"Penelitian ini membahas mengenai evaluasi kinerja pelaksanaan dimensi kegiatan monitoring dan evaluasi dalam National Composite Policy Index (NCPI) di DKI Jakarta dengan pendekatan balanced scorecard. Evaluasi kinerja kegiatan monitoring dan evaluasi diteliti berdasarkan kerangka balanced scorecard yaitu perspektif proses internal, perspektif pertumbuhan dan pembelajaran, perspektif pelanggan dan perspektif finansial dimana masing-masing perspektif mempunyai komponen tersendiri. Penelitian ini menggunakan metode penelitian kualitatif dan kuantitatif dengan wawancara mendalam, telaah data sekunder dan survei dengan menggunakan kuesioner.
Penelitian menunjukkan bahwa kebijakan NCPI sudah tidak berlaku sekarang disebabkan karena banyak faktor. Banyak pegawai yang tidak mengetahui tentang keberadaan kebijakan tersebut. Secara umum dapat disimpulkan bahwa kinerja kegiatan monitoring dan evaluasi berdasarkan Balanced Scorecard yang dilaksanakan oleh Komisi Penanggulangan AIDS Nasional dan Komisi Penanggulangan AIDS Propinsi DKI Jakarta masih belum optimal pada keterbatasan keterampilan dan keahlian pegawai dalam pengolahan data, keterbatasan kemampuan pegawai dalam analisis data, keterlambatan pengiriman laporan monev oleh daerah, kurangnya pelatihan yang diselenggarakan untuk menunjang pekerjaan, dan belum adanya evaluasi internal bagian monev setelah melaksanakan berbagai kegiatan setiap tahunnya. Hal-hal tersebut merupakan tantangan yang dihadapi. Akan tetapi beberapa dari tantangan tersebut dapat ditindaklanjuti dengan baik. Hasil penelitian dilihat dari hasil wawancara mendalam,pedoman telaah data sekunder, dan hasil survey dengan menggunakan kuesioner.

This study discusses the performance evaluation of the implementation of the monitoring and evaluation dimension in the National Composite Policy Index (NCPI) in Jakarta with a balanced scorecard approach . Evaluation of performance monitoring and evaluation framework based on a balanced scorecard examined ie internal processes perspective, learning and growth perspective, customer perspective and the financial perspective in which each component has its own perspective. This study uses qualitative and quantitative research with in-depth interviews, review of secondary data and survey using a questionnaire.
Research shows that the policy does not apply now NCPI has been caused by many factors. Many employees are not aware of the existence of the policy. In general it can be concluded that the performance monitoring and evaluation based on the Balanced Scorecard implemented by the National AIDS Commission and the Commission of DKI Jakarta Provincial AIDS is still not optimal in the limited skills and expertise of employees in the processing of data, limited capabilities of staff in data analysis, report delivery delays monitoring and evaluation by the county, the lack of training provided to support the work, and the lack of internal evaluation M & E section after carrying out various activities each year. These things are the challenges faced. However, some of these challenges can be followed up with either. The results seen from the results of the study in-depth interviews, secondary data review of the guidelines, and the results of a survey using a questionnaire.

"Tesis ini bertujuan untuk melakukan evaluasi terhadap kinerja Majelis Kehormatan Disiplin Kedokteran Indonesia (MKDKI) dengan menggunakan pendekatan empat perspektif balanced scorecard. Penelitian dilakukan dengan pendekatan kualitatif evaluatif. Penelitian ini didahului dengan penetapan indikator kinerja yang akan digunakan dalam melakukan evaluasi tersebut berdasarkan peraturan perundang-undangan yang terkait dengan MKDKI serta rencana strategis MKDKI 2008-2013.
Hasil penelitian ditemukan bahwa evaluasi kinerja MKDKI sebagai organisasi pememintah dapat dilakukan dengan menggunakan pendekatan empat perspektif balanced scorecard dan ditemukan keterkaitan antara kinerja MKDKI pada perspektif publik, perspektif proses internal, perspektif pembelajaran dan pertumbuhan serta perspeklif keuangan.
MKDKI diharapkan dapat memperhatikan kepentingan masyarakat penerima jasa pelayanan medis serta kepentingan profesi kedokteran untuk mewujudkan visi "Penegak disiplin profesi kedokteran yang dipercaya dan dihormati". Saran untuk penelitian selanjutnya agar dapat menggunakan dan mengembangkan key performance indicator MKDKI berdasarkan indikator kinerja dalam penelitian ini.

