"Penelitian ini dilakukan karena perkembangan kejahatan atau penyalahgunaan narkoba dari waktu ke waktu menunjukkan kecenderungan yang semakin meningkat. Masalah narkoba perlu mendapat penanganan yang lebih komprehensi sehingga dibutuhkan pengembangan organisasi baik ditingkat pusat ataupun daerah secara proporsional. sehingga menarik perhatian peneliti untuk mengadakan penelitian terhadap Implementasi Kebijakan Strategi Nasional Pencegahan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) di BNP dan BNK/Kota. Tujuan dalam penelitian ini adalah untuk mengetahui Implementasi Kebijakan Strategi Nasional P4GN di BNP dan BNK/Kota dan faktor-faktor penghambat mplementasi Kebijakan Strategi Nasional P4GN di BNP dan BNK/Kota.
Penelitian dilakukan dengan cara menyebarkan kuesioner ke 20 BNP dan 105 BNK/Kota dan mengadakan wawancara mendalam kepada Kabag Organisasi & Kepegawaian, BNP NAD dan BNP Kalimantan Barat.
Teori yang digunakan untuk melakukan analisis dalam penelitian ini adalah teori George C. Edward III dan Van Meter & Van Horn yang terdiri dari variabel komunikasi, sumberdaya, struktur birokrasi, kecenderungan, hubungan antar organisasi serta pelaksanaan program. Hasil penelitian menunjukkan bahwa implementasi kebijakan strategi nasional P4GN di BNP dan BNK/Kota secara umum belum berjalan dengan baik. Apabila dilihat dari masing-masing variabel kebijakan menunjukkan adanya perbedaan dalam keberhasilan implementasi program P4GN tersebut. Faktor komunikasi, struktur birokrasi, kecenderungan, hubungan antar organisasi, pelaksanaan program sangat baik dan mendukung sekali atas kebijakan tersebut. Hanya faktor sumberdaya-sumberdaya (SDM, dana, sarana prasarana) belum mendukung keberhasilan implementais kebijakan stranas P4GN di BNP dan BNK/Kota.

This study is conducted since the development of crime, in particular drug abuse, indicates an increasing trend from time to time. The problem of drug abuse should be dealt with comprehensively, and needs a proportional development of organization at the central as well as the regional/ province level. This issue has attracted the researcher to conduct a study on the implementation of the Strategic National Policy on the Prevention and Eradication of Drugs Abuse an Illicit Trafficking at the levels of BNP BNK/Kota.
This study was conducted by distributing questionnaires to 20 BNP and 105 BNK/Kota, including in depth interviews with the Heads of Organization & Personnel Divisions, BNP NAD and BNP of West Kalimantan. The theory of analysis is based on the theories of George C. Edward III, as well as Van Meter & Van Horn, consisting of variables related to communication, resources, structure of bureaucracy, trends, inter-organizational relations, and program implementation.
The outcomes of the study indicate that the implementation of the strategic national policy on the prevention and eradication of drug abuse and illicit trafficking at BNP and BNK/Kota is not generally running well. Looking at the variables respectively, there is a difference in the successful implementation of the program. Factors related to communication, bureaucracy structure, trends, inter-organizational relations and the program implementation are very well applied and strongly support the policy. Only the factors related to resources (human resources, funds, facilities and infrastructure) do not yet support the successful implementation of the national strategic policy against drug abuse."

