Dalam penyelenggaraan proyek konstruksi, pelelangan merupakan salah satu tahapan yang sangat penting, hal ini dikarenakan kesuksesan pada tahap ini merupakan awal dimulainya pelaksanaan proyek konstruksi. Pelaksanaan lelang jasa konstruksi pada Dinas Pekerjaan Umum Kabupaten Brebes mengacu pada Keputusan Presiden Republik Indonesia Nomor 80 Tahun 2003 yang diatur secara teknis dalam Peraturan Daerah Kabupaten Brebes Nomor 7 Tahun 2007 tentang Pedoman Pengelolaan Barang Milik Daerah. Namun, fenomena yang terjadi adalah penyelenggaraan lelang jasa konstruksi dipengaruhi oleh adanya dugaan keterlibatan Asosiasi Jasa Pelaksana Konstruksi. Dalam hal ini, Asosiasi Jasa Pelaksana Konstruksi mengatur pelelangan dengan cara menciptakan persaingan semu di antara penawar.

Penelitian ini bertujuan untuk mengetahui penyebab keterlibatan, bentuk keterlibatan, pengaruh keterlibatan, tingkat keterlibatan, dan tingkat keberhasilan penyedia jasa konstruksi memenangkan lelang jasa konstruksi pada Dinas Pekerjaan Umum Kabupaten Brebes.

Metode penelitian yang digunakan adalah metode survei, di mana proses pengumpulan data penelitian dilakukan melalui penyebaran kuisioner dan wawancara langsung dengan responden dan prosedur yang digunakan untuk menganalisis data penelitian adalah analisis statistik deskriptif dengan metode distribusi frekuensi dan metode analisis statistik lainnya yang meliputi uji validitas dan reliabilitas dengan Corrected Item Total Correlation Test dan analisis komparatif dengan Kruskal Wallis Test.

Dari hasil penelitian ini diketahui bahwa Asosiasi Jasa Pelaksana Konstruksi sangat terlibat dalam proses lelang jasa konstruksi pada Dinas Pekerjaan Umum Kabupaten Brebes dan dengan adanya keterlibatan tersebut menjadikan tingkat keberhasilan penyedia jasa konstruksi untuk memenangkan lelang jasa konstruksi sangat besar.

In construction project, tender becomes important because it represent early starting construction project. Tender in Department of Public Work Brebes Region is executed based on Presidential Decree Number 80/2003 and technically arranged by Brebes Region Government Law Number 7/2007 about Local Property Asset Management Guidance. Phenomenon that happened in environment in Department of Public Work Brebes Region is the existence of anticipation that management of construction tender very influenced by existence of Contractor Associates involvement. Contractor Associates link importance all it?s member to get opportunity in following tender with limited emulation.

This study had a purpose to know cause of involvement, form involvement, influence of involvement, mount involvement, and level efficacy of contractor to win construction tender in Department of Public Work Brebes Region.

The study method that writer used are case study that gathering respondent in form of survey and interview with related parties and data from that survey will be analyzed with descriptive statistical analysis by using frequency distribution method and statistic analyzed other which is validity and reliability analysis with Corrected Total Item Correlation Test and comparability analysis with Kruskal Wallis Test.

From this study the writer find out the Contractor Associates very involved in tender process at Department of Public Work Brebes Region and with existence of the involvement make level efficacy of contractor to win construction tender in Department of Public Work Brebes Region very big.

"Meningkatnya jumlah proyek konstruksi, mengingat ada kebijakan pemerintah untuk meningkatkan perkembangan ekonomi Indonesia dengan mempercepat proyek pembangunan infrastruktur, mempengaruhi fenomena-fenomena yang terjadi dalam kegagalan konstruksi di Indonesia dalam 3 tahun belakang. Terdapat 14 kecelakaan konstruksi kelas besar di Indonesia pada tahun 2017-2019. Hal tersebut mengidentifikasikan bahwa meningkatnya fenomena kegagalan konstruksi di Indonesia setelah diterapkannya Proyek Strategis Nasional. Perusahaan Jasa Konstruksi Asing yang juga bertanggung jawab atas beberapa proyek dari Proyek Strategis Nasional ini berpengaruh sangat signifikan terhadap fenomena-fenomena yang ada di bisnis konstruksi di Indonesia. Terdapat beberapa hal yang mempengaruhi budaya mutu dari Perusahaan Jasa Konstruksi Asing termasuk tigkat maturitas dari perusahaan konstruksi sendiri. Tujuan dari penelitian ini adalah mengidentifikasi tingkat maturitas dari budaya mutu Perusahaan Jasa Konstruksi Asing dan untuk merancang strategi meningkatkan tingkat maturitas budaya mutu pada Bada Usaha Jasa Konstruksi Asing untuk menghindari fenomena-fenomena kegagalan konstruksi. Penelitian ini menggunakan metodologi penelitian studi literatur dan survei yang dilakukan dengan menyebarkan kuisioner kepada responden di kontraktor asing di Indonesia. Hasil dari penelitian ini adalah 24 strategi yang disarankan untuk diimplementasikan oleh kontrator asing untuk menurunkan tingkat kegagalan konstruksi.