This study focuses on performance evaluation of Indonesian medical disciplinary board using four perspectives of balanced scorecard approach. This research is qualitative and evaluative which data were collected by deep interview, observation, and study document. First, the study configures performance indicator that can be used in the performance evaluation based on regulation and strategic plan of MKDKI.
This study found that balanced scorecard can be used as a tool for evaluating performance of MKDKI as a government institution. Furthemtore, there is correlation between four perspectives of balanced scorecard in MKDKI performance.
The researcher suggests that MKDKI should be considered public and medical professional interest in way of getting its vision "to be trusted and respected medical disciplinary board". For advance research of MKDKI performance, the researcher suggests to use and consider the need to develop key performance indicator in this study.

"Perkembangan dan pergeseran paradigma bisnis di dunia usaha sebagai akibat globalisasi dan perdagangan bebas telah membentuk kompetisi bisnis yang semakin ketat. Hal ini mendorong perusahaan berupaya mempertahankan kepuasan pelanggan dengan membuat perencanaan yang terintegrasi, penilaian kinerja pada perspektif keuangan dan non keuangan. Salah satu alat yang dapat dipergunakan untuk mengukur kinerja adalah Balanced Scorecard.
RSU QRS Karawang belum pemah melakukan evaluasi terhadap kinerja dengan pendekatan empat perspektif dari Balanced Scorecard. Penelitian ini menggunakan metode deskriptif kualitatif. Penelitian ini dibatasi pada penerapan secara sederhana keempat perspektif Balanced Scorecard pada objek penelitian di RSU QRS Karawang.
Hasil evaluasi kinerja tahun 2006 dan 2007 RSU QRS Karawang adalah sebagai berikut:
- Perspektif keuangan: Keuntungan kotor turun dari 27,6% menjadi 26,6%, keuntungan bersih naik dari 2,3% menjadi 2,6%, tingkat pengembalian aset naik dari 9,7% menjadi 12,8%, tingkat pengembalian modal sendiri turun dari 44,3% menjadi 38,2% , efektifitas biaya turun dari 94,7% menjadi 94,6% , dan peningkatan utilsasi aset naik dari 4,1 x menjadi 4,9 x.
- Perspektif pelanggan: Kepuasan pelanggan rata-rata 70%, tingkat akuisisi total turun dari 25,9% menjadi 20,4%, tingkat retensi total naik dari 74,1% menjadi 79,6%.
- Perspektif bisnis intemal: Jumlah kunjungan rawat jalan turun dari 45.41 I menjadi 40.661, jumlah kunjungan rawat inap naik dari 3.619 menjadi 3715, BOR turun dari 63,S% menjadi 61,3% , LOS naik dari 3 hari menjadi 3,4 hari , T0I naik dari 3 hari menjadi 3,4 hari , sedangkan BTO tetap 63 kali (2006 & 2007). Jumlah pihak ketiga yang menjalin kerjasama naik dari 101 menjadi 110. Kecepatan pelayanan pada bagian pendafiaran tidak ada perbedaan pada pasien umum maupun pasien kontrak.
- Perspektif pertumbuhan dan pembelajaran: Tingkat kepuasan karyawan 54,04% (rata-rata). Tingkat kepatuhan karyawan naik dari turunnya tingkal ketidakpatuhan karyawan dari 11 menjadi 7 pelanggaran. Fokus kinerja RSU QRS Karawang saat ini masih terpaku pada perspektif keuangan sedangkan perspektif non keuangan belum dikelola secara maksimal.

