"Teknologi informasi (TI) telah berkembang pesat di era globalisasi ini.Salah satu faktor pemicu nya adalah peningkatan penggunaan perangkat lunak. Untuk memperoleh kualitas perangkat lunak yang baik, Perusahaan pengembang perangkat lunak membutuhkan proses pengembangan yang lebih baik. Untuk itu penting bagi perusahaan untuk menerapkan perbaikan proses pengembangan perangkat lunak agar memiliki tingkat kompetitif dalam industri perangkat lunak.
Penelitian ini mencoba untuk memberikan evaluasi dari tingkat kematangan proses pengembangan perangkat lunak organisasi saat ini dan analisis untuk menghasilkan rekomendasi yang bisa diterapkan di PT Javan Cipta Solusi. Penelitian ini menggunakan framework CMMI-DEV sebagai model perbaikan prosesnya. Representasi staged dengan kombinasi konsep SCAMPI C dan PIID digunakan untuk melakukanevaluasi di semua area proses di tingkat kematangan 2. Setelah itu proses analisis gap digunakan untukmembandingkan implementasi praktek yang ada dengan praktek standard CMMI sehingga didapatkan rekomendasi yang bisa diterapkan di perusahaan.
Dari hasil penelitian ini didapatkan bahwa perusahaan berada di tingkat kematangan I. Karena itu Rekomendasi perbaikan prosesnya didasarkan pada tingkat kematangan II.Setelah mendapatkan hasil rekomendasi diharapkan perusahaan bisa tahu kelemahan yang ada dan bagaimana agar bisa mengatasinya.

Information Technology has been rapidly growing in this globalization era. The increasing use of Software is one of the triggering factors. In order to cope with the needs of high quality software, the software company needs to have better process. Hence, it is becoming increasingly important to get involved in software process improvement to gain competitive advantage in software industry.
This research gives the evaluation of current process maturity and the analysis to provide process improvement recommendations in which suitable to be applied in PT Javan Cipta Solusi. It is based on CMMI Dev Framework as software process improvement model. The Staged representation with combination of SCAMPI C and PIID is applied on all maturity 2 process area. Gap analysis comes to compare the current practices with CMMI best practices in order to get the company recommendation.
The outcome of the research is the fact that the company is on maturity level 1. Process improvement recommendations are based on maturity level 2. It is expected that the organization knows better what the current weakness is and how to fill the gap.

"[Bisnis perangkat lunak kini semakin berkembang. Organisasi pengembang perangkat lunak dituntut untuk memproduksi perangkat lunak yang berkualitas, tepat waktu, tepat biaya dan memenuhi kebutuhan pelanggan. Namun saat ini masih saja terdapat kasus perangkat lunak yang tidak memiliki kriteria tersebut, salah satunya adalah PT. Gemawida Solusi Komputer yang masih mengalami masalah pada penyampaiaan perangkat lunak terutama mengenai keterlambatan jadwal dan biaya. Masalah tersebut diakibatkan dari tidak adanya kegiatan evaluasi dan perbaikan proses pengembangan perangkat lunak itu sendiri sehingga terjadi masalah-masalah serupa dan dapat merugikan perusahaan. Melalui penelitian ini penulis mencoba mengatasi masalah tersebut dengan kerangka kerja CMMI-DEV versi 1.3 sebagai kerangka kerja perbaikan proses pengembangan perangkat lunak serta dipadukan dengan praktek-praktek Scrum yang sinergi dengan CMMI-DEV. Scrum sendiri adalah suatu metodologi pengembangan perangkat lunak berbasis metodologi tangkas (agile) yang cocok untuk menjawab permasalahan yang ada. Pada penelitian ini akan diukur sejauh mana tingkat kemampuan organisasi dalam proses pengembangan perangkat lunak hanya pada area proses yang berhubungan dengan proyek atau dengan roadmap proyek yang membantu menerapkan CMMI-DEV dengan representasi kontinu (continuous). Area proses yang akan dinilai adalah Project Planning, Project Monitoring and Control, Requirement Management, Configuration Management dan Process and Product Quality Assurance. Setelah diukur maka akan didapatkan rekomendasi perbaikan untuk membantu PT. Gemawidia Solusi Komputer dalam memperbaiki proses pengembangan perangkat lunak. Setelah melakukan penilaian, didapatkan tingkat kapabilitas kelima area proses masih level 0 atau incomplete menyebabkan perlu banyak perbaikan dengan mencari akar permasalahan dengan Fishbone Diagram dan rekomendasi disusun untuk perbaikan tersebut dan setelah rekomendasi dibuat disusun pula prioritas menggunakan Pareto Chart.

