"Saat ini kepuasan pelanggan bukan hanya dilihat dari sisi fungsionalitas sistem, namun dilihat juga dari sisi stabilitas dan kualitas produk perangkat lunak terhadap fault dan error pada sistem. Kualitas perangkat lunak juga dapat didefinisikan sebagai sekumpulan karakter dan fitur dari suatu perangkat lunak yang sesuai dengan kebutuhan pengguna. Berdasarkan konsep tersebut ditemukan bahwa kualitas suatu proyek dapat berhubungan dengan kualitas dari permintaan. pengguna. Oleh karena itu dibutuhkan manajemen perangkat lunak untuk mengelola teknologi, pengetahuan, dan kebutuhan pengguna terhadap perangkat lunak.

Penelitian ini mencoba untuk mengetahui tingkat kematangan manajemen proyek dan rekomendasi perbaikan yang dapat diterapkan di PT XYZ. Penelitian ini meggunakan framework CMMI-DEV sebagai pengukuran manajemen proyek yang menghasilkan nilai daru suatu level managemen proyek. Setelah itu didapat kesenjangan antara hasil penngukuran saat ini dengan level berikutnya. Untuk memberikan rekomendasi dilakukannya pemetaan terkait hasil pengukuran CMMI-DEV kepada model PMBOK, sehingga dapat memberikan rekomendasi yang diharapkan perusahaan.

Dari hasil penelitian ini didapat tingkat kematangan perusahaan masih pada tingkat 1. Penulis memberikan rekomendasi perbaikan berdasarkan pada tingkat kematangan 2 CMMI-DEV dan dipetakan dengan model PMBOK.


Nowadays customer satisfaction is not only looking for in terms of system functionality, but also in terms of stability and quality of software products against faults and errors in the system. Software quality can also be defined as a set of characters and features of a software that suits the needs of users. Based on this concept it is found that the quality of a project can be related to the quality of demand. the user. Therefore software management is needed to manage technology, knowledge, and user requirements for the software.

This study tries to determine the level of project management maturity and recommendations for improvement that can be applied at PT XYZ. This study uses the CMMI-DEV framework as a measurement of project management that generates value from a level of project management. After that, there is a gap between the results of the current measurement and the next level. To provide recommendations to do mapping related to measurement results of CMMI-DEV to the PMBOK model, so that it can provide recommendations expected by the company.

The result of this study is the company’s maturity level is still at level 1. The author provides recommendations for improvement based on the CMMI-DEV maturity level 2 and is mapped with the PMBOK model.

"ABSTRAK
Software crisis adalah istilah yang pertama kali diciptakan lebih dari 30 tahun yang lalu, istilah ini mengartikan bahwa pengembangan perangkat lunak membutuhkan waktu yang cukup lama, biaya terlalu banyak, dan tidak bekerja dengan baik pada saat waktu penyerahan. Software crisis disebabkan karena proses pengembangan perangkat lunak dalam banyak organisasi yang tidak disiplin, kacau, dan benar-benar tidak dapat diprediksi. Dalam mengatasi software crisis dibutuhkan adanya perbaikan proses pengembangan. Di beberapa organisasi, perbaikan proses telah menyebabkan perbaikan efisiensi proses. Oleh karena itu, perbaikan proses perangkat lunak (Software process improvement) adalah langkah yang jelas dan logis dalam mengatasi Software crisis.
Kerangka kerja perbaikan proses pengembangan perangkat lunak yang digunakan adalah CMMI-DEV sebagai kerangka perbaikan proses pengembangan, dengan representasi Continuous dan penggunaan 7 process area berdasarkan buku yang berjudul Project Management Success with CMMI: Seven CMMI Process areas sebagai alat bantu untuk menentukan pilihan proses area yang tepat serta berlandaskan hasil disertasi yang berjudul Business-Oriented Software Process Improvement Based On CMM And CMMI Using QFD sebagai alat bantu dalam penetapan prioritas dari 7 process area. Hasil dari penelitian ini adalah sebuah prioritas process area dan konsekuensinya.

