"Besarnya kebutuhan air bersih di Jakarta untuk pemenuhan kebutuhan hidup masyarakat meriuntut tersedianya pelayanan publik perkotaan yang optimal secara khusus dalam bidang air minum. Namun keberadaan PAM Jaya sebagai institusi penyedia layanan air minum di Jakarta belum dapat mengakomondasi kebutuhan dari masyarakat, karenanya agar akselerasi pengembangan dan peningkatan kinerja pelayanan dapat terlaksana maka PAM Jaya melakukan kerjasama dengan pihak swasta atau dengan kata lain melakukan privatisasi. Dalam perkembangan selanjutnya ternyata setelali di privatisasi keluhan-keluhan masyarakat terhadap pelayanan air ternyata masih tetap terdengar padahal seharusnya privatisasi memberikan perubahan dan perbaikan kondisi pelayanan.
Berdasarkan hal tersebut maka permasalahan penelitian yang diangkat adalah perlu diketahui apakah masuknya pihak swasta pads pelayanan air minum di DKI Jakarta sudah memberikan perubahan kualitas pelayanan atau belum seperti yang diharapkan pelanggan, disamping itu faktor apa saja yang mempengaruhi perubahan tersebut. Dalam penelitian ini variabel yang dianalisis adalah kontinuitas, tekanan, kualitas dan kuantitas air serta tarif dan pelayanan pelanggan terhadap kepuasan pelanggan. Metode analisis yang digunakan adalah statistik deskriptif, korelasi dan regresi dengan alat Bantu Software SPSS.
Hasil analisis menunjukkan kondisi pelayanan dengan melihat perubahan dari masing-masing variabel penelitian ditemukan bahwa nilai rata-rata perubahan (delta) bernilai negatif hal ini mengindikasikan bahwa penerapan privatisasi belum memberikan perubahan kualitas pelayanan terhadap pelanggan selain itu dari hasil analisis ditemukan variabel yang sangat berpengaruh terhadap kepuasan pelanggan yakni tarif dan kontinuitas. Dengan demikian hasil analisis ini bila dihubungkan dengan tujuan dari privatisasi untuk membawa pelayanan publik lebih efesien dan efektif menunjukkan bahwa pelayanan air minum di wilayah Timur Jakarta belum sesuai dengan tujuan dari dilakukannya privatisasi.

To fulfill community live needs for water, especially drinking water, in Jakarta area demanding optimal municipal public service. PAM Jaya existences as institution that provides drinking water service in Jakarta area is still not accommodate the community needs. Therefore to develop and increase its service performance, PAM Jaya is working together with private sector to convert PAM Jaya into a private company. However, community still file for complains to PAM Jaya even though converting into a private sector should make significant changes and improvement to become a better company.
Base on those conditions, the question of this research that needs to be recognized is private sectors involvement in drinking water service in DKI Jakarta. Has private sector involvement given any changes in quality of service or not as expected by customers? Which factors make the changes? In this research, analyze variables are continuity, pressure, quality and quantity of water, and tariff and customer service toward customer satisfaction. The analytic methods are descriptive statistic, correlation and regression with SPSS Software as the tools.
The analytic result, by looking at the changes from each research variable, showed that the average change value (delta) for service conditions' growth is negative. This is an indication that converting PAM Jaya into a private sector has not given any changes in quality of customer service. Another result showed from this research that tariff and continuity are variables that give big influence toward customer satisfaction. Therefore, if the result from this research is connected to the objective of converting PAM Jaya into private company, which is to deliver a more efficient and effective to public service, it showed that drinking water service in East Jakarta area is not appropriate.

