ABSTRAK
Proyek konstruksi sesuai dengan sifatnya merupakan sesuatu yang unik dan kompleks. Dimana faktor ketidaktentuan masih sangat berpengaruh besar, yang dapat mengarah pada timbulnya resiko yang menyebabkan kegagalan proyek. Salah satu cara dalam pengendalian resiko adalah pemilihan kontrak yang tepat. Tujuan dari penulisan ini adalah untuk mengetahui faktor permasalahan dalam penerapan kontrak lumpsum pada pekerjaan konstruksi proyek pemerintah berbasis Perpres 54 Tahun 2010 serta langkah penanggulangannya. Metode yang digunakan dalam penelitian ini adalah analisa kualitatif, manajemen resiko dan analisa AHP. Hasil yang didapatkan adalah faktor masalah yang sangat berpengaruh pada kesuksesan penerapan kontrak lumpsum dan langkah penanggulangan atau strategi yang diperlukan dalam memastikan kesuksesan penggunaan kontrak lumpsum.
ABSTRACT
Construction projects in accordance with its nature is something unique and complex. Factors of uncertainty is still very influential, which can lead to the emergence of risks causing project failure. One out of many ways in risk management is to implement the appropriate contract. The purpose of this paper is to determine the factors of lumpsum contract issues on govermenet projects based on Perpres 54 year 2010 as well as the prevention methods. The methods that are applied to this paper are descriptive analysis, risk management analysis dan AHP analysis. The result obtained is an issue factor which influenses detailed structures and implementation of the lumpsum contract.

Pembangunan infrastruktur dalam bidang transportasi untuk menambah kapasitas jalan khususnya proyek Jalan Layang Non Tol merupakan salah satu alternatif yang diharapkan dapat menanggulangi masalah kemacetan lalu lintas di DKI Jakarta. Namun pada pelaksanaan proyek Jalan Layang Non Tol di DKI Jakarta mengalami keterlambatan dari rencana penyelesaian. Penelitian ini bertujuan untuk untuk mendapatkan resiko pada penerapan metode konstruksi yang mempengaruhi kinerja waktu pembangunan Jalan Layang Non Tol yang dilihat dari sudut pandang pemilik proyek (owner) dan kontraktor. Resiko yang harus diperhatikan adalah resiko keterlambatan kedatangan alat pada tahapan erection box girder. Dengan melakukan menjadwalkan kedatangan alat dapat digunakan untuk mencegah munculnya resiko tersebut.;

Infrastructure development in the transportation sector to increase the road capacity especially Jalan Layang Non Tol project is one alternative that expected to solve the problem of traffic jam in Jakarta. However, the implementation of Jalan Layang Non Tol project is delayed from the plan. This study aimed to obtain the risk of the application of the construction method that affect the time performance of Jalan Layang Non Tol development from the perspective of the owner and contractor. The dominan risks that must be considered is delay in the tools arrival on stade box girder erection. Kinerja biaya suatu proyek dapat diukur dengan beberapa metode.Salah satunya, yaitu dengan menghitung varian biaya (cost variance), yaitu selisih antara biaya estimasi dan biaya aktual. Apabila varian biaya = 0, maka kinerja biaya proyek dianggap sesuai budget. Akan tetapi, apabila varian biaya bernilai negatif, maka proyek dianggap mengalami pembengkakan biaya (cost overrun). Cost overrun adalah permasalahan kronik yang hampir terjadi di setiap proyek. Pada proyek di industri otomotif, cost overrun ini sering terjaditerutama ketika perusahaan menangani proyek produk baru (new product project). Penelitian ini mengambil contoh kasus cost overrun di PT. X pada 2 (dua) proyek perakitan mobil tipe SUV dan sedan, di mana pada kedua proyek tersebut terjadi pembengkakan biaya sebesar 184% (untuk proyek mobil sedan) dan 55.9% (untuk proyek mobil SUV). Pelaksanaan kedua proyek ini dilakukan secara partnering dengan sebuah perusahaan otomotif dari Jerman, yaitu Auto AG. Penelitian ini bertujuan untuk menganalisis faktor-faktor risiko penyebab cost overrun di PT. X pada saat perusahaan ini menjalankan proyek produk baru-nya secara partnering dengan Auto AG dan melihat bagaimana pengaruhnya terha-dap kinerja biaya proyek secara keseluruhan. Metode yang digunakan adalah metode kualitatif dengan studi literatur terlebih dahulu, di mana hasil literatur tersebut laludivalidasi oleh pakar dan beberapa responden melalui kuesioner. Analisis data yang digunakan pada penelitian ini, meliputi uji validitas dan reli-abilitas, uji kecukupan data dengan metode KMO, dan analisis risiko. Hasil akhir-nya adalah faktor adanya perencanaan anggaran yang tidak tepat dan adanya peru-bahan yang terjadi di saat start-up tapi tidak terdokumentasi dengan baik menjadi dua faktor risiko tertinggi yang menyebabkan cost overrun pada new product project di PT. X. ......Project cost performance can be measured within several methodes. One of them is by calculating the difference between the estimated cost and the actual cost or known as cost variance. If the cost variance = 0, the project cost performance is perfectly on-budget. But if the cost variance has negative value, the project is indicated of incurring cost overrun. Cost overrun is a chronic problem that happens in almost every project. In automotive industry, cost overrun happens several times when the company is having new product project. This research takes sample from two cost overrun cases in PT. X when the company started assembling two kinds of new vehicle : SUV and passanger car. During their operation, the company had faced up cost overruns of more than 184% (for passenger car project) dan 55.9% (for SUV project). PT. X is running all of their new product projects in partnering with Auto AG, an automotive company from Germany. In this study, the risk factors causing cost overruns in new product project in PT. X, which was completed in partnering with Auto AG in Germany, will be further analyzed to find outwhichfactors that affect the overall project cost performance. This research uses qualitative method based on literature study. The result from literature study is validatedby experts and some respondents by using questionnaire. The data collected from questionnaire is analyzed usingvalidity and reliability test, data adequacy testwith KMO method, and risk analysis. As the result, there are twodominant factors causing cost overrun in new product project in PT. X. Those two factors are the inappropriate usage of budget and changes during start up which are not well-documented.

