"PT. XYZ membuat unit bisnis strategis baru dari bergerak di sektor industri kesehatan khususnya di bidang Third Party Administrator (TPA). Penggunaan sistem informasi/teknologi informasi menjadi hal yang sangat penting bagi PT. XYZ untuk mencapai target perusahaan, bersaing dengan kompetitor dan menjadi yang terdepan dalam sektor TPA, namun kondisi saat ini infrastruktur teknologi informasi belum mendukung proses bisnis perusahaan secara optimal. Permasalahan yang terjadi adalah infrastruktur yang ada belum patuh terhadap regulasi, pengembangan infrastruktur belum di rencanakan sejak awal, SLA masih rendah, dan infrastuktur teknologi informasi belum handal. Penelitian ini merupakan penelitian kualitatif dengan case study research yang bertujuan untuk menghasilkan rancangan infrastruktur teknologi informasi adaptif yang mampu mendukung tercapainya tujuan bisnis PT. XYZ dengan menggunakan kerangka kerja TOGAF Architecture Development Method (ADM) dan kerangka kerja Service Oriented Network Architecture (SONA) yang telah disesuaikan. Hasil penelitian ini berupa perancangan infrastruktur teknologi informasi yang adaptif, yang diharapkan dapat menyelesaikan permasalahan infrastruktur teknologi informasi yang dihadapi oleh PT. XYZ.

PT. XYZ launched a new strategic business unit in health industry sector, especially in Third Party Administrator (TPA). Uses of Information and Communication Technology (ICT) becomes very important for PT. XYZ to achieve the target company, to compete with competitors and to become the leader in healtcare industry, escpecially in TPA area, but the current state of information technology Infrastructure does not yet support the company's business processes optimally. The problem is the existing infrastructure has not complied with the regulation, Infrastructure development has not been planned from the beginning, the SLA is still low, and the information technology Infrastructure is not reliable yet.

This research is a qualitative case study research that aims to produce a design of adaptive information technology Infrastructure that supports the achievement of PT. XYZ business objectives using the framework TOGAF Architecture Development Method (ADM) and Service Oriented Network Architecture (SONA) frameworks. The result of this research is the design of adaptive information technology Infrastructure, which is expected to solve the problems of information technology Infrastructure in PT. XYZ."

"Pelaksanaan birokrasi yang handal, profesional, efektif, produktif dalam memberikan pelayanan yang prima kepada masyarakat merupakan salah satu tujuan dari pelaksanaan good governance pada pemerintah daerah, khususnya pada Pemerintah Kabupaten Bogor. Untuk tercapainya tujuan tersebut, perlu dikembangkan sistem manajemen dan proses kerja yang menggunakan dan mendayagunakan layanan teknologi informasi dan komunikasi (TIK) yang tepat. Infrastruktur teknologi informasi merupakan sebuah pondasi yang akan menopang seluruh sistem informasi yang akan memberikan layanan-layanan TI bagi organisasi, sehingga diperlukan sebuah perencanaan infrastruktur yang bersifat adaptif. TOGAF (The Open Group Architecture Framework) merupakan kerangka kerja yang akan digunakan sebagai acuan dalam perancangan infrastruktur teknologi informasi di Pemerintah Kabupaten Bogor.

The implementation of bureaucracy which are reliable, professional, effective, productive in providing excellent service to the community is one of the goals of good governance implementation in local government, especially in Bogor Regency Government. To achieve these objectives, it needs to develop management systems and work processes which using appropriate services of information and communication technology (ICT).

Information technology infrastructure is a foundation that will sustain the entire information system that will provide IT services to the oeganization, so it requires an adaptive infrastructure planning. TOGAF (The Open Group Architecture Framework) is a framework that will be used as a reference in designing the information technology infrastructure in Bogor Regency Government."

"Terimplementasinya teknologi informasi yang baik dan handal sudah menjadi salah satu tuntutan bagi suatu organisasi khususnya organisasi pemerintah. Hal ini dapat dilihat dengan keluarnya INPRES No.3 Tahun 2003 tentang kebijakan dan strategi nasional pengembangan E-Goverment dimana tujuan utamanya adalah menciptakan lingkungan pemerintahan yang bersih dan transparan. Sekretariat Jenderal Dewan Energi Nasional selaku Satuan Kerja dibawah Kementerian Energi dan Sumberdaya mineral dituntut pula mempunyai teknologi informasi yang baik dan handal guna mendukung pelaksanaan INPRES E-Goverment tersebut. Selain itu dengan terimplemenetasinya teknologi informasi yang baik, diharapkan dapat mendukung terlaksananya rencana strategis Setjen DEN, sehingga target kinerja organisasi dapat tercapai secara maksimal. Karya akhir ini merancang infrastruktur teknologi informasi yang mendukung proses bisnis di lingkungan Setjen DEN. Penelitian ini menggunakan The Open Group Architecture Framework (TOGAF). Pada penelitian di dapatkan hasil bahwa dengan TOGAF dapat membuat sebuah tata kelola infrastruktur TI yang mendukung tugas dan fungsi serta tujuan Sekretariat Jenderal Dewan Energi Nasional.