"Sistem Penyediaan Air Minum (SPAM) di Indonesia khususnya di Kabupaten Bogor dikelola oleh Perumda Air Minum Tirta Kahuripan. Seiring berjalannya waktu penyelenggaraan SPAM memerlukan pengembangan. Oleh karena itu, diperlukannya evaluasi dan pengembangan jaringan distribusi. Dalam penelitian ini bertujuan untuk mengidentifikasi kondisi eksisting jaringan distribusi pada aspek kuantitas, kualitas, dan kontinuitas di Perumahan Cipta Graha Permai; menganalisis parameter hidrolik menggunakan aplikasi EPANET 2.2 dengan skenario pengembangan jumlah penduduk Perumahan Cipta Graha Permai serta pengembangan jaringan distribusi Perumahan Emerald City; memodelkan sisa klor di jaringan distribusi di aplikasi EPANET 2.2. Metode yang digunakan dalam evaluasi dan pengembangan jaringan distribusi berdasarkan proyeksi penduduk model logistik dengan standar kebutuhan air sebesar 100 L/Orang/Hari. Untuk mengevaluasi dan memodelkan kualitas air berdasarkan penelitian di lapangan. Evaluasi kualitas air mengacu pada Peraturan Kementerian Kesehatan RI. Untuk evaluasi dan pengembangan jaringan distribusi mengacu pada Peraturan Kementerian Pekerjaan Umum dan Perumahan Rakyat RI. Berdasarkan evaluasi kondisi eksisting, kuantitas pendistribusian air sebesar 1,79 L/detik. Untuk kualitas air parameter kekeruhan sebesar 0,36 NTU; 0,26 NTU; 0,16 NTU; 0,85 NTU, total koliform dan E. Coli sebesar 0 jumlah per 100 ml sampel. Konsentrasi sisa klor di reservoir sebesar 0,12 mg/L dan di masing-masing Sambungan Langsung (SL) sebesar 0,06 mg/L; 0,03 mg/L; 0,05 mg/L. Secara kontinuitas, pendistribusian air telah didistribusikan selama 24 jam. Hasil analisis parameter hidrolik di EPANET 2.2 tekanan dan kecepatan dalam pipa di Perumahan Cipta Graha Permai sebesar 0,3 m; 0,01 m/detik sedangkan di Perumahan Emerald City sebesar 0,3 m; 0,01 m/detik. Berdasarkan permodelan sisa klor di jaringan distribusi eksisting di sepanjang jaringan sebesar 0,12 mg/L. Dari hasil evaluasi kondisi eksisting pendistribusian air sudah memenuhi baku mutu secara kuantitas dan kontinuitas. Namun, pada aspek kualitas sisa klor di SL belum memenuhi baku mutu. Dari analisis parameter hidrolik belum memenuhi kriteria desain pipa distribusi. Berdasarkan permodelan sisa klor tidak adanya penurunan konsentrasi di sepanjang jaringan pipa.

The drinking water supply system (SPAM) in Indonesia, especially in Bogor district, is managed by the Tirta Kahuripan Drinking Water Company. As time goes by, SPAM maintenance needs development. Therefore, it is necessary to evaluate and develop the distribution network. The study aims to identify the existing conditions of the distribution network in terms of quantity, quality, and continuity in the Cipta Graha Permai Housing; analyze the hydraulic parameters using the EPANET 2.2 application with the development scenario of the number of people in Cipta Graha Permai Housing as well as the development of the Emerald City Housing Distribution Network; model the residues of chlorine in the distribution network in EPANET 2.2. The method used in evaluating and developing the distribution network is based on the population projections of the logistic model with the standard water needs of 100 L / Person / Day. To evaluate and model water quality based on field research. Water quality assessment refers to the Rules of the Ministry of Health RI. For evaluating and developing the distribution network, refer to the Ministry of Public Works and People's Housing RI Regulations. Based on the assessment of existing conditions, the amount of water distribution was 1.79 l/second. For water quality, the hardness parameters are 0.36 NTU; 0.26 NTU; 0.16 NTU; and 0.85 NTU. Coli is 0 quantity per 100 ml sample. The residual chlorine concentration in the reservoir was 0.12 mg/L, and each Direct Connection (SL) was 0.06 mg / L; 0.03 mg / l; 0.05 mg/l. Continuously the water distribution has been distributed over 24 hours. The result of the analysis of hydraulic parameters in EPANET 2.2 pressure and speed in the pipe in Cipta Graha Permai Housing was 0.3 m; 0.01 m / second, while in Emerald City Housing, 0.3m; 0.01 m / second. Based on the modelling of chlorine residues in network distribution existing along the network of 0.12 mg/L. From assessing existing conditions, the water distribution has fulfilled the quality standards in quantity and continuity. However, in terms of quality, residual chlorine in SL has not fulfilled the quality standards. The analysis of the hydraulic parameters did not fulfil the design criteria of the distribution pipe. Based on the residual chlorine model, there was no decrease in concentration along the pipeline."

