"Pengetahuan merupakan sumber inovasi di BPTP Jawa Timur, sehingga keberadaanya harus mudah untuk diperoleh. Kendala yang dirasakan oleh peneliti dan penyuluh BPTP Jawa Timur adalah keberadaan pengetahuan terutama pengetahuan spesifik lokasi sulit untuk ditemukan. Pengetahuan masih tersebar di berbagai sumber dan sebagian besar pengetahuan milik peneliti dan penyuluh masih belum terdokumentasi. Oleh karena itu BPTP Jawa Timur memerlukan sistem manajemen pengetahuan. Sistem manajemen pengetahuan bertujuan untuk memfasilitasi para peneliti dan penyuluh untuk saling berbagi pengetahuan melalui sistem yang terintegrasi, sehingga proses mendapatkan pengetahuan terutama pengetahuan spesifik lokasi semakin mudah. Penelitian ini dirancang dengan pendekatan soft system methodology (SSM), organizational culture assessment instrument (OCAI), knowledge audit, dan teori manajemen pengetahuan. Penelitian ini menghasilkan sebuah fitur yang harus dimiliki sistem manajemen pengetahuan. Fitur tersebut kemudian ditranslasi kedalam rancangan prototipe sistem manajemen pengetahuan yang dapat digunakan oleh BPTP Jawa Timur sebagai pedoman dalam membuat sistem manajemen pengetahuan.

Knowledge is a source of innovation in East Java BPTP, so the knowledge existence should be easy to obtain. But there is obstacle that perceived by researchers and extension worker is that the existence of knowledge, especially location specific knowledge is difficult to find. Knowledge is still scattered in many sources and most of the researcher's and extension worker's knowledge still undocumented. Therefore, East Java BPTP need knowledge management system. The knowledge management system aims ato facilitate researchers and extension workers to share knowledge through integrated system, so that the process of acquiring knowledge, especially location specific knowledge is easier. This research was designed with soft system methodology approach, organizational culture assessment instrument (OCAI), knowledge audit, and knowledge management theory. This research produced a feature that knowledge management system must possess. The feature is then translated into prototype design of knowledge management system that can be used by East Java BPTP as a guidance in building knowledge management system."

"ABSTRAK
Tanah longsor merupakan bencana yang sering terjadi di Indonesia. Oleh karena itu dibentuk sebuah sistem pendeteksian dini tanah longsor menggunakan Wireless Sensor Network. Penelitian ini menghasilkan prototype piranti lunak sebagai bagian dari sistem tersebut. Prototype dibuat untuk membantu visualisasi dan memonitor kondisi tanah serta air dalam tanah. Prototype piranti lunak dibuat dalam bahasa C++ dan telah diuji dalam platform Linux dan Windows. Hasil pengembangan menunjukkan bahwa prototype piranti lunak telah dapat membantu pengguna dalam menganalisa akan kemungkinan terjadinya tanah longsor. Tugas akhir ini membahas prototype pada tahap perancangan, pengembangan, dan pengujian.

ABSTRACT
Landslides are a common disaster in Indonesia. We establish a system of early detection of landslides using Wireless Sensor Network. This study produced a software prototype as a part of the system. The prototype is created to help visualize and monitor the condition of land and groundwater. The prototype is created in C + + language and has been tested in Linux and Windows platforms. The results showed that the development of prototype software has been able to assist users in analyzing the possible occurrence of landslides. This thesis discusses the prototype at the stage of designing, developing, and testing."

"PT XYZ merupakan salah satu organisasi sektor swasta yang bergerak di bidang penyediaan jasa pengembangan perangkat lunak. PT XYZ memiliki tiga poin Values Proposition yang salah satu poinnya adalah menyediakan perangkat lunak dengan performa dan kehandalan yang tinggi. Pada kenyataannya, berdasarkan data-data pengerjaan proyek perangkat lunak di PT XYZ ditemukan bahwa beberapa hasil pengerjaan perangkat lunak saat ini belum sesuai dengan Values Proposition yang ditawarkan.
Pendekatan yang digunakan dalam penelitian ini adalah CMMI Dev v1.3 dengan menggunakan representasi berkelanjutan. Area Proses dipilih berdasarkan pada CMMI Project Roadmap yakni Project Planning (PP), Project Monitoring and Control (PMC), Requirements Management (REQM), Configuration Management (REQM), dan Process and Product Quality Assurance (PPQA). Penilaian dilakukan menggunakan SCAMPI C dengan bantuan PIID dan Quantitative Assesment. Kerangka penyusunan usulan perbaikan menggunakan IDEAL.
Hasil yang diperoleh dari penelitian ini adalah berupa penilaian kualitas proses pengembangan perangkat lunak di PT XYZ dan usulan perbaikan bagi PT XYZ. Usulan perbaikan didasarkan pada praktik-praktik di dalam CMMI Dev v1.3 yang dapat membantu PT XYZ dalam mengembangkan perangkat lunaknya sehingga poin pada Value Proposition dapat dipenuhi.

