"Sistem kerja yang baik seperti pengaturan proses kerja yang memperhatikan keserasian antara pekerja, bahan/ material dan peralatan menentukan berjalannya suatu perusahaan. Antara pekerja, bahan/ material dan peralatan yang digunakan mempunyai suatu tingkat risiko tinggi keselamatan kerja yang berasal dari bahaya yang tidak dikendalikan berpotensi menimbulkan kecelakaan kerja. CITIC Seram Energy Limited sebagai operator minyak dan gas bumi pada area Seram Blok Non Bula mempunyai bahaya dan risiko keselamatan kerja dalam menjalankan operasinya.
Usaha untuk mengatasinya adalah melalui Keselamatan dan Kesehatan Kerja (K3) yang dikembangkan melalui Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3). Penelitian dilakukan untuk menganalisis SMK3 CITIC Seram Energy Limited dan menemukan faktor-faktor berpengaruh terhadap sistem manajemen CITIC Seram Energy Limited. Penelitian menggunakan pendekatan kualitatif deskriptif dimana fokus dari penelitian adalah pelaksanaan SMK3 CITIC Seram Energy Limited dan wilayah penelitian adalah lapangan CITIC Seram Energy Limited.
Disimpulkan bahwa CITIC Seram Energy Limited belum berjalan dengan optimal dan berdasarkan faktor-faktor berpengaruh maka faktor komitmen belum berjalan dengan baik berupa masih adanya perilaku kerja tidak aman oleh operator, belum adanya tenaga ahli HSE seperti Safety Spesialist yang dapat memberikan masukan ke HSE Manager, koordinasi pelaporan yang belum berjalan dengan baik dan belum adanya bentuk awareness dalam pelatihan behavior demikian juga faktor inspeksi tempat kerja belum berjalan dengan baik berupa kurang optimalnya peran tenaga HSE CITIC Seram di lapangan yang mampu menangani seluruh area kerja CITIC Seram yang luas. Sedangkan faktor berpengaruh lainnya seperti faktor komunikasi dan komite K3 serta pengawasan keselamatan kerja telah berjalan dengan baik. Berdasarkan keadaan tersebut maka pada pelaksanaan sistem manajemen keselamatan dan kesehatan kerja harus dioptimalkan melalui perbaikan komitmen seperti pemberian sangsi yang tegas bagi pekerja yang melanggar ketentuan keselamatan kerja dan award bagi yang mematuhi, penambahan peran safety spesialist berfungsi konsultatif, pembuatan suatu prosedur pelaporan data HSE yang sistematis dan pemberian pelatihan behavior bagi pekerja, peningkatan komunikasi, peningkatan komite K3 dan perbaikan inspeksi tempat kerja seperti penambahan personil HSE di lapangan serta peningkatan pengawasan tenaga kerja.

Good working systems such as setting work processes noticed harmony between labor, materials / material and equipment to determine the passage of an enterprise. Between labor, materials / materials and equipment used have a high level of risk from safety hazards. CITIC Seram Energy Limited as operator of oil and gas in the area Seram Non-Bula Block has hazards and safety risks in the course of operation.
Attempts to overcome this is through the Occupational Health and Safety developed by Health and Safety Management System. The study was conducted to analyze Health and Safety Management System CITIC Seram Energy Limited and found these factors affect the Health and Safety Management System CITIC Seram Energy Limited. The research uses descriptive qualitative approach where the focus of the research is the implementation of Health and Safety Management System CITIC Seram Energy Limited and the study area is the field of CITIC Seram Energy Limited.
It was concluded that CITIC Seram Energy Limited has not run optimally and based on these factors influence the commitment factor has not been going well in the form of the persistence of unsafe work behavior by the operator, not have the expert?s role such as Safety Specialist to provide input to the HSE Manager, the coordination reporting that has not been going well and there is no awareness in the form of training as well as behavior, workplace inspections factors not run well in the form of less optimal role CITIC Seram HSE personnel in the field are capable of handling the entire work area CITIC Seram wide. While other influential factors such as communication and committees factors K3 and safety oversight has been going well. Under these circumstances it is in the implementation of safety management systems and health should be optimized through improved commitment as giving strict sanctions for employees who violate safety rules and the award for comply with, the addition of specialist safety function consultative role, creating a procedure of systematic data reporting HSE behavior and providing training for workers, improved communication, increased committees K3 inspection and repair work such as the addition of HSE personnel in the field as well as increased labor inspection.