"Terbatasnya cakupan layanan air bersih perpipaan dari PDAM menyebabkan sebagian besar masyarakat Kota Bekasi masih memanfaatkan air tanah sebagai sumber air bersih. Masalah dalam penelitian ini yaitu masyarakat cenderung mengonsumsi air tanah tanpa mengetahui kondisi, keamanan dan kualitas air tanah.Tujuan penelitian adalah menganalisis pengetahuan masyarakat terkait kualitas air tanah, hubungan antara persepsi masyarakat dengan kualitas air minum, perilaku masyarakat terkait praktik penanganan dan pengolahan air minum, serta mengevaluasi penyediaan air minum yang aman di Kelurahan Jatiluhur, Sumur Batu, dan Jatirangga, Kota Bekasi. Metode penelitian yang digunakan yaitu metode campuran yang menggabungkan metode kuantitatif dan metode kualitatif. Hasil penelitian menunjukkan bahwa secara statistik tidak terdapat pengaruh signifikan kualitas air minum pada persepsi masyarakat serta tidak ada hubungan yang signifikan antara persepsi masyarakat dengan variasi penggunaan metode pengolahan air minum. Kesimpulan penelitian ini yaitu pemanfaatan air minum yang berasal dari air tanah perlu untuk mempertimbangkan aspek pengetahuan, persepsi, dan perilaku masyarakat.

Limited coverage of piped water service has resulted that majority of people in Bekasi City still using groundwater as main source of clean water. People tend to consume groundwater without knowing the condition, safety and quality of groundwater. The aim of this research was to analyze community knowledge regarding groundwater quality, relationship between public perceptions and drinking water quality, community behavior regarding drinking water handling and processing practices, and evaluate the provision of safe drinking water in Jatiluhur, Sumur Batu, and Jatirangga Sub-district. The research method used is mixed method. The results showed that statistically there was no significant effect of drinking water quality on public perceptions and no significant relationship between public perceptions and variation of drinking water treatment methods. The conclusion of this research is that the utilization of drinking water originating from groundwater needs to consider the aspects of knowledge, perceptions and behavior of the community."

Air minum yang aman menjadi salah satu kebutuhan yang krusial bagi manusia. Air tanah merupakan salah satu sumber utama untuk memperoleh air minum. Kualitas air dapat bervariasi berdasarkan sumber kontaminan dan waktu atau musim pada tahun tersebut, sehingga diperlukan langkah tambahan untuk memastikan kualitas air. Data penelitian diperoleh dari data historis parameter kimia pH dan konduktivitas untuk sumber air pada salah satu perusahaan Fast Moving Consumer Goods (FMCG) di Indonesia dari bulan Januari 2021 hingga Februari 2023. Data dibagi menjadi dua bagian, training set dan testing set yang kemudian digunakan untuk memprediksi kualitas sumber air menggunakan pendekatan Recurrent Neural Network (RNN) dengan arsitektur Long Short-Term Memory (LSTM) dan Gated Recurrent Units (GRU). Dari penelitian ini, didapatkan pendekatan terbaik yang dapat digunakan untuk mendapatkan akurasi tertinggi pada setiap model yang dibangun. Secara keseluruhan, pendekatan RNN dengan arsitektur LSTM dan GRU dapat digunakan untuk memprediksi kualitas sumber air dengan akurasi yang tinggi.


Safe drinking water is a crucial need for humans. Groundwater is one of the main sources to get drinking water. Water quality varies based on contaminants and time or season of the year, therefore extra steps to ensure water quality are needed. This research used pH and conductivity chemical parameters historical data for source water at one of Fast Moving Consumer Goods (FMCG) companies in Indonesia from January 2021 until March 2023. Data is divided into two sections, the training set and testing set which were used to predict source water quality using Recurrent Neural Network (RNN) with Long Short-Term Memory (LSTM) and Gated Recurrent Units (GRU) architectures. This research aims to know the best approach to use to get the highest accuracy for each developed model. Overall, the RNN approach with LSTM and GRU architectures can be used to predict source water quality with high accuracy.

"Tesis ini mengenai analisa perilaku besi terlarut [Fe2+] terhadap Dissolved Oxygen [DO], pH, Amonia [NH3] dan [Organik] sepanjang WTC. Fe2+, DO, pH, Amonia dan zat organik merupakan parameter kunci dalam penentuan kualitas badan air. Kualitas badan air sepanjang WTC sangat penting diperhatikan karena WTC merupakan pensuplai air baku air minum untuk wilayah Jakarta.
Permasalahan dalam tesis ini adalah besarnya [Fe2+] dalam WTC yang dirasa cukup mengganggu untuk air baku air minum sehingga tujuan dari diambilnya parameter-parameter tersebut adalah dengan diketahuinya hubungan dari masing-masing parameter tersebut diharapkan dapat membantu mengurangi [Fe2+] dalam badan air maupun air yamg diolah dalam sistem pengolahan air minum.