ABSTRACT
Software crisis was the term created the first time term for 30 years. This means that software development requires considerable time, too much cost, and not in time of delivery. In many organizations, Software crisis due to the software development process is not discipline, chaotic and totally unpredictabel. In addressing crisis is needed software development process improvement. In some organizations, the improvement process has led to improve the efficiency of the process. Therefore, process improvement of Software process improvement is a clear and logical step in overcoming the Software Crisis.
Framework for software development process improvement used is CMMI-DEV representing of Continuous and 7- process area based on the book Project Management Success with CMMI: Seven CMMI Process areas for determining the proper process area; and based on the book Business-Oriented Software Process Improvement Based On CMM And CMMI Using QFD as tool in determining the 7-process area. The result of this research is a priority of process area and its consequence.

"PT XYZ adalah perusahaan yang bergerak di bidang teknologi informasi untuk memberikan solusi TI yang dibutuhkan oleh perusahaan. PT XYZ memiliki solusisolusi produk sendiri yang dikelola di divisi ABC. Terdapat beberapa proyek yang sudah di kerjakan seperti proyek A, B, C, D, dan E. Pada praktiknya, beberapa proyek yang dikerjakan mengalami keterlambatan. Keterlambatan dalam pengerjaan proyek menyebabkan dampak yang cukup berarti bagi perusahaan terutama dalam hal biaya dan resource, jumlah biaya yang dikeluarkan untuk elemen sumber daya menjadi naik sehingga mengurangi jumlah keuntungan yang didapat. Dalam melakukan analisis permasalahan, digunakan diagram fishbone untuk melihat akar permasalahan yang dihadapi. Setelah dilakukan analisis terhadap beberapa akar permasalahan. Akar permasalahan yang akan diteliti pada penelitian ini adalah proses
pengembangan perangkat lunak. Proses pengembangan perangkat lunak yang digunakan pada divisi ABC adalah metode 4D. Keterlambatan proyek terjadi karena 50% pekerjaan yang dilakukan adalah pengerjaan ulang. Pengerjaan ulang terjadi karena kualitas dari proses yang digunakan masih kurang. Penelitian ini bertujuan untuk menghasilkan usulan perbaikan kualitas proses pengembangan perangkat lunak yaitu metode 4D dengan menggunakan kerangka kerja CMMI-Dev dan menggunakan representasi continuous. Metode penilaian yang digunakan pada penelitian kali ini adalah SCAMPI C. Hasil pada penelitian ini adalah rekomendasi-rekomendasi untuk meningkatkan kualitas proses pengembangan perangkat lunak. Rekomendasi yang diberikan diambil berdasarkan best practice CMMI-Dev. Dengan meningkatkatnya kualitas proses pengembangan perangkat lunak yaitu metode 4D, permasalahan keterlambatan pengerjaan proyek bisa teratasi karena proses pengerjaan ulang yang dilakukan bisa dihilangkan.

PT XYZ is a company engaged in information technology. PT XYZ makes several product. It has been managed by the ABC department. There are several projects that have been done such as projects A, B, C, D, and E. Four of the five projects experienced delays. This has a significant impact on the company. The amount of costs incurred increases and reduces profits. Fishbone diagrams are used to analyze the root cause of a problem. The root of the problem to be examined is the software development process. The software development process used in the ABC division is the 4D method. Project delays occur because 50% of the work done is reworking. Reworking occurs because the quality of the process used is still lacking. The CMMI-Dev framework is used to evaluate software processes. Continuous presentations that will be used in this study. The valuation
method used in this study is SCAMPI C. The results of this study are recommendations to improve the quality of the software development process. Recommendations based on CMMI-Dev best practices. With the increasing quality of the software development process. Problems with the delay in
project execution can be overcome, because the reworking process can be removed.