"Imigrasi sebagai institusi pemerintah yang bertugas dalam hal ihwal keluar masuknya orang dan pengawasan orang asing di wilayah Republik Indonesia berkewajiban untuk membendung dampak negatif dari peningkatan lalu lintas orang antar negara akibat dari arus globalisasi, Seperti munculnya Trans Organized Crimes (TOC) dan imigran ilegal. Salah satu cara yang dapat ditempuh yaitu dengan mengoptimalkan fungsi penegakan hukum.
Berdasarkan hal diatas, penulis melakukan penelitian tentang implementasi kebijakan pemberian sanksi pelanggaran hukum keimigrasian. Teori yang digunakan sebagai pisau analisis adalah teori George Edward III yang menyatakan bahwa keberhasilan implementasi kebijakan publik dipengaruhi oleh 4 (empat) faktor yaitu: Birokrasi, Sumberdaya, Disposisi, dan Struktur Birokrasi.
Metode penelitian menggunakan metode kualitatif dan kuantitatif, data kuantitatif tidak dijadikan sebagai landasan pembenar namun hanya sebagai pendukung data kualitatif saja, penelitian ini melibatkan 9 (sembilan) pejabat imigrasi (pejim) sebagai informan yang bertugas dibagian pengawasan dan penindakan Divisi Keimigrasian Kanwil Departemen Hukum Dan HAM Jateng.
Berdasarkan hasil penelitian, implementasi pemberian sanksi pelanggaran hukum keimigrasian belum optimal karena belum adanya aturan pelaksanaan yang jelas tentang jenis pelanggaran yang harus diselesaikan melalui tindakan yudisial dan tindakan keimigrasian, belum adanya keinginan yang kuat dari pejabat imigrasi untuk menerapkan sanksi melalui tindakan yudisial, dan minimnya pelatihan.
Hasil penelitian ini diharapkan dapat dijadikan masukan kepada Direktorat Jenderal Imigrasi dalam upaya penegakan hukum keimigrasian khususnya ketepatan pemberian sanksi terhadap pelanggaran keimigrasian yang dilakukan oleh orang asing.

Immigration as commisioned governmental institution in the case of about exit entry of people and foreigner observation in region of Republic Of Indonesia is obliged to barricade the negative impact from make-up of traffic of inter-states people of effect globalization current, Like appearance of Trans Organized Crimes ( TOC) and immigrant ilegal. One of way of which can be gone through by that is optimal of function is straightening of law.
Based on the condition, the writer doing the research about the implementation gift of Sanction of Immigration Transgression. The theory that is used in this research is from George Edwards III. He said that the succeed implementation of public polic is influenced by four factors, such as communication, resources, disposition, and bureaucracy structure.
The research methods that the writer uses are qualitative method and quantitative method. The writer involves nine immigration officers as an informant. All of thoose immigration officers will be on duty in controlling and implementing section of Departement of Law and Human Right the Central of Java.
Based on the research result, the implementation of immgration policy grant related to violation punishment is not optimizing yet. It happens because of there is no clear regulations abaut the kinds of violation that should be finished throught the judicial action and immigration action. There is no reaction or desire from immigration officer to apply the punishment throught the judicial action, and less training.
The writer hopes that this research result will give new point of view to the Directorate General of Immigration about the effort of immigration law enforcement, especially for punishment grant related to the immigration trespassers that is done by foreigner."

"ABSTRAK
Kegiatan pertambangan rakyat yang disebut oleh masyarakat Bangka dengan Tambang Inkonvensional (TI), semakin marak hampir mencakup ke segala aspek ekosistem alam baik darat maupun laut yang mana tidak memiliki izin dalam proses kegiatan penambangan. Dengan semakin maraknya kegiatan pertambangan TI dikabupaten Bangka Selatan maka Pemerintah Daerah Kabupaten Bangka Selatan membentuk Tim Terpadu PETI dalam rangka upaya penanggulangan masalah penertiban serta penghentian segala bentuk pertambangan tanpa izin. Pembentukan Tim Terpadu PETI ini berdasarkan Keputusan Bupati Bangka Selatan No.188.45/67A/SAT POL PP/2014 tentang Pembentukan Tim Terpadu Penanggulangan Pertambangan tanpa Izin yang mana mengacu pada Perda No 4 Tahun 2011 Tentang Pertambangan Mineral.
Fokus penelitian ini adalah pada implementasi kebijakan tersebut. Penelitian ini menggunakan metode kualitatif. Hasil penelitian menunjukkan bahwa implementasi kebijakan penanganan tambang timah inkonvensional (TI) mengalami berbagai permasalahan berupa keterbatasan Keterkaitan standar dan tujuan, sumberdaya, komunikasi antar organisasi dan aktivitas implementasi, karakteristik badan pelaksana, kondisi sosial, ekonomi dan politik serta disposisi pelaksana sangat mempengaruhi implementasi kebijakan. Ketidakjelasan dalam pelaksanaan standar dan tujuan, masih kurangnya dukungan sumberdaya kebijakan baik itu kurangnya sumberdaya manusia, sumberdaya dana, sumberdaya fasilitas dan sumberdaya informasi, serta aspek diluar organisasi seperti kondisi sosial, ekonomi memberikan hambatan dalam proses pelaksanaan implementasi kebijakan dan pencapaian keluaran implementasi kebijakan.