"Studi evaluasi ini menawarkan pendekatan baru dalam metode evaluasi dampak program CSR berbasis PROPER, dengan menggabungkan metode meansend analysis dengan SROI yang masih jarang dilakukan oleh evaluator CSR maupun perusahaan. Banyak dari studi sebelumnya hanya melihat analisis PROPER dengan gap analysis yang hanya bersifat administratif dan prosedural, sehingga belum sejalan dengan nilai PROPER. Selain itu, masih banyak program CSR yang implementasinya hanya bersifat charity, dan tidak menghasilkan impact berupa pengembangan kapasitas dari komunitas penerima program. Oleh karenanya, studi ini mengkombinasikan metode Gap Analysis untuk melihat kesesuaian program dengan pedoman PROPER, lalu metode means-end analysis untuk menangkap permasalahan yang muncul dalam pengelolaan dan proses implementasi, serta metode Social Return On Investment (SROI) untuk mengukur valuasi moneter dari dampak sosial yang diberikan oleh program. Hasil evaluasi memperlihatkan program telah sesuai dengan pedoman PROPER, tetapi masih ditemukan beberapa kekurangan yang menjadi celah. Pada capaian dampak, program juga berhasil memberikan dampak dengan perubahan yang signifikan, namun hanya parsial pada sebagian penerima manfaat. Adapun analisis nilai dampak menghasilkan besaran dampak moneter yaitu 1.86 kali lebih besar dari nilai investasi perusahaan, angka yang cenderung kecil tersebut disebabkan oleh dampak yang cenderung parsial, intangible, karena kapasitas masyarakat yang masih relatif terbatas. Secara keseluruhan, hasil memperlihatkan bahwa program perlu memperhatikan pemetaan dampak pada stakeholder, terutama pada aspek community development.

This evaluation study offers a new approach in evaluating the impact of PROPER-based CSR programs, by combining the Means-end Analysis method with SROI which is still rarely carried out by CSR evaluators and companies. Many of the previous studies only looked at the PROPER analysis with a Gap Analysis that was only administrative and procedural, so it was not in line with the PROPER value. In addition, there are still many CSR programs whose implementation is only charity, and does not produce an impact in the form of capacity building of the program recipient community. Therefore, this study combines the Gap Analysis method to see the suitability of the program with PROPER guidelines, then the Means-end Analysis method to capture problems that arise in the management and implementation process, and the Social Return On Investment (SROI) method to measure the monetary valuation of social impacts. provided by the program. The evaluation results show that the program has complied with the PROPER guidelines, but there are still some shortcomings that become gaps. In terms of impact, the program has also succeeded in having an impact with significant changes, but only partially for some beneficiaries. As for the impact value analysis, the magnitude of the monetary impact is 1.86 times greater than the value of the company's investment, the figure which tends to be small is caused by the impact which tends to be partial, intangible, due to the relatively limited capacity of the community. Overall, the results show that the program needs to pay attention to mapping impacts on stakeholders, especially in the community development aspect."

"ABSTRAK
Air bersih merupakan salah satu kebutuhan mendasar bagi manusia. Saat ini, IPA Pulo Gadung dapat mengolah debit air sebesar 4.200 L/detik. Tujuan dari penelitian ini adalah 1 mengevaluasi desain unit pengolahan terhadap kriteria desain, 2 mengevaluasi kualitas air baku dan air bersih, 3 mengevaluasi efisiensi kinerja unit pengolahan, serta 4 menentukan debit pengoptimalan. Untuk mengetahui tingkat kinerja kualitas IPA Pulo Gadung, maka dilakukan pengujian kualitas air, yaitu kekeruhan SNI 06-6989.25-2005, E. Coli Most Probable Number, zat organik SNI 06-6989.22-2004, dan COD Standard Methods: 5220 D serta jar test. Selain itu, untuk mengetahui tingkat kinerja kuantitas, maka dilakukan evaluasi desain terhadap kriteria desain dan rancangan pengoptimalan kapasitas. Berdasarkan evaluasi desain, banyak aspek yang tidak memenuhi kriteria desain. Berdasarkan parameter COD, pada PP No. 82 Tahun 2001, air baku yang digunakan IPA Pulo Gadung tergolong dalam air Kelas IV air untuk mengairi pertanaman. Air bersih hasil pengolahan, berdasarkan Permenkes No. 492 Tahun 2010, memiliki beberapa parameter kualitas air yang tidak memenuhi standar tersebut. Unit mixing well efektif dalam menghilangkan E. Coli 47,7, sedimentasi dan filtrasi menghilangkan kekeruhan 93,05 dan 97,32, serta reservoir menghilangkan E. Coli 73,04. Secara keseluruhan, IPA Pulo Gadung dapat menghilangkan kekeruhan sebesar 99,83, E. Coli sebesar 96,39, organik sebesar 40,16, dan COD sebesar 16,57. Dari uji jar test, koagulan optimal untuk air IPA Pulo Gadung adalah koagulan PAC 20 ppm. Dengan mengacu pada kriteria desain, debit optimal masing-masing unit adalah intake sebesar 9,33 m3/detik, saringan kasar 1,09 m3/detik, saringan halus 13,44 m3/detik, grit chamber 4,86 m3/detik, pompa 7,65 m3/detik, mixing well 18,9 m3/detik, flokulasi 3,09 m3/detik, sedimentasi 5,83 m3/detik, filtrasi 12 m3/detik, dan reservoir 16,57 m3/detik. Kesimpulannya adalah kinerja pengelolaan kualitas air IPA Pulo Gadung sudah baik dan kapasitasnya masih dapat ditingkatkan.

