"Seiring diberlakukannya Peraturan Menteri Kelautan dan Perikanan Republik Indonesia Nomor 56/PERMEN-KP/2014 dan Nomor 57/PERMEN-KP/2014 tentang moratorium perizinan usaha tangkap di wilayah pengelolaan perikanan dan pelarangan transhipment di laut menyebabkan salah satu kapal angkut ikan milik PT. Ocean Mitramas, KM.Mitramas 6 berhenti beroperasi. Oleh karena itu, dilakukan utilisasi kapal angkut ikan dengan memodifikasi menjadi kapal penumpang barang.
Terkait dengan hal tersebut dilakukan perancangan ulang sistem keselamatan sesuai dengan acuan peraturan Internasional SOLAS (Safety of Life at Sea), FSS Code (Fire Safety System), LSA Code (Life Saving Appliances), ISM Code (International Safety Management) dengan tujuan menjamin keselamatan penumpang, hasilnya berupa fire control dan safety plan.

As the implementation of the Regulation of the Minister of Maritime Affairs and Fisheries of the Republic of Indonesia Number 56/PERMEN-KP/2014 and Number 57/PERMEN-KP/2014 on a moratorium licensing of fishing business in the fishery management area and the banning of transshipment at sea causing one of fish carrier vessel owned by PT. Ocean Mitramas, KM. Mitramas 6 stop operating. Therefore, utilization conducted by modifying the fish carrier vessel into a cargo passenger vessel.
Related to that, conducted redesigning safety system according to the reference regulations International of SOLAS (Safety of Life at Sea), FSS Code (Fire Safety System), LSA Code (Life Saving Appliances), ISM Code (International Safety Management) with the aim of ensuring passenger safety, the result in the form of fire control and safety plan.

"Indonesia merupakan negara yang memiliki wilayah perairan sangat luas sehingga dapat dikatakan Indonesia merupakan Negara Maritim. Indonesia sebagai Negara Maritim diutamakan menggunakan transportasi laut untuk kebutuhan logistik. Sarana transportasi laut yang efektif dan efisien salah satunya adalah sistem tol laut yang akan dipenuhi dengan penambah penambah kapal dan pembangunan kapal termasuk kapal perikanan untuk melakukan distribusi. Terkait dengan transportasi laut sebagai sarana distribusi, Menteri Kelautan dan Perikanan Republik Indonesia mengatur perarturan mengenai kelautan dan perikanan yang diundangkan dalam Perarturan Menteri Kelautan dan Perikanan. Sesuai dengan isi dari Nomor 56/PERMEN-KP/2014 dan Nomor 57/PERMEN-KP/2014 maka diberlakukan penghentian sementara (moratorium) perizinan usaha perikanan tangkap yang ditujukan untuk kapal perikanan yang pembangunannya dilakukan di luar negeri dan penghentian sementara (moratorium) kegiatan alih muatan (transhipment) di laut sebagai upaya penanggulangan Illegal, Unrepoted and Unregulated (IUU) Fishing di Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPP-NRI). Agar terhindar dari kerugian, banyak pengusaha kapal perikanan yang berusaha memodifikasi kapal perikanan milik mereka. Pada proses modifikasi kapal perlu dilakukan perancangan atau desain ulang kapal yang mengutamakan aspek keselamatan. Dalam teori bangunan kapal, aspek keselamatan berkaitan dengan stabilitas kapal. Pada penerapannya, perhitungan kembali stabilitas kapal pada desain ulang kapal harus dilakukan untuk dapat mengetahui kapal modifikasi layak berlayar atau tidak. Sehingga kapal dapat dimodifikasi sesuai pemenuhan persyaratan kriteria IMO.

