"Indonesia merupakan negara yang memiliki wilayah perairan sangat luas sehingga dapat dikatakan Indonesia merupakan Negara Maritim. Indonesia sebagai Negara Maritim diutamakan menggunakan transportasi laut untuk kebutuhan logistik. Sarana transportasi laut yang efektif dan efisien salah satunya adalah sistem tol laut yang akan dipenuhi dengan penambah penambah kapal dan pembangunan kapal termasuk kapal perikanan untuk melakukan distribusi. Terkait dengan transportasi laut sebagai sarana distribusi, Menteri Kelautan dan Perikanan Republik Indonesia mengatur perarturan mengenai kelautan dan perikanan yang diundangkan dalam Perarturan Menteri Kelautan dan Perikanan. Sesuai dengan isi dari Nomor 56/PERMEN-KP/2014 dan Nomor 57/PERMEN-KP/2014 maka diberlakukan penghentian sementara (moratorium) perizinan usaha perikanan tangkap yang ditujukan untuk kapal perikanan yang pembangunannya dilakukan di luar negeri dan penghentian sementara (moratorium) kegiatan alih muatan (transhipment) di laut sebagai upaya penanggulangan Illegal, Unrepoted and Unregulated (IUU) Fishing di Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPP-NRI). Agar terhindar dari kerugian, banyak pengusaha kapal perikanan yang berusaha memodifikasi kapal perikanan milik mereka. Pada proses modifikasi kapal perlu dilakukan perancangan atau desain ulang kapal yang mengutamakan aspek keselamatan. Dalam teori bangunan kapal, aspek keselamatan berkaitan dengan stabilitas kapal. Pada penerapannya, perhitungan kembali stabilitas kapal pada desain ulang kapal harus dilakukan untuk dapat mengetahui kapal modifikasi layak berlayar atau tidak. Sehingga kapal dapat dimodifikasi sesuai pemenuhan persyaratan kriteria IMO.

Indonesia is a country that has extensive territorial waters so that Indonesia as a Maritime Country. Indonesia as the country's maritime preferred using sea transport to the needs of the logistics. Transportation of sea which effective and efficient one is the toll system which will be filled with new construction ships and the construction of ships including fishing vessel to do the distribution. Related to maritime transport as a main of distribution, Minister of Marine and Fisheries of the Republic of Indonesia sets up rules on marine and fisheries that are enacted in Perarturan Minister of Marine and fisheries. In accordance with the content of the Number 56/PERMEN-KP/2014 and the Number 57/PERMEN-KP/2014 then imposed temporary suspension (moratorium) licensing efforts capture fisheries aimed at the development of Fishing Vessel conducted overseas and temporary suspension (moratorium) activities over charge (transhipment) at sea in an effort to combat Illegal, Unregulated and Unrepoted (IUU) Fishing in the area of management of Fisheries of the Republic of Indonesia (WPP-NRI). "Sehubungan dengan dikeluarkannya Peraturan Menteri Kelautan dan Perikanan Republik Indonesia nomor 56/PERMEN-KP/2014 tentang moratorium perizinan usaha tangkap di wilayah perairan Indonesia dan 57/PERMEN-KP/2014 tentang pelarangan alih angkut muatan di laut yang menyebabkan beberapa kapal angkut ikan berhenti beroperasi. Sebagai salah satu solusi agar kapal dapat beroperasi kembali adalah dengan utilisasi kapal angkut ikan dengan cara memodifikasi kapal menjadi kapal angkut penumpang dan barang. Sebelum pelaksanaan utilisasi, diperlukan studi untuk mengetahui kelayakan investasinya. Kelayakan investasi tersebut dapat dinilai dari manfaat ekonomi maupun non ekonomi dari hasil modifikasi kapal di masa yang akan datang. Dengan menggunakan analisis metode-metode umum kelayakan investasi, maka dapat diketahui modifikasi kapal angkut ikan ini layak untuk dilaksanakan.