"Skripsi ini membahas gambaran tingkat komitmen manajemen dalam pelaksanaan sistem manajemen keselamatan di PT Uniteda Arkato tahun 2009 berdasarkan aspek kepemimpinan dan administrasi. Tingginya potensi risiko di lingkungan kerja diminimalosasi dengan penerapan sistem manajemen keselamatan. Studi para ahli terdahulu menyatakan bahwa komitmen kuat dari manajemen dan kepemimpinan yang efektif merupakan komponen yang menonjol dalam mempengaruhi performa sistem manajemen keselamatan yang baik. Penelitian ini adalah penelitian kualitatif dengan melakukan peninjauan pada komitmen manajemen yang menggunakan alat bantu berdasarkan International Safety Rating System pada aspek kepemimpinan dan administrasi. Hasil persentase yang diperoleh dalam tinjauan ini sebesar 80,61%. Hasil penelitian menyarankan pentingnya penyusunan audit internal dan pembentukan komite K3 segera dalam rangka peningkatan berkelanjutan sistem manajemen keselamatan.

This paper presents a case study of leadership and management`s commitment within safety management system at Uniteda Arkato Enterprises in 2009. Higly risk in work environment is minimized by implementation of safety management system. Based on predecessor researches demonstrated that strong commitment of management and its effectiveness leadership influence good performance in safety management system. The design of this case study is qualitative`s design with contemplation of management`s commitment. International Safety Rating System is used for guidance to make mindmap the structure for the questions. The value of this study`s result obtains 80,61%. The result of this study suggests that management have to provide internal audit and joint commitee of safety and health program as soon as possible to make sure the continual improvement of safety management system."

Penelitian ini adalah penelitian deskriptif kualitatif dengan desain studi cross-sectional. Data dikumpulkan dengan cara observasi dan wawancara. Hasil dari penelitian ini penilaian GMP di catering Masitoh dan Cafetaria PT.Taisho sudah baik, serta pedoman HACCP terhadap pengolahan produk Telur Mata Sapi pada menu makan siang karyawan PT.Taisho Depok.

This study aims to assess food safety using Hazard Aanalysis Critical Control Point and Good Manufacturing Practices system as the basis for food safety in the producing of employee?s lunch PT.Taisho 2015. This research use study design qualitative descriptive cross-sectional. Data collected by observation and interview. Results from this study is GMP assessment in Masitoh catering and PT.Taisho cafeterias is good, and HACCP guidelines for the processing of fried egg as products on the employees lunch menu at PT.Taisho Depok."

"ABSTRAK
Di Indonesia, tingkat kecelakaan kerja pada proyek konstruksi masih sangat tinggi. Penerapan kebijakan sistem manajemen K3 yang belum efektif mengakibatkan budaya keselamatan belum terbentuk secara baik. Tujuan penelitian ini adalah i Mengidentifikasi faktor pembentuk kebijakan yang mempengaruhi budaya keselamatan kerja; ii Mengetahui hubungan antara implementasi kebijakan K3 dengan budaya keselamatan pada proyek konstruksi; iii Memberikan masukan terkait penerapan kebijakan tentang sistem manajemen keselamatan dan kesehatan kerja SMK3 untuk meningkatkan budaya keselamatan kerja di Indonesia dengan metode benchmarking dari Negara lain Malaysia, Singapura dan Thailand . Metode yang akan dilakukan pada penelitian ini adalah studi literatur dan metode benchmarking terhadap Negara lain dengan tujuan perbaikan terus-menerus dengan mencontoh keberhasilan Negara lain dengan tingkat kecelakaan yang rendah. Hasil dari penelitian ini adalah kebijakan SMK3 mengenai sangsi yang berlaku di Indonesia sampai saat ini masih perlu ditingkatkan karena hukuman yang berlaku masih relatif ringan dan untuk meningkatkan efek jera perusahaan kalau terjadi kecelakaan kerja. Sedangkan untuk reward, perlu dibuat peraturan kebijakan mengenai hal ini berupa insentif apabila mencapai target zero accident sehingga memotivasi perusahaan untuk terus mengutamakan keselamatan di lingkungan pekerjaan. Dan pengawasan yang tepat dalam pelaksanaan proyek perlu ditambahkan ke dalam kebijakan SMK3 untuk memperbaiki budaya keselamatan.