Indonesia is a country that has extensive territorial waters so that Indonesia as a Maritime Country. Indonesia as the country's maritime preferred using sea transport to the needs of the logistics. Related to maritime transport as a main of distribution, Minister of Marine and Fisheries of the Republic of Indonesia sets up rules on marine and fisheries that are enacted in Perarturan Minister of Marine and fisheries. In accordance with the content of the Number 56/PERMEN-KP/2014 and the Number 57/PERMEN-KP/2014 then imposed temporary suspension (moratorium) licensing efforts capture fisheries aimed at the development of Fishing Vessel conducted overseas and temporary suspension (moratorium) activities over charge (transhipment) at sea in an effort to combat Illegal, Unregulated and Unrepoted (IUU) Fishing in the area of management of Fisheries of the Republic of Indonesia (WPP-NRI). To avoid losses, many entrepreneurs who are trying to modify their fish carrier vessel. "Dewasa ini, banyak terjadinya kasus pencurian ikan di perairan Indonesia oleh nelayan negara tetangga Indonesia atau sering disebut Illegal, Unreported and unregulated (IUU) Fishing. Didasari dengan banyaknya kasus pencurian ikan ini maka Kementrian Kelautan dan Perikanan mengeluarkan peraturan sementara atau Moratorium nomor 56 dan 57 /Permen-KP/2014 yang melarang alih muatan (Transhipment) ditengah laut. Dengan berlakunya peraturan tersebut banyak kapal pengangkut ikan yang sudah tidak beroperasi.
Oleh karena itu, penulis membuat analisis utilisasi kapal pengangkut ikan dengan cara memodifikasi kapal pengangkut ikan menjadi kapal angkut barang dan penumpang, agar kapal dapat beroperasi kembali. Untuk mendukung proses modifikasi kapal diperlukannya suatu sistem manajemen proyek. Selain itu perlu dilakukan survei galangan, kapal angkut ikan dan pelabuhan. Atas dasar itulah dibuat perencanaan pekerjaan dalam bentuk Master Schedule, Network Planning dan S-Curve, dengan membutuhkan waktu pengerjaan 1600 jam pekerjan dimulai tanggal 2 Januari 2016 hingga 27 Juli 2016.

Nowadays, many of the cases of illegal fishing in Indonesian waters by fishermen from neighboring countries are often called Illegal, Unreported and Unregulated (IUU) Fishing. Based on the many number of cases of illegal fishing, the Ministry of Maritime Affairs and Fisheries issued a temporary regulation or moratorium number 56 and 57/Permen-KP/2014 which prohibits the Transhipment in the middle of the sea. With the enactment of this regulation, there are many fish carrier vessels that are no longer operate.
Therefore, the purpose of this study is to analyze the utilization of fish transport vessels by modifying fish carrier vessel into cargo passenger vessel, so that the vessel can operate again. To support the ship modification process, project management is needed. Other than, its need to survey the shipyard, the fish carrier vessel and the harbors. On this basis, the planning of work in the form of Master Schedule, Network Planning and S-Curve is made, it took time 1600 hours for working time, began on 2 January 2016 until 27 June 2016.

"Sehubungan dengan dikeluarkannya Peraturan Menteri Kelautan dan Perikanan Republik Indonesia nomor 56/PERMEN-KP/2014 tentang moratorium perizinan usaha tangkap di wilayah perairan Indonesia dan 57/PERMEN-KP/2014 tentang pelarangan alih angkut muatan di laut yang menyebabkan beberapa kapal angkut ikan berhenti beroperasi. Sebagai salah satu solusi agar kapal dapat beroperasi kembali adalah dengan utilisasi kapal angkut ikan dengan cara memodifikasi kapal menjadi kapal angkut penumpang dan barang. Sebelum pelaksanaan utilisasi, diperlukan studi untuk mengetahui kelayakan investasinya. Kelayakan investasi tersebut dapat dinilai dari manfaat ekonomi maupun non ekonomi dari hasil modifikasi kapal di masa yang akan datang. Dengan menggunakan analisis metode-metode umum kelayakan investasi, maka dapat diketahui modifikasi kapal angkut ikan ini layak untuk dilaksanakan.

