out by the community

This thesis discusses abou the implementation of innovative pond programs for farmer groups mina farm sustainably as part of Corporate Social Responsibility (A Case Study of the Partnership and Community Development PT. PLN (Persero) PLTU Lontar). This research is qualitative with descriptive interpretive. The data were collected by means depth interview. The results showed process of program implementation and the factors supporting and inhibiting the implementation program.

"Pemerintah telah berupaya mencegah dan mengurangi angka kejadian penyakit dengan Inpres No.1 Tahun 2017 tentang GERMAS. GERMAS adalah suatu tindakan sistematis dan terencana yang dilakukan secara bersama-sama oleh seluruh komponen bangsa dengan kesadaran, kemauan dan kemampuan berperilaku sehat untuk meningkatkan kualitas hidup. Puskesmas merupakan ujung tombak pelayanan kesehatan di Indonesia. Penelitian ini bertujuan untuk mengetahui pelaksanaan GERMAS di Puskesmas Kota Depok tahun 2019. Desain penelitian ini adalah cross-sectional dan data dikumpulkan dari 30 Puskesmas di Kota Depok. Analisis data statistik univariat dengan distribusi frekuensi, analisis bivariat menggunakan chi-square dan analisis multivariat dengan korelasi logistik Hasil penelitian menunjukkan 83,3% Puskesmas melaksanakan sosialisasi GERMAS dan edukasi sehat, 100% Puskesmas melakukan penyuluhan ASI ekslusif, 83.3 % Puskesmas melakukan kegiatan deteksi dini penyakit, IVA dan Ca mammae dan 80% Puskesmas melakukan kegiatan sosialisasi gemar aktivitas fisik. Ketersediaan sumber daya manusia, dana, sarana dan prasarana dalam pelaksanaan GERMAS di Puskesmas Kota depok memadai, namun belum adanya petunjuk pelaksana/SK dari Dinas Kesehatan maupun SK Kepala Puskesmas untuk pelaksanaan GERMAS di Puskesmas. Saat ini petunjuk pelaksana yang dipakai sebagai pedoman kegiatan GERMAS masih mengikuti Perwal yang ada. Perencanaan dan pengorganisasiannya belum mempunyai roadmap pelaksanaan GERMAS di Puskesmas dan 70 % Puskesmas pengawasannya baik. Terdapat hubungan yang signifikan antara sarana dan prasarana terhadap kegiatan GERMAS (p-value<0,05). Tidak terdapat hubungan yang signifikan antara perencanaan, pengorganisasian dan pelaksanaan terhadap kegiatan GERMAS (p-value >0,05) dan terdapat hubungan yang signifikan antara pengawasan dengan pelaksanaan GERMAS . Analisis multivariat menunjukkan faktor yang dominan mempengaruhi kegiatan GERMAS adalah pengawasan. Puskesmas diharapkan meningkatkan sosialiasi dan upaya pemberdayaan masyarakat dalam pelaksanaan GERMAS.

The government has tried to prevent and reduce the incidence of disease with Presidential Instruction No.1 Year 2017 concerning GERMAS. GERMAS is a systematic and planned action carried out jointly by all components of the nation with awareness, willingness and ability to behave in a healthy manner to improve the quality of life. Puskesmas are the spearhead of health services in Indonesia. This study aims to determine the implementation of the GERMAS in Depok City Health Center in 2019. The design of this study was cross-sectional and data were collected from 30 Puskesmas in Depok City. Univariate statistical data analysis with frequency distribution, bivariate analysis using chi-square and multivariate analysis with logistical correlations The results showed 83.3% of Puskesmas conducted GERMAS socialization and healthy education, 100% of Puskesmas conducted exclusive breastfeeding, 83.3% Puskesmas conducted early detection activities disease, IVA and Ca mammae and 80% of Puskesmas conduct socialization activities like physical activity. The availability of human resources, funds, facilities and infrastructure in the implementation of the GERMAS in the Depok City Health Center is adequate, but there are no implementing instructions/decree from the Health Office or SK Head of the Health Center for the implementation of the GERMAS in the Health Center. At present the implementing instructions used as guidelines for GERMAS activities still follow the existing Supervisory Regulations. The planning and organization does not yet have a roadmap for implementing GERMAS in Puskesmas and 70% of Puskesmas have good supervision. There is a significant relationship between facilities and infrastructure of the GERMAS activity (p-value <0.05). There is no significant relationship between planning, organizing and implementing GERMAS activities (p-value> 0.05) and there is a significant relationship between supervision and GERMAS implementation. Multivariate analysis shows that the dominant factor influencing GERMAS activities is supervision. Puskesmas are expected to increase socialization and community empowerment efforts in implementing GERMAS."

