"Berdasarkan pada tingkat perkembangan pembangunan daerah di Indonesia, Kabupaten Muna dikategorikan sebagai salah satu kabupaten tertinggal, sehingga diperlukan berbagai stategi dan kebijakan dalam rangka pengembangan pembangunan daerahnya. Penelitian ini menggunakan metode Location Quotient (LQ) untuk menganalisis potensi sektor basis dan non basis daerah serta kemampuan kompetitifnya dibandingkan dengan daerah diatasnya. Selanjutnya dengan metode Analytic Hierarchy Process (AHP) menganalisis strategi dan kebijakan dalam rangka pengembangan pembangunan wilayah di Kabupaten Muna.
Sruktur perekonomian Kabupaten Muna selama lima tahun terakhir masih didominasi oleh tiga sektor utama dan juga merupakan sektor basis daerah yakni sektor pertanian, sektor perdagangan, hotel dan restoran dan sektor jasa-jasa. Sektor ekonomi yang paling tinggi pertumbuhannya adalah sektor pertambangan dan penggalian tumbuh 18,23 persen, sedangkan sektor ekonomi yang paling rendah pertumbuhannya adalah sektor pertanian yang tumbuh sebesar 4,78 persen.
Berdasarkan tipologi, wilayahnya Kabupaten Muna memiliki satu sektor ekonomi yang sangat berpotensi untuk dikembangkan yaitu sektor perdagangan, hotel dan restoran dan ada dua sektor yang potensial untuk dikembangkan yaitu pertanian dan jasa-jasa serta ada lima sektor yang perlu untuk dikembangkan lebih lanjut yaitu sektor industri pengolahan, listrik gas dan air bersih, bangunan, pengangkutan dan komunikasi dan keuangan, persewaan dan jasa perusahaan.
Melalui analisis AHP dilakukan analisis mengenai strategi dan kebijakan pengembangan pembangunan wilayah, maka pembenahan dari aspek kualitas sumber daya manusia terutama pendidikan dan pelatihan menjadi prioritas pertama, selanjutnya dari sisi pemasaran daerah pada prioritas kedua serta penyediaan infrastruktur fisik menjadi perioritas berikutnya.
Dengan teridentifikasinya potensi sektor-sektor basis daerah yang mampu memberikan nilai kontribusi bagi sebagian besar masyarakat dan pemerintah serta upaya perbaikan dari berbagai kriteria strategi dan kebijakan terhadap pengembangan pembangunan wilayah terutama dari sisi peningkatan kualitas sumber daya manusia dalam hal ini perioritas pendidikan dan pelatihan, maka keinginan untuk menciptakan percepatan pengembangan pembangunan wilayah akan menjadi kenyataan.
Pemerintah Kabupaten Muna diharapkan mengagendakan secara sinergis sekaligus melaksanakannya, sehingga kebijakan pembangunannya tepat sasaran juga menciptakan kondisi yang kondusif bagi pertumbuhan struktur perekonomian daerah, sehingga akan bermuara pada kemajuan dan kesejahteraan rakyat muna itu sendiri.

Based on the level of development of regional development in Indonesia, Muna categorized as one of the districts lagging behind, necessitating a variety of strategies and policies in order to develop regional development. This study uses a method Location Quotient (LQ) to analyze the potential of the base and non base region as well as its competitive ability compared with the area above it. Furthermore, the method of Analytic Hierarchy Process (AHP) to analyze the strategies and policies in the framework of regional development at Muna.
Structure regency economics Muna during the last five years been dominated by three main sectors and is also a sector basis ie the area of agriculture, trade, hotels and restaurants and services sector. Economic sector is the most high-growth mining and quarrying sector grew 18.23 percent, while the lowest sectors of the economy is growing agricultural sector grew by 4.78 percent.
Based on the typology, Muna area has a high potential economic sectors to develop the trade, hotels and restaurants and there are two sectors with the potential to develop the agriculture and services and there are five sectors which need to be further developed the manufacturing sector , electricity gas and water supply, construction, transport and communications and finance, leasing and corporate services.
Through the AHP analysis conducted an analysis of strategies and regional development policies, the improvement of the quality aspects of human resources, especially education and training to be the first priority, then from the marketing side of the area on the second priority and the provision of physical infrastructure into the next priorities.
With the identification of potential regional base of sectors that can provide most of the value of contributing to society and the government and improvement efforts of various criteria and policy strategies for regional development especially in terms of improving the quality of human resources in this case the realms of education and training, the desire to create the acceleration of regional development will become a reality.
Muna government is expected to be synergistic as well as implement the agenda, so that the targeted development policies also create conditions conducive to the growth of regional economic structure, so that would lead to the advancement and welfare of the people themselves Muna."