This matter push company cope to maintain satisfaction of customers by making integrated planning, assessment of performance at is in perspective of finance and non finance. One of the tools able to be utilized to measure performance is Balanced Scorecard.
QRS Hospital in Karawang has never evaluated to performance with approach four is in perspective the than balanced scorecard. This research use descriptive method qualitative. This research is limited by at in perspective fourth applying simply balanced scorecard at research object in QRS Hospital Karawang result of evaluation performance of year activity 2006 and 2007 QRS Hospital Karawang as following:
- In perspective of finance : Gross margin alight from 27,6 % becoming 26,6%, net profit margin go up from 2,3% becoming 2,6%, rate of return on asset go up from 9,7% becoming 12,8%, rate of return on equity alight from 44,3% becoming 38,2, cost effectiveness improvement of alighting from 94,7% becoming 94,6, and asset turnover go up from 4.1 x become 4,9 x.

Abstrak

 

Dalam manajemen strategis, Balanced Scorecard digunakan sebagai metrik kinerja untuk mengukur fungsi bisnis internal dan hasil eksternal yang dapat digunakan untuk mengukur umpan balik suatu organisasi, baik untuk organisasi laba atau nirlaba (sektor publik). Penelitian ini bertujuan untuk mengevaluasi hasil kinerja rumah sakit Pusat Otak Nasional yang merupakan salah satu organisasi sektor publik dengan menggunakan pendekatan Balanced Scorecard dalam mencapai tujuan organisasi. Metode yang dipergunakan berupa analisis deskriptif dengan menggunakan data dari tahun 2015 hingga 2017. Hasil analisis menunjukan bahwa ada beberapa hasil kinerja yang belum mencapai target yang ditetapkan dikarenakan pemilihan KPI yang digunakan tidak relevan dan tidak memiliki causal relationship dengan strategi RS Pusat Otak Nasional. RS Pusat Otak Nasional disarankan memperbaiki desain Balanced Scorecard, dengan menambahkan kamus indikator kinerja untuk mempermudah pencapaian KPI.


Abstract

 

In strategic management, the Balanced Scorecard is used as a performance metric to measure internal business functions and external results that can be used to measure feedback to organizations, whether for profit or non-profit organizations (public sector). This study aims to evaluate the results of the performance of the National Brain Center hospital which is one of the public sector organizations using the Balanced Scorecard approach in achieving organizational goals. The method used is in the form of descriptive analysis using data from 2015 to 2017. The results of the analysis show that there are some performance results that have not reached the set targets because the selection of KPIs used is not relevant to the strategy of the National Brain Central Hospital. In adition there are several KPIs that do not have a causal relationship between one another. The National Brain Center Hospital is recommended to improve the design of the Balanced Scorecard, by adding a dictionary of performance indicators to facilitate the achievement of the KPI.

"Penelitian ini bertujuan untuk: (1) mengevaluasi balanced scorecard yang diterapkan oleh Bank XYZ; (2) menganalisis sistem pengukuran kinerja; (3) merumuskan kembali balanced scorecard sesuai dengan misi, visi, dan stategi Bank XYZ.
Penelitian dilakukan dengan menggunakan metode deskriptif komparatif, yaitu melalui studi literatur yang dilakukan dengan mempelajari literatur yang berkaitan dengan topik penelitiarU serta studi lapangan yang dilakukan melalui wawancara dan observasi langsung untuk mendapatkan gambaran mengenai situasi dan kondisi perusahaan.
Berdasarkan hasil evaluasi secara keseluruhan, perancangan balanced scorecard Bank XYZ belum optimal. Cakupan sasaran strategis dari perspektif proses bisnis intemal, serta perspektif pembelajaran dan pertumbuhan masih terlihat sederhana dan belum mengakomodasi sasaran strategis dari perspektif pelanggan dan perspektif keuangan.
Penelitian ini berusaha merumuskan kembali perancangan balanced scorecard dengan menggunakan ukuran indikator kinerja sesuai dengan teori Kaplan dan Norton.