Pada proyek pembangunan pengamanan pantai seringkali ditemui masalah yang dapat menyebabkan kegagalan maupun tidak selesainya proyek tepat pada waktunya sehingga mengakibatkan menurunnya kinerja waktu pelaksanaan. Penelitian ini bertujuan menemukan faktor-faktor resiko yang sangat berperan atau mendominasi sebagai penyebab keterlambatan dengan maksud agar proses perencanaan, pelaksanaan, penjadwalan proyek konstruksi dapat dilakukan dengan lebih lengkap dan cermat sehingga keterlambatan sedapat mungkin dihindarkan atau dikendalikan. Temuan penyebab keterlambatan dikonfirmasikan dengan menggunakan kuesioner yang didistribusikan kepada para pemilik proyek di masing-masing balai, menunjukkan bahwa masalah-masalah keterlambatan penyerahan lapangan dan perubahan desain merupakan faktor-faktor yang dominan sebagai penyebab keterlambatan waktu dari sisi pemilik proyek.

In the construction of coast protection projects often encountered problems that can cause a failure or not timely completion of the project, resulting in degraded performance of implementation time. This study aims to find risk factors that greatly contributed to or dominated as the cause of the delay with a view to the planning, implementation, construction project scheduling can be done with a more complete and accurate so that the delay as much as possible be avoided or controlled. Proyek Saluran Drainase merupakan proyek yang sering dilakukan oleh suku Dinas Tata Air Jakarta Pusat setiap tahunnya dan menghabiskan jumlah anggaran yang cukup besar. Proyek pembangunan dilakukan dengan sistem lelang umum. Dari awal masa perencanaan, eksekusi serta masa pemeliharaan ditemukan adanya resiko ndash;resiko yang muncul pada setiap tahapan proyek yang mempengaruhi kinerja kualitas selama masa pekerjaan dan di akhir pekerjaan. Berdasarkan kondisi tersebut maka penelitian ini bertujuan untuk mengidentifikasikan resiko ndash; resiko yang muncul dan mengembangkan standartisasi rencana mutu kontrak dengan berbasis pada resiko yang telah diidentifikasikan sebelumnya. Hasil dari penelitian ini berupa pengembangan standar dokumen rencana mutu kontrak berdasarkan identifikasi dan analisa terhadap 54 lima puluh empat variabel resiko.
ABSTRACT
Drainage Channel Project is a project that is regularly doing by Suku Dinas Tata Air Jakarta Pusat and spend a sizable amount of the budget. Drainage Channel Project is conducted by the open bidding system. From the planning process, execution and maintenance period reveal any risks that arise at each stage of the project that affect the quality of performance during the period of work and at the end of the work. Based on these conditions, the aims of this study is to identify risks that arise the project and develop standardization of the quality plan contract based on risks that was identification before. The results of this research is the development of a standart document of quality plan contract based on the identification and analysis of the 54 fifty four risk variable.