"Perangkat lunak menjadi salah satu komponen penting organisasi, sehingga banyak organisasi yang mengusahakan implementasi perangkat lunak untuk membantu proses bisnis walaupun terkendala dengan resource yang tidak memadai. Mulai banyak organisasi menggunakan metode outsourcing untuk mengatasi masalah ini. Salah satu organisasi yang memfasilitasi hal tersebut adalah PT Mediatrac Sistem Komunikasi. Organisasi sudah menyediakan jasa pengembangan perangkat lunak selama 10 tahun dan dalam dua tahun terakhir menerapkan metodologi Agile dengan kerangka kerja Kanban. Kerangka kerja ini digunakan untuk membantu organisasi menyelesaikan proyek tepat waktu. Namun, pada realitasnya terdapat keterlambatan untuk setiap proyek yang diselesaikan (n=3). Pada penelitian ini, diteliti lebih lanjut terkait penggunaan kerangka kerja Kanban dalam pengembangan perangkat lunak di organisasi dengan menggunakan pengukuran tingkat kematangan CMMI-Dev 1.3. Metode kualitatif menggunakan metode content analysis digunakan untuk proses pengambilan data secara wawancara kepada team leader (n=2), project manager (n=4), dan system analyst (n=4). Data dikodifikasi serta dikelompokkan sesuai process area dalam CMMI dan dipetakan untuk mengukur tingkat capability level menggunakan SCAMPI-C. Hasil penelitian ini adalah capability level pada 6 process area yaitu Requirements Management (REQM), Project Planning (PP), Project Monitoring and Control (PMC), Process and Product Quality Assurance (PPAQ), Organizational Process Definition (OPD), serta Organizational Training (OT) masih berada pada level 0 dan terdapat 32 rekomendasi perbaikannya. Hasil ini juga dapat dijadikan acuan untuk organisasi yang memiliki masalah sejenis. Hasil penelitian juga dapat digunakan bagi akademisi untuk meninjau lebih lanjut terkait penelitian ini terutama terkait aksi perbaikan yang diberikan.

Software is one of the important components of an organization, so many organizations are trying to implement software to help business processes, even though they are constrained by inadequate resources. Many organizations are starting to use outsourcing methods to overcome this problem. One of the organizations facilitating this is PT Mediatrac Communications System. The organization has been providing software development services for 10 years and in the last two years implemented an Agile methodology with a Kanban framework. This framework is used to help organizations complete projects on time. However, in reality there are delays for each completed project (n = 3). In this study, further research was conducted regarding the use of the Kanban framework in software development in organizations using the CMMI-Dev 1.3 maturity level measurement. Qualitative methods using the content analysis method were used for the data collection process by interviewing the team leader (n=2), project manager (n=4), and system analyst (n=4). The data is codified and grouped according to the process area in CMMI and mapped to measure the capability level using SCAMPI-C. The results of this study are capability levels in 6 process areas, namely Requirements Management (REQM), Project Planning (PP), Project Monitoring and Control (PMC), Process and Product Quality Assurance (PPAQ), Organizational Process Definition (OPD), and Organizational Training (OT) is still at level 0 and there are 32 recommendations for improvement. These results can also be used as a reference for organizations that have similar problems. The research results can also be used for academics to review further related to this research, especially regarding the corrective actions provided."

"PT Indonesia Comnets Plus (ICON+) merupakan salah satu anak perusahaan PT PLN (Persero) berdiri sejak tahun 2001. Sebagai “ICT Enabler of PLN”, ICON+ memberikan berbagai solusi aplikasi untuk menunjang integrasi proses bisnis PLN. Namun dalam proses pengembangan solusi perangkat lunak tersebut masih ditemukan banyak permasalahan, yaitu pengembangan perangkat lunak tidak selesai sesuai jadwal dan ditemukan beragamnya proses kerja yang dilakukan antar tim. Untuk mengatasi permasalahan ini dibutuhkan suatu langkah perbaikan proses pengembangan perangkat lunak, langkah awal yang harus dilakukan adalah dengan mengetahui tingkat kapabilitas proses pengembangan perangkat lunak saat ini. Penelitian ini bertujuan untuk mengetahui tingkat kapabilitas proses pengembangan perangkat lunak di ICON+. Kerangka kerja CMMI-Dev digunakan sebagai rujukan dalam mengukur tingkat kapabilitas proses pengembangan perangkat lunak. Penilaian yang dilakukan akan berdasarkan Standard CMMI Appraisal Method for Process Improvement (SCAMPI). Ruang lingkup pada penelitian ini dibatasi pada evaluasi tingkat kapabilitas proses pengembangan perangkat lunak yang dilakukan oleh bidang Solusi TI dan Implementasi. Hasil dari 6 proses area project dan product roadmap yang dinilai, bidang Solusi TI & Implementasi memenuhi 25 dari 48 specific practice yang dinyatakan tidak memiliki kelemahan signifikan, sehingga dapat disimpulkan bahwa bidang Solusi TI & Implementasi belum mencapai kapabilitas tingkat 1.

