"Posyandu merupakan sarana yang efektif untuk pemberdayaan masyarakat di suatu kelurahan atau desa. Oleh karena itu, pemerintah mengeluarkan kebijakan revitalisasi Posyandu untuk diimplementasikan di setiap wilayahnya. Dalam pelaksanaannya banyak hambatan yang mempengaruhi, seperti keterbatasan jumlah kader, anggaran, dan partisipasi masyarakat. Penelitian ini bertujuan untuk mengetahui proses implementasi kebijakan revitalisasi Posyandu di Kabupaten Bekasi 2008. Metodologi penelitian yang digunakan adalah penelitian deskriptif analitik yang bertujuan untuk mengetahui gambaran implementasi kebijakan revitalisasi Posyandu di Kabupaten Bekasi tahun 2008. Penelitian ini menggunakan pendekatan kualitatif karena melalui pendekatan ini diharapkan dapat menggali informasi secara lengkap dan mendalam tentang implementasi kebijakan revitalisasi Posyandu di Kabupaten Bekasi tahun 2008.
Sasaran dalam penelitian ini adalah Dinas Kesehatan, Puskesmas Suka Indah, Posyandu desa Suka Murni dan Suka Karya. Penelitian ini dilakukan pada bulan Juni 2008. Hasil yang didapatkan dari p enelitian implementasi kebijakan revitalisasi Posyandu di Kabupaten Bekasi adalah bahwa kebijakan revitalisasi Posyandu di kabupaten Bekasi sudah diterjemahkan menjadi bentuk pedoman. Distribusi buku pedoman tersebut belum cukup optimal. SDM yang bertanggung jawab dalam implementasi kebijakan revitalisasi Posyandu tersebut adalah bidang Promosi Kesehatan baik di Dinas Kesehatan maupun di Puskesmas, bidan desa, dan kader kesehatan. Sumber daya keuangan untuk implementasi kebijakan revitalisasi Posyandu berasal dari APBN, APBS, dana sehat dari masyarakat dan CSR dari berbagai perusahaan.
Penyelenggaraan Posyandu di Kabupaten Bekasi sudah berjalan rutin, kegiatan-kegiatan yang ada di setiap Posyandu adalah KIA, KB, gizi, imunisasi, dan kesehatan lingkungan. Proses pembinaan kader sudah berjalan rutin. Monitoring dan evaluasi dilakukan secara rutin, insidental, dan melalui lomba Posyandu. Tingkat aktivitas tokoh masyarakat dan kader berbeda-beda di setiap daerah, hal tersebut dikarenakan faktor politik yang berpengaruh terhadap pelaksanaan Posyandu. Setiap Posyandu memiliki perbedaan dalam pengelolaan dana sehat, hal tersebut tergantung dari karakteristik masyarakatnya di setiap daerah. Perlu adanya peningkatan pengetahuan kepada masyarakat agar meningkatnya kesadaran tentang dana sehat dan urgensi dari pelaksanaan Posyandu."

"Tingginya angka kriminalitas menyebabkan dibutuhkan suatu lembaga yang melakukan pembinaan untuk mengurangi angkat kriminalitas tersebut. Lembaga Tersebut yaitu Direktorat Jenderal Pemasyarakatan yang melalui lembaga pemasyarakatan memberikan pembinaan kepada narapidana agar tidak mengulangi perbuatannya kembali. Direktorat Jenderal Pemasyarakatan dalam melakukan pembinaan agar tercipta pembinaan yang baik membuat suatu kebijakan. Kebijakan tersebut adalah Revitalisasi Penyelenggaran Pemasyarakatan Pemasyarakatan. Kebijakan tersebut menjelaskan bahwa terdapat berbagai macam klasifikasi pembinaan yaitu Lembaga Pemasyarakatan Super Maximum Security, Maximum Security, Medium Security, dan Minimum Security. Lembaga Pemasyarakatan Kelas II B Ciangir menjadi pilot project terhadap klasifikasi Lembaga Pemasyarakatan Minimum Security yang ada di Indonesia. Pada implementasinya permasalahan yang ada yaitu lembaga pemasyarakatan minimum security masih kekurangan jumlah hunian narapidana dan juga kekurangan pada sumber daya manusia serta dalam anggaran. Penelitian ini bertujuan untuk memberikan gambaran bagaimana implementasi kebijakan revitalisasi penyelenggaraan pemasyarakatan yang menggunakan teori dari Edward III tentang implementasi kebijakan. Metode yang digunakan didalam penelitian ini ialah post-positivist, teknik pengumpulan data dengan wawancara mendalam yang menjadi data primer, studi dokumentasi sebagai data sekunder serta analisis yang digunakan pada penelitian ini bersifat kualitatif. Hasil yang didapatkan dalam penelitian ini ialah pada implementasi kebijakan tersebut Lembaga Pemasyarakatan Kelas II B Ciangir telah melaksanakan dengan cukup baik dan sesuai dengan aturan serta tujuan yang ada pada kebijakan tersebut.