This research is aimed to: (1) evaluate BSC applied by Bank XYZ; (2) analyze the performance measurement system; (3) reformulate balanced scorecard in accordance withthe mission, vision, and strategy of Bank XYZ.
This research uses descriptive comparative method, specifrcally the study of literature that conducted by studying literature related to the research topic, and the field study caried out by interviews and direct observation to get an overview of the situation and condition of the company.
Based on the overall results of the evaluation, the design of balanced scorecard on Bank XYZ is not optimal. The scope of the stategic objectives of the internal business process, and learning and growth perspective still look simple and yet accommodate the strategic objective of from customer perspective, and financial perspective.
This research sought to refomulate the design of the balanced scorecard by using a measure of perforrrance indicators in accordance with the theory of Kaplan and Norton.

"Tesis ini membahas evaluasi pengukuran kinerja dan usulan perancangan pengukuran kinerja dengan pendekatan Balanced Scorecard untuk mencapai tujuan strategis pada PT X. Melalui pengukuran kinerja dengan pendekatan Balanced Scorecard perusahaan mampu mencapai tujuan strategis dengan menyeimbangkan antara perspektif keuangan dan non keuangan, tujuan jangka pendek dan tujuan jangka panjang serta kepentingan internal dan kepentingan eksternal.
Balanced Scorecard serta peta strategi memberikan gambaran dan keterkaitan yang jelas antara sasaran-sasaran strategis dan inisitatif yang diperlukan di dalam empat perspektif Balanced Scorecard.
Hasil dari penelitian yang dilakukan pada PT X menunjukkan bahwa pengukuran kinerja yang dilakukan sudah seimbang antara faktor keuangan dan non keuangan, tujuan jangka pendek dan jangka panjang, kepentingan internal dan eksternal akan tetapi penyusunan Key Performance Indicator (KPI) belum sepenuhnya didasarkan pada strategi bisnis perusahaan.

This thesis discusses the evaluation of current company’s performance measurement and designing of performance measurement with Balanced Scorecard approach to achieve strategic goals at PT X. Performance measurement with Balanced Scorecard approach enable the company to achieve it’s business strategy with the balance between financial and non-financial perspective, short- term goals and long term goals as well as the interests of internal and external stakeholders.
Balanced Scorecard and strategy map provide an overview and a clear linkage between strategic goals and initiatives that are required in the four balanced scorecard perspectives.
Results of study conducted on PT X show that performance measurement of the company is already balanced between financial and non-financial factors, short-term goals and long-term, internal and external interests but company’s Key Performance Indicator (KPI) is not fully based on the company's business strategy.