PT Indonesia Comnets Plus (ICON+) is a subsidiary of PT PLN (Persero) which established in 2001. As an “ICT Enabler of PLN”, ICON + provides various application solutions to support the PLN business integration process. However, in the process of developing the software solution there were still many problems, such as software development not being completed according to schedule and various work processes between teams were found. To deal with this problem, we need a software development process improvement. First step to improve the software development process is to determine the capability level of the current software development process. This research aims to determine the level of capability of the software development process in ICON+. CMMI-Dev framework were used as a reference in assessing the capability of the software development process. Assessment procedures follow Standard CMMI Appraisal Method for Process Improvement (SCAMPI). The scope of this research is limited to the evaluation of capability level of the software development process developed by IT Solution and Implementation. The asessment results of the 6 process area projects and product roadmap, the IT Solution and Implementation fulfilled 25 of 48 specific practices which are stated to have no significant weaknesses, so it can be concluded that the IT Solution and Implementation has not reached level 1 capability."

"ABSTRAK

Perbaikan proses pengembangan perangkat lunak telah dilakukan oleh Direktorat Jenderal Bea dan Cukai (DJBC) dengan tujuan untuk menyelesaikan proyek pengembangan perangkat lunak dengan waktu yang lebih cepat serta hasil yang lebih berkualitas. Perbaikan proses diawali dengan mengetahui tingkat kematangan proses saat ini menggunakan tahapan model IDEAL dan kerangka kerja CMMI-Dev selain itu SCAMPI-C digunakan sebagai alat penilaian setiap praktik. Hasil penilaian yang dilakukan pada 52 praktik yang ada pada area proses Project Planning (PP), Project Monitoring & Control (PMC), Requirements Management (REQM), Configuration Management (CM), Process and Product Quality Assurance (PPQA), Verification (VER) dan Organizational Process Definition (OPD) menunjukkan bahwa DJBC memenuhi 22 praktik dan masih terdapat kelemahan pada praktik yang lain sehingga disimpulkan DJBC belum mencapai tingkat kapabilitas 1 untuk ketujuh area proses tersebut. Rekomendasi perbaikan untuk praktik yang masih lemah disusun berdasarkan Project Management Body of Knowledge (PMBOK) dan Business Analyst Body of Knowledge (BABOK) dengan prioritas utama pelaksanaannya adalah pendefinisian kerja secara lengkap, sosialisasi penyusunan term of reference (TOR) dan penggunaan sistem manajemen proyek dan dokumentasi.



ABSTRACT

Software process improvement has been carried out by the Directorate General of Customs and Excise (DGCE) with the aim of completing software development projects with faster time and higher quality results. The process improvement begins with knowing the current process maturity using IDEAL model stages and based on CMMI-Dev framework and SCAMPI-C is used as an assessment tool for each practice. The results of the appraisal were carried out on 52 practices in the Project Planning (PP), Project Monitoring & Control (PMC), Requirements Management (REQM), Configuration Management (CM), Process and Product Quality Assurance (PPQA), Verification (VER) and Organizational Process Definition (OPD) shows that DGCE fulfills 22 practices and there are still weaknesses in other practices, so it is concluded that DGCE has not reached capability level 1 for the seven process areas. Improvement recommendations for practices that are still weak are prepared based on the Project Management Body of Knowledge (PMBOK) and Business Analyst Body of Knowledge (BABOK) with the main priorities of implementation are complete work definition, socialization of the preparation of terms of reference (TOR) and use of project management systems and documentation.