ABSTRACT
In Indonesia, the level of work accident in construction project is relatively high. The ineffective implementation of safety management system policy causes the safety culture is not fully formed. The purposes of this research are i Identifying the factors of policy forming that affecting safety culture ii Knowing the relation between policy implementation with safety culture in a construction project iii Providing inputs which are related to the implementation of the policy on safety management systems to improve the safety culture in Indonesia with benchmarking method from the other countries Malaysia, Singapore and Thailand . The method will be done in this research is literature study and benchmarking method to the other countries with the purpose of continuous improvement in following the successes of low accident rates countries. The result of this study is the policy regarding the applicable sanctions in Indonesia until now still need to be improved because the applied penalties are still relatively light and to enhance the deterrent effect of the company in case of work accidents. For reward, it is a need to make a policy rule about reward system in a form of incentive if ldquo zero accident rdquo target is fulfilled. It will motivate the company to continuously concern about the safety in the work environment. And excellent supervision needs to be added into the policy to improve safety culture. "

"Pemerintah Indonesia membentuk Single Air Navigation Service Provider (ANSP)
bernama LPPNPI (Lembaga Penyelenggara Pelayanan Navigasi Penerbangan
Indonesia) berdasar pada UU. Penerbangan No 1 Tahun 2009 pasal 271. Penelitian ini
bertujuan untuk melakukan analisa proses pembentukan organisasi penyelenggara
pelayanan navigasi penerbangan dari segi keselamatan dengan pemodelan sistem
manajemen keselamatan (SMK) dan eskalasi prioritas 8 kriteria ANSP dengan Analitic
Hierarchy Process yang belum tercakup dalam rencana peralihan, sehingga organisasi
yang dibentuk memiliki tingkat keselamatan yang lebih tinggi.
Penelitian menunjukkan bahwa dengan pemodelan SMK pada proses perubahan
organisasi ANSP terjadi penurunan indeks resiko keselamatan dan diketahui urutan
prioritas kriteria ANSP. Hasil tersebut dijadikan sebagai dasar penyusunan roadmap dan
ceklist kesiapan untuk memandu langkah-langkah Management of Change.

Government of Indonesia established a single Air Navigation Service Providers (ANSP)
named LPPNPI (Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia)
based on the Aviation Law No. 1 Year 2009 Article 271. This study aims to analyze the
process of formation of the organization of air navigation service providers in terms of
safety with Safety Management System (SMS) modeling and the priority escalation of 8
ANSP criteria with AHP thats not included in the transition plan, so that the
organization will be formed have good safety level.
This study indicates the priority of ANSP criteria and show that by SMS modeling the of
ANSP organizational change safety risk index.This results serve as the basis for
arranging the Roadmap and Readiness Checklist to guide the step of Management of
Change.

"LEMIGAS telah menerapkan sistem manajemen mutu SMM dan sistem manajemen lingkungan, keselamatan dan kesehatan kerja SMLK3, tetapi masih ditemukan adanya ketidaksesuaian yang berulang. Rumusan masalah penelitian ini adalah pemahaman pegawai yang kurang dan implementasi SMM serta SMLK3 yang tidak terintegrasi dapat menimbulkan ketidaksesuaian padahal ketidaksesuaian dapat dikurangi dengan integrasi sistem manajemen mutu, lingkungan, keselamatan dan kesehatan kerja SMMLK3. Tujuan penelitian ini untuk menganalisis pemahaman pegawai mengenai SMM dan SMLK3, menganalisis implementasi SMM dan SMLK3, menganalisis hubungan antara pemahaman pegawai dengan implementasi SMM dan SMLK3, dan menyusun integrasi SMMLK3. Hasil penelitian menunjukkan pemahaman pegawai untuk SMM dan SMLK3 pada tingkat cukup hingga baik. Implementasi SMM berada pada tingkat cukup hingga baik, dan implementasi SMLK3 berada pada tingkat baik. Terdapat hubungan yang signifikan antara pemahaman pegawai dengan implementasi SMM dan SMLK3. Integrasi SMMLK3 tidak mampu menggabungkan secara menyeluruh implementasi SMM dan SMLK3.