PT XYZ is a private sector company that provide Information Technology solution by developing softwares for its partner. PT XYZ has three points of Values Proposition which one of them is to provide high performance and reliability. In fact, based on supporting data of software process development in PT XYZ, there are some software project results that is not fit to the third point of the Values Proposition.
This research uses CMMI-Dev v1.3 with continuous represetation. Process Areas are chosen based on CMMI Project Roadmap. Those process areas are Project Planning (PP), Project Monitoring and Control (PMC), Requirements Management (REQM), Configuration Management (CM), and Process and Product Quality Assurance (PPQA). This research uses SCAMPI C with PIID tools and Quantitative Assesment concept to do the appraisal. Proposal of software process improvement is designed by using IDEAL framework.
Result of this research is a measurement of quality of software development process in PT XYZ and the software process improvement proposal for PT XYZ to be implemented so the Value Proposition that is stated will be fulfilled.

"Perusahaan startup adalah perusahaan rintisan yang belum lama berdiri dan masih berada dalam fase pengembangan, saat ini pertumbuhan perusahaan startup sangatlah pesat. di Amerika Serikat setiap tahunnya berdiri 600.000 perusahaan startup, akan tetapi dari jumlah tersebut, perusahaan startup yang mampu bertahan hingga 5 tahun tidak lebih dari 50%.
Masalah utama dari ketidakmampuan perusahaan startup untuk terus berdiri dan berkembang adalah minimnya pengalaman, tetapi sebenarnya dengan pemanfaatan best practice yang ada di industri hal ini dapat diatasi, karena best practice pada dasarnya merupakan hasil formulasi dari pengalaman-pengalaman terbaik yang dilakukan dan akhirnya menjadi sebuah standard.
Clover Digital Media adalah salah satu perusahaan startup yang baru berdiri pada 10 Juni 2013, salah satu bisnis utama dari Clover Digital Media adalah pada bidang web development, akan tetapi hingga saat ini proses web development pada Clover Digital Media masih terkendala beberapa masalah, masalah tersebut antara lain yaitu keterlambatan penyelesaian proyek dan rendahnya kualitas web yang dihasilkan.
Penelitian ini akan berfokus terhadap perancangan kerangka kerja yang ditujukan untuk meningkatkan ketepatan waktu penyelesaian proyek dan meningkatkan kualitas dari produk yang dihasilkan pada Clover Digital Media. Kerangka kerja yang dirancang akan menggunakan salah satu best practice pada dunia software engineering yaitu CMMI-Dev. Pemilihan representasi CMMI dan process area yang akan digunakan akan mengacu terhadap kebutuhan dan permasalahan organisasi.
Metode penilaian CMMI yang digunakan pada penelitian ini menggunakan SCAMPI, dan juga digunakan metode AHP dan Pareto untuk menyusun prioritas terhadap implementasi dari rancangan CMMI yang telah dibuat. Penelitian ini akan menghasilkan sebuah rancangan implementasi kerangka kerja CMMI-Dev berupa rekomendasi perbaikan yang disertai susunan prioritas penerapan yang telah dilakukan validasi kepada pihak Clover Digital Media.

Startup company is a pioneering company that recently established and is still in the development phase, the current is very rapid growth startup companies. in the United States each year stands 600,000 startup company, but of these, a startup company that can last up to 5 years not more than 50%.
Main problem of the inability of a startup company to continue to stand and grow is the lack of experience, but in fact the use of best practices in the industry this can be overcome, because the best practice is basically the result of the formulation of the best experiences that done and eventually become a standard.
Clover Digital Media is one of a new startup company that was established on June 10, 2013, one of the main business of Clover Digital Media is in the field of web development, but until now the process of web development on Clover Digital Media still constrained some problems, the problems is delays in project completion and low quality product.
This research will focus on designing a framework aimed to improve the timeliness of completion of the project and improve the quality of products at Clover Digital Media. The framework is designed to be using one of the world's best practice in software development is a CMMI-DEV. Selection the process areas of CMMI representation that will be used will be based on the needs and problems of the organization.
CMMI appraisal method used in this study using the SCAMPI, and also used AHP to prioritize the implementation of the draft CMMI process areas that have been made. This study will produce a design of implementation CMMI-DEV framework in the form of recommendations for improvements that accompanied the application priority that has been validated from Clover Digital Media.