The increasing number of construction projects in Indonesia, given the government's policy to improve the development of the Indonesian economy by accelerating infrastructure development projects, has influenced the phenomena that have occurred in construction failures in Indonesia in the past 3 years. There were 14 large-scale construction accidents in Indonesia recorded by Kompas in 2017-2019. This identified that the phenomenon of increasing construction failure in Indonesia after the implementation of the National Strategic Project. The existence of a foreign construction company which is also responsible for several projects of the National Strategic Project has a very significant effect on the phenomena that exist in the construction business in Indonesia. There are several things that affect the quality culture of foreign construction companies including the level of maturity of the construction companies themselves. The purpose of this study is to identify the level of maturity of the quality culture of foreign construction service companies in Indonesia and to design strategies to improve the level of quality culture maturity in foreign construction service companies to avoid the phenomena of construction failure. This study uses a literature study and a survey conducted by distributing questionnaires to respondents in foreign contractors in Indonesia as research methodology. The results of this study are 24 strategies that are suggested to be implemented by foreign contractors to reduce construction failure rates."

"Skripsi ini membahas mengenai prosedur dan pelaksanaan SMK3 Kontraktor di PT. Medco E&P Indonesia khususnya di Rimau Asset pada tahun 2011 kemudian membandingkan kesesuaiannya dengan Pedoman Tata Kerja Pengelolaan Keselamatan dan Kesehatan Kerja Kontraktor yang dikeluarkan oleh BP Migas. Penelitian ini merupakan penelitian deskriptif analitik dengan menggunakan metode kualitatif. Terdapat beberapa perbedaan antara Pedoman SMK3 Kontraktor PT. Medco E&P Indonesia dengan PTK Pengelolaan K3 Kontraktor BP Migas. Beberapa departemen di Rimau Asset sudah melaksanakan Sistem Manajemen K3 Kontraktor.Hasil dari penelitian ini menyarankan dilakukannya peninjauan ulang terhadap Pedoman SMK3 Kontraktor PT. Medco E&P Indonesia serta mengadakan sosialisasi mengenai SMK3 Kontraktor kepada user untuk meningkatkan pemahaman user dan pelaksanaan Sistem Manajemen K3 Kontraktor di Rimau Asset.

The focus of this study the procedure and implementation of Contractor Safety Management System at PT. Medco E&P especially at Rimau Asset in 2011 and then compare the compliance with "Pedoman Tata Kerja Pengelolaan K3 Kontraktor" issued by BP Migas. This research is descriptive analythics and use qualitative methods. There are some differences between "Pedoman SMK3 Kontraktor PT. Medco E&P Indonesia" with "Pedoman Tata Kerja Pengelolaan K3 Kontraktor". Some departments at Rimau Asset already implementing Contractor Safety Management System.

The result of this study suggest to review -Pedoman SMK3 Kontraktor PT. Medco E&P Indonesia, then held socialization for users about Contractor Safety Management System to increase user`s awareness and implementation of Contractor Safety Management System at Rimau Asset."