ABSTRACT
Artisanal mining activities called by the Islands community with Unconventional Mine (TI), the more bloom almost cover all aspects of natural ecosystems to both land and sea which are not authorized in the process of mining activities. With the rise of mining activities, the IT dikabupaten South Bangka Regency Government of South Bangka Integrated Team illegal formed in an effort to curb the problem prevention and cessation of all forms of mining without permission. Integrated Team illegal formation is based on Decree of the Regent South Bangka No.188.45 / 67A / SAT POL PP / 2014 on the Establishment of an Integrated Response Team Mining without a license which refers to Bylaw No. 4 of 2011 on Mineral.
This research focus is on the implementation of the policy. This study uses a qualitative method. The results showed that the implementation of policies to deal with unconventional tin mine (TI) experienced a variety of problems such as limitations of standard linkage and objectives, resources, communication between the organization and implementation activities, the implementing body characteristics, social, economic and political as well as the disposition executive influence policy implementation. The lack of clarity in the implementation of standards and goals, still a lack of resources support good policies that lack of human resources, financial resources, resources, facilities and information resources, as well as aspects of outside organizations such as social conditions, economic provide obstacles in the implementation process of policy implementation and the attainment of policy implementation"

"Analisis terhadap implementasi kebijakan reformasi administrasi perlu dilakukan untuk mengetahui proses dan hasil pelaksanaan serta faktor-faktor yang mempengaruhinya. Sebagai tempat penelitian dipilih Kementerian Koordinator Bidang Kesejahteraan Rakyat sebagai salah satu kementerian/lembaga yang telah dianggap sudah memenuhi syarat diterapkannya reformasi birokrasi di lingkungannya. Penelitian ini menggunakan pendekatan kualitatif dengan wawancara mendalam.
Hasil penelitian menyimpulkan bahwa implementasi refromasi administrasi di Kementerian Koordinator Bidang Kesejahteraan Rakyat belum efektif. Untuk memperbaiki disarankan meningkatkan kualitas SDM aparatur di Kemenko Kesra melalui peningkatan kompetensi, mendorong penggunaan teknologi informasi dan komunikasi (TIK) dalam berbagai kegiatan untuk tercapainya efektivitas dan efisiensi dalam pelaksanaan manajemen pemerintahan dan memperkuat sistem promosi jabatan tinggi yang telah berjalan.

The implementation of administrative reform need to be analyzed in order to know the results of the implementation and some factors affecting the process. The research selected The Coordinating Ministry For People’s Welfare as an agency which is implementing administrative reform in their organization. This research applied a qualitative approach with in-depth interviews.
The conclusion of this research is that the implementation of administrative reform in The Coordinating Ministry For People’s Welfare is not effective. Some recommendations to improve the implementation are improving the capacity of its Human Resource, improving the use of Information and Communication Technology (ICT) in various units is necessary to enable the employees work more quickly, accurately, efficiently and effectively and give more effort on the open selection program.

"ABSTRACT
The learning system at the Open University, both abroad and in Indonesia, there is a learning program that really demands student independence. This study aims to analyze the implementation of management policies of the management of the new scheme of study groups at the Open University of UPBJJ-UT Bengkulu and UPBJJ-UT Padang. The number of respondents in this study were 445 Bengkulu students and in Padang. The research data analysis used was the independent sample t-test. The collected data was analyzed using Statistical Package for Social Sciences (SPSS) software version 16.0 for Windows. The results of the first study, show that obtained F-count value 42,808 and sig value. 0,000 < 0,005. Second, the implementation of management policies has a t-count value of 6.872 and a sig value. 0,000 < 0,005. And finally, the implementation of management policies has a t-count value of 7.404 and a sig value. 0,000 < 0,005. Based on the results of the study indicate that the two regions still need supervision of the performance of the study group administrators at the Open University. Student satisfaction is considered to be lacking in POKJAR's performance. But in the category often and very often the UT Padang region is bigger than the UT Bengkulu region, this also shows that the oversight is still more than the Bengkulu Open University entity in carrying out its duties and authority as the management of the study group so that service to students is not constrained and students understand Open University procedures."