A good and reliable implementation of information technology has become one of the demands for an organization, especially governmental organizations. It can be seen by the release of Presidential Instruction No.3 Tahun 2003, on the development of national policies and strategies for e-Government whose main purpose is to create an environment that is clean and transparent government. Secretariat General of the National Energy Board as a Unit under the Ministry of Energy and Mineral Resources is also required to have good technology and reliable information to support the implementation of the Presidential Instruction E-Government. In addition, a good implementation of information technology, are expected to support the implementation of the strategic plan of the General Secretariat of DEN, so the organizational performance targets can be achieved optimally.

This final work designs information technology infrastructure to support existing business processes within the General Secretariat of DEN. This study uses The Open Group Architecture Framework (TOGAF). The study results indicate that TOGAF create a governance IT infrastructure that supports the task and function and purpose of the General Secretariat of the National Energy Council."

"ABSTRAKLembaga Manajemen Aset Negara LMAN adalah suatu institusi pemerintah di bawah Kementerian Keuangan dan Direktorat Jenderal Kekayaan Negara DJKN yang bergerak dalam bidang optimalisasi aset negara. LMAN adalah lembaga yang didirikan pada November 2015 dan dalam strategi bisnisnya LMAN menyatakan kebutuhan adanya dukungan Teknologi Informasi TI terhadap kegiatan operasional LMAN dan integrasi eksternal dengan pihak lain. Dukungan TI tersebut dapat dinyatakan dengan kebutuhan adanya sistem TI LMAN. Pengembangan sistem TI yang baik memerlukan perancangan arsitektur TI yang mendeskripsikan komponen-komponen sistem informasi data dan aplikasi dan teknologi dari sistem tersebut. Selain untuk memenuhi kebutuhan dari LMAN, arsitektur TI LMAN juga harus memenuhi kebijakan TI yang disyaratkan dari arsitektur TI Kementerian Keuangan yang ditentukan oleh otoritas TI Kementerian Keuangan yaitu Pusat Sistem Informasi dan Teknologi Keuangan Pusintek yang menganut prinsip Federated Architecture.Penelitian ini bertujuan untuk merancang arsitektur TI LMAN yang memenuhi kebutuhan bisnis LMAN dan kesesuaian dengan kebijakan Pusintek. Data kebutuhan arsitektur TI LMAN dikumpulkan dari wawancara dengan pimpinan dan staf LMAN, divisi arsitektur Pusintek, dokumen internal organisasi, dan peraturan-peraturan terkait. Pendekatan yang digunakan dalam perancangan arsitektur TI adalah berdasarkan konsep Enterprise Architecture EA dengan menggunakan kerangka kerja TOGAF The Open Group Architecture Framework dan metode TOGAF ADM Architecture Development Method. Arsitektur TI LMAN yang dihasilkan memperlihatkan ketergantungan antara LMAN dengan DJKN terkait data dan proses terkait aset negara, dan pengaruh dari kebijakan Pusintek yang memberikan batasan dan juga peluang yang turut membentuk arsitektur TI yang dihasilkan. Lebih lanjut, rancangan arsitektur TI LMAN yang dihasilkan memperlihatkan: pada wilayah arsitektur data, LMAN membutuhkan data awal dari aset negara dari DJKN, data terkait optimalisasi aset, dan data pendukung/perkantoran; pada wilayah arsitektur aplikasi, dari 31 aplikasi baru yang diidentifikasi, aplikasi-aplikasi ini dapat dikategorikan ke dalam: aplikasi internal LMAN, aplikasi dari DJKN, dan aplikasi bersama yang disediakan Pusintek; pada wilayah arsitektur teknologi, LMAN akan menggunakan layanan infrastruktur pusat data dan konektivitas yang disediakan Pusintek, dan adanya pembatasan komponen teknologi pengembangan aplikasi sesuai kebijakan Pusintek.