"[ ABSTRAK
Adanya peraturan Menteri Kelautan dan Perikanan nomor 56 dan 57 tahun 2014 yang bertujuan untuk meminimalisir kegiatan illegal fishing berdampak pada banyaknya kapal perikanan yang berhenti beroperasi. Salah satunya adalah KM. Mitramas 6 yang merupakan jenis kapal angkut ikan. Agar KM. Mitramas 6 dapat dioperasikan kembali, maka perlu adanya suatu terobosan yang dilakukan. Untuk itu pada Tugas Akhir ini, penulis hendak melakukan modifikasi pada KM. Mitramas 6 dengan tujuannya agar kapal dapat dioperasikan kembali sebagai kapal jenis lain.
Modifikasi yang dilakukan adalah dengan melakukan utilisasi fungsi dari kapal angkut ikan menjadi kapal angkut barang dan penumpang. Modifikasi yang dilakukan mecakup modifikasi tata ruang, modifikasi sitem sanitari dan sewage, serta serta analisis konstruksi dari salah satu bagian pada kapal. Dari hasil yang didapat, diketahui bahwa kapal hasil modifikasi layak untuk dioperasikan menjadi jenis kapal angkut barang dan penumpang.

"Tesis ini membahas penerapan Sistem Manajemen Keselamatan Kapal yang merupakan salah satu peraturan bagi kapal yang menjadi salah satu syarat kelaiklautan kapal yang mengacu pada International Safety Management Code/ISM Code Peraturan ini juga wajib diterapkan untuk kapal penumpang Ro-Ro sebagai syarat kelaiklautan dan menj amin keselamatan pengoperasian kapal. Adanya beberapakejadian yang terjadi pada kapal penumpang Ro-Ro bahkan menimbulkan korban jiwa dapat menjadi pertanyaan sejauh mana peraturan ini benar-benar diterapkan.
Penelitian yang dilakukan adalah untuk mengevaluasi penerapan Sistem Manajemen Keselamatan Kapal pada kapal penumpang Ro-Ro yang beroperasi di lintas Merak Bakauheni.. Metode yang digunakan adalah menentukan gap alanisis penerapan berdasarkan data sekunder dan menentukan nilai penerapan berdasarkan kuisioner yang ditujukan kepada operator kapal, crew kapal dan penumpang kapal. Metode yang digunakan untuk menentukan gap analisis dengan mencari prosentase sesuai banyaknya ketidaksesuaian dari hasil eksternal audit serta mengelompokkan menjadi beberapa kategori. Sedangkan metode dalam penentuan nilai penerapan adalah metode non parametric Kruskal Wallis dengan menggunakan program computer SPSS versi 16 dan versi 17.
Hasil dari penelitian ini adalah didapatkan bahwa elemen 10 tentang perawatan kapal, elemen 6 tentang sumber daya manusia serta elemen 8 tentang kesiapan keadaan darurat merupakan elemen-elemen yang paling rendah penerapannya. Analisa hasil self assessment melalui kuisioner menunjukkan penerapan Sistem Manajemen Keselamatan oleh crew kapal lebih baik daripada operator kapal. Namun demikian secara keseluruhan penerapan Sistem Manajemen Keselamatan didominasi kategori B. Nilai penerapan Sistem Manajemen Keselamatan untuk kapal penumpang Ro-Ro di Merak Bakauheni dengan gap analisis melalui analisa data primer adalah 64,115% analisa data sekunder adalah 61,49%.

