"[ABSTRAK
Seluruh warga negara Indonesia berhak untuk mendapatkan penghidupan yang layak. Kebijakan upah minimum merupakan upaya pemerintah untuk memberikan jaminan bagi seluruh pekerja untuk dapat hidup layak di suatu wilayah, namun begitu kemampuan untuk memberikan upah sesuai ketentuan upah minimum sulit untuk dilakukan oleh UMKM. Penelitian ini mengkaji dampak implementasi kebijakan upah minimum terhadap UMKM di Kota Tangerang Selatan. Peran dan upaya Pemerintah Kota Tangerang Selatan untuk mengimplementasikan kebijakan upah minimum pada UMKM dan dampak implementasi kebijakan tersebut terhadap UMKM akan menjadi sorotan dalam penelitian ini. Teori yang digunakan adalah teori kebijakan publik, teori hubungan industrial, teori kebutuhan, teori upah, dan teori UMKM. Penelitian ini merupakan menggunakan pendekatan kualitatif, metode wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukan bahwa sebagian besar UMKM mengambil kebijakan belum menerapkan upah minimum.

ABSTRACT
;All the Indonesian citizens have the right to earn a decent living. The minimum wage policy is the government effort to provide guarantees for all workers to make a decent living in a region, yet the Micro, Small, and Medium Enterprises (MSMEs) are still struggling to pay workers minimum wage. This study wanted to examine the impact of implementation of the minimum wage policy on MSMEs in South Tangerang. The role and efforts of South Tangerang Local Government to implement the local minimum wage policy on MSMEs and the impact of implementation of minimum wage on MSMEs will be highlighted in this study. The theories that are used in this reseach are theory of public policy, theory of industrial relation, theory of needs, theory of wages, and theory of MSMEs. This research used a qualitative approach, with in-depth interviews and literature study. The result of research showed that the majority of MSMEs? policy hasn?t implemented minimum wage policy yet.

"Disparitas Upah Minimum adalah kesenjangan upah karena ketimpangan pembagian Upah Minimum antar daerah. Seperti yang terjadi di Jawa Timur, memang ada kesenjangan Upah Minimum Kabupaten / Kota (UMK) antar wilayah dengan UMK tertinggi dan daerah dengan UMK terendah. Salah satunya terjadi di daerah yang berdekatan seperti Kota Mojokerto dan Kabupaten Mojokerto dimana Upah Minimumnya disparitas Kabupaten / Kota (UMK) menjadi dua kali lipat. Penelitian ini mengkaji dampaknya perbedaan Upah Minimum Kabupaten / Kota (UMK) untuk Usaha Mikro, Kecil dan Menengah (UMKM) di Kota Mojokerto dan Kabupaten Mojokerto. Penelitian ini bertujuan untuk mengetahui dampak ketimpangan Upah Minimum Kabupaten / Kota (UMK) terhadap UMKM di PT Kota Mojokerto dan Kabupaten Mojokerto. Penelitian ini menggunakan metode kualitatif dengan mengumpulkan data melalui wawancara mendalam dan studi pustaka, yang kemudian menggunakan software NVIVO untuk pengolahan data kualitatif. Hasil Hasil penelitian menunjukkan bahwa disparitas berdampak pada Upah Minimum Kabupaten / Kota (UMK) tidak terlalu dirasakan oleh mayoritas pekerja dan pengusaha Usaha Mikro Kecil dan Menengah, baik di Kota Mojokerto maupun di Kabupaten Mojokerto. Namun terdapat indikasi bahwa sebagian kecil UMKM di Mojokerto dan Kabupaten Mojokerto merasakan dampak disparitas UMKM, antara lain: (1) kesulitan mencari tenaga kerja; (2) terhambatnya kelangsungan usaha; dan (3) kekuasaan beli pekerja. Faktor-faktor yang mempengaruhi disparitas UMK yang terjadi antara Kota Mojokerto dan Kabupaten Mojokerto, antara lain: (1) Kekuatan Persatuan Pekerja; (2) Perbedaan Geografis; dan (3) Perumusan dan Pelaksanaan Peraturan.