Kebijakan pengembangan energi terbarukan sebagai upaya mewujudkan ketahanan energi bertujuan untuk mencapai target 23% energi terbarukan pada tahun 2025. Lambatnya laju peningkatan bauran dan pembangunan infrastruktur berbasis energi terbarukan ditengarai karena tidak terakomodirnya kepentingan pelaku usaha dalam kebijakan. Kepentingan politis menjadi penyebab belum adanya undang-undang energi terbarukan. Keraguan akan komitmen pemerintah terlihat dari alokasi sumber daya yang dialokasikan pada Direktorat Jenderal ini untuk melaksanakan kebijakan. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan dan faktor-faktor yang mempengaruhi implementasi kebijakan pengembangan energi terbarukan pada Direktorat Jenderal EBTKE menggunakan teori Knoepfel et al (2007) dan Mallon (2006) melalui pendekatan post positivisme dengan metode kualitatif. Data primer diperoleh dari wawancara mendalam terhadap narasumber kompeten, sedangkan data sekunder diambil dari studi literatur. Panalitian ini dilakukan pada kurun waktu Desember 2018 – Agustus 2019. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan pengembangan energi terbarukan belum berjalan baik dilihat dari variabel rencana aksi yang dinilai belum mencerminkan kepentingan pengembang dengan dalam kebijakan dan keterbatasan kompetensi sumber daya pendukung. Untuk variabel proses terdapat keterbatasan situasi dengan belum adanya konsensus pada konsep keadilan energi. Sedangkan untuk variabel aturan implementasi terkait pelayanan publik sudah menunjukkan arah perbaikan. Faktor-faktor yang mempengaruhi implementasi kebijakan adalah belum adanya tujuan yang jelas dan terukur, belum terpenuhinya kecukupan investasi, kebijakan yang tidak stabil dengan seringnya revisi regulasi serta kerangka kontekstual dalam hal belum adanya regulasi undang-undang yang mengatur dan ketidakselarasan regulasi pada tataran peraturan teknis.

Renewable energy development policy is an effort to reach energy security aims to achieve the target of 23% renewable energy by 2025 The slow pace of increasing the mix and development of renewable energy is indicated that stakeholders interest are not accommodated in policies. Political interests makes the absence of renewable energy laws. Doubts about the government's commitment can be seen from the allocation of resources to this Directorate General. This study aims to analyze the implementation and factors that influence the implementation of renewable energy development policies at the Directorate General NREE using the theory of Knoepfel et al (2007) and Mallon (2006) through post positivism approach with qualitative methods. Primary data were derived from in-depth interviews, secondary data were taken from literature studies. This research was conducted in December 2018 - August 2019. The results of this study indicate that the implementation of the renewable energy development policy has not gone well as seen from the action plan variables which are considered not to reflect the interests of the developer with regard to policies and limited competency of supporting resources. For the process variable there are limitations to the situation with the lack of consensus on the concept of energy equity. As for the variable implementation rules related to public services have shown the direction of improvement. Factors influencing the implementation of policies are the absence of clear and measurable objectives, insufficient investment fulfillment, unstable policies with frequent revisions of regulations and contextual frameworks in the absence of regulatory regulations that govern and non-alignment of regulations at the level of technical regulations.