This thesis discusses the application of the Ship Safety Management System is one of the rules for Ships to be one of the seaworthiness requirement refers to the Intemational Safety Management Code / ISM Code. This Regulation shall be applied to Ro-Ro passenger ships as a seaworthiness requirement and to ensuring the safety operation of the ship. The existence of several accidents that occur on Ro-Ro passenger ships and even fatalities may be a question the extent to which these regulations are actually implemented.
The research conducted was to evaluate the implementation of Safety Management System Ship on Ro-Ro passenger ships operating in the cross-Merak Bakauheni. The method used is to determine the gap analysis application based on secondary data and determine the application based on a questionnaire addressed to the ship operators, ship crew and passenger ships. The method used to detennine the percentage gap analysis by searching the appropriate amount of discrepancy from the results of external audits and grouping into several categories. The application of the method in determining value is a Kruskal Wallis non-parametric method using computer program SPSS version 16 and version 17.
The results of this research was found that the element 10 about maintenance of the ship and equipment, element 6 about resources and personnel, and 8 about emergency preparedness are the elements that are the lowest implementation. Analysis of the results of self assessment through questionnaires demonstrate the application of the Safety Management System by crew is better than the ship operator. However, the overall implementation of Safety Management Systems dominated the category B. Score implementation of Safety Management System for Ro-Ro Passenger Ship at Merak Bakauheni are 64, 115% based on primary data and 61,49 % based on secondary data analysis.

"Berdasarkan adanya Permen KP No. 57/2014 berdampak pada banyaknya kapal angkut ikan yang tidak dapat beroprasi sehingga diperlukan modifikasi guna utilitasi kapal angkut ikan menjadi kapal angkut barang dan penumpang. Modifikasi dilakukan dari segi fungsi, rute dan teknis. Salah satu aspek yang mengalami perubahan yaitu kecepatan. Kecepatan harus ditingkatkan tanpa adanya perubahan pada mesin utama dan shaft.
Untuk memenuhi perubahan tersebut maka salah satu langkah yang bisa diambil adalah pengurangan hambatan dengan cara penurunan draft pada kapal dan rancangan ulang pada propeller. Perhitungan hambatan dilakukan dengan 3 metode yaitu : metode Yamagata, permodengan menggunakan software maxsurf dengan metode Holtrop, dan uji tarik. Hambatan berkurang 15,6 kN menurut Metode Holtrop, berkurang 29,92 kN menurut metode yamagata dan berkurang 148,47 kN dari hasil uji tarik.

According to Permen KP No. 57/2014 that effects on the number of not operating fishing vessel, that leads to the urgency of modification to utilize such vessel into cargo and passenger vessel. This modification consist of function, route, and technical specification. One of modified aspec is speed. This aspec must be increase without any changes of main engine and shaft.
In order to fulfill such change, the redaction of ship resistance shold be done by decreasing draft of the ship and redesign of the existing propeller. Resistance will be calculate using 3 methods, such as: Yamagata Method, Modelling and Visualisation with Holtrop Method in Maxsurf, and Towing Test. Resistance decreased 15,6 kN based on Holtrop Method, decreased 29,92 kN based on Yamagata Method and decreased 148,47 kN based on Towing Test.

"Meskipun industri konstruksi memberikan dampak ekonomi yang sangat tinggi, industri jasa konstruksi juga merupakan salah satu sektor industri yang memiliki risiko kecelakaan kerja yang cukup tinggi. Sistem Manajemen Keselamatan Konstruksi (SMKK) yang diatur dalam Peraturan Menteri PUPR Nomor 10 Tahun 2021, merupakan bagian dari sistem manajemen pelaksanaan pekerjaan konstruksi untuk menjamin terwujudnya keselamatan konstruksi. Salah satu elemen dukungan keselamatan konstruksi yaitu manajemen komunikasi. Terdapat 3 (tiga) tujuan dalam penelitian ini, diantaranya adalah: (1) Mengidentifikasi variabel dan indikator komunikasi dalam dukungan keselamatan konstruksi pada sektor konstruksi, (2) Mengidentifikasi hubungan antar variabel komunikasi dalam dukungan keselamatan konstruksi pada Sistem Manajemen Keselamatan Konstruksi (SMKK) dan (3) Menyusun usulan strategi komunikasi dalam dukungan keselamatan konstruksi berdasarkan model hubungan antar variabel untuk meningkatkan kinerja keselamatan konstruksi. Metode yang digunakan dalam penelitian ini adalah validasi terhadap pakar dan survei terhadap responden menggunakan Structural Equation Modeling dengan aplikasi SMARTPLS. Hasil dari penelitian ini adalah terdapat 8 variabel komunikasi dalam meningkatkan kinerja keselamatan konstruksi yaitu komunikasi eksternal sub-kontraktor, komunikasi eksternal pengunjung/ tamu, komunikasi mandor-pekerja, rapat keselamatan konstruksi, safety induction, safety morning, informasi bahaya/ media informasi, dan toolbox meeting. Terdapat 3 variabel yang memiliki pengaruh signifikan dalam meningkatkan kinerja keselamatan konstruksi yaitu komunikasi eksternal pengunjung/ tamu, safety morning, dan safety induction dengan nilai T-Statistics 2.355; 2.322; dan 2.203.