In relation by the release of Minister Regulation of Maritime Affairs and Fisheries Republic of Indonesia Number 56 / PERMEN-KP / 2014 about moratorium licensing of fish catching in Indonesian waters, and Number 57 / PERMEN-KP / 2014 about banning transshipment at sea, causing several fish carrier vessels to stop operatin. Prior to the implementation of the utilization, is needed a study to determine the feasibility of the investment. The feasibility of the investment can be assessed from the economic and non-economic benefits of the modified vessel for the future.Using feasibility of investment analysis, it is known that the modification of fish carrier vessel is feasible."

"[ ABSTRAK
Adanya peraturan Menteri Kelautan dan Perikanan nomor 56 dan 57 tahun 2014 yang bertujuan untuk meminimalisir kegiatan illegal fishing berdampak pada banyaknya kapal perikanan yang berhenti beroperasi. Salah satunya adalah KM. Mitramas 6 yang merupakan jenis kapal angkut ikan. Agar KM. Mitramas 6 dapat dioperasikan kembali, maka perlu adanya suatu terobosan yang dilakukan. Untuk itu pada Tugas Akhir ini, penulis hendak melakukan modifikasi pada KM. Mitramas 6 dengan tujuannya agar kapal dapat dioperasikan kembali sebagai kapal jenis lain.
Modifikasi yang dilakukan adalah dengan melakukan utilisasi fungsi dari kapal angkut ikan menjadi kapal angkut barang dan penumpang. Modifikasi yang dilakukan mecakup modifikasi tata ruang, modifikasi sitem sanitari dan sewage, serta serta analisis konstruksi dari salah satu bagian pada kapal. Dari hasil yang didapat, diketahui bahwa kapal hasil modifikasi layak untuk dioperasikan menjadi jenis kapal angkut barang dan penumpang.

"Berdasarkan adanya Permen KP No. 57/2014 berdampak pada banyaknya kapal angkut ikan yang tidak dapat beroprasi sehingga diperlukan modifikasi guna utilitasi kapal angkut ikan menjadi kapal angkut barang dan penumpang. Modifikasi dilakukan dari segi fungsi, rute dan teknis. Salah satu aspek yang mengalami perubahan yaitu kecepatan. Kecepatan harus ditingkatkan tanpa adanya perubahan pada mesin utama dan shaft.
Untuk memenuhi perubahan tersebut maka salah satu langkah yang bisa diambil adalah pengurangan hambatan dengan cara penurunan draft pada kapal dan rancangan ulang pada propeller. Perhitungan hambatan dilakukan dengan 3 metode yaitu : metode Yamagata, permodengan menggunakan software maxsurf dengan metode Holtrop, dan uji tarik. Hambatan berkurang 15,6 kN menurut Metode Holtrop, berkurang 29,92 kN menurut metode yamagata dan berkurang 148,47 kN dari hasil uji tarik.

According to Permen KP No. 57/2014 that effects on the number of not operating fishing vessel, that leads to the urgency of modification to utilize such vessel into cargo and passenger vessel. This modification consist of function, route, and technical specification. One of modified aspec is speed. This aspec must be increase without any changes of main engine and shaft.
In order to fulfill such change, the redaction of ship resistance shold be done by decreasing draft of the ship and redesign of the existing propeller. Resistance will be calculate using 3 methods, such as: Yamagata Method, Modelling and Visualisation with Holtrop Method in Maxsurf, and Towing Test. Resistance decreased 15,6 kN based on Holtrop Method, decreased 29,92 kN based on Yamagata Method and decreased 148,47 kN based on Towing Test.

"Dewasa ini, banyak terjadinya kasus pencurian ikan di perairan Indonesia oleh nelayan negara tetangga Indonesia atau sering disebut Illegal, Unreported and unregulated (IUU) Fishing. Didasari dengan banyaknya kasus pencurian ikan ini maka Kementrian Kelautan dan Perikanan mengeluarkan peraturan sementara atau Moratorium nomor 56 dan 57 /Permen-KP/2014 yang melarang alih muatan (Transhipment) ditengah laut. Dengan berlakunya peraturan tersebut banyak kapal pengangkut ikan yang sudah tidak beroperasi.
Oleh karena itu, penulis membuat analisis utilisasi kapal pengangkut ikan dengan cara memodifikasi kapal pengangkut ikan menjadi kapal angkut barang dan penumpang, agar kapal dapat beroperasi kembali. Untuk mendukung proses modifikasi kapal diperlukannya suatu sistem manajemen proyek. Selain itu perlu dilakukan survei galangan, kapal angkut ikan dan pelabuhan. Atas dasar itulah dibuat perencanaan pekerjaan dalam bentuk Master Schedule, Network Planning dan S-Curve, dengan membutuhkan waktu pengerjaan 1600 jam pekerjan dimulai tanggal 2 Januari 2016 hingga 27 Juli 2016.