"Dalam era reknologi informasi dan globalisasi sepeni saal ini, perusahaan dihadapkan pada lingkungan bisnis yang kompleks dan dinamis. Persaingan tidak hanya dari perusahaan-perusahaan sejenis dalam industri, tapi juga meiuas dari luar indusui dan luar negeri dengan hcrbagai cara persaingan yang demikian kompleks dan turbulen. Agar dapat memasuki Iingkungan bisnis yang kompetitif dan turbuien tersebut, kemampuan scbuah perusahaan untuk mengeksploitasi aktiva tidak berwujudnya mcnjacli jauh lebih menentukan dibandingkan dengan melakukan investasi dan mengeldla aktiviias fisik yang berwujud.
RS MH Thamrin Internasional Salemba yang selanjutnya disebut RSMHTIS mengalami penurunan kinerja di berbagai unit potensial, sena utilisasi fasilitas rumah sakit yang dinilai masih belum optimal dibandingkan kapasitas yang seluruhnya berdampak secara langsung pada kinexja keuangan.
Oleh karena ini, mulai tahun 2005 RSMHTIS mcncrapkan balanced scorecard untuk meningkatkan kemampuan perusahaan dalam melipatgandakan kinerja keuangan secara luar biasa (sustainable outslcmding financial peqformance) Serta menghasilkan kekuatan luar biasa pemsahaan dalam bersaing memperebutkan pilihan pelanggan.
Tujuan penelitian ini adalah untuk mengevaluasi kinelja RSM!-ITIS setelah balanced scorecard diaplikasikan Sebagai alat pengukur kinerja (tahun 2005-2007). Data primer yang dipcrolch dari wawancara dengan bagian terkait di RSM!-ITIS serta data sekunder yang diperoleh dari laporan RSM!-ITIS 2005-2007, laporan divisi terkait, dan Iaporan Suku Dinas Kesehatan tahun 2006 yang dianalisa secara dcskriptif.
Dari hasil penelitian didapatkan bahwa secara umum peningkatan kinerja RSMHTIS mulai membuahkan hasil yang positif sctclah mengaplikasikan balanced scorecard meskipun tidak rneneapai kategori ideai karena tidak sesuai dengan ukuran baku kinerja keuangan atau pelayanan industri rumah sakit serta tujuan dan sasaran kincrja RSMHTIS.
Hasil penilaian masing-masing perspektif dinilai dengan pembohotan yang sama masing-masing 25% karena semua pcrspcktif dianggap sama pentingnya terhadap peningkatan kincrja RSMHTIS dengan hasil sebagai berikut:
  1. Perspektif keuangan z tingkat pertumbuhan pendapatan 2006-2007 ideal; tingkat pengeluaran biaya 2006 tidak ideal, tahun 2007 ideal; rasio efektifitas 2005-2007 tidak ideal; current ratio 2005-2007 tidak ideal; rasio biaya modal 2005-2007 tidak ideal; return on asser 2005-2007 ideal; dan return on equi/y 2005-2007 tidak ideal sehingga secara keseluruhan kinezja perspektif keuangan ticlak ideal.
  2. Perspektif pclanggan: Tingkat keluhan pelanggan 2006 tidak ideal. tingkat keluhan tahun 2007 tidak ideal; akuisisi pelanggan 2006-2007 tidak ideal; retensi pelanggan 2006-2007 tidak ideal; dan pangsa pasar 2006 tidak ideal, sehingga secara keseluruhan kincrja pelanggan RSMHTIS tidak ideal.
  3. Perspektif bisnis internal : Indikator pclayanan 2005-2007 tidak ideal; kinerja unit produksi 2005-2007 tidak ideal; kemampuan inovasi 2005-2007 tidak ideal; dan layanan puma jual tahun 2005-2007 tidak ideal, sehingga secara kcseluruhan kinerja bisnis inlemal tidak ideal.
  4. Perspektif pembelajaran dan pertumbuhan : Tingkat kepuasan kerja pegawai 2006-2007 ideal; tingkat (urn over 2006-2007 tidak ideal; tingkat kcdisplinan pcgawai 2006-2007 tidak ideal; dan akses pelatihan dan pendidikan 2006 tidak ideal. sedangkan akses pendidikan dan pelatihan 2007 membaik mcnjadi ideal, sehingga secara keseluruhan perspektif pembelajaran dan pertumbuhan tidak ideal. sehingga disimpulkan kinerja RSMHTIS 2005-2007 tidak ideal.
Dari hasil penelitian tersebut, peneliti mengajukan saran kepada pihak manajemen RSMHTIS antara lain: Seliap tahun rnenerapkan BSC dengan menetapkan target yang lebih terpola dan temkur agar memudahkan pengukuran di setiap indikalor dan mengacu pada parameter SMART: Specdic; Measurable; Achievable; Relevant; dan Time- consrrained. Misalnya dengan menentukan besaran persentase tertentu untuk perlumbuhan yang diharapkan umuk tiap periode tahun kalendar. Sclain itu upaya pemasaran juga perlu dipenajam khususnya promosi untuk dapat meningkatkan awareness masyarakat dalam rangka menjaring pelanggan barn serta memperluas pangsa pasar; Revitalisasi unit yang kinerjanya menurun (Rehabilitasi Medik, Klinik Tumbuh Kembang. Endoskopi, Estetidenna, dan Gizi yang menurun selama 3 tahun terakhir); Optimalisasi utilisasi fasilitas yang ada agar investasi yang sudah ditanamkan dapat memberi hasil yang sesuai baik secara parameter ukuran standar baku maupun finansial dengan melakukan upaya-upaya promosi yang efektifl Merealisasikan program layanan puma jual yang terencana seperti homecare, pelayanan pembayaran yang mengesankan, keringanan pelayanan pembayaran. dan layanan tambahan lain; Inovasi produk berdasarkan riset pasar yang mendalam sehingga dapat menciptakan produk yang benar-bcnar dibutuhkan dan diinginl-can oleh masyarakat dan mengefektifkan investasi yang dilakukan; serta menyusun jcnjang karir dan paket renumerasi yang lebih menarik agar dapat menurunkan Iurn over karyawan serta meningkatkan kcdisiplinan.