"Dewasa kini organisasi pengguna TI semakin kritis dan cerdas dalam mendapatkan sebuah solusi TI dengan kualitas yang baik. Kualitas proses pengembangan yang baik dalam pengembangan solusi TI merupakan sebuah cikal bakal dalam upaya mendapatkan sebuah produk TI yang berkualitas. Bagi organisasi penggiat solusi TI, perhatian terhadap kualitas merupakan salah satu cara untuk dapat tetap bersaing dan bertahan hidup dari persaingan industri ini. PT Sigma Metrasys Solution merupakan organisasi penggiat solusi teknologi informasi skala enterprise, mengalami beberapa permasalahan terkait kualitas perangkat lunak yang dihasilkan. Beberapa aktivitas proses pengembangan perangkat lunak berjalan tanpa prosedur yang tidak standar dan memiliki kelemahan kualitas yang mengakibatkan resiko kegagalan yang cukup tinggi.
Penelitian ini bertujuan untuk menghasilkan usulan perbaikan kualitas proses perancangan perangkat lunak secara terprioritas dengan memanfaatkan kerangka kerja CMMI-Dev 1.2 dengan representasi continuous. Penelitian akan mencakup semua proses area pada project roadmap dengan metode penilaian menggunakan SCAMPI C dan alat bantu PIID and SCAMPI Tools. Usulan perbaikan yang diciptakan akan ditentukan tingkatan prioritasnya menggunakan metode Analitical Hierarchy Process sehingga obyek penelitian mudah dalam melakukan implementasinya.
Hasil yang didapat pada penelitian ini adalah rekomendasi berdasarkan best practice CMMI yang dibagi berdasarkan process area. Urutan perbaikan proses berdasarkan prioritasnya adalah Process Area Requirement Management, Project Planning, Process and Product Quality Assurance, Project Monitoring dan Control, Configuration Management.

Nowadays, most of IT user has grown significantly to have a better quality IT solution. A good development process is the main foundation to produce a high quality IT product. For them, the attention to drive a high quality IT solution is another way to be able to remain competitive and survive in the industry. PT Sigma Metrasys Solution is one of the enterprise scale company whose have some problem related to the quality of their software product, which some activity in the development process are running without standard procedure and it caused very high risk of failure.
The objective of this research is to propose some input to improve the quality of software design process by continuous utilizing the priority of the framework CMII – Dev 1.2. This research will cover all the areas on the project road map by using SCAMPI C appraisal methods, PIID and SCAMPI tools. The implementation of proposed improvement will be determined by the priorities level based on Analytical Hierarchy Process method.
The result obtained from this research is recommended based on the best practice by CMMI Process area with priority order are Process Area Requirement Management, Project Planning, Process and Product Quality Assurance, Project Monitoring and Control and Configuration Management.

"Teknologi informasi (TI) diyakini sebagai pendukung utama dalam perkembangan pasar modal, untuk itu dibutuhkan adanya pengelolaan TI yang baik yang dilandasi dengan adanya tata kelola yang mengacu kepada standard dan best practice IT governance. Penelitian ini mencoba memberikan evaluasi, rekomendasi dan program jangka pendek yang dapat dilakukan untuk meningkatkan tingkat kemapanan tata kelola di PT Bursa Efek Indonesia (BEI). Hal ini dilakukan untuk meminimalkan downtime dan meningkatkan layanan kepada pelanggan agar kepuasan dan kepercayaan dari pelanggan terus terjaga sehingga pada akhirnya diharapkan volume perdagangan dapat terus meningkat. Pada penelitian ini evaluasi tingkat kemapanan tata kelola dilakukan berdasarkan framework Cobit 4.1, setelah dilakukan evaluasi akan disusun rekomendasi perbaikannya serta disusun program jangka pendek untuk meningkatkan tingkat kemapanan sesuai harapan PT BEI. Pada penelitian ini juga memanfaatkan metode IT risk management untuk mengetahui tingkat risiko yang dapat ditimbulkan jika rekomendasi perbaikan tidak dilakukan. Berdasarkan hasil evaluasi dapat diketahui jika perusahaan direkomendasikan untuk melakukan perbaikan prosedur dan pengembangan aplikasi untuk meningkatkan awareness dan efektifitas operasional.