Nowadays, many of the cases of illegal fishing in Indonesian waters by fishermen from neighboring countries are often called Illegal, Unreported and Unregulated (IUU) Fishing. Based on the many number of cases of illegal fishing, the Ministry of Maritime Affairs and Fisheries issued a temporary regulation or moratorium number 56 and 57/Permen-KP/2014 which prohibits the Transhipment in the middle of the sea. With the enactment of this regulation, there are many fish carrier vessels that are no longer operate.
Therefore, the purpose of this study is to analyze the utilization of fish transport vessels by modifying fish carrier vessel into cargo passenger vessel, so that the vessel can operate again. To support the ship modification process, project management is needed. Other than, its need to survey the shipyard, the fish carrier vessel and the harbors. On this basis, the planning of work in the form of Master Schedule, Network Planning and S-Curve is made, it took time 1600 hours for working time, began on 2 January 2016 until 27 June 2016.

"Seiring diberlakukannya Peraturan Menteri Kelautan dan Perikanan Republik Indonesia Nomor 56/PERMEN-KP/2014 dan Nomor 57/PERMEN-KP/2014 tentang moratorium perizinan usaha tangkap di wilayah pengelolaan perikanan dan pelarangan transhipment di laut menyebabkan salah satu kapal angkut ikan milik PT. Ocean Mitramas, KM.Mitramas 6 berhenti beroperasi. Oleh karena itu, dilakukan utilisasi kapal angkut ikan dengan memodifikasi menjadi kapal penumpang barang.
Terkait dengan hal tersebut dilakukan perancangan ulang sistem keselamatan sesuai dengan acuan peraturan Internasional SOLAS (Safety of Life at Sea), FSS Code (Fire Safety System), LSA Code (Life Saving Appliances), ISM Code (International Safety Management) dengan tujuan menjamin keselamatan penumpang, hasilnya berupa fire control dan safety plan.

Related to that, conducted redesigning safety system according to the reference regulations International of SOLAS (Safety of Life at Sea), FSS Code (Fire Safety System), LSA Code (Life Saving Appliances), ISM Code (International Safety Management) with the aim of ensuring passenger safety, the result in the form of fire control and safety plan.

"Potensi perikanan Indonesia merupakan salah satu yang terbesar di dunia, yaitu sekitar 6,4 juta ton per tahun. Akan tetapi potensi ini belum tergali dengan baik dan untuk meningkatkan produksi perikanan dibutuhkan armada penangkapan ikan yang sesuai dengan perairan di Indonesia yang mampu memenuhi potensi perikanan Indonesia. Untuk itulah ditawarkan sebuah alternatif pembuatan kapal ikan yang baru dimana kapal memiliki fish hold yang terisi air laut sehingga ikan akan tetap hidup. Alternatif yang ditawarkan adalah dengan merancang kapal Trimaran pengangkut ikan, yaitu kapal ikan yang terdiri dari 3 lambung dengan fish hold yang terisi air laut. Satu hal yang harus diperhatikan adalah masalah stabilitas sehingga kita dapat menjaga kapal agar tetap dalam kondisi stabil. Kunci untuk mendapatkan kapal yang stabil adalah dengan memastikan bahwa kapal tersebut memiliki cukup kemampuan untuk mengatasi momen yang timbul akibat factor luar selama perjalanan. Untuk menghitung satbilitas, hal pertama yang harus dilakukan adalah membuat perencanaan untuk berbagai kondisi pemuatan selama perjalanan, untuk setiap kondisi pemuatan dilakukan analisis stabilitasnya berdasarkan kurva stabilitas. Ada dua kunci yang dapat menggambarkan karakteristik stabilitas kapal, yakni cross curve dan kurva lengan koppel. Berdasarkan perhitungan kapal ikan Trimaran memiliki stabilitas yang baik pada sudut yang kecil.