The high crime rate causes an institution that guides to reduce the adoption of crime. The Institution is the Directorate General of Corrections which through correctional institutions guides prisoners so as not to repeat their actions. The Directorate General of Corrections in conducting coaching to create good coaching makes a policy. The policy is the Revitalization of Correctional Institutions. The policy explains that there are various kinds of fostering classifications namely Super Maximum Security, Maximum Security, Medium Security, and Minimum Security. Penitentiary Class II B Ciangir became a pilot project on the classification of the Minimum Security Penitentiary in Indonesia. In its implementation the existing problem is that the minimum security correctional institution still lacks the number of prisoners' dwellings and also lacks in human resources and the budget. This study aims to provide an overview of how to implement a revitalization policy in the implementation of correctional services using theories from Edward III on policy implementation. The method used in this study is the post-positivist, data collection techniques with in-depth interviews that become primary data, the study of documentation as secondary data and the analysis used in this study is qualitative. The results obtained in this study are the implementation of the policy Class C Class II B Penitentiary has implemented quite well and following the rules and objectives of the policy.

"[Penelitian ini membahas mengenai evaluasi implementasi kebijakan revitalisasi kawasan Kota Tua di Jakarta. Jakarta sebagai ibukota negara memiliki suatu kawasan Kota Tua seluas ± 334 ha yang dulunya merupakan pusat kegiatan ekonomi dan pemerintahan pada tiga masa kekuasaan, dimulai dari masa pemerintahan Pangeran Jayakarta, masa penjajahan Portugis, dan masa penjajahan Belanda. Tingginya nilai
budaya dan sejarah di kawasan tersebut merupakan potensi pariwisata yang baik, oleh karena itu pemerintah DKI Jakarta membuat kebijakan revitalisasi Kota Tua Jakarta yang dimulai sejak masa pemerintahan Gubernur Ali Sadikin pada tahun 1970. Namun proses revitalisasi kawasan tersebut dianggap masih belum memenuhi harapan. Pada tahun 2014 revitalisasi dicanangkan kembali dengan diterbitkannya Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua Jakarta dan
diselenggarakan kerjasama pemerintah-swasta melalui konsorsium JOTRC (Jakarta Old Town Revitalization Corp.). Tujuan dilaksanakannya penelitian ini adalah untuk menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan revitalisasi kawasan Kota Tua Jakarta, dan menganalisis evaluasi implementasi kebijakan revitalisasi kawasan tersebut. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan post-positivis. Penelitian ini menghasilkan temuan yaitu implementasi kebijakan revitalisasi Kota Tua Jakarta masih belum efektif. Faktor-faktor yang mempengaruhi belum efektifnya kebijakan revitalisasi Kota Tua Jakarta antara lain karena status kepemilikan bangunan-bangunan yang beragam antara pribadi, swasta/BUMN, dan Pemprov DKI Jakarta. Sedikitnya bangunan yang dimiliki Pemprov DKI Jakarta membuat proses revitalisasi terhambat, ditambah lagi belum adanya leading sector dan minimnya SDM maupun anggaran dari Unit Pengelola Kawasan (UPK) Kota Tua Jakarta sebagai pengelola kawasan
tersebut. Namun dilakukannya kerjasama pemerintah-swasta dengan keberadaan konsorsium JOTRC merupakan upaya yang baik dalam melakukan percepatan pembangunan di kawasan Kota Tua. Beberapa saran yang diajukan dalam penelitian antara lain implementasi badan otorita yang mengelola kawasan Kota Tua Jakarta secepatnya sebagaimana diamanatkan dalam Pergub DKI Jakarta no. 36 tahun 2014, pelibatan ahli cagar budaya dalam setiap pemugaran di kawasan Kota Tua sehingga tidak merusak atau menghilangkan nilai historis bangunan tersebut, serta pelibatan masyarakat lokal dalam pembangunan kawasan Kota Tua.