In the era of infomation technology and globalization nowadays, companies are being lbrced to face a complex and dynamic business environment. Competitions are not only coming from similar companies within the industry, but also from outside the industry and from other countries with so many means of complex and turbulence competitions. To be able to enter this competitive and turbulence business enviromnent, a company capability to exploit its intangible assets has become an important factor compare to investing and managing the tangible ones.
RS MH Thamrin lntemasional Salemba has been experiencing dcclinines in some of its potential units, as well as a relatively low utilization in some of its facilities compared to its capacity. All of which directly affected its financial performance. In that regards, the management of the Hospital has commited to implement the Balanced Scorecard in order to increase the Hospital capabilities to sustain outstanding financial performance as well as creating a powerful force in the competition of being the choice of the customers.
The goals of this research is to obtain a description of the hospital performance after the implementation of balanced scorecard as perfonnance measurement tools since 2005. Primary dates are obtained from interviews with employees in related units, and secondary datas are obtain from the Hospital Annual Reports from 2005-2007, Local Govermnent reports, and interviews with employees of related units, all being analyzed descriptively.
This research found that in general there is an increase in perfomrance of the hospital alter implementing balanced scorecard although has not reached ideal category since it has never met the industry standard as well as goals and objectives that has been set by the management. The evaluation of each perspective is given a weighted score of 25% with a consideration that each perspective has the equal importance in the role of increasing the Hospital performance.
The results of each perspective evaluations are as follows:
  1. Financial perspectives: revenue growth rates for year 2006-2007 are ideal; expenditure growth rate tor 2006 is not ideal, but for 2007 is ideal; effectiveness rates for 2005-2007 are not ideal; current ratios for 2005-2007 are not ideal; equity cost ratio for 2005-2007 are not ideal; retum on assets for 2005-2007 are ideal; and return on equity for 2005-2007 are not ideal. So in general the performance on financial perspective is not ideal.
  2. Customer perspective: customer complaint rates for 2006-2007 are not ideal; customer acquisitions for 2006-2007 are not ideal; customer retentions for 2006-2007 are not ideal; and market shares for 2006-2007 are not ideal. So in general the performance on customer perspective is not ideal.
  3. Internal business process perspective: Hospital basic indicators for 2005-2007 are not ideal; performances of production units for 2005-2007 are not ideal; innovation capabilities for 2005-2007 are not ideal; and after sales service for 2005-2007 are not ideal. So in general the performance on intemal business process perspective is not ideal.
  4. Leam and growth perspective: employees’ satisfaction rates for 2006-2007 are ideal; employees’ tumover rates for 2006-2007 are not ideal; employees’ disciplinary levels for 2006-2007 are not ideal; and employees access for education and training for 2006 is not ideal, but for 2007 is ideal. So in general the performance on learn and growth perspective is not ideal.
Based on these results, I offer some suggestions for the Hospital as follows: make the BSC implemented each year with a certain pattem and measure in setting the target, goals, and objectives, to make an easier measurement for each indicator by using the SMART principles: Spec0'ic; Measm-able; Achievable; Relevant; and Time-constrained. i.e by setting a certain percentage of expected growth for every calendar year; Also, the Hospital has to increase its marketing effort, especially in promotional activity, in order to create a higher awareness from the public so that could attract new customers and broadened the market share; Revitalizing the production unit that has been experiencing decreasing trend during the last 3_years; Optimizing the utilization of he Hospital’s facility so that the assets that has been invested could give the expected retum both financially and met the industry standards, by campaigning in effective promotion; Realization of a well-planned afier sales service e.g homecare, flexible payment, and other extra-ordinary services; innovating new products based on a well-executed market research so that the products that being created are really what are needed by the customers in order to bring more effectiveness on the investment made; Creating a career path system and a more attractive renumeration package so that could increase employees’ motivation so it could decrease employees’ turnover and increase their disciplines.