Although the construction industry has a very high economic impact, the construction services industry is also one of the industrial sectors that has a fairly high risk of work accidents. The Construction Safety Management System (SMKK), as regulated in Ministry of Public Work and Public Housing Regulation Number 10 of 2021, is part of the construction work implementation management system to ensure the realization of construction safety. One element of construction safety support is communication management. There are 3 (three) objectives in this study, including: (1) Identifying communication variables and indicators in construction safety support in the construction sector, (2) Identifying the relationship between communication variables in construction safety support in the Construction Safety Management System (SMKK); and (3) Developing a communication strategy proposal in construction safety support based on the relationship model between variables to improve construction safety performance. The method used in this research is the validation of experts and a survey of respondents using Structural Equation Modeling with the SMARTPLS application. The results of this study there are 8 communication variables in improving construction safety performance, namely sub-contractor external communication, visitor/guest external communication, foreman-worker communication, construction safety meeting, safety induction, safety morning, hazard information/media information, and toolbox meetings. There are 3 variables that have a significant influence in improving construction safety performance, namely external communication of visitors/guests, safety morning, and safety induction with a T-Statistics value of 2,355; 2,322; and 2,203."

"Along with the rapid development of infrastructure in Indonesia, the role of controlling the risk of work accidents is becoming increasingly important. State-Owned Enterprises (BUMN) as companies that dominate infrastructure projects in Indonesia are a large contributor to the number of accidents. Although there are already written regulations governing Occupational Safety and Health (OHS) in construction companies in Indonesia, the reality is that the implementation of safety in the field has not been fully implemented properly. The leadership in the company is one of the important factors in OHS management. The OHS management system is measured by the company's safety performance, where safety performance is driven by the company's leadership factor. Good leadership can regulate and control the occupational safety and health management system so that good safety performance is realized in the company. Therefore, the purpose of this study is to identify the factors that influence the leadership of BUMNs to improve the safety performance of construction projects. This research was conducted by distributing questionnaires to state-owned construction companies in Indonesia. Data analysis was carried out descriptively and also using the Delphi Method involving experts. In addition, the Relative Importance Index (RII) is used to determine the dominant factors that influence leadership to improve safety performance in state-owned construction companies. The results of this study shows that the factors that influence leadership to improve safety performance have been implemented in stateowned construction companies. The dominant factors of leadership in order to improve Safety Performance are the indicators of Safety Coaching that include leaders show commitment, leaders being the role model, and leaders coordinate well with the workers. The results of this study are vi Universitas Indonesia expected to provide further information about improving the construction safety management system through the influence of leadership roles in safety performance.

Badan Usaha Milik Negara (BUMN) sebagai perusahaan yang mendominasi proyek infrastruktur di Indonesia menjadi penyumbang besar angka kecelakaan. Walaupun sudah ada peraturan tertulis yang mengatur tentang Keselamatan dan Kesehatan Kerja (K3) pada perusahaan konstruksi di Indonesia, namun kenyataannya penerapan keselamatan di lapangan belum sepenuhnya dilaksanakan dengan baik. Kepemimpinan dalam perusahaan merupakan salah satu faktor penting dalam pengelolaan K3. Sistem manajemen K3 diukur dari kinerja keselamatan perusahaan, dimana kinerja keselamatan didorong oleh faktor kepemimpinan perusahaan. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengidentifikasi faktor-faktor yang mempengaruhi kepemimpinan BUMN untuk meningkatkan kinerja keselamatan proyek konstruksi. Penelitian ini dilakukan dengan menyebarkan kuesioner kepada perusahaan konstruksi milik negara di Indonesia. Hasil penelitian ini menunjukkan bahwa faktor-faktor yang mempengaruhi kepemimpinan untuk meningkatkan kinerja keselamatan telah diterapkan di perusahaan konstruksi milik negara. Faktor kepemimpinan yang dominan dalam rangka meningkatkan kinerja keselamatan adalah Safety Coaching yang meliputi, pemimpin menunjukkan komitmen, pemimpin menjadi panutan, dan pemimpin berkoordinasi dengan baik dengan pekerja."

