"Tesis ini membahas pembinaan kearsipan dalam kerangka konsep sosialisasi organisasi yang dikaitkan dengan birokrasi dalam organisasi pemerintahan, serta bagaimana pemaknaan pembinaan kearsipan tersebut bagi individu yang terlibat di dalamnya. Penelitian ini merupakan penelitian studi kasus dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara terhadap penyelenggara maupun peserta pembinaan kearsipan. Hasil penelitian menyatakan bahwa pembinaan kearsipan merupakan produk ekspresi budaya individu yang bukan hanya pelaksanaan kebijakan tertulis tetapi juga kebijakan budaya para individu terkait. Pembinaan kearsipan juga merupakan bentuk negosiasi individu terhadap permasalahan yang terjadi selama pembinaan kearsipan berlangsung. Individu memaknai pembinaan kearsipan tidak hanya sebagai pelaksanaan tugas dan tanggung jawabnya bagi organisasi tetapi juga sebagai rekreasi atau hiburan di mana dalam pelaksanaannya terdapat berbagai kepentingan.

The focus of this study is the archival coaching in an organizational socialization conceptual framework associated with the bureaucracy of governmental organization, also the meaning of the archival coaching by everyone involved in it. This research is a case study with qualitative approach. The data were collected by means of deep interview with the organizers and participants of the archival coaching. The research shows that archival coaching is a product of cultural expression held by individual, not only as an implementation of the archival policy but also the cultural policy of the individual. Archival coaching is also a form of individual negotiation to overcome the problems that occur during the archival coaching were being held. Individuals interpret the archival coaching not only as the implementation of their responsibility but also as a recreation where there are various interests.

"Skripsi ini membahas tentang Kompetensi Petugas Arsip Dalam Layanan Temu Kembali Arsip di BPAD DKI Jakarta sebagai upaya mengetahui kompetensi yang dimiliki petugas arsip bagian layanan dalam kegiatan dan layanan temu kembali arsip. Tujuannya adalah mendapatkan gambaran kompetensi petugas arsip dalam hal layanan kearsipan, mengetahui permasalahan yang timbul dalam layanan kearsipan dan apa yang dapat dilakukan petugas arsip dalam menangani permasalahan layanan kearsipan. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data yang dilakukan yaitu dengan cara observasi, wawancara semistruktur dan studi literatur. Hasil penelitian ini menemukan bahwa dengan tidak adanya pendidikan formal mengenai kearsipan, petugas arsip mampu melakukan pekerjaannya dengan tepat dengan mengandalkan pengalaman dalam bekerja meskipun belum menggunakan sistem temu kembali yang terstruktur.

This undergraduate thesis discusses the archive officers competency in the archive retrieval Services at BPAD DKI Jakarta as an effort to know the competency of archive officers in the activities and records retrieval services. The goal is to get an overview of competence in terms of archival service, knowing the problems that arise in archival services and what archive officers can do in addressing the problems of archival services. The study used a qualitative approach to the case study method. Data collected by observation, semi-structured interviews and literature studies. The results of this study found that in the absence of formal archive education, archivist is able to do his job properly by relying on experience in working despite not using structured retrieval systems.