"[ABSTRAK
Latar belakang (background): Saat ini, banyak sekali permasalahan kesehatan yang
terjadi pada remaja, termasuk juga pada remaja yang berada di sekolah. Di Indonesia,
terdapat sebuah program promosi kesehatan yang dilakukan pada tataran sekolah yaitu
Usaha Kesehatan Sekolah (UKS). Anak sekolah merupakan kelompok terorganisir yang
berpotensi untuk mampu berdaya dalam hal kesehatan. Tujuan (Objective): Memberikan
gambaran mengenai pelaksanaan program UKS pada Sekolah Lanjutan Tingkat Atas
(SLTA)di Provinsi DKI Jakarta dengan menggunakan pendekatan Balanced Scorecard.
Metode (Method): Informasi yang didapatkan berasal dari studi kualitatif yang dilakukan
pada sekolah dan Puskesmas di Provinsi DKI Jakarta. Studi ini dilakukan pada bulan Juli-
Oktober 2014. Informasi yang dianalisis dalam studi ini bersumber dari 17 wawancara
mendalam yang dilakukan pada sekolah dan Puskesmas, melibatkan 4 (empat) wakil
kepala sekolah, 4 (empat) guru Pembina UKS, 4 (empat) perwakilan siswa, 4 (empat)
perwakilan Puskesmas, dan seorang perwakilan staf Dinas Kesehatan Provinsi DKI Jakarta.
Hasil (result): Berdasarkan metode evaluasi Balanced Scorecard, pada keempat sekolah
yang menjadi studi penelitian ini lebih banyak menjalankan ruang lingkup kuratif saja.
Pada keempat Puskesmas diketahui lebih banyak menjalankan fungsi pelayanan kesehatan
dibandingkan dengan fungsi pendidikan kesehatan dan pembinaan lingkungan sehat.
Beberapa faktor yang mendorong belum optimalnya pelaksanaan UKS di SLTA
diantaranya adalah masih kurangnya pelatihan dan forum belajar bagi guru, belum
maksimalnya pelibatan siswa baik di sekolah maupun di Puskesmas, dan belum
maksimalnya kerjasama yang dilakukan oleh Puskesmas. Kesimpulan (conclusion):
Diperlukan sebuah upaya yang komprehensif untuk mengatasi permasalahan tersebut
termasuk peninjauan kembali kebijakan dan pedoman yang berkaitan dengan pelaksanaan
UKS di sekolah, peningkatan keterampilan bagi para guru dan petugas kesehatan melalui
pelatihan dan mengaktifkan forum komunikasi sebagai sarana belajar untuk
mengembangkan wawasan, melibatkan para orangtua siswa, dan pelibatan siswa dalam
menjalankan proses perencanaan hingga evaluasi program UKS di sekolah.

adolescent in school. In Indonesia, there is a program that conducted in school, named
UKS (Usaha Kesehatan Sekolah). In school, adolescent is the organized group that has to
be capable to empower in health. Objective: Explain about implementation of UKS
program in Senior High School and equal in Province of DKI Jakarta with Balanced
Scorecard approaches. Method: information obtained from qualitative study conducted in

efforts. Besides senior high school, the implement program is health care center. In four

compared with health education function. Inhibit factors which causes ineffective are lack
of training and forum for teacher for encouraging their knowledge and skill that related
with UKS, lack of involving the student in school and health care center, and lack of
partnership between health care center with other sectors like public sector, private sectors,
or non-government organization. Conclusion: Required a comprehensive effort to solve
the problems. The governments have to review the policy and guidance related to UKS
implementation di school. Besides that, it is required to improve the organizing skill from
program officer (teacher and health care officer) so that they are capable to implement
comprehensive UKS program through training and communication forum as the learning,
involve the parent of the student, and involve the students in planning until evaluation