LEMIGAS has apply Quality Management System QMS and Environment, Occupational Health and Safety Management System EHSMS, however there is still found repeated non conformity. Formulation of the research problem is the lack of employee's understanding and the unintegrated implementation of QMS and EHSMS which is resulting a non conformity, whereas can be reduced by Quality, Environment, Occupational Health and Safety Management System QEHSMS Integration. The objectives of the research are analyze the employee's understanding about QMS and EHSMS, analyze the implementation of QMS and EHSMS, analyze the connection between the employee's understanding and the implementation of QMS and EHSMS, then construct the integration of QEHSMS. The results shows that the employee's understanding of the QMS and EHSMS is in the enough to good level. The implementation of QMS in the enough to good level, and the implementation of EHSMS in the good level. There is a significant connection between employee's understanding with the implementation of QMS and EHSMS. The integration of the QEHSMS is unable to compile the implementation of the QMS and the EHSMS comprehensively.

"Abstract. This research aimed to explain how PT (Persero) Angkasa Pura II (PT AP II) maintained safety management
system while fulfilling its role as an aviation service provider, and what problems occurs in its implementation. The
researcher tried to find out relationship between the concepts of safety management system, conducted by ICAO
(International Civil Aviation Organization), with its daily practices. This research used positivism approach. The
data were collected through in-depth interviews with Eight Head Office Officials of PT AP II. PT AP II is forced to
provide a user-oriented-aviation-service, while fulfilling international standards set by ICAO. As a result PT AP II
encountered many difficulties in fulfilling ICAO?s target to conduct a perfect safety management system in 2009.
These difficulties impeded the implementation of safety management system from coping with international standards
or any other necessary standards"

"Il testo si propone di far acquisire al lettore le conoscenze delle metodologie e teorie di base per effettuare delle analisi di sicurezza e valutazione del rischio in diversi ambienti aeronautici, in un quadro di Safety Management System. Vengono analizzati e descritti in dettaglio i metodi per effettuare studi prospettici di sicurezza di tipo probabilistico e per analisi quantitativa dei rischi associati a diversi pericoli nelle operazioni di volo, nella gestione delle operazioni di terra e nei processi manutentivi. Sono quindi presentate le metodologie formali per studi retrospettivi delle occorrenze ed incidenti, orientate alla ricerca delle cause ed alla definizione di raccomandazioni di sicurezza. "PT. X merupakan salah satu perusahaan yang bergerak di sektor migas distribusi. Proses utama kegiatan operasional PT. X adalah penerimaan, penimbunan dan penyaluran bahan bakar minyak (BBM) ke masyarakat umum. Dalam proses operasionalnya, PT. X menggunakan jasa pihak ketiga (kontraktor) dalam melakukan proses pengadaan barang dan jasa, seperti instalasi baru maupun pemeliharaan peralatan. Proses pengadaan barang dan jasa memiliki tingkat risiko yang berbeda-beda sesuai dengan lingkup pekerjaan dan potensi bahaya yang dihadapi. Banyaknya jumlah proyek, tingginya tekanan untuk bekerja memenuhi target produksi dengan waktu yang sempit, kegiatan operasional yang tidak bisa berhenti, dan ditambah lagi dengan terbatasnya jumlah sumber daya manusia untuk mengawasi aspek keselamatan kerja, dapat memungkinkan munculnya substandar action saat proyek berlangsung. Penelitian ini menggunakan teori Loss Causation Model dan Mixed Method dengan menggabungkan data kuisioner dan wawancara untuk memperkuat hasil penelitian. Faktor yang diteliti adalah faktor personal dan faktor pekerjaan yang dapat menimbulkan substandard action. Dari hasil penelitian diperoleh bahwa faktor Pendidikan, pengawasan, masa kerja dan pengetahuan merupakan faktor yang berpengaruh terhadap munculnya substandard action di proyek PT. X. Beberapa program perbaikan diperlukan untuk menindaklanjuti hasil penelitian berdasarkan kuisioner maupun hasil wawancara yang memperdalam kondisi management control saat penelitian berlangsung.