ABSTRACTState Asset Management Agency Lembaga Manajemen Aset Negara ndash LMAN is an Indonesian government institution that is under the authority of Indonesia Ministry of Finance and Directorate General of State Asset Direktorat Jenderal Kekayaan Negara ndash DJKN and have main activity of state asset optimalization. LMAN is founded on November 2015 and in their business strategy LMAN states there is a requirement of Information Technology IT support for LMAN operation activities and external integration to other parties. The support of IT can be expressed by the need of an LMAN IT system. In order to develop a good IT system it is required to design the LMAN rsquo s IT architecture, which will describe information system data and application and technology components of the system. Beside the need to meet LMAN rsquo s requirements, LMAN rsquo s IT architecture also have to complies with IT policies that governed by Ministry of Finance rsquo s IT authority ndash Center of Finance Information System and Technology Pusat Sistem Informasi dan Teknologi Keuangan ndash Pusintek with it rsquo s principle of Federated Architecture. The purpose of this research is to design LMAN rsquo s IT architecture that meets LMAN rsquo s business requirements and complies with Pusintek policies. LMAN rsquo s IT architecture requirements is gathered from interviews with LMAN rsquo s executive and staff, Pusintek rsquo s architecture division, LMAN rsquo s internal documents, and related regulations. The approach used in the design of the architecture are based on Enterprise Architecture EA concept, with the use of TOGAF The Open Group Architecture Framework framework and TOGAF ADM Architecture Development Method method.The resulted LMAN rsquo s IT architecture shows dependency of LMAN with DJKN in related to data and process of state asset management, and also the influence of Pusintek IT policies that contributes to restrictions and opportunities that shapes the resulted IT architecture. More detail, the resulted architecture design shows on data architecture domain, LMAN will need base state asset data from DJKN, asset optimalization related data, and office supporting data on application architecture domain, there are total of 31 new applications identified, these applications can be categorized into LMAN rsquo s internal application, DJKN applications, and common applications that provided by Pusintek on technology architecture domain, LMAN will utilize data center and connectivity infrastructure that provided by Pusintek, and the presence of restriction on application development components that governed by Pusintek. "

Data collection techniques used to compile this research was the observation, interview, and literature study. Results from this research is an adaptive IT Infrastructure blueprint for the management of IT Services, which can be used to accommodate the needs of the business of PT. Permasalahan yang dihadapi PT XYZ adalah waktu pemulihan layanan TI ketika bencana belum sesuai dengan ekspektasi perusahaan. Hal ini dikarenakan kondisi infrastruktur TI belum bisa memenuhi kebutuhan layanan TI perusahaan. "Transformasi digital merupakan salah satu visi PT XYZ, perusahaan yang bergerak dalam bidang keuangan non-bank untuk dapat mendukung proses bisnisnya. Dalam mencapai visi transformasi digital tersebut, infrastruktur teknologi informasi merupakan salah satu komponen yang harus dimiliki secara matang dan baik. Pengkuran tingkat kapabilitas menggunakan Process Assessment Model (PAM). Berdasarkan hasil pengukuran tersebut akan dianalisis rekomendasi perbaikan yang harus dilakukan PT XYZ berdasarkan pemetaan proses pada COBIT 5.

Digital transformation is one of PT XYZ's visions as non-bank finance sector company to be able to support its business processes. In achieving the digital transformation vision, information technology infrastructure is one of the components that must be carefully and properly owned. Besides the latest technology that applied in information technology infrastructure, infrastructure governance is also needed to ensure digital transformation in infrastructure implementation. Based on the measurement of the level of IT governance capability in 2019, PT XYZ only at level 2.1 while expectation is level 3 using COBIT 5. So that in this final work will measure the level of IT infrastructure governance capability that has been implemented at PT XYZ and provide recommendations for improvement to increase the level of capability. Capability level measurement using Process Assessment Model (PAM). Based on measurement result, the improvements will be analyzed based on the mapping process on COBIT 5."