Indikator kinerja utama Direktorat Jenderal Pajak (DJP) adalah tercapainya penerimaan pajak sesuai target yang ditentukan dalam APBN atau APBN-P. Setiap tahun target tersebut selalu mengalami peningkatan sehingga perlu adanya upaya ekstra untuk melakukan penggalian potensi dari wajib pajak (WP) terdaftar. Potensi pajak dapat dianalisis dan dideteksi dengan memanfaatkan data riwayat perpajakan wajib pajak yang ada dalam sistem informasi utama DJP dan beberapa aplikasi pendukung. Penggunaan aplikasi terpusat dan jumlah data transaksi yang besar serta tersebar di beberapa sistem database menyebabkan lamanya waktu yang diperlukan dalam mendapatkan data untuk kebutuhan penggalian potensi pajak. Penelitian ini bertujuan untuk mengembangkan prototype data warehouse dan OLAP yang sesuai dengan kebutuhan DJP untuk menyediakan data yang diperlukan untuk kebutuhan analisis dengan lebih cepat dan akurat. Struktur data warehouse dikembangkan dengan menerapkan pendekatan bottom up yang dikemukakan oleh Kimball yang dimulai dengan pengumpulan data, identifikasi kebutuhan, perancangan arsitektur, perancangan model dimensional, proses Extract, Transform, Load (ETL) dan dilanjutkan dengan pengembangan OLAP object dalam rangka menyajikan informasi yang dibutuhkan. Hasil penelitian berupa purwarupa (prototype) data warehouse dan OLAP yang dapat dimanfaatkan oleh pengguna untuk melakukan analisis potensi pajak.

ABSTRACT
Key performance indicator of the Directorate General of Taxation (DGT) is to achieve appropriate tax revenue target. Every year the target is always increasing so that is needed some extra effort to analyze potential tax from taxpayer listed. Potential tax can be analyzed and detected by using data history of taxpayer that is supported by information system application in DGT and some supporting application. With the centralized application and large amount of data transaction in many database system cause the length of time required to retrieve data for analysis in order to explore potential tax. This research aims to develop data warehouse and OLAP prototype that is suitable with the requirement of DGT to present data quickly and accurately. Data warehouse structure was developed by applying bottom up approach proposed by Kimball that begins with data collection, requirement identification, design architecture, designing dimensional model, The Extract, Transform, and Load (ETL) and continued with the development of OLAP object to present the information needed. "[Penerapan Teknologi Informasi (TI) di lingkungan Pemerintahan dilakukan dengan tujuan untuk meningkatkan layanan kepada masyarakat sehingga perlu dipastikan setiap inisiasi TI dapat terimplementasi dan diterima dengan baik di lingkungan pemerintahan dan sejalan dengan arahan implementasi e-gov oleh pemerintah pusat. Tidak semua penerapan TI di Kota Bogor berujung pada keberhasilan, dari beberapa aplikasi yang dikembangkan Pemkot Bogor dalam kurun waktu antara tahun 2008 sampai dengan tahun 2013, empat aplikasi dengan pengguna seluruh unit kerja maupun pada internal unit kerja memiliki tingkat utilisasi yang rendah (kurang dari 80%) dan lima aplikasi lainnya tidak lagi dioperasikan akibat dari sepinya pengguna pada aplikasi tersebut. Sejumlah proses kembali dilakukan secara manual karena rendahnya tingkat utilisasi pada aplikasi yang mengotomasi prosesnya.
Penelitian ini menganalisa faktor-faktor yang mempengaruhi penerimaan individu dalam implementasi TI di Lingkungan Pemerintah Kota Bogor dengan menggunakan model penerimaan TAM (Technology Acceptance Model) karena beberapa penelitian sejenis sebelumnya menunjukkan bahwa TAM dapat digunakan sebagai dasar model penerimaan TI untuk memprediksi niat penggunaan TI pada pegawai pemerintah di sebagian besar kota di Indonesia. Metodologi yang digunakan berupa Survey Research dan bersifat kuantitatif dengan jumlah responden sebanyak 410 pegawai pemerintah kota bogor. Pengolahan data dilakukan menggunakan teknik statistika deskriptif dan Partial Least Square Structural Equation Modeling (PLS-SEM).
Hasil pengolahan data membuktikan bahwa Persepsi Kegunaan (Perceived Usefulness) dan Persepsi Kemudahan Penggunaan (Perceived Ease of Use) memiliki pengaruh yang signifikan terhadap niat menggunakan TI (Behavioural Intention) pada Pemerintah Kota Bogor. Niat menggunakan TI (Behavioural Intention) memiliki pengaruh yang signifikan terhadap penggunaan TI secara nyata (Actual Use), dan Persepsi Kemudahan Penggunaan (Perceived Ease of Use) memiliki pengaruh yang signifikan terhadap Persepsi Kegunaan (Perceived Usefulness).