"Latar belakang (background): Saat ini, banyak sekali permasalahan kesehatan yang terjadi pada remaja, termasuk juga pada remaja yang berada di sekolah. Di Indonesia, terdapat sebuah program promosi kesehatan yang dilakukan pada tataran sekolah yaitu Usaha Kesehatan Sekolah (UKS). Anak sekolah merupakan kelompok terorganisir yang berpotensi untuk mampu berdaya dalam hal kesehatan.
Tujuan (Objective): Memberikan gambaran mengenai pelaksanaan program UKS pada Sekolah Lanjutan Tingkat Atas (SLTA)di Provinsi DKI Jakarta dengan menggunakan pendekatan Balanced Scorecard.
Metode (Method): Informasi yang didapatkan berasal dari studi kualitatif yang dilakukan pada sekolah dan Puskesmas di Provinsi DKI Jakarta. Studi ini dilakukan pada bulan Juli- Oktober 2014. Informasi yang dianalisis dalam studi ini bersumber dari 17 wawancara mendalam yang dilakukan pada sekolah dan Puskesmas, melibatkan 4 (empat) wakil kepala sekolah, 4 (empat) guru Pembina UKS, 4 (empat) perwakilan siswa, 4 (empat) perwakilan Puskesmas, dan seorang perwakilan staf Dinas Kesehatan Provinsi DKI Jakarta.
Hasil (result): Berdasarkan metode evaluasi Balanced Scorecard, pada keempat sekolah yang menjadi studi penelitian ini lebih banyak menjalankan ruang lingkup kuratif saja. Pada keempat Puskesmas diketahui lebih banyak menjalankan fungsi pelayanan kesehatan dibandingkan dengan fungsi pendidikan kesehatan dan pembinaan lingkungan sehat. Beberapa faktor yang mendorong belum optimalnya pelaksanaan UKS di SLTA diantaranya adalah masih kurangnya pelatihan dan forum belajar bagi guru, belum maksimalnya pelibatan siswa baik di sekolah maupun di Puskesmas, dan belum maksimalnya kerjasama yang dilakukan oleh Puskesmas.
Kesimpulan (conclusion): Diperlukan sebuah upaya yang komprehensif untuk mengatasi permasalahan tersebut termasuk peninjauan kembali kebijakan dan pedoman yang berkaitan dengan pelaksanaan UKS di sekolah, peningkatan keterampilan bagi para guru dan petugas kesehatan melalui pelatihan dan mengaktifkan forum komunikasi sebagai sarana belajar untuk mengembangkan wawasan, melibatkan para orangtua siswa, dan pelibatan siswa dalam menjalankan proses perencanaan hingga evaluasi program UKS di sekolah.

Background: Nowadays, many health problems happened in adolescent, including adolescent in school. In Indonesia, there is a program that conducted in school, named UKS (Usaha Kesehatan Sekolah). In school, adolescent is the organized group that has to be capable to empower in health.
Objective: Explain about implementation of UKS program in Senior High School and equal in Province of DKI Jakarta with Balanced Scorecard approaches.
Method: information obtained from qualitative study conducted in School and health care center in Province of DKI Jakarta. Analyzed information in this study sourced from 17 in-depth interviews, consist of 4 (four) vice school principle, 4 (four) teachers, 4 (four) students, 4 (four) health care center staff, and representatives from Province Health Office.
Result: Based on Balanced Scorecard method, in four schools which become the subject of the research stated that are not yet implemented comprehensive UKS program. Most of them implement only in curative and rehabilitative efforts. Besides senior high school, the implement program is health care center. In four health care center, most of them implement the program only in health services function compared with health education function. Inhibit factors which causes ineffective are lack of training and forum for teacher for encouraging their knowledge and skill that related with UKS, lack of involving the student in school and health care center, and lack of partnership between health care center with other sectors like public sector, private sectors, or non-government organization.
Conclusion: Required a comprehensive effort to solve the problems. The governments have to review the policy and guidance related to UKS implementation di school. Besides that, it is required to improve the organizing skill from program officer (teacher and health care officer) so that they are capable to implement comprehensive UKS program through training and communication forum as the learning, involve the parent of the student, and involve the students in planning until evaluation process in UKS program.