"Penelitian ini bertujuan untuk mengevaluasi pelaksanaan Contractor safety management system (CSMS) online yang sudah digunakan oleh PT. XYZ pada kurun waktu 2013?2014. CSMS online merupakan suatu sistem berbasis web yang digunakan dalam pelaksanaan CSMS di PT. XYZ untuk menggantikan sistem manual yang diterapkan sebelumnya. Penelitian dilakukan dengan menggunakan metode deskriptif kualitatif. Pengambilan data dilakukan dengan metode wawancara kepada pengguna. Hasil penelitian menunjukkan bahwa penggunaan CSMS online dirasakan belum optimal baik bagi perusahaan maupun bagi pengguna sistem, masih ditemukan kendala dan hambatan pada pengguna dan sistem yang digunakan. Perbaikan dalam implementasi CSMS online perlu dilakukan. Perbaikan terutama pada kebijakan, komunikasi yang lebih menyeluruh, peningkatan kesadaran pengguna sistem, pengembangan aplikasi CSMS online, serta perbaikan dari sisi sistem online yang digunakan. Sehingga diharapkan penggunaan CSMS online dapat optimal dan memberikan manfaat bagi perusahaan dan pengguna sistem.

This Study aimed to evaluate the Contractor Safety Management System (CSMS) Online that has been used by PT. XYZ in the period of 2013 - 2014. CSMS online is a web-based system that is use in the CSMS implementation in PT. XYZ to replace the manual system previously applied. The research was carried out by using descriptive qualitative method. Data collection was conducted using interviews to the user. The result showed that the use of CSMS online is not optimal for both companies and user, there are still obstacles and barriers to the user and the system being used. Improvements in the implementation of CSMS online is necessary. Especially in the policy, thorough communication, user awareness, CSMS online aplication development, and improvement of the system being used. Therefor the expection of using CSMS online can be optimal and provide benefits for companies and user of the system."

"[CHESM (Contractor of Health Environment and Safety Management) adalah suatu bentuk CSMS (Contractor Safety Management System) dari PT CICo untuk memastikan keselamatan kerja kontraktor yang bekerja di lingkunganya. Tesis ini membahas kinerja pemilik kontrak di CICo pada saat pelaksanaan program CHESM untuk masing masing kontraknya. Penilaian kinerja ditinjau dari aspek kinerja tugas, kinerja kontekstual, kinerja adaptif dan tindakan kontra-produktif. Penelitian ini adalah penelitian kuantitatif. Penelitian ini menggambarkan bagaimana pelaksanaan CHESM oleh tiga pemilik kontrak yang berbeda-beda posisi dan struktur organisasinya di PT CICo. Hasil dari penelitian menyimpulkan bahwa semua pemilik kontrak keahlian yang memadai untuk menjalankan tugasnya, namun kesuksesan kinerjanya sangat tergantung pada dukungan struktur organisasi, pendelegasian tugas yang jelas serta pembatasan jumlah kontrak sesuai dengan kapasitasnya untuk bisa menjalankan semua tanggungjawabnya sebagai pemilik kontrak untuk memastikan keselamatan kerja kontraktor-kontraktornya;CHESM (Contractor of Health Environment and Safety Management) is a PT CICo’s CSMS (Contractor Safety Management System) to ensure the safety of their contractors while working in their working areas. "Tujuan Tesis ini adalah untuk menganalisa pengaruh jika terjadi kenaikan Tarif terhadap keekonomian dari sisi Shipper, Transporter dan Pemerintah dengan menggunakan variasi kenaikan Tarif mulai dari US$ 0,8 / MSCF sampai US$ 2,0 / MSCF. Dari sisi Shipper, setiap kenaikan Tarif sebesar US$ 0,1 / MSCF maka akan menurunkan Net Contractor Share sebesar US$ 69 juta pada level TOP, US$ 73 juta pada level DCQ dan US$ 83 juta pada level MDQ. Dari sisi Transporter, hasil evaluasi terhadap analisa IRR menunjukkan bahwa setiap kenaikan Tarif sebesar US$ 0,1 / MSCF akan menaikan IRR Transporter sebesar kurang lebih 1%. Dari sisi Pemerintah, setiap kenaikan Tarif sebesar US$ 0,1 / MSCF akan menurunkan Penerimaan Negara menjadi US$ 143 juta pada level TOP , US$ 151 juta pada level DCQ dan US$ 173 juta pada level MDQ. Selain itu juga dibuat perbandingan terhadap keekonomian investasi pembangunan pipa baru dengan besarnya tambahan biaya yang muncul karena adanya kenaikan Tarif. Dari hasil analisa menunjukkan bahwa biaya investasi pembangunan pipa baru akan menjadi lebih murah ketika Tarif dinaikkan mulai dari US$ 1,2 / MSCF.