Information technology (IT) is believed to be a mojor driver for capital market, it is necessary to have good IT management which based on it governance that can comply to IT governance standards and best practice. This research was trying to evaluate, give recommendation and short-term program to improve the maturity level of IT governance in Indonesia Stock Exchange (IDX). The purpose is to minimize downtime and to improve customer satisfaction and maintain their belief and finally the volume of trading will increase. In this research, the evaluation of maturity level is based on framework COBIT 4.1, after the evaluation will be given recommendations for improvement and create short-term program to improve the maturity level as expected by PT IDX. In this research also utilizes IT risk management methods to determine the level of risk that may appear if the recommendations are not implemented. Based on the evaluation results could be known that the company was recommended to improve the procedures and develop application to increase awareness and operational effectiveness."

"PT XYZ adalah salah satu perusahaan asuransi jiwa yang ada di Indonesia. Divisi Teknologi Informasi adalah divisi yang bertugas melakukan pengembangan perangkat lunak di PT XYZ. Namun berdasarkan fakta yang ada, pengembangan perangkat lunak yang dilakukan Divisi Teknologi Informasi masih banyak yang selesai tidak tepat waktu. Salah satu penyebab keterlambatan ini adalah proses pengembangan perangkat lunak yang belum dijalankan dengan baik. Perbaikan proses pengembangan perangkat lunak dibutuhkan untuk menyelesaikan permasalahan ini. CMMI Dev merupakan salah satu kerangka kerja yang dapat dimanfaatkan untuk mengukur tingkat kapabilitas dari proses pengembangan perangkat lunak dan dapat digunakan untuk memperbaiki proses pengembangan perangkat lunak.
Pada penelitian ini, rekomendasi perbaikan dibuat berdasarkan CMMI Dev ver. 1.3. Area proses yang dipilih sesuai dengan area proses pada project roadmap yaitu Project Planning, Project Monitoring and Control, Requirement Management, Configuration Management dan Process and Product Quality Assurance. Penilaian tingkat kapabilitas dilakukan dengan menggunakan SCAMPI C dengan alat bantu PIID dan Quantitative Assessment. Rekomendasi perbaikan disusun berdasarkan kerangka kerja IDEAL.
Hasil dari penelitian ini adalah tingkat kapabilitas dan rekomendasi perbaikan proses pengembangan perangkat lunak. Rekomendasi perbaikan disusun berdasarkan specific practise yang ada di CMMI Dev ver. 1.3 project roadmap sehingga dapat membantu Divisi Teknologi Informasi menyelesaikan pengembangan perangkat lunak dengan tepat waktu.

PT XYZ is one of the life insurance companies in Indonesia. Information Technology Division is a division in charge of software development in PT XYZ. But based on the facts, Software development undertaken by the Information Technology Division is still many that is not finished on time. One of the causes of this delay is the software development process that has not been run properly. Software process improvement is needed to solve this problem. CMMI Dev is one of the frameworks that can be used to measure the level of capability of the software development process and can be used to improve the software development process.
In this research, improvement recommendations were made based on CMMI Dev ver. 1.3. The process area selected according to the process area on the roadmap project ie Project Planning, Project Monitoring and Control, Requirement Management, Configuration Management and Process and Product Quality Assurance. Capability level assessment is done by using SCAMPI C with PIID and Quantitative Assessment tools. The improvement recommendations are created based on IDEAL framework.
The result of this research is level of capability and recommendation of software process improvement. The improvement recommendations are based on the specific practice in CMMI Dev ver. 1.3 project roadmap so that can help the Information Technology Division complete the software development in a timely manner.