Application of Information Technology (IT) in local government carried out with the aim to improve service to the citizens so that needs to be ascertained every IT initiatives can be implemented and accepted well by government employees and has to be in line with the direction of the implementation of e-Government by the central government. Not all of the application of IT in the city of Bogor lead to success, some of the applications developed by Bogor city government in the period between 2008 to 2013 running with low utilization (less than 80 %) and five other applications no longer operate as a result of very minimum user. A number of processes related to services performed manually because of the low level of utilization in applications that automate the process.
This study analyzes the individual factors that influence the acceptance of implementation of IT in the Government Environment using TAM (Technology Acceptance Model) because some previous similar studies showed that TAM can be used as the basis of a model to predict the IT acceptance in government employees in most cities in Indonesia. This study is quantitative Survey Research using sample of 410 employees of Bogor city. Data processing was performed using descriptive statistical techniques and Partial Least Square Structural Equation Modeling (PLS-SEM).
The results prove that the Perceived Usefulness and Perceived Ease of Use has a significant influence on the Behavioural Intention to use IT at Government of Bogor City. Behavioural Intention has a significant influence on the Actual IT Use, and Perceived Ease Perceived Ease of Use had a significant effect on the Perceived Usefulness. "Departemen Industrial Plant DIP adalah salah satu departemen yang beradi di PT XYZ Departemen ini meliputi sub bidang usaha kontraktor di bidang Minyak dan Gas Sarana Industri dan Pabrik Fabrikasi Baja DIP sebagai kontraktor utama akan melibatkan banyak perusahaan baik yang berada di dalam maupun di luar negeri sebagai sub kontraktor Pekerjaan yang dilakukan oleh sub kontraktor tersebut bisa berupa pengadaan barang ataupun pekerjaan jasa Proses pelibatan mitra kerja dalam suatu pekerjaan yang besar tentunya membutuhkan proses pengadaan barang dan jasa yang efektif Rational Unified Process RUP merupakan suatu metodologi yang digunakan untuk pengembangan perangkat lunak RUP yang memiliki tiga karakteristik utama yaitu iterative incremental use case driven architecture centric bertujuan untuk menghasilkan perangkat lunak sesuai dengan kebutuhan pengguna dan sesuai dengan biaya yang sudah diprediksikanPenelitian ini bertujuan untuk merancang kebutuhan sistem informasi pengadaan barang dan jasa yang dapat digunakan sesuai dengan kebutuhan pengguna yang berubah seiring dengan kemajuan bidang usaha yang ada di DIP Perancangan akan dilakukan dengan menggunakan metodologi RUP.

Perkembangan teknologi informasi semakin cepat baik di kalangan organisasi maupun pemerintahan Pemerintahan pusat maupun daerah semakin giat dalam menerapkan teknologi informasi dalam proses pemerintahan atau disebut dengan e government Dukungan teknologi informasi yang ada diharapkan pelayanan publik menjadi lebih cepat dan terciptanya tata kelola yang lebih baik di pemerintahan Namun proses penerapan e government ini masih terhambat beberapa kendala yaitu penerapan teknologi informasi masih berjalan cukup lambat dan beberapa proses bisnis yang dilakukan masih manual Salah satu hal yang mendasari kendala ini ada belum adanya perencanaan strategis sistem informasi di pemerintahan kabupaten Gorontalo Oleh karena itu penelitian ini bertujuan untuk menghasilkan suatu rancangan strategi sistem informasi atau disebut master plan teknologi informasi untuk memfasilitasi perencanaan penerapan SI TI di pemerintahan Kabupaten Gorontalo Metodologi yang digunakan dalam penelitian ini adalah metodologi Cassidy Hasil akhir dari penelitian ini adalah perencanaan strategis SI TI mencakup portofolio aplikasi infrastruktur organisasi dan proses serta roadmap untuk implementasi SI TI di pemerintahan kabupaten Gorontalo.