"Tujuan penelitian ini untuk menganalisis isi kebijakan penempatan PNS pada jabatan struktural, dan implementasinya di Kabupaten Muna dan Kota Kendari. Penelitian ini menggunakan pendekatan kualitatif karena dipandang sebagai pendekatan yang tepat untuk menjawab permasalahan kompleksitas isi kebijakan dan implementasinya di Kabupaten Muna dan Kota Kendari. Data dihimpun dari informan terkait melalui wawancara. Hasil penelitian menunjukkan telah terjadi inkonsistensi isi kebijakan di beberapa level mulai dari policy level, maupun organizational level sampai pada operational level, karena ketidaktegasan pembuat kebijakan (aktor kebijakan), dan ketidakjelasan isi kebijakan. Sistem merit belum dijadikan dasar dalam implementasi kebijakan penempatan PNS pada jabatan struktural di lingkup instansi pemerintah Kabupaten Muna dan Kota Kendari, karena penentuan penetapan calon pejabat struktural tidak dilakukan melalui mekanisme, tidak dilakukannya assesment (penilaian) kompetensi yang sebenarnya, penetapan penempatan pejabat struktuaral tidak didasarkan atas sistem merit, serta adanya indikasi spoils system, nepotisme dan patronage pada penentuan penempatan PNS pada jabatan struktural di Kabupaten Muna. Sementara, di Kota Kendari, selain spoils system dan nepotisme juga adanya indikasi akomodasi terhadap kepentingan etnisitas dalam penentuan penempatan PNS pada jabatan struktural, adalah beberapa indikator memperkuat bahwa penempatan PNS pada jabatan struktural masih jauh dari prinsip-prinsip sistem merit.
Praktik penentuan penempatan pejabat struktural yang terjadi di lingkup instansi pemerintah Kabupaten Muna disamping didasarkan atas kepentingan partai politik, kekuasaan bupati, juga tidak terlepas dari kepentingan keluarga, pertemanan dan kekerabatan. Praktik penentuan penempatan PNS pada jabatan struktural di Kota Kendari disamping lebih banyak didasarkan pada kepentingan akomodasi terhadap kepentingan etnisitas, juga tidak terlepas dari kepentingan partai politik, keluarga, pertemanan, kekerabatan, dan kekuasaan walikota. Hal ini pulalah yang merupakan salah satu faktor yang berpengaruh tidak diterapkannya sistem merit dalam penempatan PNS pada jabatan struktural di lingkup instansi Pemerintah Kabupaten Muna dan Kota Kendari selama tahun 2008-2011. Implikasi teoritis penelitian ini menunjukkan bahwa penggunaan pendekatan sistem merit dalam penempatan PNS pada jabatan struktural akan memperkuat sistem pemerintahan daerah itu sendiri tidak bertentangan dengan azas demokrasi malah saling melengkapi.

The purpose of this study was to analyze the contents of the policy on the placement of civil servants structural position, and its implementation in Muna District and Kendari City. This study used a qualitative approach because the wilderness as the right approach to address the complexi ty of the content of the policy and its implementation in Muna District and Kendari City. Data were collected through interviews of informants related. The results show the contents of the policy inconsistency has occurred at several levels ranging from policy level, and organizational level to the operational level, because indecision policy makers (policy actor), and the vagueness of policy content. Merit System has not been used as a basis for policy implementation civil servant placement on structural positions in the scope of government agencies Muna District and Kendari City, because the determination of the structural determination of official candidates was not made by the mechanism, not doing the assessment (assessment) of actual competence, determination of placement is not based structural officials on the merit system, as well as indications Spoils system, nepotism and patronage in determining the placement of civil servants in a structural position in Muna. Meanwhile, in the Kendari City, besides spoils system and nepotism are also indications of accommodation of the interests of ethnicity in determining the placement of the structural position of civil servants, are some indicators that the placement of civil servants reinforce the structural position is far from the principles of the merit system.
Practice determining the placement officer's structural scope Muna Regency besides government agencies based on the interests of a political party, the regent power can not be separated from the interests of family, friendship and kinship. Civil Servant placement determination practices in structural positions in Kendari City besides more based on the interests of property against the interests of ethnicity, can not be separated from the interests of a political party, family, friendship and kinship, and the power of the mayor. This is precisely what is one of the factors that influence non-application of the merit system in the civil service placement on the scope of the structural positions in government agencies Muna Regency and Kendari City during the years 2008-2011. The theoretical implication of this study indicate that the use of the approach in the placement of the merit system in the civil servants in the structural position will strengthen the local governance system itself is not contrary to the principle of democracy instead.