"Penelitian ini bertujuan untuk mengevaluasi kinerja pengelolaan zakat di Provinsi DKI Jakarta dengan menggunakan Indeks Zakat Nasional IZN . Evaluasi ini terbagi menjadi dua bagian, yaitu evaluasi terhadap lembaga Amil Zakat, dan evaluasi terhadap dampak zakat kepada penerima zakat mustahik . BAZIS DKI Jakarta menjadi sampel dan objek penelitian ini, dan penelitian ini dilakukan dalam dua periode yaitu tahun 2015 dan tahun 2016. Indeks Zakat Nasional IZN digunakan sebagai alat ukur evaluasi kinerja pengelolaan zakat karena IZN memiliki penilaian yang komprehensif, baik itu dari sisi makro maupun mikro. Adapun penelitian ini menggunakan metode campuran dan dengan dua sumber data yaitu data sekunder dan primer. Hasil indeks pada tahun 2015 dan tahun 2016 adalah 0,7598 dengan indeks pada dimensi makro 0,77425 dan dimensi mikro 0,75. Tidak ada perubahan atau peningkatan evaluasi kinerja pada tahun 2016, dan evaluasi kinerja pada lembaga dan dampak zakat tahun 2015 dan 2016 sudah baik.

This study aims to evaluate the performance of zakat management in DKI Jakarta Province using the National Zakat Index IZN . This evaluation is divided into two parts, namely evaluation of Amil Zakat institution, and evaluation of the impact of zakat to the recipient of zakat. BAZIS DKI Jakarta become the sample and object of this research, and this research is done in two periods that is year 2015 and year 2016. National Zakat Index IZN is used as measuring instrument of performance evaluation of zakat management because IZN have comprehensive assessment either from macro side and micro. The research used mixed method and with two data source that is secondary and primary data. The index index in 2015 and 2016 is 0.7598 with an index of 0.77425 macro dimension and a micro dimension of 0.75. There are no changes or improvements in performance evaluation in 2016, and performance evaluations on institutions and the impact of zakat in 2015 and 2016 are good."

"Penelitian ini membahas kinerja Perpustakaan Utama (PU) UIN Jakarta. Tujuan penelitian adalah untuk mengidentifikasi dan mengukur kinerja perpustakaan dengan menggunakan empat perspektif metode Balanced Scorecard. Penelitian menggunakan pendekatan kuantitatif dengan kuesioner sebagai instrumen penelitian, didukung oleh data sekunder dan hasil wawancara mendalam, kemudian dianalisis secara deskriptif analitis.
Hasil penelitian menunjukkan bahwa kinerja PU secara keseluruhan adalah baik; perspektif keuangan dikategorikan sangat baik karena PU mampu menyerap anggaran DIPA secara maksimal; perspektif pengguna dikategorikan baik karena sudah memberikan pelayanan berkualitas dan sesuai dengan kebutuhan pemustaka; perspektif proses internal dikategorikan baik, karena kinerja pegawai sudah memuaskan dan telah melaksanakan pekerjaan sesuai dengan TUPOKSI; perspektif pertumbuhan dan pembelajaran dikategorikan baik karena kemampuan pegawai dan sistem informasi sudah berkembang.
Peneliti menyarankan agar PU terus melakukan kegiatan-kegiatan yang menunjang peningkatan kinerja pegawai dan aktif melaksanakan promosi perpustakaan kepada pemustaka.

This research discusses the performance of the Main Library of UIN Jakarta. The research?s purpose is to identify and to measure the library performance using four perspective of Balanced Scorecard method. This research uses quantitative approach with quetionnaire supported by secondary data and depth interview as research instruments. Data is then analyzed according to analytical descriptive.
The result shows that the overall performance of the Main Library is good; financial perspective is categorized as very good because it has absorbed the budget as stated in DIPA (....); user perspective is categorized as good because it has given quality services based users? needs; internal proccess perspective is categorized as good because employees? performance is satisfactory, and they are able to perform their work based on TUPOKSI (main tasks and functions); learning and growth perspective is categorized as good, because employees? capability and the information system have been developed.
The researcher suggests that the Main Library continues the activities to support the improvement of employees? performance, and actively conducts library promotions to users.