"PT Indonesia Comnets Plus (ICON+) merupakan salah satu anak perusahaan PT PLN (Persero) berdiri sejak tahun 2001. Sebagai “ICT Enabler of PLN”, ICON+ memberikan berbagai solusi aplikasi untuk menunjang integrasi proses bisnis PLN. Namun dalam proses pengembangan solusi perangkat lunak tersebut masih ditemukan banyak permasalahan, yaitu pengembangan perangkat lunak tidak selesai sesuai jadwal dan ditemukan beragamnya proses kerja yang dilakukan antar tim. Untuk mengatasi permasalahan ini dibutuhkan suatu langkah perbaikan proses pengembangan perangkat lunak, langkah awal yang harus dilakukan adalah dengan mengetahui tingkat kapabilitas proses pengembangan perangkat lunak saat ini. Penelitian ini bertujuan untuk mengetahui tingkat kapabilitas proses pengembangan perangkat lunak di ICON+. Kerangka kerja CMMI-Dev digunakan sebagai rujukan dalam mengukur tingkat kapabilitas proses pengembangan perangkat lunak. Penilaian yang dilakukan akan berdasarkan Standard CMMI Appraisal Method for Process Improvement (SCAMPI). Ruang lingkup pada penelitian ini dibatasi pada evaluasi tingkat kapabilitas proses pengembangan perangkat lunak yang dilakukan oleh bidang Solusi TI dan Implementasi. Hasil dari 6 proses area project dan product roadmap yang dinilai, bidang Solusi TI & Implementasi memenuhi 25 dari 48 specific practice yang dinyatakan tidak memiliki kelemahan signifikan, sehingga dapat disimpulkan bahwa bidang Solusi TI & Implementasi belum mencapai kapabilitas tingkat 1.

PT Indonesia Comnets Plus (ICON+) is a subsidiary of PT PLN (Persero) which established in 2001. As an “ICT Enabler of PLN”, ICON + provides various application solutions to support the PLN business integration process. However, in the process of developing the software solution there were still many problems, such as software development not being completed according to schedule and various work processes between teams were found. To deal with this problem, we need a software development process improvement. First step to improve the software development process is to determine the capability level of the current software development process. This research aims to determine the level of capability of the software development process in ICON+. CMMI-Dev framework were used as a reference in assessing the capability of the software development process. Assessment procedures follow Standard CMMI Appraisal Method for Process Improvement (SCAMPI). The scope of this research is limited to the evaluation of capability level of the software development process developed by IT Solution and Implementation. The asessment results of the 6 process area projects and product roadmap, the IT Solution and Implementation fulfilled 25 of 48 specific practices which are stated to have no significant weaknesses, so it can be concluded that the IT Solution and Implementation has not reached level 1 capability."

"satu tugas Pusat Sistem Informasi dan Teknologi Keuangan Pusintek adalah melakukan pengembangan sistem informasi di lingkungan Kementerian Keuangan. Pengembangan dan pembangunan sistem TIK ini mencakup perancangan, pembangunan, pengembangan, dan pengujian perangkat lunak dan jaringan. Untuk mendukung proses bisnis unit eselon 1 di lingkungan Kementerian Keuangan, perangkat lunak yang dihasilkan diharapkan berkualitas. Akan tetapi, berdasarkan data pengembangan perangkat lunak, perangkat lunak yang dihasilkan masih tidak sesuai harapan pengguna, yaitu pengembangan perangkat lunak tidak selesai sesuai jadwal dan ditemukan banyak permasalahan ketika sudah hosting. Untuk mengatasi permasalahan ini dibutuhkan suatu langkah perbaikan proses pengembangan perangkat lunak. Tahapan awal untuk meningkatkan proses pengembangan perangkat lunak adalah dengan mengetahui tingkat kapabilitas proses pengembangan perangkat lunak saat ini.
Penelitian ini bertujuan untuk mengetahui tingkat kapabilitas proses pengembangan perangkat lunak di Pusintek. Tingkat kapabilitas ini selanjutnya digunakan sebagai dasar dalam melakukan perbaikan proses pengembangan perangkat lunak. Kerangka kerja CMMI-Dev digunakan sebagai rujukan dalam mengukur tingkat kapabilitas proses pengembangan perangkat lunak. Prosedur penilaian mengikuti standar baku yang telah dirumuskan dalam penilaian tipe SCAMPI-C.
Ruang lingkup pada penelitian ini dibatasi pada evaluasi tingkat kapabilitas proses pengembangan perangkat lunak yang dikembangkan oleh Pusintek dan penyusunan rekomendasi perbaikan proses pengembangan perangkat lunak yang dikembangkan oleh Pusintek.
Hasil yang diharapkan pada penelitian ini yaitu mengetahui tingkat kapabilitas organisasi dalam proses pengembangan perangkat lunak sehingga dapat ditentukan langkah perbaikan dan peningkatan yang harus dilakukan agar perangkat lunak yang dihasilkan menjadi lebih baik sehingga dapat mendukung proses bisnis unit eselon 1 di lingkungan Kementerian Keuangan.