"ABSTRAK
Tesis ini berfokus pada pemilihan strategi terbaik bagi Kabupaten Klaten dalam melakukan pembangunan daerahnya, dengan menggunakan pendekatan analisis SWOT dan AHP. Penelitian ini menggunakan 2 instrumen kuisioner, yaitu kuisioner SWOT dan kuisioner AHP. Hasil dari penelitian ini menyimpulkan bahwa sasaran pembangunan yang harus diprioritaskan adalah meningkatkan pertumbuhan ekonomi, dengan cara memperkuat perekonomian mikro.

ABSTRACT
This thesis focuses on prioritizing regional development policy strategies on Klaten Regency with SWOT and AHP Analysis Approach. The research uses 2 instruments; those are SWOT questionnaires and AHP questionnaires. This research recommends Klaten Regional Government to increase economic growth by strengthening micro economies.

"Realisasi PAD Kabupaten Muna dari tahun ke tahun mengalami fluktuasi, bahkan cenderung mengalami penurunan. Permasalahan utama yang dihadapi dalam mencapai target PAD disebabkan oleh (1) Perda PAD yang berkaitan dengan penentuan tarif pajak dan retribusi daerah sudah tidak sesuai lagi dengan nilai pasar yang terjadi; (2) Sulitnya membuat Perda Baru tentang PAD karena dikhawatirkan terjadi tumpang tindih dengan pajak-pajak propinsi dan pusat yang telah ada dalam menentukan definisi dan ketetapan pajak itu sendiri; (3) Ketidakmampuan SKPD dalam melihat potensi dan efektivitas serta permasalahan sistem dan prosedur PAD; (4) Belum optimalnya penggalian potensi pajak dan retribusi daerah; (5) Belum optimalnya sarana dan prasarana pelayanan yang dapat menunjang peningkatan penerimaan PAD; (6) Masih kurangnya tingkat kesadaran masyarakat dalam memenuhi kewajibannya sebagai wajib pajak; dan (7) Masih kurang optimalnya pemberian sanksi kepada wajib pajak dan retribusi yang tidak melaksanakan kewajibannya untuk melakukan pembayaran. Tujuan umum dari penelitian ini adalah untuk merumuskan strategi peningkatan PAD Kabupaten Muna. Tujuan khusus penelitian adalah: (1) mengukur efektivitas dan efisiensi PAD Kabupaten Muna; (2) mengukur elastisitas PAD terhadap PDRB Kabupaten Muna; (3) mengukur rasio kemandirian daerah; (4) mendeskripsikan strategi untuk peningkatan PAD Kabupaten Muna; (5) mendeskripsikan peran PAD hubungannya dengan ketahanan daerah. Objek penelitian ini adalah PAD Kabupaten Muna. Lokasi penelitian di Kabupaten Muna, khususnya pada Dinas Pendapatan, Pengelola Keuangan dan Aset Daerah (DPPKAD). Data yang digunakan adalah data primer dan data sekunder. Data primer diperoleh dari 10 responden yang dipilih dengan metode purposive sampling. Sedangkan data sekunder diperoleh dari Dinas Pendapatan, Pengelola Keuangan dan Aset Daerah Kabupaten Muna. Analisis yang digunakan dalam penelitian ini adalah efektivitas, efisiensi, elastisitas, kemandirian daerah, dan pertumbuhan PAD. Hasil penelitian ini mengungkapkan bahwa (1) efektivitas PAD Kabupaten Muna selama tahun 2007-2011 berfluktuasi dan cenderung menurun, (2) Efisiensi PAD Kabupaten Muna cenderung mengalami peningkatan dan Elastisitas PAD terhadap PDRB Kabupaten Muna memiliki nilai positif, (3) Rasio kemandirian daerah fluktuasi dan cenderung menurun, (4) Strategi yang digunakan untuk meningkatkan PAD Kabupaten Muna adalah; (i) melakukan perbaikan terhadap sistem informasi manajemen data; (ii) melakukan sosialisasi UU dan Peraturan Daerah kepada masyarakat akan pentingnya pajak/retribusi daerah bagi pelaksanaan pemerintahan dan pembangunan daerah; (iii) peningkatan sarana dan prasaran yang memadai; dan (iv) melakukan peningkatan keahlian SDM apartur yang profesional dan bertanggung jawab, dan (5) Peningkatan PAD akan menjamin kesejahteraan masyarakat dan menciptakan kondisi keamanan yang kondusif yang merupakan tujuan dari ketahanan daerah.