"ABSTRAK
Penelitian ini bertujuan menganalisis pelaksanaan program raskin di Kabupaten Tabanan Provinsi Bali. Tujuan lain dari penelitian ini adalah untuk mengidentifikasi faktor-faktor apa saja yang mempengaruhi keberhasilan / kegagalan dalam pelaksanaan program raskin berdasarkan kerangka teori Van Meter dan Van Horn.Pendekatan dan teknik yang digunakan adalah pendekatan post-positivisme dengan metode pengumpulan data kualitatif. Teknik pengumpulan data dilakukan melalui, wawancara dan studi literatur. Jenis penelitian ini adalah penelitian Eksplanatif, dimana akan dilakukan eksplorasi dan analisis atas fakta mengenai pelaksanaan program raskin di Kabupaten Tabanan. Hasil penelitian menunjukkan bahwa secara umum pelaksanaan program raskin di Kabupaten Tabanan sudah sesuai dengan arahan Pedoman Umum Raskin. Disisi lain, masih ada beberapa indikator keberhasilan program raskin yang belum terpenuhi secara optimal seperti indikator tepat sasaran, tepat kualitas dan tepat administrasi. Tingkat pemahaman pelaksana implementasi terhadap standar dan sasaran program raskin menjadi faktor utama yang mempengaruhi pencapaian keberhasilan program raskin di Kabupaten Tabanan. Kurangnya pemahaman menyebabkan tidak terpenuhinya indikator keberhasilan 6 enam tepat seperti yang diamanatkan dalam ldquo;Pedoman Umum Raskin rdquo;.Kata kunci : Raskin, Imlementasi Kebijakan Publik, faktor yang mempengaruhi Implementasi Kebijakan

ABSTRACT
This research is aimed to analyze the implementation of the Raskin program in Tabanan District, Bali Province. Another aim of this research is to identify several factors influencing the success failure in the implementation of the Raskin program based on Van Meter rsquo s and Van Horn rsquo s theoretical framework. In this research, the post positivist approach to qualitative data collection methods is used. The data collection is conducted through interview as well as literature study. The research it categorized as an eksplanatif study, as it explored and analyzes the fact regarding the implementation of the Raskin program in the Tabanan district. The results showed that, generally, Raskin program implementation is in conformity with the government. On the other hand, there are success indicators of Raskin program which has not optimally fulfilled, namely, right indicators on target, quality, quantity and administration. The level of implementor rsquo s understanding toward the standard and target of Raskin program is the main factor affecting the achievement of the program success. The lack of understanding led to the unsuccess of their attempts to complete meet 6 key performance indicators directed on ldquo Raskin General Guideline rdquo ."

"The environmental issue has been the major issue in the world nowadays. This issue also has encourage many big cities around the world to implement the green cities concept in their city development, to reach the minimal standard 30% green open space of the city?s area, that has been settled on the Earth Conference at Johannesburg in 2002. In Jakarta, as an effort to reach the minimal 13,94% standard that has been settled in the Rencana Tata Ruang Wilayah DKI Jakarta 2010 (RTRW 2010), the local government especially Dinas Pertamanan DKI Jakarta are trying to rearrange the use of the land that has been improperly used by people. One of the refunction is on Taman Ayodia, which is well known by the name Pasar Barito. There has been resistance made by the small merchants (PKL) in Pasar Barito regarding the ondemnation process.
Due to that reason, the research questions in this research are: how was the implementation process seen from Edward III?s and Grindle?s conceptions about the dimensions of a policy implementation and which dimension that is dominant in the policy implementation process?
The research method that the researcher uses in this research is positivist approach which is helped by qualitative data technique. The type of this research is descriptive research. In collecting data, researcher uses in depth interviews, observation, and documentation. Qualitative data is the most important data which is supported by literature studies from books, journal, etc.
The result from this research is that the implementation of green open space refunction in Taman Ayodia has been done but still it has lack of perfection due to the resistance that the small merchants (PKL) made within the condemnation process. The imperfection came from the lack of communication and lack of interests affected from the implementers that the small merchants refer to an improper relocation place and there is no access for the citizen to participate in the decision making of the policy.
The suggestion that has been made to Dinas Pertamanan was to enhance the communication within the organization and enhance the coordination to make the socialization of the program heard and understood by the interests affected clearly. So that in the future a successful policy implementation can be achieved.

"Penelitian ini mengangkat masalah implementasi kebijakan program bina lingkungan di Kota Bandar Lampung. Penelitian ini menggunakan pendekatan post positivist dengan metode kualitatif. Hasil peneilitian ini (i) Implementasi kebijakan program bina lingkungan yang diatur dalam Perda Nomor 1 Tahun 2012 tentang Penyelenggaraan Pendidikan belum berjalan secara efektif karena adanya kerancuan dan ketidakjelasan isi kebijakan yang tertulis (ii) Program ini memiliki tiga dampak dalam pelaksanannya yaitu, dampak pada sekolah swasta yang kekurangan siswa, hilangnya hak dari siswa reguler yang akan masuk ke sekolah negeri dan, turunnya mutu pendidikan. Saran yang diberikan adalah Perbaikan isi kebijakan dan melibatkan sekolah swasta dalam program kebijakan.

