The study is an intelligence analysis of rice distribution process in the Province of West Java. It uses threat analysis, vulnerability analysis, and risk analysis techniques. The data used in this study is data of the dynamics of rice prices in the Province of West Java in 2017-2018, obtained directly from interviews with actors of distribution process and literature studies. The study is an analytical description of the data obtained from observation, interviews, documents, and analyses of the subject of the study.
Study results show that the institutions that pose medium threat to the distribution process are large mills and large merchants. Rices level of vulnerability as an object of threat is in the medium category, and the level of risk to rice distribution process is also medium. The recom-mendation that we can provide to the Government based on the results of this study is to review all regulations relating to food production and food distribution issues, and to shorten the distribution process chain of rice to reduce production costs at producer level and reduce prices at consumer level."