Potential product from fishing in Indonesia each year can reach 6.4 million ton. But in the real condition this number can't fulfill by Indonesian, and one of major caused of it is because Indonesian lack of fishery armada, not just lack of number but also very lack of technology if we compare with the other country. For that purpose we just offer one of alternative a new kind of fishing ship that have fish hold which contain with sea water so the fish can still life after it's catch and condition would be fresh. The alternative that offers is design of Trimaran fish carrier ship, Trimaran fish carrier ship is fishing ship with three hulls, where the hull become fish hold that contain by seawater. One thing that we must concern when ship operating is stability so we can maintain ship at stable conditions. The key to having a stable vessel is making sure there is always be sufficient stability to counter the capsizing moments from the external factors during the entire voyage. To calculate the stability, the first thing is to make a prediction of loading conditions during the entire voyage, then analysis the stability depend on stability curve for every loading conditions. There are two keys that will help to determine the characteristic of ship stability, cross curve and righting arm curve. From the result of calculations, it is show that Trimaran fishing ship has good stability for small angle of heeling."

"Penelitian ini berfokus pada analisis stabilitas Kapal Ikan 5 GT, sebuah kapal berkapasitas 5 GT dengan penggerak motor listrik dan dilengkapi dengan panel surya untuk pengisian daya baterainya. Untuk menjamin keselamatan operasional, analisis stabilitas kapal dilakukan menggunakan parameter dari International Maritime Organization (IMO) sebagai standar keselamatan. Metode yang digunakan meliputi uji eksperimental inclining test dan simulasi menggunakan perangkat lunak Maxsurf Stability. Pengumpulan data dilakukan dengan mengukur jarak pemindahan beban uji dan kemiringan kapal yang diakibatkan oleh pemindahan posisi beban. Hasil perhitungan menunjukkan bahwa nilai GMt dari uji eksperimen adalah 0,385 m, sementara hasil simulasi menunjukkan nilai 0,395 m pada kondisi inclining test. Uji stabilitas berdasarkan kriteria IMO menunjukkan bahwa Kapal Ikan 5 GT belum memenuhi kriteria stabilitas untuk parameter luas area pada sudut kemiringan 30°, 40°, 30° - 40°, dan nilai GZ pada sudut 30°, dalam kondisi kapal kosong. Oleh karena itu, diperlukan penambahan beban pemberat pada kapal agar memenuhi kriteria stabilitas yang ditetapkan.

This research focuses on the stability analysis of a 5 GT fishing vessel, a boat with a 5 GT capacity powered by an electric motor and equipped with solar panels for battery charging. To ensure operational safety, the vessel's stability analysis was conducted using parameters from the International Maritime Organization (IMO) as safety standards. The methods employed include an experimental inclining test and simulations using Maxsurf Stability software. Data collection was carried out by measuring the displacement distance of the test weight and the tilt of the vessel caused by the repositioning of the weight. The calculation results indicate that the GMt value from the experimental test is 0.385 m, while the simulation results show a value of 0.395 m under the inclining test conditions. Stability tests based on IMO criteria reveal that the 5 GT fishing vessel does not meet stability criteria for the area under the curve at heel angles of 30°, 40°, 30° - 40°, and the GZ value at a 30° angle, in an empty vessel condition. Therefore, additional ballast weight is required for the vessel to meet the specified stability criteria."

"Nilai ekonomi ikan kerapu bebek dan ikan kerapu tikus yang begitu tinggi hingga mencapai ratusan ribu per kilogramnya membuat banyak orang tertarik untuk membudidayakannya. Sehingga tuntutan akan alat angkut yang cocok pun kini menjadi perhatian. Penulis mencoba memperkenalkan alat angkut berjenis kapal trimaran dengan lambung tengah sebagai kolam ikan dan lambung samping sebagai propulsinya. Dengan bantuan software hydromax pro versi 11.12, penulis mencoba menganalisis stabilitasnya.