Tesis ini membahas tentang pelaksanaan program pelayanan luar lembaga di
Pusat Pengembangan Pelayanan Sosial Anak (P3SA) serta melihat kendala yang
ditemukan dalam pelaksanaanya. Penelitian ini adalah penelitian kualitatif dengan
desain deskriptif. Hasil penelitian menunjukkan bahwa program pelayanan luar
lembaga merupakan program yang ada karena adanya kebijakan Standar Nasional
Pengasuhan Anak (SNPA). Dalam pelaksanaannya ditemukan kendala dalam hal
sumber daya manusia, sistem pendampingan, dan kebijakan yang terkait dengan
program, dan menyarankan agar P3SA/SDC lebih jauh lagi terlibat dalam
pendampingan kepada penerima manfaat terutama dalam pelaksanaan FDS dan
CDS yang merupakan kegiatan utama dari program pelayanan luar lembaga.

ABSTRACT
This thesis discusses the implementation of an external service program at the

are found in practice. This study is a qualitative research with descriptive design .
The results showed that an external service program is an existing program
because of the policy of the National Childcare Standards. Found in the
implementation constraints in terms of human resources , guidance systems , and
policies related to the program , and suggested that P3SA / SDC further involved
in the assistance to the beneficiaries , especially in the implementation of the FDS

"ABSTRAK
Desa Jeruk merupakan salah satu desa dengan potensi industri batik tulis yang besar. Pemerintah Desa Jeruk telah memberdayakan potensi tersebut melalui pelaksanaan program pengembangan desa sentra batik. Akan tetapi, pelaksanaan program tersebut masih belum sepenuhnya berhasil untuk mengembangkan potensi yang dimiliki Desa Jeruk. Hal ini menggambarkan adanya permasalahan dalam efektivitas pelaksanaan program tersebut, oleh karena itu penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan program tersebut serta faktor-faktor yang mempengaruhinya. Penelitian ini dilakukan dengan menggunakan pendekatan post-positivist. Data yang diperlukan dalam penelitian ini bersumber dari wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukkan bahwa pelaksanaan program pengembangan desa sentra batik di Desa Jeruk tergolong cukup efektif. Hasil ini diketahui melalui proses analisis terhadap tiga dimensi, yaitu dimensi Tujuan, Aktivitas, dan Program Assumption. Dimensi yang terpenuhi ialah dimensi Aktivitas, sedangkan dua dimensi lainnya, yaitu dimensi Tujuan dan Program Assumption tidak terpenuhi. Faktor-faktor yang mempengaruhi hal tersebut dianalisis menggunakan teori Edwards III (1980) mengenai faktor-faktor yang mempengaruhi keberhasilan pelaksanaan kebijakan, yakni faktor komunikasi, sumber daya, disposisi, serta struktur birokrasi. Ditinjau dari faktor komunikasi, program ini belum dikomunikasikan dengan baik kepada seluruh pemangku kepentingan dalam program. Sumber daya yang dimiliki Desa Jeruk juga belum sepenuhnya mampu untuk menunjang pelaksanaan program. Faktor ketiga, yakni disposisi, menunjukkan belum terdapat kemauan yang tinggi dari Pemerintah Desa Jeruk dalam melaksanakan program. Faktor keempat, yakni struktur birokrasi, menunjukkan adanya fleksibilitas struktur birokrasi dalam melaksanakan kegiatan program. Selain keempat faktor tersebut, terdapat tiga faktor temuan lapangan lainnya yaitu faktor sosial, budaya, serta kompetitor. Ditinjau dari faktor sosial, kekhawatiran akan timbulnya kecemburuan sosial dari sektor ekonomi lain menyebabkan Pemerintah Desa Jeruk tidak merancang aktivitas program dengan lebih spesifik. Faktor budaya menunjukkan bahwa alasan industri batik di Desa Jeruk sulit berkembang adalah karena proses produksi yang masih bersifat manual serta faktor tenaga kerja. Faktor kompetitor menunjukkan bahwa industri batik di Desa Jeruk menghadapi kompetitor yang lebih unggul.