Badan Pusat Statistik merupakan lembaga pemerintah non kementrian yang bertugas untuk menyediakan data dan informasi statistik yang berkualitas Salah satu caranya adalah dengan menjamin tahapan pengolahan berjalan baik Untuk menjamin tahapan pengolahan berjalan dengan baik proyek pengembangan perangkat lunak diharapkan tepat waktu dengan produk perangkat lunak yang memiliki minimal failure Akan tetapi sampai sekarang masalah keterlambatan dan failure terhadap produk masih ada Untuk mengatasi permasalahan ini diperlukan suatu langkah perbaikan Langkah awal untuk melakukan perbaikan dengan mengetahui tingkat kemapanan organisasi dalam mengelola proyek pengembangan perangkat lunak Penelitian ini bertujuan untuk mengevaluasi tingkat kemapanan proses pengembangan perangkat lunak Subdit IPD Tingkat kemapanan proses ini selanjutnya dapat digunakan sebagai acuan dalam melakukan perbaikan proses pengembangan perangkat lunak Penelitian ini menggunakan kerangkat kerja CMMI DEV pendekatan continuous panduan appraisal SCAMPI C dan panduan perbaikan proses dengan model IDEAL Penelitian ini dibatasi hanya sampai tahap melakukan evaluasi tingkat kemapanan dan perumusan perbaikan proses pengembangan perangkat lunak Berdasarkan hasil penelitian dapat disimpulkan bahwa organisasi masih dinyatakan pada tingkat kapabilitas incomplete IPD disarankan menerapkan rekomendasi yang telah diusulkan Penerapan rekomendasi tersebut diharapkan dapat mengatasi lebih dari 70 kelemahan pada process area PP PMC RQM CM PPQA dan 33 untuk VER Kata kunci Badan Pusat Statistik tingkat kemapanan perbaikan proses pengembangan perangkat lunak CMMI DEV appraisal SCAMPI.

"Pada tahun 2015 PT. XYZ baru saja membuat sebuah direktorat baru untuk manajemen proyek, untuk mengatasi permasalahan yang sedang dihadapi oleh XYZ. Salah satu permasalahan terbesarnya adalah manajemen proyek yang belum sesuai dengan ekspektasi manajemen. Berdasarkan permasalahan tersebut XYZ harus memperbaiki proses pengembangan perangkat lunak dengan jumlah pelanggan yang semakin meningkat namun resource masih tergolong kurang memadai. Oleh karena itu untuk melakukan manajemen proyek yang lebih baik, salah satu upaya yang bisa dijalankan adalah dengan mengadopsi CMMI-Dev dengan representasi continuous pada manajemen proyek XYZ.Riset ini menelaah tentang evaluasi tingkat kapablitas proses pada proyek pengembangan perangkat lunak yang sedang dilaksanakan oleh XYZ. Kemudian dilanjutkan dengan menyusun rekomendasi perbaikan proses untuk meningkatkan kualitas proses pengembangan perangkat lunak di XYZ berdasarkan kerangka kerja CMMI-Dev dengan representasi continuous. Hasil evaluasi menggunakan acuan CMMI-Dev 1.3 representasi continous dengan tools SCAMPI C memberikan informasi bahwa 1 dari 6 proses area terpilih sudah memiliki kapabilitas tingkat 1, Proses area tersebut adalah Measurement Analysis MA . Kemudian 5 proses area lainnya masih berada kapablitas tingkat 0. Berdasarkan hasil evaluasi tersebut menunjukan bahwa manajemen proyek XYZ masih perlu melakukan perbaikan, maka rekomendasi yang diberikan pada penelitian adalah untuk memperbaiki pada proses area PP, PPQA, REQM, CM dan PMC.