"Akuisisi arsip merupakan proses penambahan khasanah arsip pada lembaga kearsipan dengan melalui transfer, donor, pinjaman, dan pembelian yang dilakukan atas dasar kebijakan akuisisi. Setelah diberlakukannya otonomi daerah, Kantor Arsip Daerah Propinsi DKI Jakarta bertugas untuk mengelola arsip statis daerah di lingkungan Propinsi DKI Jakarta.
Tujuan dari penelitian ini adalah untuk mengetahui pelaksanaan akuisisi arsip statis di Kantor Arsip Daerah Propinsi DKI Jakarta Aspek-aspek dari penelitian adalah (1) aspek kebijaksanaan yang terdiri alas sub aspek kelembagaan, prioritas, pedoman, anggaran, dan koordinasi dengan sumber arsip, (2) aspek prosedur akuisisi yang terdiri dari survey/pendataan, penataan, penilaian, pengiriman dan penerimaan, dan (3) aspek sumber daya manusia dengan sub aspek pejabat struktural Kantor Arsip Daerah Propinsi DKI Jakarta, pejabat dan petugas dari unit kerja terkait, arsiparis.
Penelitian ini merupakan studi kasus dengan menggunakan pendekatan kualitatif dengan tujuan untuk memperoleh pemahaman tentang aspek-aspek dari penelitian ini. Adapun teknik pengumpulan data yang digunakan adalah wawancara, pengamatan, dan penelitian dokumen. Sedangkan yang menjadi informan dalam penelitian ini adalah pejabat struktural Kantor Arsip Daerah Propinsi DKI Jakarta, pejabat/petugas dari unit kerja pemilik arsip dan arsiparis.
Adapun teknis pengolahan data dalarn penelitian ini adalah menganalisa data yang diperoleh, kemudian menggolongkannya kedalam kategori yang sesuai dengan aspek penelitian. Setelah itu melakukan intepretasi data dengan berdasarkan pada teori dan kebijakan untuk mengetahui faktor-faktor yang menjadi penyebab timbulnya permasalahan. Dan yang terakhir adalah penyajian hasil penelitian.
Hasil penelitian menunjukkan bahwa (1) belum adanya kebijakan khusus mengenai akuisisi arsip statis membawa dampak dalam menentukan (a) prioritas unit kerja dan arsip yang akan diakuisisi, (b) tidak adanya pedoman dalam pelaksanaana akuisisi arsip statis, (c) melakukan koordinasi dengan unit kerja, karena tidak diperkuat dengan peraturan secara resrni yang mengatur hal ini; (2) pelaksanaan akuisisi arsip statis telah berjalan dengan berpedoman pada Modul Akusisi Arsip Orde Baru dan Kabinet Reformasi, dengan urutan kegiatan terdiri dari survey/pendataan, penataan, penilaian, pengiriman dan penerimaan. Penyusunan pedoman dan modul tersendiri tentang pelaksanaan akusisi arsip statis yang disusun sesuai dengan kebutuhan Kantor Arsip Daerah Propinsi DKI Jakarta merupakan langkah untuk mengoptimalkan kegiatan akusisi arsip statis daerah; (3) pengetahuan di bidang kearsipan dan perhatian dari pejabat struktural Kantor Arsip Daerah Propinsi DKI Jakarta merupakan dukungan yang positif pada kegiatan ini. Hal tersebut merupakan motivasi bagi arsiparis dan petugas pelaksananya untuk terus belajar dalam meningkatkan kemampuan dan pengetahuan dibidang kearsipan. Untuk mengatasi masalah kekurangan tenaga pelaksana, diperbantukan tenaga kontrak. Diperlukan adanya sosialisasi dan peningkatan pengertian dan pengetahuan dari unit kerja, terutama untuk para pejabatnya dan tenaga kearsipan mereka, sehingga kegiatan akuisisi arsip statis dapat berjalan dengan baik.

Acquisition of archives is the process by which archives add to on holding archives in institutional archives with transfer, donor, loan and the purchasing based on the acquisition policy. After the local autonomy is conducted, Kantor Arsip Daerah Propinsi DKI Jakarta is in charge to arrange the local archives surrounding Propinsi DKI Jakarta.
This study is purposed to know about the implementation of the acquisition of archives at Kantor Arsip Daerah Propinsi DKI Jakarta. The aspects of the study are ( I ) policy aspect that consist of sub-institutional aspect, priority, orientation, budget, and coordination to archives source, (2) acquisition procedure aspect including survey, appraisal, arrangement, transferring and accessioning, and (3) human resources aspect with the sub-structural official functionary aspect at Kantor Arsip Daerah Propinsi DKI Jakarta, the official functionary and the custom of the task force, archivist.
The observation is case study and qualitative approach with the purpose to maintain the comprehension about the aspects from the observation. As regards the data collecting technique that used are interview, observation, and document research. Whereas the informer of the study is the structural official functionary of Kantor Arsip Daerah Propinsi DKI Jakarta, official functionary / custom of the task force and archivist.
Concerning the data collecting technique is to analyze the available data, then classify it into the right category with the observation aspect.
After that data interpretation based on the policy and theory to find out about all factors caused problems. And the last things is to present to result of the observation. The result of observation shows that : (1) proceeding special policy about the acquisition of archives carry the effects in deciding (a) task force priority and the archives will be acquisized, (b) there is no direction about the implementation of the acquisition of archives, (c) coordinating with the task force, because it doesn't have strong rule officially to arrange that; (2) The implementation of acquisition of archives is on the way which directed by Modul Akusisi Nasional Arsip Orde Baru dan Kabinet Reformasi Pembangunan, with activity order consist of survey, appraisal, arrangement, count, transferring and accessioning. The arrangement of direction and the module respectively about implementation of acquisition of archives that is arranged according to the need at Kantor Arsip Daerah Propinsi DKI Jakarta is a kind of step to optimize the activity of local acquisition of archives; (3) archival knowledge and the attention from the structural official functionary at Kantor Arsip Daerah Propinsi DKI Jakarta is a positive support to the activity. It is a kind of motivation to archivist and the custom to keep learning to enhance the archival skill and the knowledge. To overcome the lack of customs, some contract customs hired. The need of socialization, an increase of attention and the knowledge of task force, especially to the official functionary and the archives custom, so that the activity of acquisition of archives can move rightly.