The purpose of this thesis is to analyze the economic effect of the Shipper, Transporter and Government if there is any Tarif increase started from US$ 0,8 / MSCF to US$ 2,0 / MSCF.

From Shipper point of view, every increase in Tariff for US$ 0,1 / MSCF will decrease Net Contractor Share to US$ 69 Million at TOP level, US$ 73 Million at DCQ level and US$ 83 Million at MDQ level.

From Transporter point of view, the evaluation results of the IRR analysis shows that every increase in Tariff for US$ 0,1 / MSCF will raise IRR by 1%.

From Government point of view, every increase in Tariff for US$ 0,1 / MSCF will decrease Goverment Revenue to US 143 Million at TOP level, US$ 151 Million at DCQ level, and US$ 173 Million at MDQ level.

Comparison has also been made between investment cost to build new pipeline with additional cost appear due to Tariff increase. The analysis result shows that the investment cost will be cheaper when Tariff is being increased started from US$ 1,2 / MSCF."

"Banyaknya industri yang memperkerjakan tenaga luar (outsourcing) atau kontraktor dalam aktifitas kerjanya dan berisiko besar dalam kecelakaan sehingg diperlukan penerapan Sistem Manajemen Keselamatan Kontraktor. PT Antam (Persero) Tbk. UBPE Pongkor yang menggunakan tenaga kerja kontraktor dalam melakukan sebagian besar proses kerjanya membuatnya harus menerapkan Sistem Manajemen Keselamatan Kontraktor. Penelitian ini bertujuan untuk menganalisis implementasi sistem manajemen keselamatan kontraktor pada kontraktor di PT Antam (Persero) Tbk. UBPE Pongkor. Sampel penelitian merupakan salah satu kontraktor tambang UBPE Pongkor yaitu PT Karya Sakti Purnama menggunakan studi evaluasi berdasarkan standar New South Wales Mines pada checklist Contractor OHS Assessment Tools. Pengumpulan data dilakukan melalui wawancara, telaah dokumen dan observasi lapangan jika diperlukan oleh pihak UBPE Pongkor maupun PT KSP.Berdasarkan keseluruhan elemen (5 elemen) dalam checklist PT KSP telah memenuhi kriteria 83% (total nilai 83 dari 100 total) dari keseluruhan sistem yang telah dijalankan pada Proyek kerja UBPE Pongkor. Nilai yang dicapai pada masing-masing elemen, sistem Kebijakan K3 bernilai 17 dari 20 subtotal, sistem Perencanaan K3 bernilai 15 dari 20 subtotal, sistem Implementasi K3 19 dari 20 subotal, sistem Monitoring dan hasil 14 dari 20 subtotal, sistem Peningkatan berkelanjutan 18 dari 20 subtotal. Peneliti memberikan rekomendasi untuk mempertahankan kriteria-kriteria yang telah terpenuhi dan memperbaiki beberapa kriteria yang belum sesuai dan belum terpenuhi berdasarkan standar New South Wales pada Checklist Contractor OHS Assessment Tools.

Many of industries employ external source (outsourcing) or contractor in his activities have major risk of accidents that required Implementation of Contractor Safety Management System. PT Antam (Persero) Tbk. UBPE Pongkor use external labor/contractors in performing most of their work. That?s why,UBPE Pongkor should implement Safety Management Systems Contractor. This study aims to analyze the implementation of Safety management systems contractor at the contractor PT Antam (Persero) Tbk. UBPE Pongkor. This study is an evaluation research in one of UBPE?s mining contractor PT Karya Sakti Purnama using New South Wales Mines standard in Contractor OHS Assessment Tools checklist. Data was collected through interviews, document review and field observations.Based on all the elements (5 elements) in the checklist PT KSP has complies 83% (83 from 100total) of the whole system that has been run on Project work UBPE Pongkor. Compliance requirement in each element, Policies system is worth to 17 from 20 subtotal, Planning system is worth to 15 from 20 subtotal, implementation system is worth to 19 from 20 subtotal, monitoring and results system is worth to 14 from 20 subtotal, Continuous Improvement system is worth to 18 from 20 subtotal. Researchers give some recommendations to sustain the criteria (requirements) that have been met and improve that haven?t based on the New South Wales Standards on OHS Contractor Checklist Assessment Tools."