One of the task of Center for Financial Information Systems and Technology Pusintek is to develop information systems in the Ministry of Finance. Development and construction of ICT systems include the design, construction, development, and testing of software and network. To support the business processes of Echelon 1 unit within the Ministry of Finance, the developed software is expected have good quality. However, according to software development data, the developed software is still not match the expectations of users, namely software development is not completed on schedule and found a lot of problems when it was hosting. To deal with this problem we need a software development process improvement. Early step to improve the software development process is to determine the capability level of the current software development process.
This research aims to determine the level of capability of the software development process in Pusintek. The capability level is then used as base for software development process improvement. CMMI Dev framework is used as a reference in assessing the capability of the software development process. Assessment procedures follow the standards that have been formulated in type C SCAMPI appraisal.
The scope of this research is limited to the evaluation of capability level of the software development process developed by Pusintek and preparation of recommendations for improvement the software development process developed by Pusintek.
Expected result from this research is to know capability level of organization in the software development process to determine which improvements measures must be done so that the resulting software to be better in order to support the business processes eselon 1 unit within the Ministry of Finance.

"Perusahaan startup adalah perusahaan rintisan yang belum lama berdiri dan masih berada dalam fase pengembangan, saat ini pertumbuhan perusahaan startup sangatlah pesat. di Amerika Serikat setiap tahunnya berdiri 600.000 perusahaan startup, akan tetapi dari jumlah tersebut, perusahaan startup yang mampu bertahan hingga 5 tahun tidak lebih dari 50%.
Masalah utama dari ketidakmampuan perusahaan startup untuk terus berdiri dan berkembang adalah minimnya pengalaman, tetapi sebenarnya dengan pemanfaatan best practice yang ada di industri hal ini dapat diatasi, karena best practice pada dasarnya merupakan hasil formulasi dari pengalaman-pengalaman terbaik yang dilakukan dan akhirnya menjadi sebuah standard.
Clover Digital Media adalah salah satu perusahaan startup yang baru berdiri pada 10 Juni 2013, salah satu bisnis utama dari Clover Digital Media adalah pada bidang web development, akan tetapi hingga saat ini proses web development pada Clover Digital Media masih terkendala beberapa masalah, masalah tersebut antara lain yaitu keterlambatan penyelesaian proyek dan rendahnya kualitas web yang dihasilkan.
Penelitian ini akan berfokus terhadap perancangan kerangka kerja yang ditujukan untuk meningkatkan ketepatan waktu penyelesaian proyek dan meningkatkan kualitas dari produk yang dihasilkan pada Clover Digital Media. Kerangka kerja yang dirancang akan menggunakan salah satu best practice pada dunia software engineering yaitu CMMI-Dev. Pemilihan representasi CMMI dan process area yang akan digunakan akan mengacu terhadap kebutuhan dan permasalahan organisasi.
Metode penilaian CMMI yang digunakan pada penelitian ini menggunakan SCAMPI, dan juga digunakan metode AHP dan Pareto untuk menyusun prioritas terhadap implementasi dari rancangan CMMI yang telah dibuat. Penelitian ini akan menghasilkan sebuah rancangan implementasi kerangka kerja CMMI-Dev berupa rekomendasi perbaikan yang disertai susunan prioritas penerapan yang telah dilakukan validasi kepada pihak Clover Digital Media.

Startup company is a pioneering company that recently established and is still in the development phase, the current is very rapid growth startup companies. in the United States each year stands 600,000 startup company, but of these, a startup company that can last up to 5 years not more than 50%.
Main problem of the inability of a startup company to continue to stand and grow is the lack of experience, but in fact the use of best practices in the industry this can be overcome, because the best practice is basically the result of the formulation of the best experiences that done and eventually become a standard.
Clover Digital Media is one of a new startup company that was established on June 10, 2013, one of the main business of Clover Digital Media is in the field of web development, but until now the process of web development on Clover Digital Media still constrained some problems, the problems is delays in project completion and low quality product.
This research will focus on designing a framework aimed to improve the timeliness of completion of the project and improve the quality of products at Clover Digital Media. The framework is designed to be using one of the world's best practice in software development is a CMMI-DEV. Selection the process areas of CMMI representation that will be used will be based on the needs and problems of the organization.
CMMI appraisal method used in this study using the SCAMPI, and also used AHP to prioritize the implementation of the draft CMMI process areas that have been made. This study will produce a design of implementation CMMI-DEV framework in the form of recommendations for improvements that accompanied the application priority that has been validated from Clover Digital Media.