"Kondisi pelaksanaan konstruksi di Indonesia yang terdampak akibat pandemi COVID-19 mulai bergerak bangkit lagi di awal tahun 2021. Kondisi mulai pulihnya kegiatan konstruksi di Indonesia mengingatkan kita pada potensi kerentanan kegiatan konstruksi terkait dengan keselamatan pekerjaan konstruksinya. Pemerintah Indonesia telah membuat berbagai regulasi, standar, sistem maupun protokol keselamatan kerja konstruksi di Indonesia. Khususnya sejak tahun 2012 hingga tahun 2019 sedikitnya terdapat dua sistem manajemen keselamatan yang wajib dilaksanakan pada lingkungan kerja sektor kontruksi yaitu SMK3 (Sistem Manajemen Keselamatan dan Kesehatan Kerja) serta SMKK (Sistem Manajemen Keselamatan Konstruksi). Kedua sistem manajemen penjamin keselamatan tersebut wajib dilaksanakan secara bersama-sama di lingkungan kerja konstruksi. Pelaksanaan SMK3 dan SMKK secara bersama-sama tersebut menimbulkan beberapa pemikiran terkait efektifitas dan efisiensi yang dapat dilakukan untuk mengintegrasikan pelaksanaan kedua sistem tersebut di lingkungan kerja konstruksi, khususnya dalam rangka menciptakan optimalisasi kegiatan proyek ditengah kondisi pandemi COVID-19. Pada studi kali ini akan disampaikan bagaimana upaya-upaya yang seharusnya dilaksanakan oleh penanggung jawab keselamatan konstruksi di proyek pembangunan pengaman pantai di Jakarta yaitu pada Tahap 4 Paket 2 dalam rangka efektifitas dan efisiensi pelaksanaan SMK3 dan SMKK. Hasil yang didapat dari proses implementasi secara terintegrasi SMK3 dan SMKK adalah dapat melakukan efisiensi biaya dan mampu mengurangi aktifitas serta duplikasi kegiatan evaluasi dan kegiatan mitigasi kecelakaan kontruksi di proyek.

The condition of construction implementation in Indonesia which was affected by the COVID-19 pandemic has begun to move back up again in early 2021. The conditions for the recovery of construction activities in Indonesia remind us of the potential vulnerability of construction activities related to the safety of construction work. The Indonesian government has made various regulations, standards, systems and protocols for construction work safety in Indonesia. Especially from 2012 to 2019 there are at least two safety management systems that must be implemented in the construction sector work environment, namely OHSMS (Occupational Safety and HealthManagement System) and CSMS (Construction Safety Management System). The two safety assurance management systems must be implemented jointly in the construction work environment. The implementation of OHSMS and CSMS together raises several thoughts regarding the effectiveness and efficiency that can be done to integrate the implementation of the two systems in the construction work environment, especially in order to optimize project activities amid the conditions of the COVID-19 pandemic. In this study, it will be conveyed how the efforts that should be carried out by the person in charge of construction safety in the Coastal Protection Development Project in Jakarta Phase 4 Package 2 in the context of the effectiveness and efficiency of the implementation of OHSMS and CSMS. The results obtained from the integrated implementation process of OHSMS and CSMS are being able to carry out cost efficiency and being able to reduce activities as well as duplication of evaluation activities and construction accident mitigation activities in the project."