ABSTRACT
Clean water is one of the basic needs for human beings. Currently, IPA Pulo Gadung can treat 4,200 L sec of raw water. The objectives of this study are 1 to evaluate the design of the processing unit based on design criteria, 2 to evaluate the quality of raw and clean water, 3 to evaluate the efficiency of processing unit removal rate, and 4 to determine the flowrate optimization. To determine the removal rate of IPA Pulo Gadung, the water qualities to be tested are turbidity SNI 06 6989.25 2005, E. Coli Most Probable Number, organic matter SNI 06 6989.22 2004, and COD Standard Methods 5220 D and jar test. To determine the level of quantity performance, the unit design was evaluated to design criteria and determined the flowrate optimization. Based on design evaluation, many aspects do not meet the design criteria. Based on COD parameters, in PP No. 82 of 2001, raw water used by IPA Pulo Gadung classified in Class IV water water to irrigate crop. Clean water produced, based on Permenkes No. 492 of 2010, has several water qualities that do not meet the standard. The mixing well unit is effective in removing E. Coli 47.7, sedimentation and filtration removing turbidity 93.05 and 97.32, and reservoir removing E. Coli 73.04. Overall, IPA Pulo Gadung can eliminate with the removal rate of turbidity 99.83, E. Coli 96.39, organic matter 40.16, and COD 16.57. From jar test, optimal coagulant for IPA Pulo Gadung is PAC 20 ppm. With reference to the design criteria, the optimal flowrate of each unit is intake 9.33 m3 sec, coarse screen 1,09 m3 sec, fine screen 13,44 m3 sec, grit chamber 4.86 m3 sec, pumping system 7.65 m3 sec, mixing well 18.9 m3 sec, flocculation 3,09 m3 sec, sedimentation 5.83 m3 sec, filtration 12 m3 sec, and reservoir 16.57 m3 sec. The conclusion is that the performance of water quality removal rate of IPA Pulo Gadung is good and the capacity can still be improved."

