Abstrak :
Dalam UUD Pasal 28 H ayat 3 dijelaskan bahwa setiap orang berhak atas jaminan sosial yang memungkinkan perkembangan secara utuh sebagai manusia yang berguna. Untuk mewujudkan jaminan sosial tersebut, Pemerintah Indonesia menetapkan UU No. 40 Tahun 2004 tentang Sistem Jaminan Sosial Nasional yang berlaku bagi semua orang Indonesia. Salah satu jaminan sosial tersebut adalah asuransi kesehatan. yang diimplementasikan oleh PT Askes, namun pada tahun 2014 diubah menjadi BPJS Kesehatan. Di Pada tahun 2019 BPJS Kesehatan memiliki target untuk mencapai Universal Health Cakupan (UHC) di Indonesia sehingga BPJS Kesehatan berusaha menjangkau seluruh lapisan masyarakat, salah satunya keanggotaan melalui Badan Usaha menjamin kesehatan para pekerja beserta keluarganya. Sedangkan menurut data BPJS Kesehatan KC Depok masih memiliki Badan Usaha yang belum terdaftar sebagai Peserta program JKN dan jumlah badan usaha bisa bertambah setiap bulannya karena badan usaha baru. Sehingga seluruh badan usaha bisa dijangkau oleh BPJS Sehingga tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor apa saja yang mempengaruhinya badan usaha, khususnya Usaha Mikro, Kecil dan Menengah (BUMKM) di pengambilan keputusan untuk mengikuti program JKN di kawasan Depok Town Square 2019. Penelitian ini menggunakan metode penelitian kualitatif dengan wawancara dalam. Dari hasil penelitian faktor-faktor yang mempengaruhi yaitu pengetahuan, sikap, program JKN yang ditawarkan, dan kebijakan yang berlaku. Faktor pengetahuan Iuran dan pelayanan fasilitas kesehatan dari program JKN menjadi faktor terpenting mempengaruhi mayoritas BUMKM. Kemudian perlu adanya sosialisasi tentang program JKN dari BPJS Kesehatan, BPJS Kesehatan bekerjasama dengan pemerintah memberikan subsidi sebagian kepada BUMKM yang kurang mampu, dan melakukannya peningkatan mutu fasilitas kesehatan. ......In the Constitution Article 28 H, paragraph 3, it is explained that everyone has the right to social security which enables their complete development as a useful human being. So that all business entities can be reached by BPJS So that the purpose of this study is to find out what factors influence business entities, especially Micro, Small and Medium Enterprises (BUMKM) in decision making to take part in the JKN program in the Depok Town Square 2019 area. This study used a qualitative research method with in-depth interviews. From the research results, the factors that influence are knowledge, attitudes, the JKN program offered, and the prevailing policies. The knowledge factor Fees and health facility services from the JKN program are the most important factors affecting the majority of BUMKM. Then there is a need for socialization about the JKN program from BPJS Kesehatan, BPJS Kesehatan in collaboration with the government to provide partial subsidies to underprivileged BUMKMs, and to improve the quality of health facilities.

Skripsi ini membahas pengetahuan dan sikap peserta JKN kelompok PBPU terhadap Pendaftaran Calon Bayi di Kota Depok. Latar belakang dari penelitian in adalah karena masih ditemukannya Angka Kematian Ibu (AKI) dan Angka Kematian Bayi (AKB) di kota Depok sehingga pentingnya mendaftarkan bayi dalam kandungan sebagai peerta BPJS untuk menghindari risiko kesehatan dan mendapatkan jaminan kesehatan. Tujuan penelitian ini adalah untuk mengetahui pengetahuan dan sikap peserta dan faktor yang berhubungan dengan pengetahuan dan sikap peserta JKN kelompok PBPU tentang pendaftaran calon bayi di kota Depok Tahun 2018. Penelitian merupakan penelitian kuantitatif dengan desain studi cross sectional. Hasil penelitian peserta JKN kelompok PBPU memiliki tingkat pengetahuan yang tinggi dan sikap positif terhadap pendaftaran calon bayi. ......This thesis discusses the knowledge and attitudes of PBPU group JKN participants on the registration of prospective babies in Depok City. The background of the study was that there were still maternal mortality rates (MMR) and infant mortality rates (IMR) in the city of Depok so the importance of registering babies in the womb as BPJS participants to avoid health risks and get health insurance. The purpose of this study was to determine the knowledge and attitudes of participants and factors related to the knowledge and attitudes of PBPU group JKN participants about the registration of baby candidates in Depok in 2018. The study was a quantitative study with a cross sectional study design. The results of the PBPU group JKN participants had a high level of knowledge and a positive attitude towards the registration of prospective babies.

Implementasi Pendaftaran Calon Bayi dari PBPU PBP dalam Program JKN di BPJS Kesehatan bertujuan untuk mendapatkan Universal Health Coverage 2019. Implementasi menunjukan isi kebijakan yang berubah-ubah membuat kendala dalam pendaftaran dan pembayaran iuran calon bayi peserta JKN. Tujuan penelitian ini untuk mengetahui gambaran implementasi kebijakan pendaftaran calon bayi sebagai peserta JKN di BPJS Kesehatan kabupaten Bogor dilihat dari aspek struktur birokrasi, sumber daya, disposisi, komunikasi, kondisi geografis sosial ekonomi peserta dan hambatan yang dialami dalam implementasi. Metode penelitian yang digunakan adalah studi kualitatif deskriptif. Data dalam penelitian ini diperoleh dari wawancara mendalam dan penelaahan dokumen. Hasil penelitian menunjukan bahwa pemberian pelayanan pendaftaran calon bayi program JKN oleh BPJS Kesehatan kabupaten Bogor, maupun pelayanan kesehatan yang diberikan dari fasilitas kesehatan sudah baik meskipun ada hambatan yang dialami. Aspek yang perlu diperbaiki : sumber daya dikarenakan kurangnya petugas dalam pelayanan pendaftaran serta penyaluran informasi kebijakan yang tidak merata. Kesimpulan penelitian ini adalah hambatan yang muncul dalam implementasi kebijakan di beberapa aspek seperti sumber daya dan komunikasi tidak menimbulkan kesulitan yang berarti dalam pelayanan program JKN di kabupaten Bogor. Namun, dikhawatirkan akan membutuhkan waktu yang lebih lama dalam pelayanan dan pencapaian Universal Health Coverage 2019.

ABSTRACT
Implementation of Infant Candidate Registration from PBPU PBP in JKN Program at BPJS Kesehatan aims to obtain Universal Health Coverage 2019. Implementation shows the content of changing policy making obstacles in registration and payment of contribution of baby candidates JKN participants. The purpose of this study is to find out the description of the implementation of infant candidates registration policy as JKN participants in BPJS Kesehatan Bogor regency seen from the aspects of bureaucracy structure, resources, disposition, communication, social economic condition of participants and obstacles experienced in implementation. The research method used is descriptive qualitative study. The data in this study were obtained from in depth interviews and document review. The results showed that the provision of baby infant registration service program of JKN by BPJS Kesehatan Bogor regency, as well as health services provided from health facilities have been good despite any obstacles experienced. Aspects that need to be improved the resources are due to the lack of officers in the registration service as well as the uneven distribution of policy information. The conclusion of this study is the obstacles that arise in the implementation of policies in some aspects such as resources and communication does not cause significant difficulties in the service of JKN program in Bogor regency. However, it is feared it will take longer in service and achievement of Universal Health Coverage 2019.