ABSTRACT

Jeruk Village is one of the villages with a large potential of batik industry. The Jeruk Village Government has empowered this potential through the implementation of a batik center village development program. However, the implementation of the program has not been fully successful yet in developing the potential of the Jeruk Village. This indicates problems in the effectiveness of the program implementation, therefore the aim of this research is to analyze the effectiveness of the program implementation and the factors that influence it. This research is conducted using a post-positivist approach. The data are colleted from in-depth interviews and literature studies. The results of the reseach indicate that the implementation of the batik center development program in Jeruk Village is quite effective. These results are known through an analysis of three dimensions, to wit, Objective dimension, Activity dimension, and Program Assumption dimension. The Activity dimension is fulfilled, while the other two, Objective dimension and Program Assumption dimension are not fulfilled. The factors that influence this are analyzed using Edwards III (1980) theory on four factors affecting the effectiveness of policy implementation, namely communication, resources, disposition, and bureaucratic structure. In terms of communication factor, this program has not been well communicated to all stakeholders in the program. The resources owned by the Jeruk Village are also not fully capable yet to support the implementation of the program. The third factor, disposition, indicates that there is not enough willingness showed by the Jeruk Village Government in implementing the program. The fourth factor, bureaucratic structure, shows the flexibility of the bureaucratic structure in carrying out program activities. In addition to these four factors, there are three other field findings, that are social, cultural, and competitor factors. Based on social factors, the concern about social disparity have caused the Jeruk Village Government to not design the program activities more specifically. Cultural factors show that the reason why batik industry in Jeruk Village facing difficulties to develop is because of the traditional production process, as well as the workers factor. Competitor factors show that the batik industry in Desa Jeruk faces superior competitors.

"Riset evaluasi ini bertujuan untuk menganalisis dampak program Pendidikan Kesetaraan dalam mewujudkan social well-being peserta didik. Literatur terkait topik ini masih belum mengangkat sisi perubahan social well-being peserta didik, padahal aspek ini dapat menjadi perhatian utama yang digunakan untuk melihat bagaimana pengaruh program bagi penerima manfaat. Evaluasi ini dilakukan menggunakan metode kualitatif dengan teknik wawancara mendalam dan observasi. Kerangka analisis CIPP (Context, Input, Process, Product) digunakan untuk menilai implementasi dan dampak program, analisis SWOT untuk melihat aspek tata kelola program, serta analisis dampak dengan fokus pada parameter social well-being (Personal, Relational, Societal). Hasil evaluasi menunjukkan bahwa implementasi program berdampak cukup baik pada social well-being peserta, terutama pada aspek personal. Program mampu meningkatkan kepuasan hidup peserta, meningkatkan kapabilitas interaksi, serta meningkatkan kepercayaan mereka terhadap institusi yang ada di masyarakat. Lebih lanjut, hasil evaluasi CIPP memperlihatkan bahwa dimensi context dan process lebih menonjol dibandingkan dua dimensi lainnya. Dari sisi tata kelola, keterbatasan dana dan kurangnya SDM tutor masih menjadi kelemahan utama. Hal ini kemudian berpengaruh terhadap implementasi program yang diselenggarakan. Program Pendidikan Kesetaraan terlihat masih fokus pada target output dan kurang memperhatikan outcome atau dampaknya. Sehingga, evaluasi program serupa perlu menaruh perhatian pada dua dimensi tersebut.

This evaluation research aims to analyze the impact of the Education Equivalency Program in creating the student's social well-being. The literature related to this topic still has not addressed the transformation in the student's social well-being, even though this aspect can be the primary concern that is used to see how the program affects the beneficiaries. This evaluation was conducted using qualitative methods with in-depth interviews and observation techniques. The CIPP (Context, Input, Process, Product) framework analysis is used to assess program implementation and impact, SWOT analysis to see the program's governance aspects, and impact analysis focuses on social well-being parameters (Personal, Relational, Societal). The evaluation results showed that the program's implementation had a reasonably good impact on the participants' social well-being, especially on the personal aspect. The program can increase participants' life satisfaction, interaction capabilities, and trust in institutions in the community. Furthermore, the results of the CIPP evaluation show that the context and process dimensions are more prominent than the other two dimensions. In terms of governance, limited funds and lack of human resources for tutors are still the main weaknesses that affect the program's implementation. The Education Equivalency Program still focuses on output targets and less on outcomes or impacts. Thus, evaluating a similar program needs to consider these two dimensions."