This study raised the issue of implementation of the policy on Bina Lingkungan program in Bandar Lampung. This research used the post positivist using a qualitative methodology. Using the implementation of merilee s .Grindle .The results of this research ( i ) Bina Lingkungan Policy program regulation covers number 1 in 2012 about the education system has not been effectively because a confusion and obscurity the policies written ( ii ) there are three impact on the implementation, the impact is on private schools that a shortage of students, loss of the rights of regular students who will enter the public schools, and decline in the quality of education. Advice provided, first improve the contents policy and second involving private schools in the policy.

"Fenomena yang dijadikan obyek penelitian adalah implementasi kebijakan pemerintah terhadap pengelolaan Pulau Miangas. Tujuan penelitian adalah membahas isi kebijakan, membahas konteks implementasi kebijakan pemerintah terhadap pengelolaan Pulau Miangas dan untuk mendapatkan konsep alternative tentang kebijakan pengelolaan pulau-pulau kecil terluar di perbatasan. Penelitian menggunakan pendekatan penelitian kualitatif yang dikembangkan dengan metode triangulasi. Pengumpulan data menggunakan studi kepustakaan, wawancara, FGD dan observasi. Informan penelitian sejumlah 32 orang ditentukan melalui snowball technique dengan criteria tertentu.
Isi kebijakan pemerintah terhadap pengelolaan Pulau Miangas merupakan suatu konsep kebijakan pengelolaan pulau-pulau kecil terluar di perbatasan yang mencakup pengelolaan sumber daya manusia dan pembiayaan; sumber daya alam dan lingkungan; sumber daya teknologi dan sarana prasarana; serta sumber daya kebijakan.. Isi kebijakan pemerintah terhadap pengelolaan pulau kecil terluar menunjukkan adanya permasalahan tumpang tindih isi kebijakan yang menyebabkan pengelolaan Pulau Miangas belum terintegrasi dan belum optimal. Permasalahan tumpang tindih isi kebijakan ini terungkap dari adanya sejumlah regulasi yang terkait dengan pemanfaatan dan pengelolaan sumber daya kelautan dan perikanan serta pengelolaan perbatasan.
Konteks implemetasi kebijakan pemerintah terhadap pengelolaan pulau Miangas terkait dengan upaya penegakkan kedaulatan negara di perbatasan. Dengan demikian pengelolaan Pulau Miangas tidak bisa dipandang hanya dari satu sektor; dilaksanakan hanya untuk kepentingan sektoral; dan hanya mengandalkan satu sektor saja. Karena itu, pengelolaan Pulau Miangas memerlukan keterpaduan lintas sektoral dengan mengedepankan pentingnya peran daerah sebagai ujung tombak penyelenggaraan pemerintahan negara.

The phenomenon that made the object of research is the implementation of government policies on the management of Miangas Island. The study used a qualitative research approach developed by the triangulation method. Collecting data using literature studies, interviews, and observations FGD. 32 The informants were determined by snow ball technique with a criteria.
The government content of policy on the management of Miangas Island is a concept of policy management of the outermost islands in the border which includes the management of human resources and financing; natural resources and environment; technological resources and infrastructure; and regulations. Fill government policy on the management of the outermost small islands showed overlapping contents of the policy issues that led to integrated management Miangas Island and have not yet optimal. Problems of overlap revealed the contents of a number of regulations relating to the use and management of marine resources and fisheries as well as border management.
The context of the implementation of government policies on the management of the island Miangas associated with efforts to enforce the sovereignty of the country at the border. Thus management Miangas Island can not be viewed only from one sector; implemented only for sectored interests; and only rely on one sector alone. Therefore, Miangas Island requires an integrated management across sectors by promoting the importance of the role of regions as the spearhead of the state government administration."