X is one of the companies engaged in the oil and gas distribution sector. The main process of PT. X is the receipt, hoarding and distribution of fuel oil (BBM) to the general public. In the operational process, PT. X uses the services of third parties (contractors) in carrying out the procurement process of goods and services, such as new installations and equipment maintenance. The procurement process of goods and services has different levels of risk according to the scope of work and the potential dangers faced. The large number of projects, the high pressure to work to meet production targets with a narrow time, operational activities that cannot stop, and coupled with the limited number of human resources to supervise aspects of work safety, can allow the emergence of substandard actions during the project. This study uses the theory of Loss Causation Model and Mixed Method by combining questionnaire and interview data to strengthen the research results. The factors studied are personal factors and work factors that can cause substandard action. From the results of the study, it was obtained that the factors of education, supervision, length of service and knowledge are factors that influence the emergence of substandard action in the PT. X. Several improvement programs are needed to follow up on the results of research based on questionnaires and interview results that deepen the condition of management control during the research."

"Indonesia yang sedang meningkatkan bidang pembangunan infrastrukturnya untuk membantu membangun negara. Dalam menjalankan proyek memerlukan peraturan untuk mengatur keselamatan kerja para pekerja, yang dapat mempengaruh kinerja dan hasil dari proyek itu sendiri. Dengan itu ada nya Peraturan Pemerintah Kementrian Pekerja Umum dan Perumahaan Rakyat No. 10 Tahun 2021 mengenai Sistem Manajemen Keselamatan Konstruski. Pada SMKK tersebut terdapat beberapa elemen, salah satunya adalah kepemimpinan yang dapat mempengaruhi SMKK pada proyek atau perusahaan. Tidak sedikit perusaan konstruksi yang ada di Indonesia, baik perusahaan BUMN, swasta, dan asing. Menurut beberapa penelitian, pada perusahaan asing penerapan peraturan keselamatan kerja lebih baik dibandingan dengan perusahaan BUMN dan swasta. Namun tidak banyak yang mengetahui alasan mengapa itu terjadi di Indonesia. Oleh karena itu, penelitian ini dilakukan untuk mengetahui indikator apa saja dari kepemimpinan yang mempengaruhi keselamatan kerja pada perusahaan asing di Indonesia. Metode penelitian yang diguanakan adalah dengan menggunakan survey kuesioner. Berdasarkan survei dan analisis, dapat disimpulkan kalau Safety Caring dan Safety Coaching merupakan faktor dominan dari leadership dalam mempengaruhi safety performance di perusahaan konstruksi asing di Indonesia. Harapan dari penelitian ini setelah mengetahui apa indikator kepemimpindan dan keselamatan kinerja dari perusahaan konstruksi asing di Indonesia adalah dapat membantu meningkatkan keselamatan kerja dan penerapan peraturan keselamatan kerja pada perusahaan itu sendiri dan juga untuk perusahaan BUMN dan swasta pada bidang konstruksi yang ada di Indonesia
Infrastructure is one of the largest sectors that helps the development in Indonesia. In the process of construction project, regulation and policy are very necessary to control and manage occupational health and safety of the worker which will lead to safety performance dan the result the project itself. The Ministerial Regulation of The Ministry of Public Works and Public Housing No. 10 Year 2021 regarding the Construction Safety Management System becomes the general regulation for all the construction company in Indonesia. Based on the regulation before, construction safety management system has 6 elements and one of them is Leadership which will affect to construction safety in the project or the company. Many construction companies exist or work in Indonesia, state-owned, privet, and foreign companies. According a several researches, foreign companies tend to have a better safety performance rather than state-owned and private companies. But it has not been discussed further why is that happen in Indonesia. Therefore, this research conducted to know the further information or knowledge on what indicator and how leadership influence safety performance in foreign construction. The research method used in the research is using questionnaire survey. Based on the survey and analysis, it is concluded that Safety Caring and Safety Coaching are the dominant variables that influence safety performance in foreign construction company. The expectation from the research after knowing further information or the knowledge regarding the factors that influence leadership and safety performance is to help all the construction companies in Indonesia improve their safety performance and in implementing construction safety regulation."