This research discusses the evaluation of policy implementation of the revitalization of the Old Town area in Jakarta. Jakarta as the capital of the country has an Old Town area of ± 334 ha which was once the center of economic activity and government for three reigns, starting from the reign of Prince Jayakarta, the Portuguese colonial period, and the Dutch colonial period. The high value of the culture and history of the region is a potential for tourism, therefore, the local government make the revitalization of Jakarta old town area, which began during the reign of Governor Ali Sadikin in 1970. However, the process of revitalization of the area still has not met expectations. In 2014 revitalization proclaimed back with the issuance of the Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua and held public-private partnership through a consortium called JOTRC (Jakarta Old Town Revitalization Corp.). The objective of this research is to analyze the factors that influence policy implementation of revitalization of the old city area, and analyzing the evaluation of policy implementation of revitalization of the region. The method used in this research is qualitative method with post-positivist approach. Results of this of this research is that the implementation of the Jakarta Old Town revitalization policies is still ineffective. Factors that influence the implementation of the policy is because of the ownership status of the buildings which vary between personal, private/state-owned enterprise, and local government plus the absence of leading sector and the lack of human resources and the budget of the Unit Pengelola Kawasan (UPK) Kota Tua as the area manager. But the establishment of JOTRC as a form of publicprivate partnership for revitalization of Jakarta old town is a good effort to accelerate the development in that area. Some suggestions from this research are immediate implementation of autonomous body that manages the old city area as mandated in Pergub no. 36 tahun 2014, the involvement of cultural heritage experts in development of the Old City area so as not to damage the historical value of the building, and empowerment of local communities. "Penelitian ini menelaah implementasi/penerapan kebijakan keterbukaan informasi publik di Kementerian Pertanian. Dengan menggunakan teori yang digagas oleh Daniel W. Bromley dan Edward III, penelitian ini melihat kesesuaian kebijakan keterbukaan informasi publik yang seharusnya dengan kebijakan yang diterapkan oleh Kementerian Pertanian dan efektivitas kebijakan publik. Pendekatan ini menggunakan pendekatan kualitatif dengan paradigma positivisme.
Kesimpulan penelitian ini mengarah pada dua besaran pokok, yaitu (i) implementasi kebijakan KIP yang berjalan kurang baik. Hal ini terlihat pada tahap operational level, dimana kebijakan tidak disosialisasikan dengan baik oleh PPID kepada pelaksana kebijakan; (ii) terdapat faktor-faktor yang menghambat keberhasilan implementasi yaitu komunikasi yang terkoordinasi, komitmen pimpinan, sumber daya manusia yang memadai dan terampil di bidangnya, disposisi yang sesuai, serta birokrasi.
Tindakan yang disarankan untuk memperbaiki implementasi kebijakan keterbukaan informasi publik adalah pelaksanaan uji konsekuensi, dibuatnya program yang jelas untuk kegiatan sosialisasi kebijakan KIP, peningkatan kualitas pelayanan informasi publik, reorganisasi demi meningkatkan koordinasi.

This study examines the implementation / application of the policy of public disclosure in the Ministry of Agriculture. By using the theory proposed by Daniel W. Bromley and Edward III, this study looked at the suitability of the policy of public disclosure should be the policy implemented by the Ministry of Agriculture and efectivity public policy. This approach uses a qualitative approach with a constructivist paradigm. Informants were selected based on purposive sampling, the manager of public information the Ministry of Agriculture and NGOs ever dispute the information with the Ministry of Agriculture.
Conclusion of this study focuses on two principal amount, namely (i) the implementation of policies KIP running poorly. It looks at the operational stage level, where policies are not well socialized by the PPID to implementing policies, (ii) there are factors that hinder the successful implementation of coordinated communication, leadership commitment, adequate human resources and skilled in their field, disposition appropriate, as well as the bureaucracy.
Measures suggested to fix implementation of the policy of public disclosure is a consequence of the implementation of the test, made ​​clear program for socialization activities KIP policy, improving the quality of public information services, reorganization to improve coordination.