Actual PAD Muna from year to year fluctuations, and even tends to decrease. The main problems encountered in achieving revenue targets caused by (1) PAD regulations relating to determination of tax rates and local retribution are no longer in line with market value that occurred, (2) The difficulty of making new laws about PAD because they feared overlap with taxes provincial and national taxes that already exist in determining the definition and the assessment itself, (3) SKPD inability to see the potential and effectiveness and PAD system and procedure problems (4) Not potential of potential taxes and local retribution, (5) Not optimal service infrastructure to support the increasing acceptance of PAD, (6) Still lack the level of public awareness in fulfilling its obligations as a taxpayer, and (7) Still less optimal sanctions to compulsory taxes and charges are not carrying out their obligations to make payments. The general objective of this study was to formulate a strategy to increase local original revenue of Muna District. Specific objectives of research are: (1) measure the effectiveness and efficiency of PAD, (2) measure the elasticity of PAD to GDP Muna, (3) measures the ratio of local independence, (4) describe strategies to increase PAD Muna, (5) describe the role of PAD realtion to regional resilience. Object of this study is PAD Muna. Location of research in Muna District, especially at the Department of Revenue, Finance Management and Regional Asset (DPPKAD). The data used are primary data and secondary data. Primary data were obtained from 10 respondents were selected by purposive sampling method. While the secondary data obtained from the Department of Revenue, Finance Management and Regional Asset in Muna District. The analysis used in this study are effectiveness, efficiency, elasticity, local independence, and the growth of PAD. The results of this study revealed that (1) The effectiveness of PAD Muna during 2007-2011 fluctuated and tended to decline, (2) PAD Muna efficiency tends to increase and the elasticity of PAD to GDP Muna has a positive value, (3) The ratio of local independence and fluctuation tends to decrease, (4) Strategies used to increase PAD Muna are: (i) make improvements to data management information system, (ii) to disseminate the Law and Local Regulations to the public on the importance of taxes/ retribution for the implementation of governance and local development, (iii) improvement of facilities and infrastructure are adequate, and (iv) skills upgrading human resources and professional personnel who are responsible, and (5) Increase in PAD will ensure the welfare of the community and create security conditions conducive that is the purpose of the local resilience."

"The study aims to know the application of the public service ethics. In the service process, however, its application ethics still of deviation actions that be done by the bureaucracy apparatus. To respond these cases, public service of ethics very important be understood each bureaucracy apparatus towards the norms in the organization. In the public service the ethics to have to giving an expectation that would be able to satisfy the users. It highly relate to factors of control mechanism, consistence of bureaucracy apparatus, and effective communication. Its meaning that, the control mechanism, consistence of bureaucracy apparatus effective communication can build the public service ethics. The methods used in this study were 1) In the scope of data collection, the methods such as Observation was used ,namely, to observe the activities at the Official of Population and Civil Registration in Muna apparatus in implementing their tasks; Questionnaire, namely, to ask written questions for knowing anyone's responses to service. Interview, namely, to ask oral questions for delving into information in detail. Documentation, namely, a secondary data collection that was the activity result of the service providers. 2) In the scope of data analysis, the step such as reducing data, presenting data, describing data by the descriptive statistic method, making interpretation of data and concluding. The research result indicated that ethics for public services at the Official of Population and Civil Registration in Muna still lower that shown from bureaucracies government officer inconsistent by doing the job, mechanism control is not yet running well and the communication is not effective. The Recommendation made for this research is to improve public service ethics of paid attention factors as follows 1) Awareness of bureaucracies government officer in applying ethics service of public, 2) Consistency bureaucracies government officer need the existence of awareness of own self to improve the spirit of activity which both for finally have estuary to build for public service ethics, 3) Communications, to understanding of service order both for government officer and societies require to be performed by counseling through system of Banjar and socialized by using newspaper or electronic medium 4) Control mechanism, society expected to participate by pro active to support governmental program at the same time follow to give social control."