Minimum Wage Disparity is the wage gap due to inequality distribution of Minimum Wages between regions. As happened in East Java, there is indeed a District / City Minimum Wage (UMK) gap between regions with the highest UMK and regions with the lowest UMK. One of them occurred in adjacent areas such as Mojokerto City and Mojokerto Regency where the Minimum Wage of District / City disparity (UMK) was doubled. This study examines the impact of differences in Regency / City Minimum Wages (UMK) for Micro, Small and Medium Enterprises (UMKM) in Mojokerto City and Mojokerto Regency. This study aims to determine the impact of Regency / City Minimum Wage inequality on MSMEs in PT Kota Mojokerto and Mojokerto Regency. This research uses qualitative methods by collecting data through in-depth interviews and literature studies, which then use NVIVO software for qualitative data processing. Results The results showed that the disparity impact on the Regency / City Minimum Wage (UMK) was not felt by the majority of workers and entrepreneurs of Micro, Small and Medium Enterprises, both in Mojokerto City and in Mojokerto Regency. However, there are indications that a small proportion of MSMEs in Mojokerto and Mojokerto Regency feel the impact of MSME disparities, including: (1) difficulty finding workers; (2) business continuity is hampered; and (3) workers' purchasing power. Factors affecting MSE disparities that occur between Mojokerto City and Mojokerto Regency, include: (1) Strength of Workers' Unions; (2) Geographical Differences; and (3) Formulation and Implementation of Regulations."

"Skripsi ini membahas tentang keberlakuan pengaturan Upah Minimum Provinsi UMP terhadap Usaha Mikro, Kecil, dan Menengah UMKM , khususnya di Provinsi Daerah Khusus Ibukota Jakarta. Adanya peraturan UMP merupakan upaya pemerintah untuk memberikan jaminan bagi seluruh pekerja/buruh agar dapat hidup layak, tetapi di sisi lain kemampuan untuk memberikan upah yang sesuai ketentuan upah minimum sulit dilakukan oleh UMKM. Metode penelitian yang digunakan dalam penulisan skripsi ini adalah deskriptif analitis, dengan menerapkan studi kepustakaan dan wawancara sehingga diharapkan mampu menemukan masalah yang selama ini terjadi dan menghasilkan rekomendasi solusi atas permasalahan tersebut. Adapun hasil dari penelitian ini adalah secara peraturan, kebijakan upah minimum berlaku pada UMKM, tetapi pada penerapannya UMKM menghadapi kendala untuk membayarkan upah minimum kepada pekerja/buruh. Kata Kunci:Keberlakuan Peraturan; Upah Minimum Provinsi; Usaha Mikro, Kecil, dan Menengah UMKM.

This Thesis describes about the enforcement of Provincial Minimum Wage regulation on Micro, Small, and Medium Enterprises MSMEs . The Provincial Minimum Wage regulation is the government effort to provide guarantee for all workers to make a decent living in a region, yet the MSMEs are still in struggling to pay workers on standard minimum wage. This thesis used descriptive analytic as research method, by applying literature research and interviews that hopefully able to identify the occurring, underlying problems, and to produce recommended solutions for the problems. The conclusion of this thesis is the Provincial Minimum Wage regulation applies to MSMEs, yet on the implementation of that regulation, MSMEs face the problems to pay the minimum wage to their workers laborers."

"[Penelitian ini berfokus pada analisis faktor-faktor penentu ekspor CPO Indonesia. Faktor ? faktor yang menentukan tersebut diklasifikasikan menjadi indikator ekonomi mikro dan ekonomi makro. Indikator ekonomi mikro diwakili oleh tanah Indonesia dan Malaysia, produksi Indonesia dan Malaysia, tiga perusahaan CPO terbesar Indonesia dan Malaysia sementara indikator ekonomi makro diwakili oleh ekspor Malaysia, nilai tukar valuta asing, harga CPO, tingkat inflasi, BI rate, pertumbuhan konsumsi, pertumbuhan PDB, dan pertumbuhan manufaktur Indonesia. Penelitian ini menggunakan metodologi OLS dan pendekatan Kausalitas Granger untuk menganalisis dampak dari faktor-faktor penentu ekspor CPO dari Indonesia. Hasil regresi OLS menunjukkan bahwa ekspor CPO dari Indonesia sangat dipengaruhi oleh ekspor Malaysia, nilai tukar valuta asing, harga CPO dunia, tiga perusahaan CPO terbesar di Malaysia, dan pertumbuhan industri. Selanjutnya, output Kausalitas Granger menggunakan VAR pendekatan / VECM menunjukkan bahwa CPO Ekspor Indonesia memiliki hubungan dua arah dengan ekspor Malaysia, produksi Malaysia, tanah Malaysia, dan tanah Indonesia.
;The research focuses on analyzing the determinants of export of Indonesia?s CPO. Those determinants are classified into microeconomic and macroeconomic indicators. Microeconomic ones are represented by land of Indonesia and Malaysia, production of Indonesia and Malaysia, the three largest CPO companies of Indonesia and Malaysia while macroeconomic indicators are represented by export Malaysia, exchange rate, price of CPO, inflation rate, BI rate, consumption growth, GDP growth, and manufacture growth. The research uses OLS and Granger Causality approach to analyze the impact of those determinants on CPO export of Indonesia. The result of OLS regression shows that CPO export of Indonesia is significantly influenced by export of Malaysia, exchange Rate, global price of CPO, the three largest of CPO companies in Malaysia, and Manufacture Growth.