"ABSTRAK
Tesis ini membahas tentang perencanaan penyelenggaraan Arsip Perguruan
Tinggi di UIN Syarif Hidayatullah Jakarta, ditinjau dari aspek kesiapan SDM
kearsipannya. Penelitian ini adalah penelitian survei dengan pendekatan
lcuantitatifl Populasi penelitian ini adalah penanggung jawab dan staf pengelola
arsip di Sub Bagian Umum dari setiap unit kerja utama di UIN Jakarta yakni
sebanyak 28 orang. Data dikumpulkan dengan menggunakan kuesioner dan
wawancara. Analisis data dilakukan dengan analisis deskriptif. Hasil penelitian
menunjuldkan bahwa kesiapan SDM kearsipan dalam perencanaan
penyelenggaraan Arsip Perguruan Tinggi mencapai tingkat/ kategori cukup.
Peneliti menyarankan agar UIN Jakarta mewujudkan amanat undang-
undang untuk menyelenggarakan Arsip Perguruan Tinggi tersebut dan
meningkatkan kualitas dan kuantitas SDM kearsipannya.

Abstract
This thesis is about the accomplishment of University Archives in UIN Jakarta,
views whom the readiness of human resources aspect. This study is a survey
research with a quantitative approach. The population are the coordinator and stat?
of records/ archival management in the General Subdivision of each major unit at
UIN Jakarta those are 28 people. Data were collected by means of questionnaire
and interview. Data were analyzed by descriptive analytical method. The results
shows that the level of readiness of archival human resources is enough.
Researcher suggests that UIN Jakarta could apply the Archives Law in the
University Archives immediately and improve the quality and quantity of
archival human resources."

"The role of record and archives management has existed for a long time, even before the birth of the State of Indonesia, precisely the Dutch colonial period. During the VOC period, archives in the Nusantara archipelago merely refers to the custom prevailing in the Dutch archives system, namely the enactment of the agenda system. When the period of Hindia Belanda Government, archival law was created in the Netherlands and its colonies. It's Koninklijk belsuit van den, 4 September 1823 number 7. in the republic period shown three Act in three area. First one is Presidential Regulation number 19/1961 or Act Prps. Number 19/1961 about principles of the National Archives, in the Old era; second the Act number 7/1971 about basic provisions archives in the new era; third the Act number 43/2009 about record-archives management in Reform era.

"The problems of irregular inactive records to be completed if the inactive record management can run well and are supported by adequate infrastructure. A mens of supporting the smooth management of inactive records are records center. With the archive inactive records center to be more efficient and archive issues will be resolved as chaotic inactive storage can be centralized and controlled. In addition the management of inactive records will be olderly and not chaotic if archive root causes chaotic it resolved that since the active archive must have a pattern thet is uniform classification of the unit cretaor archives, the existence of human resorces in the field of archive/archivists, at the shrinkage in the central file can be run so that when the file is moved to inactive records center will be the same classification code, records in olderly condition, there is news of the handover, there is a list of archives and records thet will be needed when it can be recovered quicly and efficiently right effective. To achieve these objectives should be supported by all parties, unit leader, archivist, records managers, and equally important is to be supported by infrastructure adequate funding and sufficient."