"Data Center (DC) sebagai pusat operasional seluruh sistem aplikasi dan sentral sistem jaringan komunikasi data, harus dapat memenuhi seluruh kebutuhan kegiatan operasional Teknologi Informasi (TI) perusahaan. Meningkatnya pertumbuhan jumlah infrastruktur TI pada PT. XYZ menyebabkan permasalahan pada DC saat ini. Permasalahan yang ada diantaranya adalah DC saat ini tidak memenuhi standar TIA (Telecommunication Industry Association) - 942, distribusi listrik dan pendinginan yang tidak tercukupi, tekanan beban ruangan dan udara panas yang semakin terkonsentrasi dari banyaknya server yang beroperasional. Dengan permasalahan yang ada pada DC saat ini, PT.XYZ mengembangkan proyek migrasi ke infrastruktur DC baru yang di dalamnya memiliki prasyarat - prasyarat untuk mengatasi permasalahan yang ada saat ini. Dalam kegiatan proyek pengembangan infrastruktur DC baru, diperlukan proses tahapan manajemen risiko untuk dapat mengidentifikasi risiko yang akan dihadapi, proses pengendalian risiko dan strategi - strategi untuk proses mitigasi risiko yang ada. Dalam karya akhir ini dilakukan penyusunan manajemen risiko TI dalam proyek migrasi DC lama ke infrastruktur DC baru dengan menggunakan kerangka kerja Project Management Body of Knowledge (PMBOK). Data yang digunakan adalah data sekunder yaitu hasil wawancara, dokumen rencana koneksi antar rak perangkat jaringan, dokumen jalur rencana instalasi kabel, rencana migrasi storage, jadwal uraian kegiatan proyek dan laporan hasil kegiatan ujicoba. Hasil dari karya akhir ini adalah daftar risiko, strategi mitigasi risiko serta daftar pemilik risiko sebagai acuan dan pedoman dalam proyek migrasi DC yang akan dihadapi.

Data Center (DC) as the operational center of the whole central system applications and data communication network systems, must be able to meet all the needs of the operational activities of Information Technology (IT) companies. The increasing growth of the IT infrastructure at PT. XYZ cause problems on DC current. Existing problems such as DC does not currently meet the standards TIA (Telecommunications Industry Association) - 942, power distribution and cooling are not fulfilled, the pressure and heat load space is increasingly concentrated on the number of servers are operational. With the problems that exist in the current DC, PT. XYZ develop infrastructure projects migration to a new DC in which has a prerequisite to overcome the problems that exist today. In the course of the DC new infrastructure development projects, the necessary process steps of risk management to identify risks that will be faced, risk control processes and strategies for mitigating the risk. In this thesis carried out the preparation of IT risk management within the current DC migration project infrastructure to the new DC by using the framework of the Project Management Body of Knowledge (PMBOK). The data used are secondary data interviews, planning documents connections between network devices rack, document line cable installation plans, storage migration plan, schedule and description of project activity test report on their activities. The results of this thesis is a list of risks, risk mitigation strategies and risk owners list as a reference and guidance in DC migration project that will be encountered."

Permasalahan yang terjadi seperti masalah kebijakan, prosedur, kegiatan, dokumentasi dan SDM terkait layanan TI. PT. XYZ harus memastikan bahwa layanan teknologi informasi sesuai dengan kebutuhan dan kegiatan bisnis perusahaan. PT. XYZ mengharapkan setiap permasalahan yang muncul bisa diberikan solusi untuk perbaikan. Penelitian ini nantinya bertujuan untuk mengetahui kondisi layanan teknologi informasi dengan menggunakan framework COBIT 5. Hasil yang diharapkan dari penelitian ini adalah mendapatkan nilai evaluasi layanan TI, KPI, process practice dan aktivitasnya, sehingga dapat membantu PT. XYZ dalam meningkatkan kinerja layanan yang ditandai dengan meningkatnya ketersediaan layanan, berkurangnya gangguan dan waktu penanganan gangguan.

The importance of IT service in an organization is aimed to help company's business activity, PT. XYZ has a problem in the IT services to the users. The problem that often occur like policy, procedure, activity, documentation and HR related to the IT. PT. XYZ has to ensure that TI service is convenient with the needs and the activities of company's business. PT. XYZ expect any problems that arise can be given the solution for improvement. This research will tend to determine the condition IT service using COBIT 5 framework.

The expected outcome of this research is to get the value evaluation of IT service, KPI, process practice and the activities so that can help PT. XYZ in improving service performance which marked increase in the availability of services, reduced interference and disturbance handling time."

Metode TOGAF ADM memberikan hasil berupa arsitektur enterprise dalam bentuk arsitektur bisnis, arsitektur aplikasi, arsitektur data dan arsitektur teknologi. Rancangan arsitektur enterprise ini dapat dijadikan sebagai pedoman atau blue-print perusahaan untuk perancangan dan pengembangan teknologi informasi.