In 2015 XYZ publishing the new directorate of project management to solve problem on XYZ. One of the biggest problem that faced by directorate of project management is project management which not passed the expectation from XYZ Management. Based on that problem, XYZ have to improve the quality of software process development with condition the number of project that always grow and low resource. So that, XYZ need to improve the project management practice, one of the solution that XYZ want to implement is adopting CMMI Dev continuous representation on XYZ Project Management.This research explains about the evaluation of capability level processes which being held on current condition by XYZ. Then, the next step will explain about how to make some improvement recommendations to improve software development process based on CMMI Dev continuous representation.The results of the evaluation using SCAMPI C tools based on CMMI Dev continuous representation is represent that only one process area from 6 the choosen process area has got a capability level 1, and the process area is Measurement Analysis MA . Then, the other process area still in capability level 0. Based on that situation, shows that XYZ project management should have some improvement especially for the 5 process area, so that the recommendation from this research should focus on the 5 process area too, there are PP, PPQA, REQM, CM and PMC.

"satu tugas Pusat Sistem Informasi dan Teknologi Keuangan Pusintek adalah melakukan pengembangan sistem informasi di lingkungan Kementerian Keuangan. Pengembangan dan pembangunan sistem TIK ini mencakup perancangan, pembangunan, pengembangan, dan pengujian perangkat lunak dan jaringan. Untuk mendukung proses bisnis unit eselon 1 di lingkungan Kementerian Keuangan, perangkat lunak yang dihasilkan diharapkan berkualitas. Akan tetapi, berdasarkan data pengembangan perangkat lunak, perangkat lunak yang dihasilkan masih tidak sesuai harapan pengguna, yaitu pengembangan perangkat lunak tidak selesai sesuai jadwal dan ditemukan banyak permasalahan ketika sudah hosting. Untuk mengatasi permasalahan ini dibutuhkan suatu langkah perbaikan proses pengembangan perangkat lunak. Tahapan awal untuk meningkatkan proses pengembangan perangkat lunak adalah dengan mengetahui tingkat kapabilitas proses pengembangan perangkat lunak saat ini.
Penelitian ini bertujuan untuk mengetahui tingkat kapabilitas proses pengembangan perangkat lunak di Pusintek. Tingkat kapabilitas ini selanjutnya digunakan sebagai dasar dalam melakukan perbaikan proses pengembangan perangkat lunak. Kerangka kerja CMMI-Dev digunakan sebagai rujukan dalam mengukur tingkat kapabilitas proses pengembangan perangkat lunak. Prosedur penilaian mengikuti standar baku yang telah dirumuskan dalam penilaian tipe SCAMPI-C.
Ruang lingkup pada penelitian ini dibatasi pada evaluasi tingkat kapabilitas proses pengembangan perangkat lunak yang dikembangkan oleh Pusintek dan penyusunan rekomendasi perbaikan proses pengembangan perangkat lunak yang dikembangkan oleh Pusintek.
Hasil yang diharapkan pada penelitian ini yaitu mengetahui tingkat kapabilitas organisasi dalam proses pengembangan perangkat lunak sehingga dapat ditentukan langkah perbaikan dan peningkatan yang harus dilakukan agar perangkat lunak yang dihasilkan menjadi lebih baik sehingga dapat mendukung proses bisnis unit eselon 1 di lingkungan Kementerian Keuangan.

One of the task of Center for Financial Information Systems and Technology Pusintek is to develop information systems in the Ministry of Finance. Development and construction of ICT systems include the design, construction, development, and testing of software and network. To support the business processes of Echelon 1 unit within the Ministry of Finance, the developed software is expected have good quality. However, according to software development data, the developed software is still not match the expectations of users, namely software development is not completed on schedule and found a lot of problems when it was hosting. To deal with this problem we need a software development process improvement. Early step to improve the software development process is to determine the capability level of the current software development process.
This research aims to determine the level of capability of the software development process in Pusintek. The capability level is then used as base for software development process improvement. CMMI Dev framework is used as a reference in assessing the capability of the software development process. Assessment procedures follow the standards that have been formulated in type C SCAMPI appraisal.
The scope of this research is limited to the evaluation of capability level of the software development process developed by Pusintek and preparation of recommendations for improvement the software development process developed by Pusintek.
Expected result from this research is to know capability level of organization in the software development process to determine which improvements measures must be done so that the resulting software to be better in order to support the business processes eselon 1 unit within the Ministry of Finance.