"Packaged Drinking Water (AMDK) is a type of industrial products that has been well-known in Indonesia and has even become a potential export commodity. Good market condition and good prospect for AMDK industry have invited many investors to take part in this business. This has made AMDK industry develop rapidly. In line with such development, in order to make the product competitive in the market and also to be able to protect consumers, the technical requirements of AMDK industry needs to be well observed so that the product is safe to be consumed. To support such things, it is urgent that AMDK industry implement the imposed quality standard. AMDK companies operating in West Sumatra also have to do the same thing. However, in practice, many problems and violations in the implementation of such requirements can be found.
This research is aimed at making clear of the implementation of the compulsory Indonesian National Standard (SNI) imposed on AMDK companies operating in West Sumatra, in order to lind out factors that can hinder the implementation of such SNI policies. The research method applied was qualitative descriptive which was based on explanations, that technically focusing attention on phenomena of the factual implementation of the compulsory SNI imposed on AMDK companies operating in West Sumatra.
The research found that the compulsory Indonesian National Standard (SNI) imposed on AMDK companies operating in West Sumatra has been implemented but not optimally, as indicated by some violations of the implementation of the compulsory Indonesian National Standard (SNI) imposed on AMDK companies operating in West Sumatra, i.e. there are still unregistered products sold in the market and the faking of products. Obedience and responsibility of the AMDK companies in West Sumatra is still low because optimal law enforcement and control have not been carried out by local officials who have authorization to follow up violations. While the aspect of context of policy shows that the compulsory SNI for AMDK is facing the fact of unlatch between the data of AMDK companies found in the tield and the data of AMDK companies registered at related regional offices that causes problems because the implementation of the compulsory SNI for AMDK, anyhow, involves regional level officials. The possible factors that can influence the implementation of the compulsory SNI on AMDK operating in West Sumatra, among others: coordination, obedience and responsibility of the AMDK companies, characteristics of institutions, roles and functions in implementing the policies of the compulsory SNI for AMDK.
The rules mentioned in the lndustry and Trade Ministers Decision Number 705/MPP/Kep/11/2003 on Technical Requirements for Packaged Drinking Water and its trade should be well implemented by the related regional and local officials because the decision of the minister can be used as a reference in giving guidance to AMDK companies. To realize this, socialization is needed to be carried out by national level related ofiices to regional and local ofhcials so that there will be no more misunderstandings on the contents, goals and purposes of such policies. For that, capability improvement of the oflicials in charge of guiding industrial and trading sectors needs to be done by carrying out technical and managerial courses and trainings as well as through completion of supporting means. To make the controlling tasks easy to carry out by related offices, SNI number for each industry needs different code, so that violation of the use of SNI can be traced quickly. Continuous campaign and socialization on product standardization is expected to be carried out by regional government in order to improve the perception of West Sumatra people on products that have SNI."

"Meskipun Undang-Undang Dasar 1945 telah mengamanahkan kepada negara untuk mensejahterakan masyarakat, namun nyatanya negara belum mampu menyelenggarakan pelayanan publik yang optimal kepada masyarakat. Hal ini terbukti dari pelayanan di bidang penyediaan air minum di Indonesia yang masih minim akibat keterbatasan yang diemban oleh Pemerintah terkait pendanaan dan pengelolaan infrastruktur. Demi menanggulangi kendala ini, maka Pemerintah bekerjasama dengan Badan Usaha dalam rangka membangun sistem penyediaan air minum yang layak guna bagi masyarakat, yang kerap disebut sebagai Kerjasama Pemerintah dengan Badan Usaha (KPBU). Untuk melihat sejauh mana peran Pemerintah dalam penyediaan air minum melalui skema KPBU ini, maka Penulis melakukan penelitian yuridis normatif yakni menganalisis Kontrak Kerjasama yang dimiliki Penulis dengan Peraturan Presiden Nomor 38 Tahun 2015 tentang Kerjasama Pemerintah dengan Badan Usaha Dalam Penyediaan Infrastruktur untuk melihat kesesuaian isi kontrak kerjasama dan mengetahui peran Pemerintah dalam skema KPBU. Berdasarkan Kontrak Kerjasama tersebut, Pemerintah ternyata tidak melaksanakan salah satu kewajibannya yaitu pemberian Dukungan dan Jaminan Pemerintah, yang mana dalam hal ini adalah pemberian Dana Penyiapan Proyek (Project Development Fund) sehingga menurunkan gairah Badan Usaha untuk turut berkontribusi membangun infrastruktur. Dengan demikian, melalui penelitian ini diharapkan masalah kontribusi Pemerintah dalam hal pembiayaan infrastruktur dapat diperbaiki, sehingga alokasi risiko antara Pemerintah dan Badan Usaha menjadi seimbang dan penyelenggaraan pelayanan publik bagi masyarakat dapat terwujud secara maksimal.

Although the Constitution has mandated the state to fulfill the basic needs of society, one of which is the need for access to potable water, however the service in supplying potable water is frequently hampered by the lack of state funds and management to build water and sanitation infrastructure. To overcome this obstruction, the Government pull together with the private company to build up the potable water supply system that can be accessed by society, which often referred to as Public-Private Partnership (PPP). According to this, the writer figures out the suitability of the Cooperative Contract with the regulations and concludes the Governments role in supplying public service. Based on the contract, in fact, the Government does not carry out any of its obligations specifically the Government Support and Guarantees, videlicet Project Development Fund, thus the interest of Business Entity to invest in developing infrastructure becomes low and the funds allocation is not optimal. Therefore, this thesis will provide a proper solution through normative judicial research by conducting literature studies and evaluation towards the public sectors role in cooperating with the private. Using that evaluation and implemented the PPPs partnership principle, hopefully the problem of Governments contribution on financing the infrastructure development can be improved."
